Executive Council Announces Universal Healthcare
December 12, 2008

ZINAIRE CITY– Apparently, the Executive Council has been caught up in the spirit of giving. Councilor Alexandra Michelin announced at a press conference today that, beginning in the new year, the Zinairian government would be offering free universal healthcare. This is a surprise move by the Council, which is dominated by the pro-privitization Zinairian Business Party, and by the National Assembly, also dominated by the ZBP. Michelin, the only member of the leftist Zinairian People's Party serving on the Council, and her allies in the National Assembly were pivotal in pushing their piece of legislature through. The bill passed in the legislature with a wide 263 vote majority.

Supporters of the ZPP, mainly of which are working class, are jubilant and there have been reports of celebrations spilling out into the streets. While the move is generally appreciated by the Zinairian citizenry, companies are having mixed reactions, especially considering that to fund the service, the national government will be cutting back of corporate handouts. Businesses in the medical and insurance sectors are unsure what effects the move will have on them. Chief Executive and ZBP member Gregory Bishop defended the move to corporations:

"Many of you are concerned about the effects of cutting our funding to economic stimulus programs, but let me assure you that universal healthcare is just as good for you as it is for every other citizen of Zinaire. First and foremost, you'll no longer have to pay for employee health benefits, which can be a major expense as you all know, secondly, your workforce, even the ones who you didn't previously provide healthcare for, will be healthier, meaning productivity gains. As I'm sure you know, the Zinairian government has offered generous tax breaks to companies that provide health care to their workers, now all we're doing is taking out the middleman and providing this healthcare ourselves."

Despite Bishop's reassurances, some businesses are still worried that they'll be bearing more than their share of costs in order to pay the bill for unemployed Zinairians, estimated to make up less than 3% of the population. This segment will undoubtedly see the greatest change come the new year.

The Zinairian National Health Service is set to roll out on 1 January, 2009, but many critics fear the the program will still be half-baked at that time and many are anticipating delays. Government spokespeople have reassured naysayers, saying that the government has been planning for this move for several months. Despite this, hospitals and insurers say the announcement was the first they had heard of the change. Newly appointed NHS director Catherine Dubois is already saying that the January deadline may not be met, saying it could be late spring before the service comes online.

This move, combined with the earlier decision to provide free higher-level education, has led some hard-line ZBP members to criticize the Bishop administration for it's "socialist" practices. Meanwhile, members of the People's Party say that Bishop is doing a good job balancing his own loyalties and the interests of the citizenry.

Senior ZEP Official Held by National Police
December 13, 2008

ZINAIRE CITY– Jason Maxwell, a senior staffer with the Zinairian Environmental Party, is being held by the ZNPD on terrorism charges.

Maxwell's silver Prius was pulled over by Zinaire City police at 1420 yesterday for speeding several blocks from the ZEP's Hedge Street headquarters. Reports say Maxwell was acting extremely nervous and police asked for permission to search the vehicle. In the trunk, officers found several bags of fertilizer as well as 'timing mechanisms'. Maxwell was immediately ordered to step out of the vehicle and was placed into custody. Officers then contacted the ZNPD and a unit was dispatched from the nearby field office. National agents searched Maxwell's car and person and arrested him on terrorism charges.

Upon hearing of the arrest, the ZEP cried discrimination, saying that Maxwell was arrested because of his unpopular political beliefs.

A search of Maxwell's home turned up more fertilizer and timers in a garden shed. No other bomb-making equipment was discovered. Gloria Maxwell, Jason's wife, said that the timing mechanisms were 'sprinkler timers' for use in a community garden plot. A search of the plot turned up no additional evidence.

The investigation is ongoing and Maxwell is being held without bail. If he is found guilty, it could lead to an investigation of the entire party.

Miller Announces Bid for Top ODECON Position
December 18, 2008

ZINAIRE CITY– Minister of Foreign Affairs Jackson Miller announced today that he is running for a position on the Multilateral Authority of the Oceanic Defense Coalition, or ODECON.

Miller said he would be running for the position of Foreign Affairs Secretary. The post includes responsibility for negotiating treaties and averting armed conflicts. If elected, Miller says he would leave his current job at the Foreign Authority. This has left top government officials scrambling to find a replacement for the minister who is reportedly popular with staff, citizens and foreign governments.

Miller spoke at a press conference today regarding his decision to run:

"I truly love my job at the Foreign Authority and the opportunities it gives me to travel and meet new people. However, at ODECON, I would have the chance not only to protect Zinaire's interests abroad, but those of some of the most influential democratic states on the world stage today. I would continue to work closely with officials at the Foreign Authority, including my successor and I can assure you that when my time at ODECON is over, I'll come roaring back onto the Zinairian political scene. I may be old, but I'm far from dead. That is, if a Leistungi winter doesn't do me in."

Miller's speech lent additional credibility to rumors that he would be running for a seat on the executive council in 2013. In the words of political analyst David Morgan, "what else could 'roaring back onto the...scene' mean"? Miller has not commented on these rumors.

Zinaire has been an ODECON member for several months. During this time, the alliance narrowly avoided and number of armed conflicts. Although he doesn't claim any credit for avoiding war, Miller is willing to accept some of the praise for preserving ODECON's reputation after a fiasco in the Ryou Black Islands. Miller also says he and his office had been pivotal in last month's ODECON summit.

The results of the election won't be in until January 6, and until that time Miller will remain in office except when campaigning demands otherwise.

Complimentary Pistols Cause Corruption Scare

ZINAIRE CITY– Sequoia Weaponworks, a subsidiary of Sequoia Defence Systems, a long-term provider of weapons for the Zinairian Armed Forces and various other national agencies, recently distributed a series of 1,000 hand-crafted P270B Diablo Combat pistols to top Zinairian officials throughout the government. The pistols, whose mass-produced counterparts retail for $500, were provided as a thank-you to procurement officials for a recent flurry of orders.

Watchdogs have raised concerns about bribery, alleging that perks such as the pistols could be a factor in procurement decisions. Officials have generally dismissed allegations of bribery and have maintained a lighthearted attitude in dispelling suspicion. Minister of Defense and pistol recipient Sir Henry Norton addressed the issue at a press conference earlier today:

"The idea that these pistols are a bribe is absolutely absurd. The gifts were given to us after all the order were submitted and we certainly didn't hear anything of the gifts before these orders were made. Now, let me be frank, while this is one of the nicest pistols I've ever handled, it's not quite worth billions of numers in defense contracts. Even if a Sequoia [Weaponworks] spokesman had shown up a couple weeks ago and handed me this gun under the table with a wink, it isn't going to affect my decision or anyone else's."

The Zinairian government is not known for corruption, and cases of it are very infrequent. This is in part due to the extremely harsh punishments for corruption, which sometimes include treason charges. The Zinairian National Police Department has announced that it will not be launching an investigation into the gifts. Watchdogs allege that the ZNPD is turning a blind eye because department heads also received gifts from Sequoia Weaponworks. National police have not responded to these allegations.

Sequoia Weaponworks has not responded to concerns from corruption watchdog groups. The Military Authority has said that it does not have any plans to stop purchasing from Sequoia Weaponworks or its parent company.
