Madurastan-Alfegos Conference(Closed to all but Alfegos)

The Republic Of Madurastan has set up a conference re-opening the relations between the nation of Alfegos after the civil war that tore down the former Republic Of Colstream.

A brief summary of what happened during the war:

The 30 year war started when factions in the government took control of parts of the military. Communist rebels managed to secure a part of the south which forced the government to send in troops. A war was sparked that killed most of the pouplation that couldn't get into specially built bunkers that was originally built in case of nuclear war. When the war was won by the Democratic soldiers, the Republic Of Madurastan was formed.

The Republic Of Maduratsan requests for the defences of the colony-city to be lowered in the new period of peace and a request for discussions in the Colonial Headquarters to start as to the future relations of Alfegos with Madurastan. The new Madurastan government wishes to continue the relationship that Alfegos had with the former Republic Of Colstream.

War had raged in these parts many a time, the people of the colony of Ge'fegos had slowly grown accustomed to war. The city-colony itself had been taken in a time of war as 'payment' as it were for the deployment of vast Alfegan resources, that had perpetuated the rightful democratic republic. Peace had allowed the city to expand beyond the original banks of rubble and earth, industry and trade flourishing as this oasis in an otherwise barren land helped the nation get back onto its feet time and time again, cleaning up the devastation of wars selflessly to earn its keep.

And then, the shadow had fallen again. The great guns that had been carried in at the birth of the city colony were again loaded and aimed outward, and fences placed to stop the devastating war the sides waged from straying too close. Eventually, as the city received the occasional aid airship flying in high over the shattered country, the fighting died down, and a deep quiet fell over the landscape. If was easy to tell many had died in the fighting. Finally though, they received contact.

The Republic Of Maduratsan requests for the defences of the colony-city to be lowered in the new period of peace and a request for discussions in the Colonial Headquarters to start as to the future relations of Alfegos with Madurastan. The new Madurastan government wishes to continue the relationship that Alfegos had with the former Republic Of Colstream.

Exactly what the colony had been hoping for in the many months of death - an end to the military alert level of DEFCON 2 in the city, the curfew finally being lifted and the soldiers standing down for the last time on the earth and concrete bunkers cut into the outwards side of the earthern ring, with its diameter of 3km. As the colonial headquarters issued orders for the trading ships to start arriving again and for the garrison to be replaced, they began at once making arrangements for the Madurastani government to arrive for the formal meetings.

The Colonial Headquarters were located prominently at the centre of the city, an Alfegan symbol of command and prosperity over the surrounding structures built earlier in the original Colstreami style. They consisted of a pair of steel-and-glass towers, rising thirty stories above the otherwise low-rise city, the first of the skyscrapers that had since been built in the limited land area. Large banners hanging from between the two buildings bore typical government messages about the moral conduct of citizens, in both the native Colstreami languages and Fegosian, another symbol of the control the colony had over the area.

In his top floor office, the Governer of Ge'fegos sat with his advisory staff as he began composing a message to be sent in reply to the Madurastani greeting to them, the forms of the Foreign Minister and Colonial Minister watching from video-linked screens around the wooden conference table, the words displayed on a screen at the end of the room. By the door, a pair of infantryman stood in full combat gear, ready to take the composed message to the radio broadcasting station on the lower floor for relay to the Madurastan government.


To whom it may concern.

We are delighted to hear that the war that has racked this nation for long enough has finally been resolved, with the implementation of a democratic government as with the old Colstream.
As such, the defences of the colony have been lowered to the degree that we will allow safe passage of clearly-marked Madurastani vehicles across the surrounding area into Ge'fegos, for the conference to be held.

We remind the government in power that they need not bring an armed guard into the city: any such will be turned away from the city. As it is possible to guess, the government of Ge'fegos are still wary of the threat of war to the population, and until these formal relations are established will view the government of Madurastan with the typical suspicion that it has of all unknown governments.

They will be a convoy of 8 Madurastani marked vehicles to Ge'fegos coming for the conference. I myself will be attending the conference to show that Madurastan are 100% behind the conference. The Minister Of Defense, David Long will be also attending along with the Minister Of Economical Affairs, Michael Williams. We are also bringing a "sweetener" so to speak. The sum of 130 Million Madurats, which is 260 Million NS$, as a down payment for any deals that could be made.

Upon one of the eighteen towers looking out across from the top of the 'barricade' as it was colloquially known, a lookout scanned the empty highway that stretched from the city into the distance: a pair of 4-lane roads, all now empty with the occasional vehicle wreck lying across the carriageways. Further out, crude warning signs hung from the overhead sign system, warning all who approached of the risks of entering the city without stating their intent. Sighting something in his binoculars at the point where the road became visible, he looked across the surrounding terrain onto the tongue of asphalt where a convoy of vehicles became visible, marked with the insignia of the new government controlling these lands. Radioing back quickly to the command, the sound of shouted orders of the radio network crackled from his unit soon as a co-ordinated response began to prepare for the officials arriving. A group of trucks pulled up at the barrier of detritus across the road where it cut through the 'barricade', discharging infantrymen who quickly began heaving wreckage, rubble and steel crowd barriers towards the side of the carriageways. At the massive international airport that dominated most of the colony, a small Police airship rose up into the sky, engines propelling it rapidly across the sky to act as a vantage point on the meeting that was soon to take place, as well as ensuring the security of these men.


Inside the Colonial Headquarters, a team of cameramen followed the Governor, with his head officials and advisers, across the carpeted lobby of the building to the large glass doors. Outside, a small motorcade awaited to take them the short distance across the city to the Ge'fegos Government Hall, where the space would be adequate to host such a meeting. Police vehicles lined the streets along with the occasional military truck, clearing a route for the Madurastani representatives to follow.

The convoy approached the perimeter of Ge'fegos and slowed down to pass the security checkpoint at the gate to the colony. It then turned down the main road and started to follow the convoy of cars carrying the Ge'fegos Governor and his staff. President Jack Browning's convoy followed at a steady pace, the guards only carrying tasers and mace instead of the normal regulation 9mm MDS Pistol.

After the convoy entered the city, the trucks that had brought the soldiers in slowly followed the convoy as it progressed through the streets, crowds shouting mixed reactions at the motorcade that passed through the city. Along the barriers that kept the crowd confined to the pavements, the occasional police and military vehicle lay parked against the side, police officers prepared to react to the slightest threat, either from the crowds or from those they were guarding.

Soon, the vehicles passed the entrance to the Ge'fegos Government Hall, where the media had been penned in a separate barrier area, news cameras from the various Alfegan news agencies and others from the region of Nova watching the representatives disembark from their vehicles to move inside, the Alfegan group quickly preparing themselves to meet the Madurastani people as they began leaving their vehicles to enter the hall. The Governer stood at the doors to the building as the first Madurastani group departed their cars, smiling as the cameras tracked all their movements.

"Good day to you, President... Jack Browning. Welcome to the city-colony of Ge'fegos, one of the wealthiest cities in your new nation's bounds, and I hope you enjoy your stay. We will proceed straight to the main hall, where drinks will be served before we start these talks."
He held out his hand for the other to shake, wary of the flicker of flash bulbs from the assorted cameras of both the many bystanders and the media.

President Jack Browning took his hand and shook it. In his other hand he waved a piece of paper in front of the cameras. "Here in my hand is a present from the Madurastan people. This is for in the days when the rest of this island was consumed in war, Ge'fegos stood firm and shone like a beacon of hope and liberty in the fog of war. Here is the sum of 130 Million Madurats, which is 260 Million NS$ which i hand to you, Mr Iu'soim Xha'lo'ta as a big thank you from the government of Madurastan." He then turned as more flashes of camera bulbs shone as the media rushed to document the moment.

The Governer put on the prepared smile he had for the cameras as he shook the President's hand, accepting the gift of money.
"Æ150 million - a gift that we ensure will be made worth it by the hard work of the people of our glorious centre. We thank the government of Madurastan for such generosity, and hope this is but the start of profitable relations between our colony and Madurastan!"

The police moved to the sides to keep check of the media, whilst the Governor led the President and his party into the halls themselves. Strolling past the display of sculpture and art by the local artists of the colony, he passed through an internal set of double doors to enter the government chamber. A large group of desks sat at the centre of the hall, surrounded by the further tiered desks as was the typical style of such a hall. The interior was decorated with granite and hardwoods imported from Alfegos, the flag of the home country and of the colony hanging from the domed ceiling of the hall down over the central desks. Already, the majority of the colonial governmental staff were seating at their places around the hall, with seats marked out by small flags for the Madurastani representatives. A palce had been set out in the centre of the hall for the Governer, Deputy Governer and the President, with small video screens set up for the Alfegan Foreign Minister, Financial Minister, Minister for Colonies and Interior Minister to video-confer.

"If you would like to sit down - refreshments will be served shortly, before the beginning of the negotiations."

"Thank you." President Browning sat down at his allocated seat. The Madurastan Minister of Defence on his left, his Minister Of Economical Affairs on his right. He looked down the table and watched fascinated as people bustled around with refreshments with almost military precision. He had been a Field Marshal in the old Colstream Army and had this number of staff serving him. He asked a waiter for a cup of black coffee with 2 sugar lumps. As the waiter was serving him, he turned to the Governor. "I hope this conference helps Madurastan and Alfegos prosper. We wish the relationship to continue as it was with the former Colstream government."

The Governer took a cup of black tea from one of the catering staff, sipping it down quickly while listening to a briefing from the Official Catering Head, checking all the details for the conference before turning away to disappear behind scenes.

"Well, I guess you overheard that: we'll have three hours talks before a break for refreshments, before another three hours talking. I think all will be assembled now, so we can give it a few minutes for everyone to get themselves comfortable before we start.
But, of course, we will take all the previous deals we had with the nation of Colstream, including a few of the off-record agreements that we had, for rediscussion in light of the state of the nation today, before launching into anything further, remembering that we are limited in time by the length of the day! If you so wish to arrange during our refreshment break, we are able to provide lodgings for you during your stay here, so need not continually pop back-and-forth between Ge'fegos and your homeland. It would be good if you were able to stay for a few days, since our discussions are likely to be convoluted and graced by higher government officials from our homeland itself, at least two of whom are currently enroute and who will be speaking to us via video link on the screens you see around the hall. Anyhow, I think it is time."

The Governor stood up and clapped his hands three times, causing a silence to fall over the hall. Tapping the microphone on his desk, he raised it to head height, before he began.
"Good afternoon to you all present here. As you are aware, these talks have been brought about in light of the final peace that has fallen over the nation once known as Colstream, now as Madurastan. These talks will decide the future of Ge'fegos in relation to this new national power, as well as re-evaluating past deals we had with the Colstream government, to see whether they apply now. I would like to introduce the President of Madurastan, Mr Browning, and his two ministers sitting with me here. President, I wish to introduce to you myself, the Governor of Ge'fegos, the Deputy Governor, and my Financial Advisor. Via videolink on the main screens, we have the Foreign, Colonial and Financial Ministers of Alfegos, who will be making decisions as relays to the Senate in Alfegos, who will debate over any issues raised by any of the Senators in regards to anything discussed here. Present in the hall are the Councillors of the colony.

President, I hand over to you now."

"Thank You Governor Xha'lo'ta. I address all of you in saying how thankful we are here today. The Republic Of Madurastan and its people wishes to continue the relationship that the former Republic Of Colstream had with Alfegos and retain all of the agreements it made.

The government of Madurastan is basically the same as the Colstream one in that it thrives on the freedoms it gives to its people. I wish to create a strong partnership with the old Colstream's allies and create new ones as we move into the future. We must stand together in the face of oppressive and controlling regimes who strive to enslave many peoples under their unjust beliefs. I will as Madurastan's president be at the forefront of fighting aginst these types of nations. The agreements must be kept to ensure that our nations are safe from aggression and also prevent any more problems from engulfing this region again for the sake of Madurastan and Alfegos."

"Thankyou, Mr President. I will now move us on to the first subject -that of the status of Ge'fegos.
With the old Colstream, the colony of Ge'fegos was recognised as the up to eight kilometres from the centre of the main airport runway, with border controls as any country would expect, albeit on a smaller scale. The colony was recognised as the sovereign territory of Alfegos, meaning the government of Alfegos could do as they please within the bounds of the colony. We were allowed to exercise these rights in any way we wished, not limited to the deployment of a battalion of Mechanised Infantry within the colony bound. We also had mineral rights over all resources we found in this area, and were able to access the water of the river that flows under the city as we pleased. The skyspace around the colony was recognised as our sovereign skyspace, and the three airship lanes that meet pass over Ge'fegos as joint responsibility of the old Colstream government and of Alfegos.

We wish to start by your stating whether or not the sovereignity of the colony is recognised by Madurastan, and all the rights of Alfegos as just stated by me are recognised by Madurastan. If you wish to raise any questions, so go ahead."

"The soverignty of Ge'fegos is recognized by Madurastan and all rights that were given to Alfegos still stands. We also still recognize the boundary of the colony and the airspace above. I would like to say that the mineral resources there are still Alfego's and that will not change. We would like to add a 4th air corridor to ease congestion they will be still be under joint Madurastan-Alfegos control. Is this feasable to you?"

"The current air corridors serving the city are adequate as we know it: one route is between Liberty City and Ge'fegos, one is between here and the colony of Tho'lara, and the final being an inter-regional route from here to Nova. These all are set down as important due to the high usage of them by airships. As such, a fourth route, whilst of interest to us, would not have any real current major need due to there being no other targets of interest within the nation: unless of course you can name one."

"I can think of a route from Ge'fegos to the Alfegos garrison in the joint occupied territory of Moriabia. Moriabia is now a Madurastan colony like Ge'fegos."

(OOC: What memories - haven't had a good war RP for ages. Mebbe set one up like Hervia and Moriabia? One of the local nations becomes a bit ratty due to the obvious danger posed to it by Alfegan trade and declares war on Madurastan? Just an idea.)

"To the joint garrison? That would be an excellent proposal, especially since from there it can be connected to the North Transglobal Airship Lane without too much difficulty. I think we have reached an accord on that proposal.
Now, is there anything more you would like to say on the matter, before we move onto our next topic?"

OOC: I have one planned. Remember Thive? The government that was set up after we liberated it from the rebels wobbled when Colstream collapsed due to the soldiers going home to fight the civil war. Now Thive's government has gone communist and won't recognize Madurastan. It also doesn't like Alfegos still trading with the new government. Cue the inevitable. :)

The next subject we will cover is the existing military arrangements that the two nations of ours have - a much more extensive subject.

Now, as far as we were aware, the nature of the colony within your borders means amicable relationships are to be strived for, to the point of protection of the host nation. A defensive pact of sorts existed between Colstream and Alfegos, in terms of mutual defensive - the battalion stationed here acts partially as a rapid response unit in case of invasion of the country. Colstream, whilst it never did so, was positioned to attack any invaders to colonial assets such as Tho'lara, known to you as Hervatia.

What is your opinion on the arrangement we had?"

OOC: That starts when we sign the aggreement here. The Thive communist government protests to the aggreement and decides to declare war so the war against Thive becomes the consequences of this thread.

"The Mutual Defense Pact and the attachments it has will remain in place. Its good to have each others backs in the current climate. Only today, we have started the rebuilding of Freedom Sqaure after those terror attacks which Alfegos rescue services units attended with sadly great loss of life. The World Financial Center will be rebuilt as it was which will become a symbol of defiance to terrorism.

Also the Madurastan Navy will be set in place of the old Colstream Navy, using many of its ships but with slightly newer technology and weapon systems. The 3 aircraft carriers that the old Colstream Navy commisioned had began construction just before the civil war in the plant near our capital. The plant survived the war and 2 have been completed. The 2 have been named MAC Freedom and MAC Liberty and they have nearly finished sea trials. The other one, MAC General Jack Storm is still under construction and will be completed in 6 days.
We would like to ask about whether we could upgrade the defense network in the country with a co-ordinated Missile Attack Defense System or MADS."

"It is good that we can, thus, continue the joint military protection. We will, as stated, provide a rapid-reaction battalion in Ge'fegos to provide a quick attack to any threats on your national soil.

As for a coordinated missile defence system - Alfegos already has a sufficient system for such, as per Novan restrictions after 'events' regarding Alfegos and its missile deterrent system. However, we would be perfectly happy to aid the funding of an upgraded defensive system in Madurastan, based both in Ge'fegos and across your nation.

Would you consent to us aiding in the installation of a Detection and Reaction system, consisting of mixed ABM sites, RADAR units and the like within your nation? We would be unable to help you on the front of a Deterrent, due again to restrictions placed upon Alfegos."

"Aid in the installation of a Detection and Reaction system, consisting of mixed ABM sites, RADAR units and the like within our nation will be a major boost to our small defense system. The one we have is the old Colstream one, which is out of date and is too expensive to upgrade. We lost our ABM sites when Colstream collapsed and all ABMs, both nuclear and bio-chemical were lost or destroyed during the war. The new system will guarantee both Madurastan and Ge'fego's safety."

(A pointer - ABM = Anti-ballistic Missile. Just meant for taking down the missiles with nukes/whatever on them.)

"It would be useful if all existing equipment were to be preserved, or at least the sites kept, due to the locations the sites are likely to have being optimal for the role of the system. This of course can be discussed later, when necessary, in relation to your nation.
We, on our part, are likely able to make a maximum of $200 million to aid in the construction of such a defence system in your nation, the system maintained in Ge'fegos being adequate for now."

OOC: When i had Colstream i had developed Attack Ballistic Missiles which were in a sense tactical missiles. If say a fleet entered the territorial waters, the missiles would be fired and exploded in mid air causing either an EMP strike or dispersing gas over a target. We had no Anti-Ballistic Missile system as the Attack Ballistic Missiles would be used also in theory also defence.

"All the equipment is still in working order, only needing new parts at certain sites. Most are in concrete bunkers that open during operation. We can spend around 250 million Madurats of our defense budget for the project."

That leads us on to the matter of trade: as you are aware, the Alfegan government had many trade deals in addition to free trade between our two nations, with a large amount of revenue being generated from goods delivered to Ge'fegos and then transported to the country or to foreign destinations. We wish to know whether the free trade deal that our two nations had is still recognised by the Madurastan government."

"Yes, the free trade deal is still recognized by the Madurastan Government. We don't want to waste any chance at providing our goods to you as well as getting goods in return. The next few months will be crucial as the installation of power stations in the area which had been occupied by rebels and just cleared. Reconstruction has begun in the south which will need many tonnes of building materials to complete."

"Yes i have one pressing issue that concerns both our nations. There has been a Stalinist coup in Thive which happened shortly after their elections. The coups leader, Nikolai Treian has declared war on us because of the negotiations going on here."
