TIME: One Year Ago
LOCATION: The Clementia scientific research centre
The scientist gasped for breath, his moth was burning and his thought constricted. His lungs felt like they were on fire, trying to escape the room he knocked over a lot of his equipment, scattered notes and apparatus everywhere he stumbled to the door, trying and failing to be grasping the handle he slid to floor and after a few painful spasems died. The whole thing lasted about a few seconds at most.
The alarm sounded shrill and menacing as everyone in the centre was evacuated from the building. A decontamination team then entered the building. Somehow one of the scientist had stumbled across a new kind of chemical, a gas of some sort which caused an almost instant and death much much pain.
TIME: Still one year ago, the day after the incident
LOCATION: Parliament Building, Sapenno
“No. No and that is final” Cadence Romanov, Elected head of government stated angry. The idea of developing this...Chemical as a weapon, which was what had been asked was completely out of the question.
“But think about it, if we could just have finding to find out more about this chemical, we think it could be proving invaluable to our weapons cache, which honestly needs a lot of work if we are to keep up with other nations”
“I said no. Are you having any idea of how other nations will be reacting if they find out about this? You are not receiving any funding for this... evil plan”
“Very well, may we at least be finding more about this, as academic, and not make it as a weapon?”
She thought for a moment, knowing about it could be useful, it had been accidentally discovered once, and maybe it would be again
“Alright. Research only, inspectors will be making sure you do not use the money for any kind of weapon research”

OFFICIAL REPORT: Substance V
A year has passed since Comrade Romanov gave us permission to do more recerch into the deadly chemical, dubbed 'Substance V' we have found many things about the effects and dangers on this gas, as shown below:
+The lethal concentration of the substance is 100 mg/m3
+Death occurs within 2-4 seconds inhalation
+The gas causes constriction of air passages, the gas also gets into the blood stream by hijacking red blood cells, and burning them up, and causing damage to surrounding cells.
+The gas is taken in by plants and eating plants contaminated plants causes death, although much slower, about 30seconds-1minute
+There is no cure to substance V poisoning
