The World has seen many a great communist governments and socialist governs fall prey to the ridicule of the capitalist governs and their allies.
Today I and 8 other nations ask for you to change that! Today I ask that all Communist/Socialist nations ally ourselves before any more fall prey to the evils of this world! This is where The Union of Soviet Republics falls into accordingly. First you must learn a little about the Union...

"For The People of The Free World!" - Random Socialist


i. Background

The World Has Mistreated anything to do with Karl Marx's idea of Communism and so we have decided to create a socialist safe haven for those who wish to not be mistreated by the other world governments.

ii. Preamble

For the purpose of defending communists, socialists, leftist libertarians, and any form of leftists in the world, The Union has been formed. In order to ensure the security and the stability of leftists everywhere, we must all organise into The Union for a safe and secure society.

I. Article One
Terms of admittance to The Union are as follows.
- All applicants must adhere to the Charter of The Union,
- All applicants must be in a state of relative stability in order to best preserve the goals of The Union,
- All applicants must recognise each member-state as an equal sovereign state co-inhabiting the world in peace,
- Each member state will be required to house an Political Bureau of The Union [Politburo] for diplomatic and administrative purposes in its political capital, which is to funded by said state unless the state is incapable of supporting said Politburo.

II. Article Two
"The Committee of Socialism"
II.1. Section One
In the spirit of further maintaining the sovereignty of all member states, the "Committee of Socialism," herein referred to as the COS, consists of founding members and voted members: founding members are automatically members of the COS, and further members are voted in by other member states. These votes may not be vetoed or interfered with by members of the COS. COS members may not be removed without unanimous support.

II.2. Section Two
All leftist applicants may be automatically admitted to The Union should their admittance not be contested by any member state. Should their application to The Union be contested, the following procedures for engaging in vote should be initiated.

II.3. Section Three

All members will vote in a general poll, as all member states within The Union are automatically members of the General Assembly, which will be explained in detail further in the Charter. The polls will be created by a member of the COS, and members may vote anonymously for or against the admittance of the contested member state.

II.4. Section Four
The COS will retain power over all of the major decisions of The Union through a Democratic vote over a twenty four hour period. Motions which are successful will require a vote of no less than two thirds to pass.

II.5. Section Five
The autonomous regions of member states of The Union will or will not be granted an independent vote depending on whether the mother state wishes it so.

II.6. Section Six
At the head of the COS will be the High Chancellor, who will oversee the affairs of the Committe, however the leader of The Union will be the Premier. For the moment, the High Chancellor is Nikolai Numinsky of The United Socialist States of New Larzanziba, and will remain as such until Union has gained enough members to be considered an actual, formidable alliance of communist states. In the future, votes will be held to determine the High Chancellor.

III. Article Three
"The Golden Shield"
III.1. Section One
All member states are to refrain from inter-Union aggression. Any inter-Union disputes must be settled through diplomatic discourse and, failing that, through a meeting of the COS. Should any state resort to violence or overly-aggressive economic, domestic or political tactics in order to undermine their Union brother/sister(s), the remainder of The Union is charged with the immediate punishment of the offending state should diplomacy fail.

III.2. Section Two
All nations are encouraged to commit their armed forces to continued and precise communication with other Union forces in the spirit of strategic clarity and victory. No member states shall be required to house any foreign military personnel on domestic soil, nor are they required to commit soldiers to any sort of rapid reaction force. There is no obligation to commit forces to the offensive operations of any Union state.

III.3. Section Three
All Union states reserve the right for first strike tactics against enemy states, providing opposition to said tactic is not voiced by another member state. Should said member state oppose said tactic, the COS is charged with vote to determine the course of action to be taken by the instigator of the conflict. Similarly, should the COS vote in favour of the action, then said protesting nation must support the first strike. The unjust invasion of any third party is fully accepted politically (not necessarily militarily) providing the third party nation does not respect the sovereignty of a Union nation. However, The Union does not and will not endorse or encourage an unprovoked invasion of a foreign state in any way.

III.4. Section Four
Any attack on a Union nation is to be considered a declaration of war against every single Union nation. All Union nations are expected to follow their fellow members into battle to defend any Union member to their fullest extent. Exception is to be granted at the will of the defending Union, who may decide whether or not said aid is required.

III.5 Section Five
The Union must defend against outside threats, with the goal of achieving peace and prosperity to all neutral and Union-aligned nations. There are no official enemies of The Union unless an alliance explicitly states that it targets leftist states.

III.6. Section Six
Any action of unprovoked deployment of weapons of mass destruction, genocide, or any other form of mass targeting of civilians without prior Union approval will subjugate the offending state to vote by The Union over whether or not to reprimand said state; should the state be voted to be reprimanded with a four-fifths vote, then said state will be embargoed upon by Union for a minimum of one month and a maximum of one year. Usually, the usage of weapons of mass destruction is not strictly regulated by The Union.

III.7. Section Seven
Because of the variety of laws and customs throughout The Union, any citizen of a Union state who breaches the domestic law must be subjugated to the nation in question's judicial system. All member states must actively participate in the identification and arrest of all terrorists or enemies of the state where upon they will be transported back to the source of their offence. When concerning a Union-wide breach of law then the ultimate command of the situation should be delegated by a council of Union representatives.

III.8. Section Eight
Each member state is required to cooperate fully with all other Union members in the arena of international intelligence. Any agency that discovers information of relevance and/or importance to any other Union member must make said information known to the COS as a whole immediately.

IV. Article Four
"Communism and Commerce"
IV.1. Section One
In the spirit of encouraging inter-Union commerce, no member-state is to hold a greater trade tariff against another member state than extra-Union exportation tariffs. In accordance of said spirit, no Union member is to hold a tariff on importation of more than 5% towards other member states.

IV.2. Section Two
Concerning the greatest exports of the world, in order to safeguard Union interests both individually and collectively, unnecessary fluctuations in key industrial exportations must be avoided to ensure the stabilization of prices, thus providing each member-state with the highest profit attainable. Key industries in question prone to instability or inter-Union economic aggression must be coordinated by a relevant sub-committee of The Union including all members of the industry concerned.

IV.3. Section Three
Via any form of synthetic or natural disaster, all member states are expected to significantly aid any other member nation whom is in a state of economic crisis. Said crisis include but are not limited to: Natural disaster, war, reparations of conflict, economic depression, drought, famine and internal destabilization. Monetary and military aid are expected, however more direct methods such as labour, relief workers, food, or medical supplies are encouraged.

IV.4. Section Four
Recognition of the rights of any Union citizen to move freely within The Union is highly encouraged. In the event that such an agreement between states is unattainable, an advanced Visa program is compulsory where upon all Union visas will be addressed and granted at an accelerated pace from that of others. The Union understands, however, that the completely free movement of goods within the Comintern is impractical when concerning the variety of customs, cultures and laws that inhabit the region.

IV.5. Section Five
No member state is to be permitted to enact an embargo or blockade of trade against another without approval granted by the COS with vote. Reprimands due to weapons of mass destruction use are exempt.

Article Five
"Signatories to The Union"
The below signatories have read and agreed to every section in the above Charter of The Union. They are formal members of The Union of Soviet Republics.

Every member state is listed and has the general abbreviation following. States marked in bold are members of The Union Committee. The three founding members are located at the top.

Now If you might recgonize this constituion as a carbon copy of the Comintern Constituion. While this may be called plagerism I could find no better constituion to fit such an alliance! I have shown thyself to the world and I hope that you, the communist/socialist nations of the world. Give us a try!

[OOC: While I did steal my constitution from a constitution on an off-site board which was in turn modified from the Atlantican Union charter courtesy of Picts, you could have asked me before using my modified version. Granted, I didn't ask Picts, but hell I was just too lazy and we hated each other back then anyway. Plagiarism is bad! D:< ]

Salutations Comrades, I am Aleksandra Gorbachova of the Union of Eurasian Socialist Republics.

I have read your recent "constitution" with much amusement, even upon its announcement the Capitalists spit on you. You cower beneath this scrap of parchment while Jaredcohenia ridicules you. Truly, the Left has fallen.

There was a time when the spirit of the Revolution was strong. There was a time when men and women would willingly give everything to liberate the oppressed in the world. There was a time when, young and old, man and woman, all would march hand in hand against the steel of the Militarist and the Industrialist, proclaiming that we shall not be enslaved to their machines! We stood strong and they were overthrown, their bodies cast broken to the ground to writhe in their own blood! I was but a young girl in our revolution, but my MAS-49/56 and my love for the worker kept me strong in the face of endless horrors. And there was no greater glory than our inevitable victory, no greater honor than the liberation of our fellow mankind!

Yet there is no more will! There is no more strength of conviction! You have assembled a coalition of nations, yet proclaim 'peace' and 'companionship' when this planet is ruled by imperialist dogs! With what arrogance do you deem to stand upright as men and women? What foolishness do you pretend to stand for? The forces of Capitalism will not rest until we are all dead and buried, why should we shrink from our duty to violently cling to life?

I stand before you with a single statement: Capitalism must be destroyed. There can be no compromise, no retreat, and no mercy. 'Left Wing' nations must cease their spinelessness and embrace the full glory of communal organization; and in throwing off the final shackles of oppression embrace the expansion of the revolution to all corners of the globe! No longer can the "socialists," the "left-wing libertarians," and the "left leaning governments" hope to continue unassailed by the Industrialist and Imperialist. We must make a stand.

I call for a total overhaul of this weak Constitution to create a credible force against anticommunism. Were such created, I would gladly promise the full force of Eurasia, every man, woman, and child, to this organization.

ooc: a lil more than that would be great. Doesn't have to be a lot, but give me something to work off of. Who are you, besides a generic LOLCAPITALIST/FASCIST/WHATEVER alliance? Is there a reason ESR should take note? Make your case.
