Standing vs. Reserves
Emphasis is placed on keeping a small standing army with a huge reserve force. This allowed the Russian Army to modernize quite quickly, as only a modest number of men had to be equipped with modern weapons.

First off:
As I'm playing as historical Russia, I'm using historical populations (or as close as I could find, anyway). I realize this does not adhere to the norm of II/NationStates, but hear me out here.
Essentially, my idea is that the population of my nation more represents the 'power level' of my country. IE: When first founded, my 1900's era nation, despite having a population of 181 million ICly, had the actual power of a nation of roughly five million. This would be reflected in the economy, the poorly equipped military (Bolt action rifles! The wave of the future! Trade in your rolling blocks and tube-fed lever actions today!), and so forth.
Once my NS population exceeds my IC population, it will be reflected in the nation.
This is, of course, just an idea, and if a lot of people are resoundingly against it I will switch to a more normal system.
Second off:
I realize that this is a rather large armed force for a nation of the size I am playing. This is, as I said, the historical Imperial Russian Army just prior to the Russo-Japanese war (albiet with some technological advances from WWI).
That means that a good portion of my soldiers are still using black powder weapons. If they have firearms at all. It means that a large number of them are, quite literally, living off the land. It is a badly equipped, poorly trained, and rather discontent army. In fact, the only reason there HASNT been a coup yet is that the office of Tsar is respected enough to keep the troops generally in line. For now.
The Guard forces are an exception, of course, being well equipped, trained and supplied.
Any organizational details and assistance is most welcome.)
