Politics, Government, and Law

The Emperor
Supreme power in the Holy Imperium is vested in the position of Emperor (or Empress*) of the Holy Imperium. The Emperor is the acting head of state, Chief Councilor in the High Lords of Angenteria, Commander-in-chief of the Imperial Guard and Navy, and head of the Angenterian State Religion. The Authority of the Emperor is supreme, and all Angenterians must defer authority to Him upon His command. He has the power to make, edit, abolish, or change any law He so desires. It is a hereditary position, and if the Emperor was to die, their successor would be chosen from the eldest child of the Emperor, regardless of gender. If the Emperor was to die without children, the eldest niece or nephew would inherit the position. Because of this, it is a common practice for the reigning Emperors and Empresses to have more then one child. In the event the reigning dynasty were to end, the High Lords would assume temporary control until a new Emperor could be chosen.

The Riektal Dynasty
The Riektal Dynasty had been ruling over the Holy Imperium of Angenteria for untold generations, since it's founding thousands of years in the past. They are descendants of the First Emperor Talos Riektal, whose prophetic visions had guided Ancient Angenteria to survive those many years ago. (OOC: See History for a more accurate description.) Since then, the Riektal dynasty has ruled Angenteria as it's Emperors and Empresses for generations. When married, the reigning head of state is chosen from the individual of Riektal blood.

The High Lords of Angenteria
The High Lords of Angenteria are the elected council in the Imperial government. They are the voice of the people in the Emperor's Court, and are comprised of elected officials. Elections are held every five years, and every citizen over the age of 25 is eligible to run for the office (age discounting those of xeno residents, who are able to run after they have reached the age of sexual maturity.) They may propose and make, edit, or abolish laws, providing that at least 51% of all High Lords vote in favor of the proposition, and carry the approval of the reigning Emperor. They are in charge of all branches of office in the Angenterian Government.

Government - Planetary Level
Planets that are worlds of the Holy Imperium are ruled over by a planetary governor, an honorary title given to an individual to rule over a world in the Emperor's name. The Governor is free to rule over the world as he or she deems fit, so long as said planet pays it's annual tithes and dues to the greater Imperium, and follows the standards set fourth by Imperial Law. Due to this, every inhabited planet in the Holy Imperium has their own set of local laws and customs, but adhere severely to Imperial Law. Each inhabited system in the Holy Imperium contains a System Capitol, which is ruled over by a Lord-Governor, appointed by the High Lords of Angenteria. The Lord-Governor is responsible for governing the other planets, and be the local representative of Angenteria in that system.

This system of government does not apply to the Septimus System, where each planet is administered directly by the Angenterian government.

Law - The differences
The Holy Imperium of Angenteria consists of two types of laws: Imperial and Local.

Imperial Law: Imperial Law consists of the laws set down by the Emperor and the High Lords, and are the highest laws of the land. Courts defer to these laws for jurisdiction when necessary. Imperial Law may not be overridden unless the Emperor or High Lords say otherwise.

Local Law: Local Law consists of laws that are set down by planetary governments, and carry jurisdiction over all those present on said planet. These laws may not conflict with Imperial Law, and a detachment of Arbitrators is stationed on every Imperial planet to ensure that this remains that way.

The Arbitrators
The Arbitrators (sometimes referred to as the Judges) are the enforcers of Imperial Law on every Imperial World. They act as law enforcement on most worlds, and many members of the Arbitrators are seen in the ranks of local law enforcement. Unlike local law enforcement, they answer directly to the Ministry of Internal Affairs, and operate outside of planetary law. They are called out in force when Imperial laws have been violated, or when the Arbitrator General (highest ranking Arbitrator on any given planet) deems that local law enforcement is unfit to carry out it's duty. They are the only law enforcement present on the Septimus System, and on every sector capitol.

The Arbitrators are called out in force to aid local enforcement in dire situations such as major civil disturbances or, in some cases, planetary rebellion.

Emperor Forrix Riektal (http://images3.wikia.nocookie.net/starwars/images/2/2f/Fel_Real_2.JPG): The current Emperor of the Holy Imperium, and the latest of a long line of successors stretching back for thousands of years. He was born into the Riektal line, but served anonymously in the Imperial Guard for four years, and fought in two major tours of duty. As a member of the Imperial family, he has been educated in the best scholas and with the best teachers the Holy Imperium has to offer. When his father, Emperor Marcus Riektal XXVI died of natural causes at the age of 84, Forrix was ready to take up the challenge. He is currently 43 years of age, and has been Emperor for for ten years. He exhibits a keen mind, sharpened by his years of experience, but is a little too quick to take a risk.
"I would rather see a single world die than have the entire sector burnt to ash."

Empress Lana Riektal (http://www.ace-attorney.net/content/images/artworks/gs1/lana_skye.jpg): Lana Riektal is the reigning Empress of the Holy Imperium, and wife of Emperor Forrix Riektal. Born into an aristocratic family on an Imperial world, her family's estate was attacked and burned to the ground by a rival noble family, desiring their candidate to become the next planetary governor. Fleeing the destruction of her family, she moved off-world, trying to make ends meet as she was pursued by the rival family's private militia, intent of ending the line once and for all. Taking matters into her own hands, and tired of running, she taught herself the finer points of combat, and finally did away with her pursuers once and for all. Her actions were caught by, at that time, Prince Forrix Riektal, who was serving as Guardsmen Pontius Fenris, attached to the Angenterian 557'th Infantry Regiment. Seeing what happened as downright murder, he promptly placed her under arrest, taking her into the local Arbitrator precinct for detainment. It was only after he heard her story did he change his mind. Secretly using his power as Prince of the Holy Imperium, he had her released, and the charges dropped. The two got to know each other much better after that, becoming fast friends, and, after time passed, more then just that. It was only after 'Pontius' proposed to her did he finally reveal his true identity. Her personality reveals a calm, collected woman, wise beyond her years.

Princess Saffri Riektal (http://images3.wikia.nocookie.net/starwars/images/2/2f/Japanese_joinerking-Jaina_Solo.jpg): Saffri Riektal, at the age of 23, is the oldest living Riektal child, and is, by right, the heir to the throne of Angenteria in the event of Emperor Forrix's death. She is very compassionate, and feels strongly about issues in both political and civil arenas. She has a genuine care for the Angenterian people, and has been praised by those she is close to. Like her father, she is stubborn, but good at thinking quickly in high-pressure situations. An intelligent, practical young woman, Saffri shows every sign of becoming an effective leader when the time comes for her to take the throne.

Prince Benjamin Riektal (http://www.gamershell.com/static/screenshots/559/15739_full.jpg): At the age of 18, Prince Benjamin Riektal is still considered a boy is some respects. He is cocky and headstrong, but is eager to prove his worth as a Riektal Prince. Only recently graduated from the Schola Progenium, he has every reason to feel full of himself. He gets along well enough with his family, in spite of all this. He gets along well enough with his sister, and if he feel any jealousy towards her, he doesn't show it. A passionate young man, Benjamin is not one to back down from a good challenge.

Shipmaster Magnus Palleus (http://images2.wikia.nocookie.net/starwars/images/f/f3/GiladPellaeon.JPG): Lord-Admiral Magnus Palleus is the supreme commander of the Angenterian Imperial Navy. A veteran commander with a very sharp tactical mind, Palleus was born as a destitute pauper in the streets of Angenteria Prime. Rising through the ranks of the Navy, he eventually reached the rank of Captain, where his tactical prowess was noticed during the battle of Markut Prime, where he successfully maneuvered his ship through the alien defenses and destroyed the enemy's command ship, enabling the rest of the Imperial fleet to commence an all out attack, ending in an overwhelming victory.

Warmaster Gaius Prentus (http://wh40k.lexicanum.com/mediawiki/images/2/2d/Slaydo.jpg) Lord-General Militant Gauis Prentus is the highest ranking officer in the Angenterian Imperial Guard and, therefore, is the supreme commander of the entire Imperial Guard. Born to a small family in the Inner Rim, he is one of the many who rose to the call when his homeworld was tithed for a regiment of Imperial Guard. A cunning commander, his tactics seem to flow around the enemy like water, disorienting them, throwing them off their balance, before coming in for the final blow.

High Lord Pi'rel (http://fc39.deviantart.com/fs37/f/2008/286/d/e/Ethereal_by_Wen_JR.jpg): Aun'el Ko'vash Pi'rel, or simply known as High Lord Pi'rel, is the first non-human to be elected to the position of High Lord in the history of the Holy Imperium, and has served on the council for three consecutive terms. He was born into the Water Caste in the Tau Empire and, like many Tau, came willingly to the Holy Imperium, after the two empires came into contact with each other(For more on first contact with the Tau Empire, see the history section.) He is known for his staunch belief in cooperating with alien races, and his charisma has won him many a debate in his time.

Grand Inquisitor Janus Roken (http://fc31.deviantart.com/fs19/i/2007/294/5/1/Eisenhorn_Wallpaper_by_TehAardvark.png): Grand Inquisitor Roken is the undisputed head of the Imperial Inquisition, the Holy Imperium's secretive organization of internal security. He is charged with keeping the stability of the Holy Imperium, and is a cold, calculating individual who will stop at nothing to accomplish his task.

Grand Provost Marshal Tira Lex (http://fc95.deviantart.com/fs29/i/2008/054/5/9/Adeptus_Arbitres_by_Noldofinve.jpg): Head of the Imperial Arbitrators, Tira is a tough cop, a hard-liner to the core. Her orginization is charged with the keeping of order and justice within the Holy Imperium, and she is well-suited to the task. She is known for dishing out the harshest punishments for the given infraction, and is utterly dedicated to her work.

Systems, Planets, and Territories

Septimus System
The Septimus system is the home system of the Holy Imperium, and is home to Angenteria Prime, the capitol. It is home to a good 10 planets, 8 of which are habitable. It is the administrative and religious heart of the Holy Imperium, and very well-defended. Orbiting moons have long been converted into massive fortresses, and is home to the Angenterian Naval Reserve Fleet.

Quintus System
The Quintus system is known as the Breadbasket of the Holy Imperium. Home to 6 planets, all of them inhabited agri-worlds, this system is in charge of a whopping 14% of the Holy Imperum's food production, providing the all-important food supply to a good amount of Imperial Citizens. Because of this, the Imperial Navy has maintained quite a presence here, using the moon of Praxus as a massive shipyard. Because of it's close proximity to the Septimus System, it is easily reachable by other Imperial forces should it deem necessary.

Uehid System
The Uehid system, home to 6 planets, one of them a gas giant, is a system located west of the Septimus System. As a system, it is pretty unremarkable. It has self-sustaining economies, mineral rich moons(most of them orbiting the gas giant, which the corporations just can't get enough of), and a loyal populace. Because of the mineral-rich presence, mining stations are common here.

Kor'vaa System
The Kor'vaa system, consisting of 8 planets (two of which are uninhabitable), is a system notable for it's large population of alien citizens. Bordering the Tau Empire, the two interstellar powers have been on good relations since their contact, sharing many of the same ideals.

Because of this, a good amount of Tau citizens have decided to take up root here, thanks to it's proximity to the Tau Empire, and vice versa.

Otherium System
The Otherium System, consisting of 4 planets, is a system located on the fringes of Imperial Space, bordering the unexplored territories. Because of it's location, it has borne witness to first contact with numerous alien races, such as the Greywatch Empire, and Ciscilian Ascendancy. It is the site of a major battle between Imperial forces and it's allies against the might of the Aquahelpian Empire, where a measly five Imperial ships heroically held off an entire fleet of enemies until reinforcements could arrive.

Military (oh-so-important!)

The Angenterian Military is divided into two major sections, the Imperial Guard and Imperial Navy. The Emperor is the supreme commander of the Angenterian military, but has several officers to lead all tactical affairs.

The Imperial Guard
The Imperial Guard are the ground forces of the Holy Imperium, tasked with fighting the enemies of Angenteria across the many different worlds they may be encountered on. The Imperial Guard is led by the Lord-General Militant, who commands four Lord-Generals, where the command structure branches down from there.

Consistency:

Guardsmen: The Imperial Guard consists of a maintained and disciplined fighting force of soldiers known as Imperial guardsmen, standing ready to defend the Holy Imperium from it's enemies. It is a unified force, and every citizen over the age of 17 is eligible to join, including alien residents. They are organized into regiments, which are divided as such:

The Imperial Navy is the force responsible for the engagement of all the space-based enemies of the Imperium, whether it may be inside or outside the borders of the Holy Imperium. It is headed by the Lord-Admiral Solar, the highest-ranking officer in the entire Navy.
