Xiscapians Physically
The Xiscapians are humanoid and, despite widespread rumors and superstition, do not possess magical powers, are not shapeshifters, are not descended from or created by humans, and breath, eat, procreate, sleep, live and die like any other person, though their night vision is excellent and easily superior to that of a homo sapien. However, though kitsune have a mix of human-like qualities and the characteristics of their canine ancestors, their bodies are more fox-like than human. They are covered in fur, with colors including black, white, silver, gray, tawny, brown and, of course, orange. The visage is warped, altered into a muzzle, teeth mutating accordingly into sharp, pointed things made to rip flesh from bone. Like humans they only have two ears, but these are on top of their head and the distinct triangle shape, nearly identical to that of a true fox. The kitsune retains the humanoid, erect posture and form, some with claws or on the hands or feet and some without, but for some confounding reason some Xiscapians also possess human-like hair, strange when it is considered the body is one hundred percent covered in fur and there is no need for additional cover. Finally, Xiscapians also have large, silky tails which help with balance, lending them more grace that most humans.

Foxfire Rose is the current Emperor of the Xiscapian Empire. He has been in power for eighteen years, and, aside from the War of Xiscapian Succession months after his election, the Kitsune Empire has prospered greatly under his rule and been well removed from the diseases, famines, wars and nuclear attacks that plague the rest of the world. However, by his decree the pacifist nation formed a formal military where it once only had a police force and small militia, due to the furry genocides in other nations, so as to be able to effectively defend itself in case of attack. Rumor has it that the Emperor plans to make Xiscapia more visible on the international stage in hopes of drawing more furries from around the globe to join the Empire, where they will be secure from discrimination, segregation and further genocide.

Jade Forworn married Foxfire Rose just before he came to the throne, taking his last name and the title of Empress. She has been a pillar of support for her consort and, though she tends to stay out of political affairs, possesses a mind as sharp as the Emperor’s, being particularly adapt at being able to tell when someone is lying or attempting trickery, a skill which stems from the aristocratic environment in which she grew up in. She usually makes appearances with the Emperor at social functions, and often lends herself out as a guide to any visitors in Rio Casa. Compassionate, level-headed and perceptive, she has proven invaluable to Foxfire in many ways over the course of his reign.

Air Marshal Carth, unlike most of the other soldiers and officers of the newly created Xiscapian Air Force, is experienced in combat and warfare. He served in a foreign air force for several years, and brings with him a considerable amount of knowledge, talent and skill. Like the majority of fighter pilots, Carth is reckless, hotheaded and willing to take huge risks for large gains, though this seems to impede his ability to command very little. Nevertheless, the XAF is still in its infancy, and Carth’s dream of a full compliment of aircraft will be a long time in coming.

Cold, logical and being gifted with a highly analytical mind, General Dom delights in setting traps for his enemies on land. Having extensive experience fighting with and commanding the militia during the War of Xiscapian Succession, he is able to complete objectives with smaller-than-normal amounts of troops, armor and supplies. Having studied other militaries extensively, Dom has begun a rigorous training program to begin forming a National Guard, including importing state-of-the-art weapons, armor and equipment for them, as well as foreign former soldiers and commanders to assist in training the new Xiscapian Grand Army.

The youngest military commander, Grand Admiral Krystal also has the greatest potential. She scored extremely highly on aptitude and tactical tests set to find a Grand Admiral for the Xiscapian Imperial Navy, and though timid and inexperienced, the young kitsune knows her duty and is prepared to carry it out. Though the XIN has the smallest budget and unit capacity Krystal is determined to form a defensive task force that can effectively protect and patrol Xiscapian shore and waters.

The Chief Ambassador and top aide to the Emperor, Maladict is a name and a title, a position as old as the Kitsune Empire. The Maladict’s foremost duty was to forge diplomatic ties with other nations and generally oversee foreign affairs, though recently the job has mainly been constrained to advising the Emperor. However, with the increasing visibility of the Kitsune Empire, Maladict’s responsibilities will increase as contact is made with other countries. As to the kitsune himself, very little is known about the Chief Ambassador aside from the fact that he is old nobility, and a superb duelist.

Silvertooth Rose is the son of Foxfire and Jade, their only child. He is highly intelligent and, like most Xiscapian kitsune, has impeccable manners and enjoys pursuits that challenge the mind and body. He has expressed a great interest in combat and the art of war, and it is suspected that he will join the Xiscapian military once he comes of age. While this kitsune is typically laid-back and relatively mellow, he hates anti-furry people, nations and organizations with a passion, much of which he has probably inherited from his father.

History:
Prelude:
Walled in by high mountains, bitterly cold, largely inaccessible by sea due to the large ice floes that are a permanent hazard in the harbor and hostile to outsiders, mainland Xiscapia was the perfect place for furries, particularly kitsune, fleeing persecution to settle. Most came from the south over land, though a few braved the icy ocean waters to make their homes along the coast, scattering all over the landmass. These colonists and the odd human, outcasts or exiles from the rest of the world, started small villages, living off the land, before these settlements became towns and then cities. The formal government was not established until a century after the first people set foot on Xiscapia, a loose, almost anarchic collection of Warrior Lords bound together by a pact of morals and the common defense of the land and people.

Noble Period:
Lasting for about two hundred years, the Noble Period is named for the Warrior Lords who controlled Xiscapia during this time. It should be noted that nearly every Warrior Lord was a furry, almost always a kitsune, and only the strong and clever humans survived in the twisted politics of the Warrior Lords. War between the Warrior Lords was infrequent at best, for they knew unification was necessary to defend against all threats, so if one sought to remove another from power he or she usually hired an assassin, or, if this failed, challenged the rival to a dual. People during this time were separated into five classes: Warrior Lord, Noble (blood related to a Warrior Lord, or, occasionally, a commoner favored by the Warrior Lord), Warrior, Artisan (entertainer or craftsman), Worker and Merchant. In that order they were held in regard, Warrior Lord for their leadership and power, Nobles for their honor and fairness, Warriors for protecting the people, Artisans for using their skills and gifts to emotionally move all others, Workers for their services to all, and Merchants for their role in keeping items and money flowing.

While Warrior Lords held total control over a province, Nobles were the judges of the people and field commanders in the military, and generally acted between the Warrior Lord and common people. Warriors were simultaneously honored for their devotion to using arms, but were also expected to be servants of the people, and acted as police and tax collectors. Artisans often traveled with Merchants in caravans throughout Xiscapia, and included performers, artists, musicians, prostitutes and storytellers. Children were usually born into their profession, though if a person in a high position in another class took notice of the child they could induct that child into their class as their apprentice. Contact between most Warrior Lords was minimal, and any given person died within twenty miles of where they were born.

Dawn of Socialism to Present:
In the one hundredth ninety eighth year of the Noble Period Xiscapia came under assault by barbarian armies and raiders from the east, huge hordes of humans that would loot and burn villages, slaughter every warrior, rape the women and take the children into slavery. Several whole provinces fell before the Warrior Lords banded together and pushed the enemy back into the sea, at the cost of many lives. Though victory had been achieved the attack had greatly destabilized the Warrior Lords, and the entire system collapsed in the two hundredth year of the Noble Period. At this time one Warrior Lord by the name of Anh hung moved quickly and her remaining warriors, along with a massive army of Workers, took over every province in Xiscapia with little resistance. Anh Hung declared herself Empress of the newly created Kitsune Empire of Xiscapia, and made great advances towards the modern system and government before her death sixty-two years later.

During Anh hung’s rule the Troi Islands were reached and settled, a Socialistic government was established, a militia was created, and much modern technology found its way to Xiscapia. Xiscapia quickly modernized and became the nation it is today, headed by an Emperor or Empress elected by the people in a Socialist system. Since the end of the Noble Period there has been no formal military in the Kitsune Empire, and Xiscapia has taken a largely pacifistic approach to foreign affairs. However, eighteen years ago Emperor Katan passed away in office there was an election race between the current Emperor Foxfire Rose and the candidate James Falks. Falks, a human, lost by a large margin to the mostly kitsune population, who viewed his policies as too radical. Infuriated by his defeat, Falks rallied a number of human revolutionaries and kitsune dissidents (about five thousand) and attempted a coup to kill the Emperor and take the government over by force. This became known as the War of Xiscapian Succession. Fierce fighting erupted between the government militia and Falks’s men in Tenfour, Rio Casa and on the Island of Xoung, resulting in the deaths of roughly two thousand militia soldiers, fifty-nine civilians, and all but a handful of Falks forces. Falks himself and his surviving supporters vanished, and while it was initially believed the man had been killed attempting to escape Xiscapian territorial waters when his ship sunk, no remains have ever been found.

More recently the Kitsune Empire has received a large influx of refugees from Greal and other nations attempting to escape the furry genocide. Because of this the Emperor has decreed that five new military divisions be created, the Xiscapian Grand Army (XGA), for the defense of the mainland and islands, the Xiscapian Imperial Navy (XIN), for the defense and patrol of Xiscapian territorial waters, the Xiscapian Air Force (XAF), for the protection of Xiscapian airspace, the Xiscapian Shadow Operations (XSO), for special operations as needed, and the Xiscapian Marine Corps (XMC), for ship-to-ship and enemy land invasion operations. In addition to this there is a separate force, the Black Guard, who protect him, his relations and others in power, as well as visiting dignitaries and critical installations. They are also at the Emperor’s disposal for secret missions should he choose to utilize them in this manner, though this is not known to the public. These agents have been around ever since Anh hung declared herself Empress to protect him or her who may be in power, and have never failed in their task. It is estimated that there is around a thousand fully trained Black Guard in Xiscapia.

Xiscapia:
City of Rio Casa:
Named for the first settlement (a single house) that was constructed by kitsune settlers on the banks of the small river that runs its course near it, Rio Casa is the capitol of the Kitsune Empire, a sprawling metropolis home to roughly eight million citizens, mostly kitsune. It is the seat of power in Xiscapia, and holds the Palace and the newly created Xiscapian Grand Army Headquarters and Xiscapian Air Force Headquarters, as well as a large number of businesses. The city is mostly low buildings, generally no more than four stories in height, so the three largest structures (the Palace, War of Xiscapian Succession Monument and the Army HQ) tower over the rest. The city sustained the heaviest fighting and highest death toll during the Xiscapian War of Succession, but all marks of fighting have long since been erased. The city is notable for its beautiful, ornate fountains situated near the centre and several dozen gardens and parks scattered throughout to escape the hustle and bustle of the streets. Outside the capitol the area is hilly to the south, east and west, while the north contains only the Xua (Ancient) forest and, beyond that, the mighty Alkresh (Titan) Mountains. Rio Casa has warm, rainy, somewhat humid summers and long, freezing winters.

City of Tenfour:
Tenfour is a port city and holds twelve million people, the largest in all of Xiscapia, doing a brisk trade with other nations with exports of crude oil, natural gas, coal, timber and gold. Tenfour has the largest non-kitsune population of any of the four Xiscapian population centers due to the fact that most immigrants choose to stay in the city, which is a hub for travel to and from Xiscapia. It is estimated that a full forty percent (4,800,000) of all persons living within the city are human, an extremely large number when compared to the single-digit statistics of the other cities. However, Tenfour is also the dirtiest city in Xiscapia, with higher-than-normal amounts of pollution and drab buildings The Xiscapian Imperial Navy Headquarters has been built here, and a blue-water Navy is being constructed or imported to this city. The temperature is cool in the summer and well below freezing in winter, with much snow and hail.

City of Lune:
If Rio Casa is the seat of power, and Tenfour is the hub of trade, Lune is the center of learning and intellectualism in Xiscapia. The Kitsune Empire’s top university, Academy of the Rose, is there, as well as numerous libraries, museums, art galleries and technology shows. Among these pristine buildings are cafes where Xiscapian scholars and thinkers sit and argue politics, religion, ethics, and other topics of the higher mind. This city is the safest in all the Kitsune Empire, where its six million citizens can keep their doors unlocked and wander the streets at night without fear. The landscape around the city is grassy plains with fast winds, where farmers grow crops and graze cattle in the fertile fields. The temperature is pleasantly cool in the winter, rarely dipping below freezing, and warm in the spring and summer.

Troi Island Chain:
Inside Xiscapian territorial waters are three islands, all of which are inhabited and one of which has the forth city of the Kitsune Empire on it. It is within this area and on these islands military tests, maneuvering, training and other operations are carried out. Nearly all of the fishing industry comes from these islands, particularly Kaji, as well as a considerable amount of drugs, such as coffee beans, tobacco and marijuana, and fresh fruit.

Kaji Island:
Kaji Island is a tropical paradise and location of Kaji city, home to four million Xiscapian citizens and the majority of fishermen and drug growers. It maintains a large fishing fleet and is a notable vacation destination, both from within the Kitsune Empire and internationally. The general atmosphere is one of relaxation, and outside of the city of Kaji the island is dotted with resorts and retreats, many reserved for the rich. The Island gets tens of thousands of visitors and tourists each year and find the locals very accommodating, Xiscapians being known for their hospitality.

Xuong Island:
Xoung Island is the next landmass in the Troi Island Chain, and is generally unremarkable. Its population of sixty thousand lives in a series of seaside villages or inland townships, generally eking out a living by growing fruit, hunting wildlife for food and skin and fishing. Modernization has yet to touch some parts of the island, and it possesses only a small airport that can only support single-engine planes or small helicopters and a tiny government office on the west end of the island. On the southern part of the island, on the other side of the bay, there is a large military base and restricted area that is off-limits to civilians, where a small contingent of National Guard soldiers is to be stationed and be used as a stopping point for military aircraft and vessels. The terrain is generally hilly and grows flatter towards the center, and most of the island is covered in jungle. It usually has cool and misty weather.

Mau Island:
Mau Island is the smallest populated island in Xiscapian waters and holds only a few thousand people, with only a couple of towns. Of all the islands, this one is almost entirely untouched by civilization. The main industry and export there is coffee, grown in the rocky soil of the mountains that cover the land. Mau Island is frequently battered by storms in the late summer and fall, and is usually not visited by foreigners or even those from outside the island. Imperial presence is all but nonexistent, and those living there do an excellent job of policing themselves, though outsiders are sometimes treated wearily. The only way off the island is by boat, either to Kaji or Xoung, as there are no facilities present to accommodate larger ships and the distance to the mainland is too far for most vessels. The waters are very treacherous and cold and often hide rocks that could shear though the hull of an unfortunate ship. Mau is catacombed by caves and cavern complexes inside and beneath the mountains.

Politics:
Though Xiscapia is a Socialistic nation, all of her political leaders are elected to office. Each has a certain term in office, except the Emperor or Empress. Once they are sworn in, they are there until one of three things happen: They die, they resign voluntarily, or, if they have become corrupt or the people are dissatisfied, they are impeached and removed from office. Much time, money and consideration goes into choosing the next ruler, who is voted on by everybody who is a Xiscapian citizen. In the Imperial Palace there is an army of aides and politicians working under the Emperor to keep Xiscapia running. In times of war the Emperor or Empress has a say in the affairs, but the majority of the war is left to the Generals and Admirals. The ruler may, if they chose so, to remove a military commander from their post, but this is only done under extreme cases and requires much consideration by all parties involved. Under the Emperor are two governors, one for overseeing Xiscapia, and the other for the Island Chain of the coast. Under them are the local mayors of the cities or towns. Because much of Xiscapia’s population is scattered about across the Dong lanh (Frozen) Tundra and grasslands in towns and villages, there are a number of magistrates and other leaders who are not registered as such, and when the government does a census each year results show that old population centers are frequently disassembled, moved or simply abandoned by citizens, and new ones spring up frequently.

Administration:
There are five agencies that make up the Xiscapian Federal Administration: The Imperial Administration, Imperial Intelligence Department (IID), the Xiscapian Internal Affairs ministry (XIA), the Xiscapian Diplomatic Corps (XDC) and the Department of Xiscapian Armed Services (DXAS).

Imperial Administration:
The Imperial Administration, also referred to as Palace Administration or simply the Administration, is headed by the Emperor or Empress of Xiscapia. The primary function of the Imperial Administration is to act as an oversight and head to the other four departments, as well as mediate between them. The Emperor or Empress can appoint or remove the heads of the other four agencies, but the promotion or firing of any department head is a slow and carefully monitored process, and can be reversed. The Imperial Administration also gives general orders to the other four departments, but they are allowed a great deal of freedom regarding precisely how they carry out the orders they are given. It is vital that the ruler of the Xiscapia and their four department heads all maintain harmonious relations so the Kitsune Empire may continued to operate smoothly. The Imperial Administration is located in Rio Casa at the Imperial Palace, and its head, currently Emperor Foxfire Rose and his consort Empress Jade Rose, and personnel are protected by the Black Guard.

Imperial Intelligence Department:
The purpose of the Imperial Intelligence Department is to act as intelligence gatherers for the Imperial Administration outside Xiscapian borders. They are usually engaged in the general surveillance of national and military leaders, important facilities, military movements and actions and the operations of spies and counterspies inside the borders of any nation that takes the interest of the Kitsune Empire. They are not, however, prohibited from using assassination, covert acquisition of technology, sabotage, blackmail and conducting black ops or false flag operations to achieve their ends. The IID maintains dedicated teams of coders, codebreakers and computer specialists to both code and send or intercept and decode messages. The IID is a shadowy, mysterious organization that no one but those who work in it and a precious few in the Imperial Administration know much about. It is believed they are based somewhere in the city of Lune. The head (whose identity is not currently known) and personnel of the Imperial Intelligence Department are protected by IID agents.

Xiscapian Internal Affairs:
The responsibility of the Xiscapian Internal Affairs is to collect taxes from the people, conduct an annual census, enforce the law, identify and neutralize possible and probable threats to the People and the State and to survey all of Xiscapia to ensure the laws are being followed. A large part of the job is that of watching the human population of the Kitsune Empire and all humans who cross Imperial borders, which has garnered the XIA a certain amount of resentment from the non-furry portion of the Kitsune Empire. The XIA has gained a reputation for being ruthless (some even say cruel) against humans who offend serious Xiscapian laws, and has largely integrated itself into the society of the Kitsune Empire in an effort to catch as much law-breaking and intercept as many threats to the nation as it can. The XIA is based in Rio Casa, and its head, a kitsune named Yên lặng and personnel are protected by XIA agents.

Xiscapian Diplomatic Corps:
The Xiscapian Diplomatic Corps is what would be considered the Ministry of Foreign Affairs. It is responsible for the recruitment and training of Ambassadors and their aides, forming and reading treaties, establishing embassies and making official statements to the world and messages to specific nations, with various levels of sensitivity and corresponding encryption. The XDC also prides itself in providing excellent hospitality for visiting dignitaries and it's own members when they travel. The XDC is based in Rio Casa, at the Imperial Palace, and is always headed by a Maladict or Vanadict (male or female Chief Ambassador). The XDC's head and personnel are protected by both Black Guard and Xiscapian Imperial Marines.

Department of Xiscapian Armed Services:
The Department of Xiscapian Armed Services is tasked with recruiting, training, equipping and promoting soldiers and officers within the five branches of the Armed Services. The Xiscapian Grand Army, Xiscapian Imperial Navy, Xiscapian Air Force, Xiscapian Marine Corps and the Xiscapian Shadow Operations are all represented inside the DXAS, and oversees the logistics and deployment of all Xiscapian military forces. The DXAS also oversees the production, purchase and testing of all military weapons, vehicles and equipment. Finally the DXAS also directly commands the Xiscapian People's Militia, and is responsible for the basic training and supplement of the irregulars where needed. Is it based in Rio Casa, and headed by the three main military commanders, Master General Dom, Grand Admiral Krystal and Air Marshal Carth. These heads and the personnel of the DXAS are protected by specially trained National Guard troops.


Military:
Before the Furry Genocide Xiscapia had only a militia to protect it, but by decree of the Emperor a national military has been formed. Listed below are the unit types for each branch, as well as additional information as to their capabilities, size, strength and other attributes.

Xiscapian Grand Army National Guard:
The Xiscapian National Guard is tasked with defending the Kitsune Empire from any foreign invasion, as well as certain extreme domestic threats, including large-scale industrial accidents. Xiscapian Imperial Navy:
The Xiscapian Imperial Navy, for the moment, is intended only for the defense of the Kitsune Empire, and not for long-range operations or invasions, though they are capable of doing so. Despite the small size of the fleet, the Navy is easily able to defend the harbor and islands of Xiscapia, and usually patrols this area for smugglers or civilian vessels in need of assistance. It should be noted that the seas around the Troi Islands, as well as the Tenfour harbor area, have been heavily mined to slow down and destroy enemy ship and submarine incursions.

Xiscapian Air Force:
The Xiscapian Air Force is the newest of all the branches; while all the others have had units with similar functions in the past in Xiscapia, the XAF is the first to operate combat aircraft. Like the XIN, it is starting off modestly, with only enough units to safely guard the Kitsune Empire. Customs:
There are several customs which must be observed on Xiscapia. While not following these customs won't get you killed, it may get you shunned, or worse, banned from Xiscapia.

-One must always take off ones shoes before entering a residence, so as not to track in dirt and filth.

-Bathing
Bathing is an important part of the daily routine in Xiscapia. Baths are for relaxing; the body and hair must be thoroughly scrubbed and all soap removed before entering the bathtub. This is normally done at a small faucet or shower located in the same room as the tub, while seated on a small stool. The traditional shape of the tub is smaller and deeper than is common in other species homes. A traditional Xiscapian bathtub is square, and deep enough that the water will cover the shoulders, but requires the bather to sit with the knees drawn up to the chest. Newer bathtubs are larger. Rather than being drained at the end of each bath, the water is kept warm by means of special heaters, and the same water is used by all the family members. After use, some homes take the hot bath water from the tub and use it to wash clothes in a washing machine. A lid is placed on the tub to maintain the water temperature when not in use, and to prevent evaporation. Any hair or debris is scooped from the water after the bath.
In homes with small tubs, each family member bathes one by one, in order of seniority, traditionally starting with the oldest male. If there are guests in the home, they will be given priority. In homes with larger tubs, it is not uncommon for family members to bathe together. Typically one or both parents will bathe with babies and toddlers, and even as children grow older they may still bathe with one of their parents.

Public bathhouses called are common in Xiscapia. A regular bathhouse will have tap water heated in a boiler. In most areas baths are not segregated by sex, so modest foreigners beware, and customers bathe nude, many using a small washcloth to cover the genitals.
Onsen (literally "Big Baths") are baths that by definition use naturally hot water from geothermally-heated springs, sometimes outdoors. Larger onsen will provide towels, soap, washcloths, and the like for their customers. Visitors normally bathe nude, but in some areas with strong foreign influence bathing suits are used. As with home baths, onsen bathers must wash thoroughly before entering the communal baths. Many onsen ban customers with tattoos which are traditionally taboo, citing concerns over gang activity. Some ban non-kitsune visitors, a practice regarded as xenophobia. The bathhouses respond that non-Xiscapian, particularly foreign sailors visiting Tenfour or Kaji, are unfamiliar with the correct etiquette and either dirty the bathwater or behave inappropriately.

-Do not be too loud. Xiscapians enjoy silence, and too much noise may be interpreted as the nosiemaker being drunk, and could get the offender fined or arrested.

-Hospitality: All Xiscapians are very hospitable. There have been reports of complete strangers showing up on an Xiscapians doorstep, unconscious for some reason or another, then waking up several hours later completely clean, with new clothes, food and drink set in front of them, in a warm bed.

-Respect: When speaking with most Xiscapians, one must always be polite, with the proper bowing and tone. If you are disrespectful or obnoxious, they will ignore you. If you insult or persist in impoliteness, you may be challenged to a contest of some sort, usually one that there is a great chance of personal harm.

Sense of Time:
Each dynasty lasts for a certain number of years. With each new ruler the cycle starts over. The seasons are named as well. At the beginning of each season it is the "birth of". At the end it is the "death of". For example, this year is year 18 of Emperor Foxfire in office. Therefore a date in time would be said "Year of our Lord 18." The season is the beginning of Autumn. Thus it is "The year of our Lord 18, Birth of the Death Season."

Kitsune Equality:
While the Kitsune Empire is a democratic state and all people are acknowledged as being created equal, there is a definite favoritism towards furries in general, and especially kitsune, over humans. The human population of Xiscapia, particularly the rich, the influential, powerful businessmen, as well as any suspicious-looking humans newly visiting or applying for citizenship within the Kitsune Empire, is watched and monitored closely. It should be noted that the Xiscapian Social Contract (a pact made between the government and the people) does not include the right to privacy, allowing the government to wiretap, intercept communications and other messages of citizens and visitors as it pleases. Many kitsune tend to be slightly racist, a reaction to the hostility and discrimination they experience in many foreign countries, and a human in a court of law is likely to receive a heavier sentence than a kitsune or other furry for the same crime. However, at this time humans enjoy all the same rights as kitsune within the Kitsune Empire, and the only barrier is their exclusion from any governmental or high-ranking military positions.
