The Greater Divine Reich
The Values which are the foundation of the Unkerlantian Reich shall be the values of the Greater Divine Reich.

Beliefs and Purpose
1. All men and women are born free, and as such the Greater Divine Reich will not stand for slavery, or oppression of peoples regardless of race, ethnicity, sex, or religion.
2. All people are entitled to justice be that as victims seeking amends for the crimes against them, or the accused seeking a fair trial. Further in the administration of punishment for those convicted of crimes they shall not be mistreated in any manner which would dehumanize them or be too harsh of a punishment for the crime which a person is convicted of.
3. While it is destiny that some men are to lead others all men have a voice, that voice must be heard at all levels of government in some form be it direct voice through elections or by representatives who speak on behalf of the people, chosen by the people. Oppressive regimes, totalitarian states and those who wish to bring death and destruction upon the world can not and shall not be tolerated.
4.Those nations, or peoples whom are less fortunate than others may require assistance in order to better their lives be it medical, economic, or security.
5. A free market in which all states have a chance to economically grow and prosper. While competing amongst one another in order to keep prices lower for consumers.
6. The right for states to maintain their sovereignty and not be forced to bend to the will of another state.
The Greater Divine Reich is established to protect the rights of those all around the world, to bring stability to the International community, preserve peace and ensure justice. To give a voice to those who have none and to stamp out tyranny where it rears its ugly head.
Government
The GDR shall be governed by a High Chancellor and his cabinet and a Allgemeine Rat (General Council). For military purposes a Sicherheitsrat (Security Council) will consist of four permanent members and five rotating members.
The Sicherheitsrat will be responsible for coordinating GDR military operations and for training, managing upkeep of GDR compounds.
The Allgemeine Rat shall consist of a single representative from each member state. Each member state will get one vote on matters of electing a High Chancellor, and approving the Chancellor's nominations for cabinet positions.
The Allgemeine Rat will also vote on the admission of new members, and when called for the expulsion of members whom break with the GDR values.
The High Chancellor will be the international representative of the alliance, he will act as commander of the GDR Militia which serves as the security force on all GDR installations.
The High Chancellor will also be responsible for proposing the distribution of territory gained under the GDR banner.
The High Chancellor will draft treaties and agreements with other alliances to be put before the General Council for approval.
In times of war the Security Council will also have to approve treaties that would end hostilities.
(this is because the representatives of the Security Council are a separate delegation and thus a separate vote from general council matters as the Security Council only votes on matters during times of conflict or in the case of internal GDR affairs that require their attention IE the settling of disputes between member states.)
All positions will be held for four years, at the end of the four years a new election is held their is no limit on how many times one representative may be elected to a position.
High Chancellor's Cabinet:
Lord High Warden- Second in line after the High Chancellor, serves as head of the General Council
High Constable-Serves as link between chancellor and the Security Council
Treasurer of the Divine Reich-Manages finances of the GDR
Foreign Liaison- Runs the Foreign Affairs ministry of the GDR under the High Chancellor
Intelligence Director- Runs the GDR intelligence ministry
Quartermaster of the GDR-Runs supply allocation for GDR installations
Grand Surveyor of the GDR-Assists in the administrating of territory gained under the GDR banner, by GDR forces.
Public Relations Officer-Ensures the GDR maintains a positive image both among member states homelands and on an international level.
Research and Development Minister-Runs R&D teams for GDR forces, as well as civilian advances in technology and medical advances.
High Justice of the GDR- Highest Judiciary authority within the GDR, handles cases involving GDR officials, personnel, and those captured or deemed criminals by the GDR courts on an international or internal level.
General Advisor-Direct Advisor to the High Chancellor, High Warden on all matters
Internal Affairs Liaison-Acts as mediator between member states when disagreements arise, drafts proposals to the security council for approval to end disputes.
Deputy Economic Advisor- Acts as economics advisor for member states. And helps draft economic deals among member states works with the Treasurer.
All cabinet positions will be nominated by the High Chancellor and then approved by the General Council to their positions by a majority vote. In the matter of a tie between acceptance or denial the Security Council will vote, if the vote remains a tie then members of the current cabinet shall vote.
Regulations:
No Member state may wage war, or garner hostilities towards another member state, all disputes will go before the Security Council and Internal Affairs Liaison to bring about peaceful resolutions.
Member states will not have high tariffs or other taxes imposed upon other member states, this is to promote trade and economic growth.
Member states will provide and share intelligence in regards to terrorist organizations, international criminals, and impending threats against the GDR, Under the Intelligence Ministry a combined GDR Intelligence community will be established.
Member states are not obligated to join offensive military operations but are obligated to a mutual defense agreement. Combined arms training to include mock war simulations amongst member states are strongly encouraged.
WMD's all nations are to use WMD's too include chemical, biological, Nerve, Nuclear or other devices as a deterrent or retaliatory measure only.
Weaker member states may apply for both security and economic aid from the GDR. All Economic donations will be repaid without interest at a later time when the requesting state is able to do so.
Member states may belong to other international alliances so long as their goals do not contradict the constitution of the GDR.
No member state may bribe, coerce, or other wise influence another member state for personal gain be it financially or otherwise.
OOC Restrictions:
Must be active and at least a decent rper, new nations will be put into a waiting status to ensure that they actually stick around for more than a month or two.
