Since our involvement with the Ryou situation, ODECON has been labeled as an alliance of hotheads. We have been called barbarians, dogs, bullies and even terrorists. Naturally, we find this very concerning for a number of reasons. It must be understood that ODECON is not a band of imperialist pillagers; we are a defensive alliance whose primary concern is the safety of our member states and the world as a whole. ODECON also makes it a priority to strive towards a peaceful, just and prosperous world where the kind of lunacy surrounding the current situation in The Ryou Black Islands will not occur. While we are a military alliance, we all desire a world where such alliances are not necessary.

In light of the hostilities towards us, ODECON invites representatives from all interested nations and alliances to meet with us in Osterwieck, Leistung to discuss the state of international diplomacy. Attendees will have a chance, not only to discuss their concerns with ODECON, but to engage in a discussion on how we as an international community can bring about a new era of peaceful, effective diplomacy.

We hope this will be seen as an olive branch– an opportunity to dispel the barbaric image of ODECON and create a global understanding for our mission of peace, democracy and justice.

Representatives are advised to pack warm clothes and prepare for snow. Representatives will be taken from Osterwieck International Airport to ODECON headquarters by limousine. Representatives may be accompanied by up to four bodyguards.

Bachmeier finished reading the transmission from the Zinairian Department of State and grinned in a way only a politician could. Life had truly been going his way the past few weeks. First, the Ryouese Empire had capitulated in only four days under the combined weight of ODECON’s military forces and the pressure placed upon them by the international community, and if that wasn’t enough, he had been pleasantly surprised to see that the majority of nations on the world stage supported his actions.

Of course, the world was a varied tapestry, and it would never fully stand together and agree, no matter how righteous the cause might seem. It was with this in mind that Bachmeier asked the Zinairian State Department to draft up a transmission to send to every corner of the world—a transmission which would seek to bring together the leaders of the superpowers and alliances of the world to one meeting spot to settle their differences and embrace their commonalities.

OOC: This is open to any nation who wishes to come, but we would like to extend a special invitation to fellow alliances—the CSS, the Hegemony, the IFA, et cetera, et cetera. As noted in the transmission (which really was all Zinaire’s doing), Osterwieck is inaccessible by sea, so your dignitaries will have to be flown in. No assassinations or any such nonsense, but I’m willing to accept things which would normally be considered…out of the ordinary. Use your discretion, obviously, and contact me before doing anything crazy.

The actual meeting will take place in the largest section of the ODECON Headquarters (http://history.swissroots.org/uploads/pics/government.jpg)Building (Congress Hall (http://europeforvisitors.com/switzaustria/images/bundeshaus.jpg)), so once you’re met by an ODECON official, proceed inside and we’ll get started.

OOC2: This will exist in an essentially different time frame from any ongoing RPs. Most ODECON officials are attending Lord Sumguy's funeral, so this summit will happen after all that, for simplicity's sake.

OOC: I'm double-posting, I know.

Since I'll be out the rest of today and some of tomorrow because of Thanksgiving, the actual summit will take place at some point either late tomorrow or early Saturday (I'm on EST, if anyone was wondering). You don't need to RP your plane landing or anything unless you really want to, and within your first post, please have your representatives at the doors of ODECON Headquarters. You'll go on a quick tour of the Headquarters building (the MA offices, Congress Hall, ODEFOR command center, etc.) which will end in Congress Hall, though you'll have to wait for my go-ahead before the tour actually starts.

Once in the Hall, take your seats and we'll begin the summit. The summit itself will take roughly two days, and your dignitaries will be able to lodge in the nearby Herman Hotel. The first day will be concerning ODECON's mission (informative, basically) and will consist mainly of a Q&A with top ODECON officials. The second day will concern ODECON foreign policy and will again be mainly in Q&A format.

The white and blue C-130 flew into Leistung airspace. It was flanked by two D/F-28 Fighters (http://forums.jolt.co.uk/showpost.php?p=14252644&postcount=60), also in a livery of white and blue. Since they were designed by SRPA, it was only right that they owned a few. As they approached the airport, the two fighters peeled away to let the C-130 land, then followed it into land. Once the aircraft were parked and under guard by SRPA Sentinels, the pure white Bugatti Veyron (http://en.wikipedia.org/wiki/Bugatti_Veyron) rolled out. It pulled out of the airport, and drove off towards the ODECON HQ. Not long after it had left, a black SUV driven by the bodyguards pulled out of the airport after it.

The roar of an engine signalled MacMillan's arrival. The Veyron pulled up outside the gates of the HQ, and he waited to be granted access.

Herman Hotel

All was quiet in the big, fancy lobby of the hotel. The staff were going about their duties as the waves of important guests came and went. Those poor, poor hotel workers had no idea what sort of trouble was about to come walking through the doors of their establishment.

A taxi pulled up out front and a moment later the doors of the hotel were thrown open. The peace and quiet of the lobby was shattered by a multitude of voices yabbering away in Blubbish. A forest of eyestalks and tentacles could be seen from behind the reception desk as the Blub delegation arrived, pulling their suitcases along behind them.

Momentarily chaos reigned as half of the group seemed to be arguing about dinner and the other half looked up at the clerk and started talking all at once at the poor fellow.

"Three rooms-six nights with roomservice-have a minibar?- nonono two rooms-I told you I'm not bunking with you!-olypmic swimming pool?-world famous breakfast buffet?" as four Blubs yakked at the clerk at once.

Eventually things would be sorted out and a bellhop sent scurrying to escort the talking, arguing, laughing, photo-snapping mass of Blubs to a set of suites.

ODECON HQ
Looking more like tourists than diplomats the Blub delegation of six representitives came shuffling through the doors of the HQ to the area where the tours would begin. The Ambassador wore a nice suit and tie while the rest of the Blubs were wearing ethnic Blubbish clothing.

This group squeaked and squawked at each other in Blubbish while milling about and waiting for the tour to begin.

Stiff-legged, the Adenian delegates and members of parliament stretched as they alighted the limousines. Behind them, a Captain of the Royal Horse Guard stepped from his own vehicle - a carriage drawn by Yorkshire Coach Horses, imported from Adenia and kept in a stable in Leistung by a private company. Usually stabled alongside Windsor Greys, they were used in official ceremonies - and today was no exception, as the Queen of Brittanican Adenia alighted herself. Taking the Captain's hand, she daintily stepped onto the floor, taking one look at the building before pulling her shawl tighter and taking the arm of the Captain.

Whilst barely past the age of 40, the Queen still exuded an aura of youth and royalty, and at home she was often found leading the regular Royal Hunts, playing polo, or driving at ungodly speeds in the collection of cars she had built up in her time, on the regular track days that the racing industry promoted.

Even now, as she huddled into her winter coat and skirt suit, the pillbox hat perched upon her head, her eyes glinted as she searched for a source of respectable excitement that could catch her interest. She entered the foyer of the headquarters, the politicians following respectfully behind her. Spotting the Blubs, she made an immediate beeline for them, determined to find out if Prime Minister Bribble was among them - he could do with some jaunty ribbing for his comments about ODECON.

Vincent K Hutler arrived. This was his first international meeting and only chance to make good lasting impression on the community. Plus this group had helped take down those damn Ryou bastards. They where always bad for bussniess but there destruction had opened up alot of possibilities and possibilities meant money and money meant luxury's for the high leader.

Mr. Hutler was a short man balding an fat. One tall and stocky bodyguard followed the High leader in occasionally glancing around at the others who filled the hall. Hutler eyed the Blubs yakking and talking away in there own language. Hutler did not like the Blubs. There disbanding of the Dominion commonwealth had cost them millions when he was the owner of a weapons manufacture. They made so much money selling weapons to Commonwealth members and supporting the wars they fought and bam in the course of a few days it was gone. Well Hutler never liked working with werewolf vampire people anyways. And plus it was time to start over in Zackaroth. And like everyone else the Blub's money was good.

" You think we'll get some wine?" he asked his silent bodyguard, who on;y shrugged and went back to scanning the room.

Osterwieck International Airport

Sir Jackson Miller, a tall, slender man with greying black hair, stepped off the Air Force C-32. His bodyguard, a large Afro-Caribbean, followed closely behind. Both men wore heavy woolen overcoats as Leistung was a great deal colder than their tropical homeland.

The bodyguard, Guillaume, wore a small, blue pin on the lapel of his jacket: It bore the insignia (http://wikistates.outwardhosting.com/w/images/9/94/DDB.png) of the Diplomatic Defense Battalion and marked him as one of the best soldiers Zinaire had to offer. He had served as the Minister of Foreign Affairs' bodyguard for several years and had become his trusted friend. Rumor said the tough-as-nails diplomat (who had also served with the army) had once taken a bullet in the shoulder for his bodyguard.

The two men boarded the waiting SUV (Sir Miller had specifically requested that a limo not be sent) and the jet's steward loaded the delegation's two pieces of luggage into the trunk. With the luggage secured, the car took off.

"We'll be stopping at the hotel first, sir." Said Guillaume with a sense of professionalism that outweighed the camaraderie he shared with the diplomat.

Herman Hotel

The SUV pulled up in front of the ritzy hotel. Guillaume got out and went around to open the door for his charge. The chauffeur had already placed the luggage at the curb and Guillaume retrieved it before following Sir Miller inside.

Sir Miller approached the front desk with his usual august air. "Sir Jackson Miller, I have a suite booked."

The checked her computer and smiled. "Certainly, Sir Miller. How many key cards will you be needing?"

Sir Miller turned towards Guillaume, "Just two?" The bodyguard nodded and Sir Miller turned back to the receptionist. "Two."

"Very well." The woman swiped the cards and handed them to the diplomat. "Martin will show you to your room," she said, indicating a bellhop.

Sir Miller thanked the woman and the delegation followed Martin to the suite.

ODECON Headquarters

Jackson and Guillaume only stayed long enough to drop off their luggage before returning to the car. They proceeded directly to ODECON headquarters for their pre-summit tour.

They took a seat in the lobby and Sir Miller checked his iPhone while Guillaume eyed the other delegates.

OOC: Jackson Miller is somewhat based off Andrew Jackson. Besides both being political badasses, they also share a physical resemblance.

Official National Statement

The Holy Empire of Stevid of course be attending see as we have the usual voting rights in the Regulatoary Congress and have a naval representive for ODECON in a powerful position in the Multilateral Authority. In light of the false accusations thrown at this esteemed alliance we also feel our presence is needed. Stevid has always kept a cool head in any and all diplomatic calls and talks and remain has neautral as possible to all arguments.

The accusations we feel are completely false spread by Ryou in an angry state, this gathering of states is perfect to set the record straight and prove to the world that the rumours and accusations are false. Stevid will attend to make sure these veiws of ODECON change for the better and that peace relations with all nations involved will return to normal.

ODECON HQ

As this was an official foreign affair, it would be officially headed by a senior Ambassador. That hadn't kept Blubland's Prime Minister from coming along as a part of the delegation on in an unofficial emissary role. The Prime Minister was dressed in a flowing midland Blubbish ethnic robe and straw hat, worn by the sugarcane farmers in the Colony's heartland. Aside from looking like a tourist, the esteemed Prime Minister Bribble was carrying a bottle of pink lemonaid with a twirly straw and sipping from it while watching all of the important people arriving.

Even the Blubs shushed for a moment when the fancy carriage arrived. The chatter resumed in a moment however. As the Brittanican Adenian Queen made her way towards their party, Prime Minister Bribble gave a friendly little wave with one of the tentacles not holding his lemonaide. He bowed in a formal sort of way, unsure of what to do as he'd never actually met a queen before. Few heads of state visited Blubland. He had recieved bills from plenty of them though.

He spoke in Blubbish accented English, "Good afternoon your Majesty."

Mikhail Stuyonovich finally disembarked after a gruelling twenty four hour flight from Vladistov, Stoklomolvi to Osterweick, Leistung. Mikhail, a bespectacled man with a modest beard, (http://upload.wikimedia.org/wikipedia/commons/5/54/Stalin-Lenin-Kalinin-1919.jpg) had become the President of Stoklomolvi after a very simple election in which nearly every citizen of Stoklomolvi who voted cast a vote for him. His three aides, each of whom carried a concealed SC-1 pistol, walked alongside him, carrying his luggage on the rolling carts. After the left the airport, they boarded the chartered limousine, and then drove off to the Herman Hotel, where Mikhail heard everyone else was staying.

Herman Hotel

He noticed a man apparently from Zinaire walk away as he strode towards the receptionist desk.

"Mikhail Stuyonovich, President of Stoklomolvi, booked suite on the second floor."

The receptionist handed him four keycards. Mikhail nodded, and, keycards in hand, waved for the aides to follow him.

ODECON Headquarters

Having checked into the hotel, Mikhail and his aides headed over to the meeting hall, all four wearing suits thinner than one would expect. Mikhail took out a paper towel and wiped his forehead, the Leistungi temperature warm in comparison to what he was used to. After Mikhail reached his seat, an aide pulled out his chair, and they sat down. They looked around, noticing the large volume of people from many different countries.

Keeping in mind that there has been plenty of correspondence between the nations of ODECON and the Ixanian Empire concerning the recent conflict involving the Ryou Black Islands as well as our own hopes of maintaining solidly cordial relations with the nations of ODECON whilst denying them a chance to include us as a member of their esteemed organization due to our neutrality policy on such matters, the Ixanian Empire will take part in the upcoming summit with Foreign Minister Ivan Rucinsky as our leading representative during its duration. Joseph Keupir stepped out of the airplane with a smile on his face. The cold wind rippled his hair, but he payed it no heed. New Kereptica was only barely sub-arctic, and his homeland in the north was far, far colder then this. Even the in capital, his home for the past 30 years, snow covered the ground in all but the most sweltering summers.

He turned, waiting for his companions to step out. They too were wearing only light suits. There were two of them, his bodyguards. They flanked him, one on either side, as they walked down the stairway. At the foot, was a black SUV, marked with the seal of the Allied States.

The three men piled into the back of the vehicle. It pulled away from the plane, which retracted the stairs and turned around to take off again. It would return when the summit was over.

The car ride was a quiet one. Neither of the men attempted to speak to Keupir, and nor did he to them. After a short ride, the car pulled up in the front of a hotel. Out stepped the men. They walked up, through the large front doors, to the front desk.

"President Joseph Keupir of the Allied States of New Kereptica, here for the ODECON Summit. I believe we booked a room on the 3rd floor."

"That is correct Mr. President. How many key cards would you like?"

"Three would be fine."

"Just a moment."

The woman at the desk tapped a few keys on the computer infront of her, and waited for a second as the box next to her spat out three key cards.

"Here you are sir. Do you have any luggage?" She said, handing the cards to Joseph.

"Only these, thank you." Said Joseph, gesturing to the small suitcases that each man held.

"Would you like me to show you to your room?"

"I think we'll be fine. Thank you." Replied Joseph, as he stepped away from the counter toward the elevators.

After half an hour the men were back in the lobby. Again they entered the car, this time heading for the ODECON headquarters.

When they reached the large stone building, only the President got out.

"You guys go check out the city. I'll call you when I need you again."

"Yes Mr. President."

As the black SUV pulled away from the headquarters, Joseph turned, walking toward the entrance. His breath was visible in the winter air, the occasional snow flake playing around his head, falling from the slate colored sky.

Entering the lobby, he immediately noticed the tell tale signs of the Blubs. The little party crashers with six tentacles were laughing uproariously in one corner, the entire delegation looking like a mob of tourists. A little ways from the Blubs was the Zinaire delegation. Joseph walked toward them.

The youthful looking Mei Anno the Under Secretary to Koh Otani arrived, dressed warmly but still shivering from the cold. Motokata was humid-sub tropical and she grew up in the deep south which was entirely tropical. "Hi, I'm attending the ODECON Summit."

"Yes." The Customs Agent said, "Do you have a pass?"

"Uhh..." She started searching through the layers of cloths she was wearing and her heavy winter coat, "Aha, here it is!" She showed the pass. "Welcome to Leistung enjoy your stay."

"I'll try thank you."

She walked down the air port lane, when her suitcase popped open letting all her cloths and hair care products (shampoo, hair dryer) onto the floor. "Oh shoot!" She frustratedly said. Her first trip and she was already off to a shaky start, as she tried to scoop everything into her suitcase and get moving again. She stuffed it full but the case kept falling open again, her old beat up suite case, she needed a new one but she was strapped, a humble Civil Servant-(in-training) had a pretty fixed income. She finally gathered everything and managed to get her case in such a position she could hold it shut. Looking at her watch, she was running late! Or so she thought, she hadn't retested her watch to local time. She took off running to find the delegation, hopefully she could look for a large cluster of other diplomatic people. She found them and ran right over. "Hello!" She panted. "I'm Mei Anno, I'm here representing Motokata."

As a nation with a long standing of being overlooked by the international community in light of our neutrality, alongside our size and abilities, it has been of no avail to attend such forums and conferences to exert ourselves on the foray of International diplomacies. However, in light of our recent growth, and growing relations with the International community, we humbly request permission to attend said event. Not only to better safeguard ourselves and securing our freedoms, rights, and liberties long enjoyed and potentially threatened by those that wish to impede on such; but alongside our wishes to better serve mankind in similar retrospect. Mary Basset climbed out of the car that she had taken from the airport, a smile on her face as she admired the architecture of the ODECON headquarters. Behind her two bodyguards stood, looking around at the other men and women present.

As she stood, Mary heard the noise of car engines behind her. She turned to see two other vehicles pull in, one a small black car, the other an opulent white limouzine. The Archbishop George Claxton stepped out of the first of these, Robert Stevens exited from the latter.

Stevens was dressed in a long, black, opulent coat, under which was an ornate and extremely expensive suit. The wealthiest man in the nation, he was worth more than three trillion universal standard dollars, and his dress cetainly showed this immense wealth. Contrary to the stereotype of such a financial giant however, he was slim and young, and a mere thirty-two years of age. Claxton and Stevens joined the Hegemon, and the three made their way inside.

Martin Watson arrived in the limo that was waiting for him at the airport. His Imperial Guard were in the SUV behind, while the Minister of Foreign Affairs Raul Riddle accompanied him plus one unexpected guest. Nick Saller, CEO of Look Incorporated. Nick and Martin chatted pleasantly while Raul occasionally entered the conversation. There was a political battle going on back in Greal, and Martin did not want to miss it, but he ignored the battle and headed to the summit, despite advice of many.

The limo pulled up, and the Imperial Guard quickly did their work, securing the area, with the help of some Look Incorporated guards that Nick brought. He could see some foreign head of states also arriving. The guards quickly escorted Martin in. There was always a danger of assassination due to warnings from several foreign nations. Nick and Raul followed close behind, with their own guards. However, after everyone was safe in the building, all but four of the guards pulled away to wait outside.

Martin was looking forward to chatting with some of the head of states before the summit began.

Kenneth Osterman was a well-worn traveler. His job as Ambassador-at-Large took him to many locales that weren't considered important enough to warrant sending the Director for External Affairs or Dr. Hodz himself.

Not to mention that Leistung was only a short hop away from Akimonad being located in Haven. This made the summit seem less important in the eyes of the Division of External Affairs.

Of course, Akimonad had little vested in the conference to begin with. Ken Osterman was being sent only with another aide. No bodyguards. Violence wasn't anticipated. This also meant a cheap method of transport. The Ambassador-at-Large and his aide were sent in a normal commercial flight to Leistung, business-class. It was unusual treatment for diplomats, but the Division of External Affairs had lately been feeling rather parsimonious.

By now they had arrived at Herman Hotel, the prescribed place of lodging for the summit. Osterman and his aide would be sharing a two-room suite.

Osterman slid the keycard along the slit in the door handle. The light turned from red to green and beeped. He opened the door and stepped in, placing his suitcase on the bed. His aide did the same.

Osterman stepped out of his bedroom. "Right, let's get going. I've a feeling we're already late. Don't forget the computer." The aide nodded and picked up a laptop bag. Osterman fetched his fedora and his hard leather briefcase and headed out of the room.

ODECON Headquarters

Osterman and his aide strode into the headquarters, largely unmolested. Osterman was quite glad for his trenchcoat as the environment of Leistung was a bit cooler than his office in the subtropical area of Akimonad. Osterman put his briefcase and the laptop bag on the table and looked for something to drink. His smallish lapel pin bearing the flag of Akimonad twinkled with the light.

During the entire ride from the airport Stephen Warner had to hear from Admiral William Burr about the fact they were traveling so lavishly. Apparently the Admiral didn't feel too comfortable about the amenities afforded to those who travel on diplomatic missions. As they arrived at the Headquarters of their allies, the Admiral perked up.

"Secretary Warner, did you clear it with Leistungi officials to allow my tour of the military facilities all the members of ODECON are providing supplies towards?" Admiral Burr asked as they climbed out of the car.

"Yes Admiral," Secretary Warner responded while stretching his legs in the pleasant, but bitterly cold weather, "we are all taking the same tour."

Admiral Burr looked at him and smiled, then quickly turned sour again as he saw all the diplomatic envoys who were also arriving at the ODECON headquarters, "I don't even like nor trust half these people Mr. Secretary and now I will be spending time amongst them."

"Just remember I am the lead man on this mission, Admiral;" Warner stressed by looking the sour Admiral right in the eyes, "let me do most of the talking so we hopefully come out of this with more international respect for the Abruzzian and ODECON cause."

Exiting the Limo Charles Villa got out and was soon surrounded by his four bodyguards, two of which carried briefcases, with small automatic weapons inside, Charles carried one as well, except his was his official Laptop for diplomatic purposes, connecting to the Foreign Ministry's satellite network.

Not sure of what they were walking into, Charles went in and soon noticed many familiar faces. Representatives from Greal, Martin and Raul, Mary Basset the recent Hegmon he believed, and a few others. He quickly joined the other delegates, telling his security staff to be weary, but not appear so protective.


"Mrs. Basset, It is a pleasure to see you here, I am glad that things worked out well in the end for our islander friends. Please, could you tell me more about ODECON, from what I have seen they do not seem to be a bad bunch, just recent politics had put Mokastana on edge with them. As you can tell from my increased security."

Ivan Rucinsky looked at the newspaper with the headline that the government of East Congaree had recognized his nation's sovereignity over the Comoros Islands which Ixania recieved from the Ryou before they went into isolation before looking out the window to see that his private jet was close to the destination. Ixania was neutral towards ODECON and wouldn't have minded constructing further relations. He had packed himself some warm clothes as did his secretary who was reading over notes and the security guards who were busying themselves with some chatter before they landed. The Empress was in Cazelia and the second in command, Svetlana Sturmer, was busy with her lover in Leichstur so it was up to Ixania's Foreign Minister to represent his beloved homeland as he had done so many times prior to this summit. Rucinsky was a handsome man, married with children, and looking like he was in his mid thirties. His opinion of ODECON was that it wasn't a threat to Ixanian security and that it could be moulded into a friend of the world's foremost neutral nation. If ODECON was known for its alleged barbarism then Ixania was known for its neutrality in the face of foreign conflicts. When the plane landed, he and his secretary decided to wait at the airport until they were greeted. It was common procedure, was it not?

MacMillan also had one, but guessed that he wouldn't need it. He looked around, picking certain people out of the crowd that he recognised. He'd never actually met them, but he knew their faces from the files he'd read. He stood around, waiting for the conference to start.

Paul Newman realized as he entered ODECON airspace, that this would be a historic event. His country had a great navy, but did not have enough allies, making resuppling dificult. This would hopefully change that.

As he got nearer to the huge building, he realized he was about to meet some of the most important people in the world: it was time to put his best foot forward, and come out looking good!

Mei's announcement didn't seem to draw any notice so perhaps she overreacted when she made the mad dash for the group. She panted and sighed deeply when her cell phone rang. "Hello? Hi honey!" Her voice went from embarrassment and exhaustion to chirpy and happy. On the other line was her little girl, the one person who meant everything to her. "How are you, how's Grandma and Grandpa? You're having fun? I'm so glad sweetie. I should be home (don't know how long this is going for in NStime) so I'll be back before you know it. I love you too baby girl. Okay my love to grandma and grandpa, bye bye." She reluctantly hung up her phone and shut if off so it wouldn't disturb the meeting, she took out a small picture of her little daughter and gave it a kiss. She put the picture away and readjusted her broke suitecase so that it wouldn't open into making a large mess again.

She looked at the large digital clock and her watch, "Oh my i can't belive I forgot to reset my watch." She uttered

They entered the large room and Sir Miller took a seat. Guillaume handed him his attaché case then took a place standing behind his chair.

Sir Miller removed his coat and hung it over the back of his chair, revealing a crisp, tailored three-piece suit underneath. He opened his attaché case and placed his laptop before him on the table.

Both had weapon's inside the trenchcoat's. Oskar wore a black suit under a grey trenchcoat. He looked rather dull in appearence with slightly greyed black hair and a moustache, and with spectacles. However he was an experianced and skilled diplomat, which is why he was sent. Now he was entering the ODECON Headquarters. He quickly walked through to the Congress Hall and then took a look at the large number of representatives assembled for the summit.

Within moments the cluster of Blubland delegates had occupied six seats at the conference table. They continued to chatter back and forth, laughing loudly now and then. Many other representitives gave them a wide berth but the Blubs didn't seem to mind or even notice. Most of them were sipping on drinks or eating snacks as they waited for the meeting to begin.

A militaristic fascist nation that claimed to be socistlist and was ruled by a dictorship who was counciled by various powerful & rich men who never saw their dear leader. As a former IFA member and being known to have a policy of opposing left wing or free governments. Fighter4u as a prinicpal hated Mega-Alliances like ODECOM. But after veiwing the actions of many of it brothers countries. Fighter4u reliase meetings like this were crucial for it to expand it influence in the world without having to rely on it tradional friends. But of course none of the other people here knew that or even for that fact knew who these men were. They quickly took the most distant back seats from the front and simply obverse all they could about ODECOM and it host nation while they waited for the meeting to start.

Admiral Burr took his seat next to the Secretary of State, dressed in his sharp white naval uniform. Burr leaned in close to Warner and whispered "I thought I was getting a tour of the facilities Stephen?" Warner got a bit agitated, but didn't show it in his response; "Now is the time for diplomatic concerns Admiral, have patience," he whispered back before returning to looking across the room at who had gathered. The four armed guards for the diplomatic envoys remained standing behind both men, in a rather stoic fashion.

The joint Allician-Ruccolian delegation alighted from their vehicles at the entrance of the impressive ODECON Headquarters Building and proceeded towards the Congress Hall inside, escorted by a combined security detail as they made their way through the building. Comprised of Secretary of State Jason Ryan and Secretary of Defense David McFarland from the Alliance Star Confederation, and Minister of Foreign Affairs Carolina Chan and Deputy Minister of Foreign Affairs Vittore Galliano from Ruccola, the bi-national contingent had arrived earlier in the morning after flying in to Osterwieck on the Allician Secretary of State's official air transport. Calmly taking their seats alongside one another, they talked among themselves while preparing their materials for the summit. Waiting for the conference to begin, Foreign Minister Chan adjusted a pin with both the Allician and Ruccolian flags on her lapel and scanned the hall, noting the presence of delegates from Zinaire, Brittanican Adenia, Stoklomolvi and Ixania in particular.

Indeed, alongside their Ruccolian counterparts and their respective security detail, was flanked in suit by the Allician Secretaries of Defense and State and their respected Secret Service detail as they exited the recently delivered the quadruple of modified Chevrolet Tahoes, complete with Red and Blue LED lights in various locations of the vehicle, armor plating alongside bulletproof glass, and NBC protection. Alongside the provision of Armored Sport Utility Vehicles, the C-32 reserved for cabinet officials sat and refueled at the cost of the Allician government, and continued to be at the ready for emergency take-off at a moments notice. Aside from the four SVUs that were now pulling away from the entrance, the winter-clothed joint-delegation moved toward the facility of which the conference was to take place. Jason, the Secretary of State for the Alliance Star Confederation, was busy pulling tighter his overcoat as he brazened the weather, whereas David, the Secretary of Defense of the Alliance Star Confederation, walked with ease alongside the pair of similar dressed Secret Service agents into the facility.

The pair of doors opened allowing for the delegation to enter, as the warmth of the inside was immediately noted by the delegation as a whole. Overcoats were exchanged, and Jason best of all acclimatized himself to the interior temperature. He began to assure that he had all he needed on his person to be successful not only in the meeting, but also in the event of a situation occuring Internationally. He then double-checked his lapel pin in where the Ruccolian and Allician flags were both present in equal size. He glanced to David whom shook off a bit of frost on his shoulders of his coat before exchanging it, and noting the attractive Ruccolian Minister of Foreign Affairs whom he had only the recent pleasure of meeting. He took the time to note her gesturing of her lapel, before realizing his place and moving on with his intentions. The Ruccolians led the way, as the Alliciain delegation followed in kind into the foray of delegates on equal or higher level than he and David. Most of which were unknown to Jason at the time of his arrival, but he'd hope to change that with the course of time.

Bachmeier walked briskly onto the stage, adjusting the pair of glasses resting on the bridge of his nose and shuffling through the stack of papers in his hands until he found the right one. With a single forceful motion he pulled the large oak chair out from behind the front podium and slid it off to the side, taking his place standing at the front of the room.

“Ladies and gentlemen, on behalf of the Oceanic Defense Coalition and the Federal Republic of Leistung I would like to bid you welcome to the city of Osterwieck,” he started, adjusting the microphone on the podium up to his level. “I know you must all be anxious to get started, so please keep the conversations to a minimum as I explain the proceedings for the next two days.”

He glanced around the room once, noting the number of delegates from every corner of the globe. “Our goal for this summit is to explain ODECON’s mission to the world, as well as to clear up a few misconceptions about our goals. Both days will mainly be in a question and answer format, with delegates asking questions regarding either an ODECON member-state, an ODECON action, or ODECON as a whole. Of course, questions about the Federal Republic are welcome as well.” He paused for a moment. “Any questions?” he asked, chuckling inwardly at his veiled attempt at humor. “No? Excellent."

“Let’s begin then, shall we?”

OOC: There's about 24 nations represented at this summit, and I'd like each one to be able to ask a question. For that reason, if someone has asked a question, please do not ask something else until I have answered the previous one. That way, we'll keep this as calm as possible.

We find you talk of peace,yet you come to stable nations and overthrown their rulers,men who have given their country a new direction,you claim peace,but is that a good goal? How do you define your idea of peace? Is it peace for everybody or is your goal simply to defend against those who attacked you? Or do you think you can achieve peace by simply invading those who threaten to harm you?

I mean-I mean, do you think of peace as peace for every nation on the world or simply do you wish the neturalization of any nation that poses a threat to your alliances and your members nations peace? And if so,then why did you hunt out a fight with The Ryou Islands? A nation that currently was not at war with you,regardless of their past action toward you. You destroy peace as soon as you pick up a gun. But yet I can see why you might seek out revenge like any decent fascist or socialist who wishes to gain revenge on the democratic governments that have harmed them. It was an excellent question, and one which Bachmeier had hoped would be asked early. He took a deep breath before responding. "Sir," he started, removing his glasses from his nose and cupping his hands on the podium. "Your question is one which will plague nations for generations--is freedom worth the price of its acquisition? Is war justified in order to achieve a greater peace? It was these two questions which were on the minds of every ODECON official up to and during the declaration of war against the Ryou Black Islands."

"The Ryou Black Islands posed a threat not only to our immediate safety but to the safety of mariners, and for that matter, people, everywhere. ODECON's primary mission is to root out and destroy criminal activities on the high seas and to ensure that they are open for both travel and trade. Now, under the rule of Empress Isabella, the Ryou Black Islands attacked and sunk a vessel of the East Congaree Merchant Marine, attacked vessels of the Royal Stevidian Navy, and attacked and sunk untold numbers of innocent vessels in international waters with pirates funded and harbored by the government."

"Our invasion (nearly bloodless, if I might add) succeeded in overthrowing this evil and corrupt regime and as a direct result, the people of the Ryou Black Islands began the long and arduous task of reforming their government to one of peace and freedom. As a result of war, freedom-loving people everywhere may now ply the seas free of the fear of attack by well-armed and government-funded pirates operating out of the Ryou Black Islands."

"You ask if peace is a good goal, Mr. Melons. You ask if freedom is a good goal. I ask you--are there any greater goals to aspire to?"

"Officially, neither the Federal Republic of Leistung nor ODECON has any position on the Kingston Pact," Bachmeier started. "Now, off the record, the only real interaction we've had with the Kingston Pact is being threatened by it by Allanea." He raised his hand to stop the man from interjecting. "Now, I realize that Allanea was acting out of turn, but the point remains, and the actions of one of your members have not gone unnoticed."

He realized that Osterman's question would likely be ignored by the rest of the delegates in light of the question preceding it, but of course, every questioner deserved an equal chance to speak.

Charles sat near the back listening to the discussions and questions, when he heard the response to that question his first thought was a typical response for a politician, even though he was one, he remind himself. It still seemed like a quick dodge, not to say Ryou wasn't at fault for provoking them. Charles had seen a lot of horrible things done in the name of 'Peace' and 'Freedom' in his life, and quietly began to wonder if this was the crowd he wanted Mokastana associated with.

"Generally, like in the case of the Ryou Black Islands, it's clear-cut," he said. "Quite obviously, the Ryouese government sponsored piracy--hell, one of women on Isabella's council was the head of the Pirate's guild, and the government employed pirates frequently."

"The piracy situation could have ended differently--ODECON, along with Anagonia and others appealed to the Empress and tried to get the government to face the issue. Our efforts were not met in kind, unfortunately, and it became increasingly clear that the government did not wish to end piracy within their borders. Only once this became clear did we move to try and remove it ourselves."

Is your answer that ODECON will invade others based on no actual criteria but instead a sense of 'We don't like that so we're invading now' world policing?"

"As all three of your points essentially deal with the same things, I'll answer them in bulk," Bachmeier said. "I think that because of our actions in the Ryou Black Islands, there are some misconceptions about our organization. The Oceanic Defense Coalition does not seek to force democracy on the world--the fact that we support the democratic transitional government in the Ryou Black Islands does not mean that we value democracy over all other forms of government--we simply support them because they are dedicated to rooting out piracy and keeping sea lanes safe. ODECON does not care whether a nation is socialist, nor does it care if it is a monarchy, just so long as the ruling party does not endanger our people.

"Yet another misconception is regarding our use of offensive war. At every turn we try to avoid war, and in fact, war is only declared if the President of ODECON, 3/4 of the Multilateral Authority, and 3/4 of the Regulatory Congress are in agreement--something which would only occur if the state presents a real danger to the continued security of citizens of ODECON member-states and the world as a whole. We offered numerous diplomatic solutions to the Ryou Black Islands, as can be verified by Neo-Ixania and Anagonia."

Tolmec One, had slipped into his seat, with his wife next to him. He was wearing a brown parka, while his wife, was wearing a lavish pink brocade opera coat, with white fir trim. Under it, she was wearing a purple evening gown. She was also wearing an extravagant Capeline hat, with many flowers on it. Both were paying very close attention, though Gloria, Tolmec One's wife, was also scoping out the other leaders around the table.

I think ODECON probably should define what it views as human rights and state what they think is grounds for a attack on another nation. Also does this mean that ODECON would only attack a nation that has already attacked merchant shipping or say people of ODECON repeatly and does not seen to want to respond to peaceful means? Also another troubling thought for us to consider. ODECON is basically a alliance that was made to protect the international seas of our world. But when does attacks upon shipping become ODECON problem? In other words you seek to police the world oceans. But can you really decide if a country that allow drugs,shouldn't ship them and what about countrys where it illgeal to smugle food into their straving nation?

"Come now, there are obviously going to be exceptions. Drug trafficking refers to illegal actions to bring drugs to nations where they are illegal, not legal trading, and humanitarian crises will overrule everything else."

"On behalf of the interest of an ally of Stoklomolvi, if a nation close to or in membership of the ODECON were to show hostile intent without the governing assembly of the ODECON taking notice, and the navy of this ally were to take initiative and begin a blockade to secure the national interests of the ally, what would be the reaction of the ODECON? Would they attempt a diplomatic solution that would then result in a peaceful conclusion to the crisis, or allow the ally to explain its actions and continue the police action? Or would the ODECON start a justifiable war to protect the actions of its member state that violated the national interests of the ally?"

He sat down, and wrote a note to himself.

Accountability comes up again, and as ODECON is a defensive alliance, we simply can't have our members attacking whoever they please and then falling back on our support to carry them through," Bachmeier replied. He checked his watch again quickly before raising his hand to silence the rest of the dignitaries.

"I'm sorry, but that's all the time we have for today," he said. "If anyone would like a tour of ODECON Headquarters, they should accompany me out the door behind me. Otherwise, the door at the rear of the room will take you back out to the front of the Headquarters Building, and the Herman Hotel is only a short walk down the street."

IC: With the end of the conference Brian was pretty much done in ODECON. His government would be pleased to find out that he had learned much about ODECON,while at the same time he knew this would not change Fighter4u offical view of the ODECON it would be a small step in the right direction towards what Fighter4u wanted. A free & true fascit state that was accepted by the international communtiy and better yet respected not just for the power of it sword,but its pen. Maybe world police allainces weren't so bad after all. Maybe...

And with that Brian picked up his briefcase,said thank you to Leistung delgation and he lefted the building with his three bodyguards to go back to the hotel, get a night sleep and then leave back towards Fighter4u. The tour would had been nice but they didn't want to be asscue of spying by anyone.

Secretary Warner and Admiral Burr rose out of their respective seats in preparation of going on the tour of the ODECON headquarters. Warner was livid at the tone and tenor of some of the questions directed towards the alliance that Sur Abruzzi was so honored to join, but was in deep awe of the way Bacheimer was able to calmly answer everything that was thrown at him.

Admiral Burr was positively excited to be going on the tour, as much of this "grumbling" as he put it was boring him. As the security detail attached to them began allowing them to move away from their seat at the table, Burr got a message on his Blackberry that sent chills down his spine. "Stephen," he whispered to the Secretary of State, "when this tour is done, I need to leave at once. I have been notified you will be staying behind to finish out the Summit on our behalf."

Secretary Warner looked the Admiral dead in the eye, full well knowing what that message meant; "Understood Admiral. But for now let's deal with the matter at hand."

Joseph Keupir stood, removing his Blackberry from his pocket. It had beeped embarrassingly in the middle of one of the questions, and the knowledge that he had a message had been itching at him for the better part of 15 minutes.

He flicked through the menus on the screen. In a moment, he was at the email screen, and reading the message. It was from the vice president, ___________.

"Joe, this is urgent. The IFA are being increasingly hostile toward ODECON members. As this message reaches you, IFA ships are massing off the coast of Zinaire. Supposedly, they are planning war games in a week, but in this political climate, an invasion seems likely."

Keupir tapped out his response.

"If anything goes down, I'll call the plane and be back in an hour. As of now, start recalling the Navymen into active duty. If the IFA attacks, we're going to need everything we've got. Put the Coast Guard on alert too. Have them ready the beach defenses for immediate deployment. Start moving the National Guard to the choke points listen in the defense plan. Double check the supply levels in the attrition bunkers."

He returned the Blackberry to his pocket, a pale veil falling over his face. Stoically, he walked over to Bachmeier, entering the tour group.

The aide ensured that nobody was looking, spotted Watson, took out an apple with his gloved hand, and threw it as hard as he could at the man. He silently slunk out of the balcony and strode towards the restroom, where he took off his gloves and put them in his coat pocket, washed his hands, and then walked back out. He was sure that nobody saw him.

"Yes, honey," Tolmec One replied. "I hope that you will ask a question that is at least intelligible tomorrow." "Uh-hu," he replied. "Your not even listening to me are you?" she asked. "Of course," Tolmec One replied. He had been thinking over what had been said at the conference, and set himself on autopilot when it came to responding to his wife. It rarely worked, but he kept trying it. After his last answer, she slapped him across the face. "Pay attention Stanly," she said. He immediately snapped into the present. "Gloria dear," he said. "I've told you a hundred times, I'm not Stanly anymore, I'm Tolmec One." "Yes, yes," she went on, "your the big important Tolmec One, your not Stanly Knicklebocker, and you didn't have laser eye surgery so you wouldn't have to wear glasses, and those are your original teeth, and you wouldn't even know where to buy a whig." She folded her arms in front of her, as she finished her outburst. "Honey," Tolmec One whispered. "Your embarrassing me, in font of the other leaders." "Oh so now I embarrass you? Huh?" "No, no honey, that's not what I meant, it's just," he paused for a moment, thinking over what he was going to say, "why don't we just calm down, and enjoy the tour. "Well, that was next to pointless," commented Jason as the first night of the conference wrapped up with simple bureaucracy, dry whit, and politician neutralism took the threshold of the night, whereas the Allician delegates learned of what was the obvious from the 'summit.' The only point of excitement, was when the delegate from "fighter4u" jumped ON his table, causing the pair of agents to reach for their SiG Sauers in the event that he was making hostile attempts; whereas he was either drunk, or had odd customs in his nation. The Allicians whom had arrived last, would take their time before returning to their joint motorcade that awaited outside to deliver them to their temporary residence within the city. Alongside the Ruccolian delegation joining them, they would make their respective exit from the chamber into the winter, as their destination would lead to rest and recuperation at the small group of hotel rooms leased generously by the Ruccolian government. The four Chevrolet Tahoes would collect the delegation and journey into the city and toward the old hotel, unimpeded by local traffic and weather as the journey itself was an uneventful one, on all fronts. They would return the next day, in the event of a summit continuing into the next day, due to the ever present hostilities by a group of nations toward them.

The Ruccolian Minister of Foreign Affairs chuckled at her counterpart's remark. "At least it was entertaining. But I must say, the Leistungis did a good job of clarifying certain issues." Much like the Allicians, the Ruccolian delegation had paid silent but close attention to the day's proceedings, taking note of the ODECON policies outlined by Bachmeier and listening intently to the sometimes heated discussion. With the first stage of the summit now complete, the Ruccolians proceeded out of the hall with the Allician delegates and their joint security detail, making their way back to the Herman Hotel via the four vehicles so generously provided by the Alliance Star Confederation. One more day of talks awaited the group, who had now arrived at their lodgings and were settling in for the night.

MacMillan entered his hotel, and began up to his room. Once he was there, he opened his laptop and removed his tie. A face appeared on the laptop

"Enjoying the summit, Lieutenant?" asked the man

"Oh, it's just like all the others - beauracratic sniping" repiled MacMillan

"What do you think about ODECON?"

"You don't really want to know. They seem to be involved in more wars than I have fingers to count with"

The man chuckled. "Did they say anything about the Ryou conflict?"

"Someone asked, but they kept it brief. Seems they want to keep it quiet"

"I don't blame them. Very well Lieutenant, i'll let you get some rest"

His face dissapeared and MacMillan closed the laptop.

OOC: We've been involved in one war. It took IC four days, OOC one. Reiterating that point is basically what this whole thing is about .

Tomorrow will be in an open forum format, with topics including human rights, foreign policy, military buildup, socialism v. capitalism, law enforcement, and the environment. I'll continue with the tour shortly, I just wanted to see how many people (roughly) would be going on it.

Ezekial Williams sat rubbing his forehead, this ODECON summit was turning into one big headache. Ralkovia was making blunders left and right and now several colonies wanting democracy were trying to contact ODECON. Ralkovia shut them down hard with its black-shirts, the self named replacements of the order of the Death Guard.
Organizing a new fascist regime was turning into a political nightmare as well. He had been luck to survive the "New Beginning," where thousands of officials of the monarchy were executed. Turning to face his colleague Tara White, who was exchanging smiles and flirts with some foreign countries ambassador, Ezekial felt slightly pissed. Ezekial Williams had been the best known ralkovian senior ambassador. He was named the bunker buster of ralkovian diplomacy, getting his name for breaking diplomatic stalemates. He had discussed hundreds of treaties and been to thousands of diplomatic discussions.
Now he was a broken man, he had seen his sister, his only surviving relative, executed. Now the so called New Regime held him by the neck, literally. The machine that kept him alive, his infamous black heart, had been removed and was now in the clutches of a black shirt who could crush it on orders from the government or if he just wanted to. He had become a dog, a human tied to a leash so to speak.

President Bachmeier checked his watch for what had to be the hundredth time that day, tapping his foot impatiently on the red mahogany floorboards as dignitaries trickled over to him, eager to begin the tour. He lifted his head up from his wristwatch and motioned for the guard to open the previously sealed door behind the podium. A hiss of air could be heard as the thick metal door slid forward, revealing the inner workings of ODECON Headquarters.

Bachmeier walked through the door motioning for the group to follow. "Now, of course we can't show you everything that goes on in here, but my goal for today is to give you an idea about the basics of ODECON Headquarters." He stopped at a wooden door marked, "Offices."

"Through this door lies the offices of each of our Multilateral Authority (the ruling council of ODECON, you see) members," he said. "Ms. Basset has an office here, while she seldom uses it," he muttered, noticing the Sumguian rolling her eyes. "Most of our other MA members are here round-the-clock, ready at a moment's notice to respond to a crisis situation." The group continued on down the circular-winding and steadily steeper hallway, passing several unimportant and unmarked doors before coming to a large metal one with a red light (currently dim) above it.

"This here is the command center for ODEFOR, our military wing," Bachmeier stated, noticing the looks on several of the delegates faces after being denied access to the offices. "And yes, we can go inside." He reached into his suit pocket and removed a keycard, which he proceeded to insert in to the slot immediately to his right. He placed his thumb on the touch pad and spoke his name, stepping back as the door opened with the same hiss as the previous one.

The room before them resembled something out of an old war movie, complete with massive maps on the walls and a large number of men sitting in front of panels with flashing buttons. "This is the nerve center for our military operations, and while you may not know it by looking, we've actually traveled several hundred meters underground. From this room, our commanders can coordinate the defense of ODECON member-states with other national militaries as well as ODEFOR, and for that reason, this room is one of the most important." He glanced over his shoulder at one of the men who appeared to have his cellular phone out. "No photography, please," he said firmly before motioning for the group to continue on.

The rather diverse group of men and women continued following Bachmeier up several flights of stairs until they reached the point where natural light was again visible. "To your right you see the headquarters of our humanitarian wing, and the hallway to you left leads down to more offices, mostly for ODECON diplomats and individual Congressmen. Up ahead is our weather monitoring station, though I'm sure we don't need to be told that it's going to be snowing outside," he said, chuckling. "Come, let's continue."

The group continued on once more, stopping at a thick wooden door. "This here is the headquarters for ODECON Interpol, previously involved in hunting down Empress Isabella and Kanna, but now focusing in on a resurgence of the skinhead movement in ODECON member-states."

One of the delegates piped up. "Mr. Bachmeier, are you saying that racism and skinhead-sympathizers are still a problem in your member-states?"

Bachmeier frowned. "Unfortunately, some people can't leave the past alone. OOC: Yes, well I was sort of expecting someone to RP the hotel, but in the end, I killed it because it had served its purpose, and the second day was needless. I just figured letting it die would function better than having my president come out and say, "Alright guys, all your respective Gods have decided to stop controlling you. Looks like they've lost interest, eh?"
