From:The Desk of Kaiser Harlin Delvius III
To:Open Communication to all members of the Confederacy of Sovereign States
Greetings to you all allies of the Divine Reich.
In these troubled times that we live in we must be united, cooperate, and competitive as an alliance, not as individual states. Therefore I invite you all to attend a conference for all members of this great alliance.
During the conference topics highlighted for discussion will be on economic deals to make the CSS and her member states more competitive and prosperous on an international level.
Another topic will be expansion of the CSS influence across the world, in a world full of barbarian hordes such as ODECON we must be the light in the darkness, and the bringers of prosperity, peace, and the vanguard of civilization.
Also proposed for discussion the state of the CSS military, its organization, and training.
Lastly a discussion on the government of the CSS itself, and an open floor for any other topics that you may wish to bring before the alliance.
It is my sincere hope that you all will be in attendance at my winter palace in Alstrburg as the CSS complex in Heraldstein is not yet complete.
I anxiously await your replies and hope that this meeting will be the beginning of our alliance coming together as a single powerful entity.
Kaiser Harlin Delvius III,
Kaiser of the Divine Reich of Unkerlantum

Alstrburg
The streets of Alstrburg were lined with hundreds of flags each representing the individual states which made up the CSS. The Imperial flag draped over the front of a large arch monument which was at the city center and led to the Kaiser's palace.
The palace too was adorned with CSS parafanellia the many golden fountains which adorned the palace gardens had been polished to absolute perfection, the hedges trimmed and the finest flowers freshly planted only days before.
The large center path leading up the front doors of the palace were lined with dozens of Reich's Guard soldiers dressed in their traditional solid white uniforms trimmed in black and red.
Their old style rifles with bayonets fixed held upright at the position of present arms. The last group of soldiers was posted along the black marble stairs leading up to the front doors bore sabers which glistened brightly in the afternoon sun.
It was clear the Unkerlanti government had cut no corners on ensuring their allied guests were to be comfortable, entertained, and above all impressed on their visit to the reich.
With the arrival of so many important figures security was another obvious concern of the Kaiser as the presence of multiple military units both patrolling the city with light armored vehicles and Reich's Guard troops in their modern uniforms patrolled the palace grounds.
The Airport was closed to all incoming flights save military aircraft or planes bringing in delegates and classified routes to the palace from the airport had already been scouted out and were under constant watch.
A redundant system of ID checkpoints and vehicle searches as well as a large deployment of dog handlers ensured that the Kaiser and his allied delegates would be safe during their visit.
Prime-Minister Hero Santo and Lady Paladin Leeanara Moonshadow will be representing the Grand Duchy of Tarlag.

As the Sumguaian limouzine pulled up to the Unkerlantumian palace, Mary Basset could not resist a smirk. My my, they seem to have spared no expense to impress us. She thought to herself as she stepped out of the vehicle and her bodyguard took his place beside her. The Hegemon was dressed in an elegant black suit, and seemed the very picture of serenity as she walked through the path leading to the palace's front doors, wearing a faint smile of amusement at the level of pomp around her.

As Basset made her way up the stairs to the front of the palace a small contingent of servants and Reich's Guard soldiers escorted her and her entourage down the lavishly decorated halls.
Contrary to the outside the inside was adorned with silver and white marble polished to where one could see their reflection as though they were standing before a mirror.
Along the walls various portraits hung of Emperorers and generals past, busts made of bronze and perfectly sculpted stone figures also were spread throughout the palace. Large chandeliers trimmed in gold and studded with the rarest gems and diamonds hung elegantly overhead.
The party made their way up the grandstaircase with its elaborately carved handrails etched in pure gold and silver to the second floor and proceeded down another corridor towards a large double doored room at the end.
Once reaching the end of one such hall Basset and her delegation were let into a large room with a circular table of mahogny it too was white and trimmed with silver. At each seat around the table there was a pitcher of both water and juice along with an assortment of various finger foods such as grapes and nuts.
A light lively tune echoed down the halls coming from a small string sextet which was situated off to the backside of room to entertain guests.
Posted on both the inside and outside of the room stood two sentries dressed in dark blue suits the obvious body armor beneath their clothing making them appear larger than they were.
" Welcome it is an honor for me to welcome you to the Reich Miss Basset, I am Erik Kreiger, Master of the Imperial House and chief executive over the palace servants."
Kreiger bowed his head before continuing.
"If you need anything Miss Basset by all means ask and someone will bring it to you with the upmost urgency.
The Kaiser shall be with you shortly, as will the other guests. Until then feel free to make yourself comfortable enjoy the refreshments, for convience the table has both outlets and hookups for computer equipment should you need to take care of any state business while you are here.
If you wish you may request a different tune from the Entertainers, they are well versed in all the classics as well as some international songs."
With that Kreiger bowed again before walking off and out of a side door to await the other arrivals.
The Wolfenhaller delegate was Wolfgang J. Lichtenburg, former Secretary of State(1988-2008) and now Deputy Foreign Minister of the organization. He arrived at the palace in wonderment at the place.
"Pretty, very imperial style."

To Kaiser Harlin Delvius III
On behalf of the Commonwealth, I thank you for your kind invitation. I am glad that the need for co-operation and solidarity in these troubled times has been recognised. It is my belief that efforts such as these represent the best hope for the security of people of all nations. As such, the Commonwealth will of course be in attendance at this summit. Unfortunately, current affairs prevent me from attending in person, but Ambassador James Newman will be attending in my place. Ambassador Newman is experienced and understanding; I trust him to participate in debate on my behalf.
Yours in peace,
Alexis Redford
Premier
The Protean Commonwealth of Pontinia
As the car rolled slowly up to the winter palace, James Newman ran his gaze across the front of the magnificent building. Its size did not intimidate him, nor did the lavish decoration awe him. He was impressed, of course - he marvelled at the effort and expense it must all have taken - but it did not cause him to lose focus. Little ever did, which was why he was so good at what he did. The style of the palace and its decoration served only to tell him about his host - the entire city was an enormous statement of his character embodied in stone. This Kaiser obviously had a taste for large, impressive displays. Fair enough. Newman had seen his kind before, and knew how they tended to think. He could use that.
The vehicle came to a stop, and Newman waited for the dress-uniformed soldier from the lead vehicle to open the door. As he did, he caught Newman's eye and gave an almost imperceptible nod. Satisfied that all was well, Newman strode from the vehicle and, after a brief pause to take in his surroundings, he entered.
The lavish decorations continued inside. Newman smiled faintly to himself. He had judged rightly - this Kaiser actually liked this kind of extravagant architecture, as evinced by his decision to use it inside his palace, as well as outside. Looking around, Newman's gaze fell upon a striking woman in a black suit. She looked faintly amused at the antics of the Unkerlanti servants as they rushed to make the delegates feel welcome. Secretly, Newman shared her amusement, but he had long since trained himself to keep such undiplomatic thoughts hidden. Here was a woman who could see through the show and cut to the heart of the matter. She would be one to watch.
Newman's constant analysis was a habit by now, almost subconscious after a long career in diplomacy. He was a natural at understanding how people thought, but was one of the rare few who (almost) never sought to use such a skill to manipulate. Instead, he acted as a mediator, clarifying the words of those who insulted without intending to, strengthening the message of those too timid to speak out, and generally lubricating the wheels of diplomatic negotiation.
A man whose dress marked him out as a senior servant stepped forward and introduced himself as Master of the Imperial House. He welcomed Newman, and ushered him towards a table where refreshments had been laid out. Newman thanked him politely, and made his way to the table, being sure to stand in a spot where he could discreetly watch the door and scrutinise the other delegates and dignitaries as they arrived.
A trio of white SUVs with Tralagian diplomatic plates pulled up to the Winter Palace. In the center SUV Prime- Minister Hero Santo talked with his companion the Paladin Leenara Moonshadow.
"Looks like the locals are trying to impress us with holding the meeting here. Nice place, I wounder what they really use it for, an over sized gambling casino?"
Tarlag's senior Paladin leaned forward and spoke to one of the most powerful men in Tarlag. "God boy, must you be so cynical. Yes these people are trying to put on a show they are trying to impress their allies. Maybe if you tried the same we would get farther with the CSS higher ups."
With that the older woman sat back and waited for the white clad guard to open her door.
"Now if you are done why don't we see what this conference has in store for us."
