Santheres is, as an increasingly more active member of the world, a state which seems to stand alone. As it lacks alliances for economic good, for mutual defense, for humanitarian aid, it seeks to fill these gaps in its foreign interaction, especially in light of its gradual intervention in foreign affairs -- intervention which could be made easier by having ties to those who would help, or which could produce nations hostile to her for a variety of reasons. Concerned with the potential threats to their sovereignty, and the even more possible and probable threats to nations young and old, poor and rich, weak and strong, Santheres is opening itself to the possibility of alliances with states that choose to freely associate with it. Allies of Santheres will have no obligations to each other, though in the interest of peaceful solutions to conflicts, Santheres wishes to offer its services as mediator for all disputes between states to which it is allied. Too, Santheres would offer itself as a neutral party in all disputes should her friends and allies seek diplomatic solutions to problems with any nation.
There are few obligations to mutual agreements, nearly all of which can be negotiated by the individual state. There are, however, some things that Santheres cannot and will not condone; these are offenses to our sensibilities regarding the proper treatment of all peoples of the world.
Such atrocities include:- Continued maintenance of a slave economy and state
- Acts of genocide against any group
- Callous use of weapons of nuclear or biological natures as common strategy
A treaty for the purposes of mutual defense are to be literally just that, mutual defense. This means that Santheres will not under any circumstances demand help from her allies in a war she herself has begun. Santheres expects the respect of her allies and wishes them to be peaceful, but if they cannot, then they should hold no illusions of Santherese willingness to fight their wars for them.
A treaty for the purposes of economic growth is entirely negotiable by the offering nation, whether said nation wishes specific trade agreements, general market access on a wide scale, mutual research and development projects, and other similar possibilities.
A treaty for the purposes of humanitarian aid would be an effective passive agreement in which both parties agree to offer monetary, labor, or necessary supplies in the event of a catastrophe within the nation proper or peripheral properties.
Other treaties or forms of alliance may be open to consideration.
Santherese will entertain the idea of close ties to any and all nations who do not commit the aforementioned atrocities, nations of any size and level of wealth, and all are welcome to request our protective or progressive wing, as well are any welcome to offers theirs to Santheres.
