Reginald Deere walked around on the cold Missouri night.If he felt one thing, it was certainly a feeling that victory was coming to him easily and quickly. The enemy's Royalty had abdicated, and communists in that very nation were flooding the streets. He suspected that politicans and most civilians in that nation would not want Maoist Republican rule, and thus began sending offers of peace to the Ryouese Department of Foreign Affairs.

We know for sure that you do not want this bloody war to continue. Hundreds of thousands of your people will die in the ocean or on Confederate Soil. Your nation need not become a land of Maoist Slavery or a land void of males, in part because you have been completely tattered by war. I will ensure the people of your islands will be kept safe from Communism and have the right to home rule. I know the People of the Ryouese Islands do not like Communism and do not want it. I will be certain to offer a successful form of government to govern your islands, even if it is not your absolute preference. This is the way to save your people from an indefinite length of slavery. Below are the terms in which your islands will sign an act of Peace with the Confederate Empire and the Imperial Fascist Alliance.

RYOUESE ACT OF DOMINION (2008)
#1- The East Congaree President is the President of The Dominion of the Ryou Black Islands
#2- The Vice President of East Congaree is the Vice President of the Ryou Black Islands
#3- The Governor- General of The Ryou Black Islands is voted in by the East Congaree Senate
#4- The Freedom Party of the Ryou Black Islands is formed, with its leader the same as the EC Freedom Party Leader
#5- The Bonnie Blue Flag is proclaimed the National Anthem of the Ryou Black Islands, the National Motto is proclaimed "Loyalty to the Father Nation Protects our Livelihood"
#6- Hanafi Sunni Islam becomes the Official Religion of the Ryou Black Islands. Christians have the right to practice their religion and vote. Other religions have the right to practice, but their members may not participate in politics.
#7- The National Army of the Dominion of the Ryou Black Islands must declare war with other nations of the Confederate Empire in times of war and must allow the East Congaree government to have bases in its nation. In addition, Ryouese forces may be called upon by the EC government to assist in other theaters of war.
#8- Any act of congress of the Ryou Black Islands may be voted out by the East Congaree senate having more than 2/3 of legislators vote against the bill.
#9- East Congaree creates the flag of the Dominon of the Ryou Black Islands
#10- East Congaree media channels must be broadcasted in the Ryou Black Islands. In addition, the East Congaree government shuts down all previous state-owned Ryouese media and replaces it with their own state media. There is no limit to state media of the nation.
#11- The East Congaree President, East Congaree Vice President, and national legislators of East Congaree are to have residences in The Dominion of the Ryou Black Islands.
#12- The East Congaree government nationalizes all Ryouese pre-Collegiate education, and an act of the East Congaree Senate may remove or add anything it wishes to Ryouese Collegiate institutions.
#13- There is no individual title of "Ryouese Citizen" anymore. Citizens are "Southern Subjects". Southern Subjects are citizens of the Confederate Empire, and may move freely in the Confederate Empire as they please. No passport or visa is required to directly move between nations of the Confederate Empire.
#14- All Ryouese agriculutral land is transfered to the East Congaree National Tea,Coffee, and Herbs Company.
#15- The East Congaree House of Representatives and Senate have the right to amend the Ryouese Act of Dominion (2008). The Ryouese House of Representatives and Senate may amend the terms of dominionship if the East Congaree Congress gives a majority approval to the amendment. The amendment created by the Ryouese Congress is then sent to the President of the Ryou Black Islands, who may veto or sign the amendment.
#16- The Comoros Islands are to be seperated from The Dominion of the Ryou Black Islands and are to be administered as the Dominion of Comoros State under the same terms as the Dominion of the Ryou Black Islands.
#17- All other Ryouese territories other than the mainland Ryou Black Islands and the Comoros Islands are proclaimed to be unincorporated territories of the Grand World Order.
#18- All material, vehicles, arms, and ammunition of the previous military of the Ryou Black Islands are now declared the property of the Grand World Order.
#19- All fossil fuel reserves are declared the property of the IFA, and may be mined by all IFA nations.
#20- All precious metals owned by the former government of the Ryou Black Islands are proclaimed property of the Rykarian Territories.
#21- The Foreign Policy of the Dominion of the Ryou Black Islands is to be run by the government of the Confederacy of East Congaree.
#22- This act of the East Congaree Congress comes into act at 12 AM the next day of which this is signed. The President will be innagurated that day at 12 PM. The first congress will be appointed by the governor-general, who will be voted in at 8AM and innagurated at 10PM.
