It came swiftly- falling, falling. Chunks of ice flying off of the thing, flame embodying it, a tail of fire lashing out behind it. A streak in the sky, a simple shooting star, was all it seemed. It was much more. It fell to earth and landed somewhere far in the north. The was a flash. A cloud of snow and ice, consuming all. Until it cleared. A few minutes later an old fisherman would marvel at the thing he had found.

Unfortunately for him, it would end up in the hands of the tiny government that ruled his land. Word soon leaked out that an extraordinary, almost seemingly alien, piece of technology had been discovered and that it now lay in the hands of a tiny and primitive arctic nation.

It was only a foot wide at the most, a strange black box covered in glowing green wires and blinking lights. Yet though so mechanical, the thing throbbed like a heart. It constantly changed size and shape. Nothing more to a few eskimos than a worthless piece of junk, yet a marvel to behold, the thing was kept by the government of the country of Winterwinter and remains in their hands.

But by this time, unfortunately most of the world knows of this thing, and there are some who would hope to lay their hands upon, have it for themselves, see it with their own eyes, figure out what it does. But the tiny nation of Winterwinter is not so quick to give it up. It seems valuable, but they don't know what to do with it.

We'll keep it for now.

“What is it?” asked Klein, impatiently. Why on earth was he being woken at this time again? It seemed that his secretary had an issue for hi at every hour.

“Some strange object has been found in the north. There’s whispers of “alien” and the like. I thought you might like to know.” She said, her calm voice somewhat relaxing.

“Why should I be bothered about a hoax?” he snapped, though their was little passion behind it and his anger was fading.

“It would be an interesting piece for the museum, hoax or not.” She was right. Klein’s planned exhibition in the Museum of Parilisa needed some media attention and flair and this seemed perfect. He found a pen on the table next to his bed.

Kaskae eyed the letter suspiciosly one last time, before he finally grabbed the ink pen and began to write. He and the the elected tribal council had discussed the matter for hours before finally coming to a decision.

Klein read the letter, somewhat amused. Why had this “chief” been reluctant to allow his scientists into their country? What did they fear in the Parilisans?

"You're telling me that some Artic nation just disovered some alien techonlogy?" asked Prime Minister Brian Williams, before bursting into laughter. "What has the world come to?"

"I know, but it might be interesting in some ways," observed Carolyn Johnson, Minister of Defence. "We may as well send a team over, maybe do a PR stunt. It might improve relations, for all we know."

"I'll write them a letter," confirmed ELDEST. "I can't be bothered to type a diplomatic message, at this time of night."

Dear sir/ma'am,

My nation, New Darland, is interested in your brilliant discovery of 'alien' techonlogy, which we have kept from the television networks for your nation. We request to send a team of scientists and diplomats to overwatch any experiments, and to advise on matters regarding the 'techonlogy'.

Kaskae sighed, and made his final decision, finally setting the pen down again on paper.

We allow your plane to land on our special security airstrip at the building where the object is contained. I shall have it arranged- and will have somebody call you on details to where that is.

The chief sighed once again and then read over the words he had written down. He folded the sheet and slid it into its envelope, and handed it to his secretary. He then stood up and stepped out of the heat of the igloo and into the cold and the dark, to get a breath of fresh air.

The plane struggled in the cold wind that balsted upon its relitavely thin wings as it skidded to a halt outside the warehouse. Aboard were 3 of Parilisa's best scientists, including Harold Heisker who had recently discovered a cure for diabetes. They gathered up thier equipment and buttoned up thier thick coats as they stepped out into the cold northern atmosphere to wait for their contacts.

The warehouse stood surrounded in a thicket of pine trees dressed in colored lights. It could not be seen behind the tall white clad trees. Two men dressed in warm parkas of reindeer skin came waddling out of the thicket and stepped out onto the runway to adress the newcomers.

In English, they spoke:

"Welcome to Winterwinter! We hope you enjoy your stay. We are five miles from the nearest town where we have arranged you a cheap stay, though we're sorry you shall have to pay for.

So, grab all your stuff and come right this way- here, we'll help you unload."

The two men reached up into the plane's cargo hold, and generoulsy both grabbed a heap of bags, and began to carry them swiftly toward the thicket.

The scientists looked at each other nervously. This was an odd situation, in an odd country. Nothing like this had ever happened to them before, although the attitude of the reindeer skin clad man put them at ease. The thicket looked inviting, but a sense of fear still gripped them.

The small helicopter seemed to be pushing through the freezing, Artic tempatures of a nation curiously called 'Winterwinter'. Inside, a team of scientists and diplomats, including Minister Carolyn Johnson, stood clothed in seven layers, covered in fake yet warm fur.

Soon, they spotted the building they were to land at. The little helicopter swam down to the ground and landed, with Carolyn stepping out first and instantly wanting a cup of tea.

Having recently received word of some scientific discovery (in the form of an unknown device) in your nation, apparently extraterrestrial in origin, the Government of Salzland wishes to caution your nation to take the utmost care in the examination of said device. We are unaware as to what the device's purposes and functions are, which creates an inherently dangerous situation. It is our sincere hope that we are able to trust in your judgement as far as the examination of this device is concerned.

Additionally, recognizing that unfortunately we live in a world populated by some... less than moral nations, should any country or organization resort to the use of force in an attempt to seize your new-found device, I have been authorized by the President to offer the deployment of elements of the Salzland Defense Forces, should you request or require assistance in securing the artifact and/or any research facilities and staff. We wish you and your scientific staff the best of luck in safely unlocking whatever secrets this device contains.

The party from Parilisa was just entering the thicket when the helicopter from New Darland landed next to the runway. Two more men in parkas came waddling out of the thicket to greet the arrivals. They were ready to meet the needs of their new guests.

"Welcome to Winterwinter! We hope you enjoy your stay. We have arranged a reservation at a hotel in a nearby town- the cost is not covered by us, unfortunately, but it is of course comfortable and cheap. Best wishes to you in your research... let us take those..."

The men grabbed the bags of their guests and began to carry them toward the thicket. One of the two turnd around to face the arrivals.

"Well, come on!" He said, laughing kindly.

"With all due respect, Elected One, I cannot say that I find this plan to be rational. Our nation is relatively new in the world scene..." Ambassador Adelaide raised her hands in a placating gesture, trying for the umpteenth time to talk her superior out of his strange plan. William was, without doubt, charismatic and clever. He was not always logical, however, nor did he pay particular attention to the fine details of a situation, like transport costs.

"Precisely why we need a bold statement! Something to prove that we are a philanthropic nation with something positive to contribute to the world. I've discussed it with the rest of the council, and we are in agreement. Now, since logistics are your specialty, why don't you handle this yourself?"

It was only years of political experience that saved Adelaide from gaping openly at this suggestion. She was against the whole venture from the beginning, and he was going to put her in charge of it? Then again, it was very, very like him. With a sigh she saluted, then turned and left. Later that day, a letter of introduction was sent.

Subject: Research into Object of Unknown Origin

Greetings. In recent days it has become known that an object, believed by some to be an artifact of extraterrestrial origin, has arrived from the atmosphere into the Free Land of Winterwinter. The Government of Migdou, though a new arrival in mainstream politics, is very interested in the possible technological advances that could be gained through the analysis of such an object. We believe that a so-called "alien artifact" could herald great leaps in the progression of the knowledge of the Human race, and in the name of such progress we make the following offer.

If the object is proved beyond reasonable doubt to be extraterrestrial in origin, or to contain technologies or construction techniques beyond the scope of modern science, the Federation of Migdou will grant the sum of fifteen (15) million dollars to pursue research into the object. In exchange, it is expected that any new discoveries will be reported to our scientists immediately. If research proves fruitful, further funds may be diverted to allow for continued experimentation.

Since other nations will no doubt have sent research teams already, it is the desire of the Elected Council to be placed in direct contact with them as soon as they have ascertained the validity of the object's proposed identity. We hope you will find this proposal agreeable, and believe that it provides sufficient benefits for both our nations, as well as possessing the potential to aid the world at large. We also hereby open our diplomatic channels to further dealings with your nation, in the hopes that a long and prosperous relationship can be created between our governments.

Word was soon out across the entire globe. Kaskae paced back and forth slowly, stress overcome him. The many letters that he was sent from hopeful nations, begging to take a look at the thing.

Even more stressful was the job of writing letters back. In a yet developing country like Winterwinter, it was the chief's job himself to return all messages. One particular letter caught his attention. It sparked interest in the leader's mind, as it mentioned gaining technological intelligence from such an object. Should he let this country research the strange thing as well? As well as several other teams? "Progression of Knowledge of the Human Race". This may benefit Winterwinter.

Then there's the case that there are already several teams researching the artifact. Would tensions rise between them?

And what if they were here for maybe something... more... than information... What if they tried to take the thing? It was certainly valuable. No, Winterwinter was going to keep it- a country that didn't know what to do with the thing.

We also would like to examine it, and the Spire itself (Which is located in Magna Polis, at the tip of the Aleutians) is perhaps the most secure place in the world. Plus, highly advanced machinery located in our nation's capital building can provide even more information. Your scientists, as well as those with peaceful intents, would be permitted to observe it under the watchful eye of the S.T.F. Agents guarding the Spire.

Now this was a tough situation. Kaskae looked at his advisors.

"What do we do? Do we send it there?" He questioned.

Silence.

"No. No. We cannot risk putting it in the hands of another nation."

"It would be a better way to research the object."

"We would have to send the scientists back overseas. Who would cover the costs?

"Their technology is better than ours, it would certainly benefit our nation."

Kaskae gritted his teeth. More silence. Then a deep long sigh. I will write them concerning the subject. We shall dwell on this more.

Safety would be guaranteed. We have 6,000 Special Tactics Force Agents within the Spire, along with countless troops from other branches. The Spire is essentially our nation; our financial data is stored there (With bunkers in various provinces to back it up, of course), the Grand Commander himself, as well as the headquarters for almost every government organization on a federal level there. If we were to double-cross you, we would be risking another attempt at invasion against our nation, only on a much larger scale. In addition, even our allies would look upon us with distrust. As for prices, we have trillions of Universal Standard Dollars in surplus money.

We will be able to provide transportation for everything involving the find; the scientists, the xenofact, and anything else important.

We are pleased to learn of your wise acceptance of our good-faith offer, and understand and accept your added conditions. As soon as the identity of the object is discerned, or if all efforts to identify it fail, the Council will make a judgement as to the validity of the claims and determine whether or not to send the previously mentioned financial package. The money will be used to equip a science facility that will belong to your government even after the project's conclusion, so long as the results of all research are diligently and consistently reported to us. We have already seen your wisdom, and are certain that you will thus find this offer to be a great boon to your nation.

You have undoubtedly received a barrage of research offers for which your country is ill-prepared to handle; such is the price of being rapidly thrust into the international spotlight. Though it is none of our business how your government operates, we solemnly recommend that you be on guard as you read such offers. There are many nations in the world that would very much like to steal that which you have rightfully discovered, using it and whatever can be learned from it for their own selfish ends. We hope that you will understand that, if this artifact is genuine, it is a treasure of Humanity, not a petty brokering object for political games. Keeping a tight reign on this treasure would be wise to ensure that it is not abused.

Residence One

Tolmec One was sitting at his desk, listening to some scientist, prattle on about some project he wanted government funding for. Then he interrupted him, mid sentence, "I am very sorry," there was a pause as he attempted to remember the scientist name, "sir, however, it is just not in our budget at this time, to fund your research. I am very sorry." He then pressed a button on his desk, and his guards, entered, to drag the scientist away. "Send in the next candidate," he said. A average sized man, with glasses, and wearing a vest, entered, with a duffel bag.
"This is it, sir" the man said. He quickly pulled a book from his duffel bag, and shoved it in front of Tolmec One's face. The book was open to a picture.
"This is what?" ask Tolmec One, a little surprised. His finger moved closer to the guards button.
"This is," the man said, pointing to the picture. "Do you know what that is? It's the Loctmoc."
Tolmec One did recognize the picture, any grade school child would. "Yes, yes, what about it?" he said, rather board.
"Haven't you heard the reports?" the man asked. "They've found it."
"Reports? What? Who?" Tolmec One said. He had been taken off guard by the man.
"The ones from Winterwinter," the man said. "A black box, that glowed of the color of the trees, and pulsed like a heart? It's right out of the story."
"Yes, yes" Tolmec One said. "But I though that was just a that, a story."
"Well, yes and no," the man replied. "Many stories of old, are based in historical fact."
Tolmec One cut him off, he had seen that look to many times today, the man was about to go off on a long winded tangent to nowhere, and he didn't feel like taking that trip again. "Okay," he paused attempting to remember this man's name, "what did you say your name was again?"
"I didn't," the man replied, with a smile. "I am Ravi Bashwald, archaeologist."
"Well, Mr. Bashwald, pack your bags, your going to Winterwinter."

Tolmec One typed up a letter on his typewriter, and then call for the fax machine to be wheeled into his office. He remebered how excited things had been when the first got it, a week ago. "Good times," he though, as he sent the fax to the Winterwinter goverment.

Faxed Message

To the Government of Winterwinter,

I wish to request, that our humble nation, be allowed to send someone to study your recently discovered object. He wishes to bring with him, much equipment, and persons, and requests an area he can set up, as a lab, to set up said equipment, and research the device at length, in your nation. We are preparing a ship right now, and hopefully, it will be ready to sail at the time of your reply.

We will allow you all to research the object. In a week (OOC: It'll only be, like tomorrow in game time) operations will be moved to the Spire in the Grand World Order, so send your men over there. Contact them about further information. They have a lab that will serve well all your purposes. For now, a select few scientists will be examining the object in Winterwinter. Thank you.

The Warehouse In Winterwinter

"There will be two teams of scientists here, both from different nations. You are the only ones examining the object now, before it is moved to the spire, so make good use of your time..." Kaskae addressed the two teams of scientists who huddled around the tiny wood table that the object sat on. He noticed they were eager to touch it so he quickly finished up in his speech.

"Thank you," he said. "You may begin."

The thing sat there, throbbing. It made strange, soft, beeping noises and let out the faintest ringing noise.

"Oh, and I forgot. Be careful, it has not yet been touched directly. So, agian, be careful." Kaskae smiled nervously, and then stepped out of the tiny cabin.

Magna Polis, the Grand World Order

An Airbus A380, as well as a C-130 strategic lifter, taxied upon the runway at Magna Polis Military Airport #31. Soon after, clearance for takeoff was granted; the C-130 took off first, followed by the A380. Minutes after circling above the city, a horde of fighters lifted off. These would be the escorts of the group.

The aircraft began heading for Winterwinter. The escorts would stay outside of Winterwinter airspace, as the GWO didn't want to have to clear access to 70 F-22s. Soon enough, the A380 and C-130 entered Winterwinter airspace, preparing for an incoming radio message from Winterwinter's national air control.
