Greetings and Salutations,
As has no doubt been brought to the attention of many, the recent appearance of our Empire on the stage of world affairs has made it quite clear that, while well equipped to handle the affairs and interests of the late 19th century, the Russian people have emerged into an era where the Empire's current technology is not sufficient, nor, indeed, anything short of archaic.
In both military and economic terms, the entirety of the Russian Empire is backwards, out of date and, it saddens me to say, primitive in comparison to virtually every other nation state in the world.
While a few reforms have been put into place to rectify this situation, thanks to the nullification of loans with the United Kingdom and France freeing up a great deal of capital, we have, at least, brought the Imperial Army into a state where it is capable of offering resistance, at least, to an invading army.
But our economy lags behind. Recent reforms in privatization of industry, in order to facilitate growth, mean that the state has little control over those industries, who, generally, do business within the Empire and, therefore, have little direct incentive to modernize without a direct intervention of the state.
This would, of course, be quite costly. Thus, we have opted for a simpler solution.
In five years time, we will host a Worlds Fair in St. Petersburg, where any and all nations, indeed, even socialists and communists, may come together to display their inventions, technologies, and anything they happen to think the other nations of the world will find interesting. Currently planned are four main divisions of the main fair, one each for scientific, military, economic, and entertainment, which will, in turn, feature their own subdivisions as need shall arise.
Arrangements will be made with the Ministry of Finance that Russian investors and businessmen may easily purchase items from parties interested in selling. Various loans and so forth will be arranged as part of the event.
Those interested in investing directly in Russian businesses are also advised to attend.
A number of state officials will be in attendance, including the Tsar, Tsaritsa and their family.
In addition to the displays themselves, a number of infrastructural facets of the fair are being contracted out, as the St. Petersburg infrastructure is currently incapable of handling the volume. Please see the second form attached to this notice for information.

Contracts for Development in St. Petersburg
St. Petersburg Trolley Car/Mass Transit Development:
Currently St. Petersburg features a surface-street trolley car system capable of moving a modest number of people about, however, the estimated increase in traffic indicates that a great strain will be placed on this system. We are accepting bids for the development of a transit system to be completed prior to the opening of the fair.
St. Petersburg Electrical Grid Development:
The estimated draw on the St. Petersburg electrical grid as a result of these events will most likely greatly exceed the current production. We are willing to discuss options including nuclear or other alternative energy forms, provided, again, they can be completed prior to the opening of the fair.
St. Petersburg Airfield Construction:
In partnership with the Pan-Russian Airline, this contract will be awarded for the construction of a modern airport capable of landing and taking off modern aircraft. This will include a 4000 meter runway for the landing and taking off of international flights.
In addition to the contracts available, the Ministry of Finance is currently looking to buy commercial time on television and radio stations to advertise the fair.
