The Empire of Urgench is pleased to invite friendly nations to exchange Embassies with us. Those states who do wish to do so should present their Ambassador's credentials*, containing an outline of the Ambassador's qualifications and professional career, to the office of his Excellency, Nogai, Khan of Tabagatai, Minister for Foreign Affairs of Urgench, with a brief summary of the embassy staff they will be bringing with them to Urgench. The Confederated Sublime Khanate honours full diplomatic immunity in accordance with its World Assembly legal obligations.

The Empire cannot express how pleased it is to accept an Embassy from the Altan Steppes. We are sure Ambassador Nurshan will find our winter capital most welcoming at this time of year, being as it is the month of the celebration of the Emperor's birthday.

Please let us know if you will need any assistance in finding premises for your Embassy. This may be made more complicated since we have a summer, winter and ceremonial capital in all of which most nations find it useful to have permanent Ambassadorial residences and Chanceries.

It will be our very great pleasure to grant your request on receipt of your prospective Ambassador's credentials. Which will then be presented at the next meeting of the Divan.

While the Empire is an extremely safe place we are completely happy to leave the matter of security staff numbers at your discretion. Our nations apprently aren’t really located close enough to each other for much in the line of trade or tourism to be very likely, in my opinion, and we’ve tended not to see eye-to-eye on WA matters, but then potentially there IS the shamanism/shabearism similarity to explore. (Incidentally, although I was too busy with various matters [in RL, mostly] to comment at the time, I really ENJOYED your shaman’s response when my shabear arrived in the Bar…)
Shall we assume that one of your people at the WA raised the possibility with Borrin, who forwarded the matter to his superiors? If so, then it’s currently under consideration: I think that the answer will be positive, but we’ll probably suggest that the connection be through relatively minor missions (each headed by only a Charge d’Affaires, rather than by a full ‘Ambassador’) if the diplomatic exchange DOES go ahead…

O.O.C. Well I think the Urgenchis are subtle enough to know that even if they do not always agree with a nation's policies or world view that good formal relations with them can still be useful and mutually beneficial.

Urgench is a nation of vast contrasts with lots of competing and contrasting political, social, and cultural agendas. I think they would enjoy having strong links with the Bears Armed.

I'm really glad you enjoyed the Shaman's visions, I tried to make it as authentically mongol as I could, the Buryat mongols believe lake Baikal is sacred and I happen to know that most Tungusic and Altaic peoples believe the Bear to be a sacred animal with powerful connections to the world of spirits e.t.c.

I think we'd both enjoy getting to know each other's nations better.... A low level mission could be interesting, but trade could actually be a viable possibility so could cultural exchange.

Your Excellencies are cordially invited by his Divine Majesty the Emperor and his August mother the Dowager Empress Sorghakhtani to the opening of the Council of Khans. This is the highlight of the events which accompany the state opening of the Imperial Diet and your presences would be most pleasing to his Divine Majesty.

The occasion will involve a reception in the Vestibule of the Founder in the Halls of the Imperial Diet, hosted by his Excellency Tamerlane Khan of Samarkand and Bhukhara, which will be concluded with the presentation of the keys to the chamber of the Council of Khans to the Grand Chancellor by his Divine Majesty and his August Mother. This Charge d’Affaires-Designate goes by the name of Korruck Irr, and belongs to Clan Kerruck which is one of our country’s non-Ursine minority groups. He is now 109 years old, but is still quite vigorous as he comes from a distinctly long-lived people, and has worked his way up through the civil service from a job as an Official Messenger all the way to the position of Senior Judge in the Court of Inter-Clan Arbitration. The ‘outside’ languages that he speaks include English, German, Russian, French, and Japanese.

The Caravansaray of the Saffron Merchants Guild is located in the outskirts of Tabriz in an area known as the Holy Forest.

The last property it may please you to use is the House of the Frogs. Named for the numerous golden frogs placed at the corners of its roofs for good luck, this fine house was once the home of the hereditary governors of the city of Kaidan in the province of Tibet who's line is now unfortunately extinct. Built in the restrained but opulent style of the late 20th century this house is more than adequate for all your mission's needs and is located in the Perfume District within the city walls and close by to the Halls of the Imperial Diet and the Imperial Precinct.

I write on behalf of President James Dwight, even though he is being a total dick to me at the moment, Prime Minister Erica Ornan, who I have to admit is pretty foxy in a labcoat, the Quintessential Congress, who for 87 years had a ban on 'tosspot', which turned out to be a typo, and all the people of Quintessence of Dust, EXCEPT Mrs Hilda Scroggins of 43, Ironside Close, New Cleethorpes, WS.

We have enjoyed many fruitful exchanges with the Khanate of Urgench during matters arising in the General Assembly of the World Assembly, and I personally enjoyed my time serving alongside the Khan Monghka. However, we have until now not established mutual diplomatic relations, and it is my pleasure to now invite an exchange of embassies towards a path to greater understanding and cooperation.

President Dwight, while not sulking like the big cry-baby he is, waaaaaah, go cry, emo kid, has selected Miriam J. Microwave-Ashworth as our candidate for Ambassador, subject to your acceptance of her credentials. I personally will be sad to see her go, as she has served under my with aplomb during my tenure as Secretary of State, initially as Assistant Secretary of State for Consular Affairs, being promoted late last year to Under Secretary for Management. She has extensive previous experience in the Diplomatic Service.

We would anticipate Secretary Microwave-Ashworth requiring only a small staff, in addition to her wife and their two children. We will also be sending a team of 3 translators, but any assistance the Khanate could render would be appreciated in this regard, as we have only a limited stock of translators conversant in Mongolian and Persian, and none in Tocharian.

We would gratefully receive an emissary from your court in return, and will make available one of our many presently unoccupied diplomatic residence. We would expect all relations to be conducted in accordance with WA law, especially the Diplomat Protection Act.

The empire is extremely pleased to accept the offer of mutual diplomatic exchange with Quintessence of Dust, and his Divine Majesty, my cousin, The Emperor of Urgench has asked me to convey to you his personal joy at this development. He believes that rare are such auspicious events in the life of a nation, and is utterly delighted with the gifts your government has given him, particularly the action figurine, which has provided his Divine Majesty with endless hours of innocent pleasure.

We wholeheartedly welcome her Excellency, Ambassador Microwave- Ashworth into the bosom of the empire, and are sure she will find her posting here highly rewarding.

For the premises of your embassy we have made two properties available. The first is the House of the Rose of Kandahar, this extremely beautiful and excellently appointed town mansion was once a residence of a Lesser branch of the same dynasty from which the honoured Monghka, Khan of Kashgar is descended. This palace is built in the classical Timurid style of the 16th century and is famed for its tall Iwan and domed dining hall decorated with the finest mosaics. It is named for the Grande Dame for whom it was built, and will serve more than adequately as both residence and chancery for your Embassy. This palace is located in the Apothecary's quarter of the Kasbah of the summer capital, Tabriz.

The second property, The palace of the Khans of Bhutan, is located in the leafy suburbs of the New Town of Tabriz. It has extensive grounds and is built in the ornate Rococco Bhutanese style of the 18th century. This palace is famous for its frescoes of the Buddhist cosmology which cover many of its state rooms, and was once a pilgrimage site for Tibetan Buddhists wishing to see the relics of several Saints which still reside in the palaces Silver Pagoda, though no pilgrims haunt it these days of course.

We will be able to provide your embassy with as many Dragoman and translators as it may require, all of the highest professional calibre.

As to your request for us to establish an Embassy in the Democratic States of Quintessence of Dust it is my pleasure to recommend, on behalf of his Divine Majesty the Emperor of Urgench, direct in descent from the incomparable Tengri Khaghan, and of his August Mother, the Dowager Empress Sorghakhtani, and of the Government of the Emperor of Urgench, his Imperial Highness, Prince Ayurshiridar Timur, Khan of Dzungaria and the Kara Zhentai Steppe as our Ambassador to the Democratic States of Quintessence of Dust.

His Imperial Highness was educated at the Imperial cadet college in Tabriz, and achieved a degree in South Asian history and a masters degree in Indian political history at the University of the Empire at Khodzhent.

His Imperial Highness is a nephew of his Divine Majesty the Emperor and has served in various government positions for several decades, most recently in the Ministry of Indo-Parthian affairs.

his Imperial Highness is unwed and has no dependents and is an excellent horse rider and bowman, and a collector of Indian antiquities.

With his Imperial Highness we would be sending 20 embassy staff, and a further 20 of His Imperial Highness's personal staff. His Imperial Highness will also need good pasturage and stabling for his horses.

The Khan of Dzungaria and the Kara Zhentai Steppe will also wish to present the traditional gifts which our empire is wont to present to nations with whom we have newly opened diplomatic relations.

Although we cannot offer the same historic properties as your most magnificent Khanate-ness, we believe he will be more than content with either of the properties we have set aside: a converted textiles warehouse (if some kids turn up looking for a rave, you might want to close the curtains) in the Chinatown district of Highmark City, or a late 19th century townhouse (upper storeys only - the ground floor is a chippy) close to the Government district.

As to the availability of good pastures, Eli L. Baker, son of the late President Eli F. Baker, junior Senator from Starkresh, and generally odious little shit, has offered full use of his estate. Due to the relative distance from the capital, and the fact that while divvying out freebies to foreign wonks he steadfastly refuses to back the communistic land reform laws promulgated by the Social Democratic Congress, I would informally advise you to graciously decline his offer. There is extensive public land in Pulona, just 20 minutes by car, or about 4 weeks 3 days 19 hours by train, from the capital, and many Highmarkers keep their horses there.

We will be happy to make all necessary accommodations, and if you're looking to get us gifts, my kettle's on the fritz, and I've always wanted one of those waffle iron things.

His Imperial Highness is delighted at the prospect of his residence serving as the venue for impromptu festivities of the kind you mentioned and looks forward to introducing such revelers to the more exotic aspects of Urgenchi hospitality.

I have to convey my government’s sincere apologies about the length of time that it has taken us to choose between the three potential sites that you offered for our diplomatic mission in your nation. Unfortunately my committee was under the impression that our first Charge d’Affaires-Designate had gone to inspect those premises, and would let us know when he had selected the one that he preferred, whereas it seems that he thought we were making the choice and would notify him once that had been done… and he had, in fact, gone not to your capital city of Tabriz on our business but (privately) to watch firstly the 44th World Cup and then the 4th Winter Olympics -- in both of which our nation had contenders entered -- instead.
Upon consideration, we believe that the Caravansaray of the Saffron Merchant's Guild — with its grounds, and more rural setting — will be the most suitable of those locations for our use, and would therefore like to place a formal request that it be assigned to this purpose.

I offer the most sublime greetings of Kelssek to the Confederated Sublime Khanate of Urgench. I hope this communiqué finds you in a most sublime time.

I trust that our World Assembly ambassador Eric Lattener has already conveyed our thanks for the aid your nation has given in the defence of the recently passed Convention Against Genocide. However, as he was too hung over to give a coherent response when I contacted him this morning, and as I know he can be a real prick when he's off his medication, let me offer thanks from myself as well. Indeed, we look forward to future cooperation, which I trust will be sublime.

Before I proceed with the main purpose of this message, I do have one small request. Since your well-wishes offered upon the resolution's passage, which I know was intended in a most positive way, our Horde has been riding swift across the plains and to its banner, despite the complaints of several farmers in the region, to which they responded that they have your great nation's sanction. If you get the time, please explain to them that they don't have to take it literally. We really would like to have a wheat crop this year, and the horses must be quite tired by now.

It was my most sublime delight to learn, through gossip, that your nation was interested in exchanging embassies in Kelssek with a view towards cementing our diplomatic ties. I am sublimely delighted to agree to this.

Our ambassador shall be the noted chemical scientist Dr. Calvin Jonas. Now retired from a professorship at the University of Etnier, he has been selected due to his very good jokes about sublimation during his classes. Madame Minister, your Excellency, please let me convey to you the very great pleasure it gives the Divan and his Divine Majesty the Emperor to accept the request of Kelssek to establish diplomatic relations between our states and to welcome his Excellency, Ambassador Jonas to the empire.

Two properties have been made available for the embassy of Kelssek in our summer capital Tabriz. The first is the Palace of the Silver Bow, located in the Goldsmiths quarter of Tabriz's Old Kasbah this opulent dwelling was built to house a now extinct branch of the royal family of the Khitan, it dates from the late sixteenth century and is built in the High Persian style of that period. The palace is famous for its stunning walled gardens, and its spectacular domed dining room. This palace is also famous amongst scholars for its large collection of Kuchean frescoes and Samarkandi tile work. The Palace of the Silver Bow is more than adequate to house both residence and Chancery for your Embassy.

The second property in which your Excellency may wish to choose to locate the Embassy of Kelssek is the former palace of the Nestorian Metropolitan of Tabriz. This spectacular ecclesiastical edifice was once the home of the highest Nestorian Christian cleric in Persian Azerbaijan and was designed by the most renowned Armenian architect of the later 18th century, Asdvadzadour Marachobian of Tovin. It is located in the leafy outskirts of Tabriz and set in large and beautiful gardens and grounds, it has numerous ancillary buildings and would be more than adequate to house both residence and chancery.

Please let me know which of these two properties would be most pleasing to your Excellency.

Her Imperial Highness is a niece of his Divine Majesty the Emperor and has served in various positions in the Imperial Government, including several foreign service postings.

Her Imperial Highness studied at the Khayatun Academy for young women in Herat, and attended the University of the Empire at Khodzhent where she obtained a degree in Persian Art History and went on to obtain a masters degree in European Linguistic History at the University of the Empire at Constantinople.

Her Imperial Highness is an accomplished Persian Harp player and a recipient of 15 medals of excellence as captain of the women's elephant polo team of Tabriz.

For our Embassy in Neorvins we would be interested in engaging a premises, large enough for both residence and chancery, in any building close to the corner of Diefenbaker and Colombia over looking The Plaza of Nations. Currently we have no intention of opening any consulates in Kelssek, though naturally this may change if larger numbers of citizens of the empire choose to visit your nation.


I need not tell you that the Divan is highly optimistic that this opening of diplomatic relations will have lasting and profound positive effect for both our states.

His Divine Majesty himself has asked me to convey to you and your people his felicitations and his commendation to your horde for its adroit obedience to the imperative to ride swift and to your nation's banner for all time, he further recommends to them that they pasture their horses and take their ease as just reward for such spirit as they have thus far shown.

I look forward to presenting Her Imperial Highness to His Excellency the President, to ensuring that she settles into Neorvins happily, and to working with her and your nation in the future.

We are also honoured, furthermore, that you have granted us such a choice from locations rich in beauty and in your nation's proud heritage for our embassy.
