The government of HaMedinat Yisrael had become very libertarian in all affairs except for military or religious over the past few decades. This had allowed organized crime organizations to flourish across Israel. Most of the actions carried out by these crime organizations were not of concern to Israel's government. While religious law was enforced across the state, the government often looked the other way when there was illegal gambling, prostitution, or drugs. It wasn't important in the big scheme of things and only a few Rabbis in the Knesset or media spoke out regularly against these vices that most viewed as immoral, but ultimately not worth their time.

As the organized crime groups grew stronger, they began exporting drugs overseas after growing it on one of the 22 large barrier islands where the only police were MPs who were taking bribes from the crime syndicates. It was for this purpose that they first obtained vessels to transport the drugs. The key to transporting drugs was to hide in plain site. Fast speedboats attracted attention and would ultimately be caught, but a fishing trawler showing up in a port to offload and sell a seemingly legitimate load of crab or other marine animals for consumption was the perfect place to hide drugs.

The syndicates were quickly becoming wealthy thanks to the drug trade, but rivals were catching wind of their methods and threatening the vessels carrying the valuable cargo. With some surplus funds stashed to grow the organization available for use, it was possible to purchase the necessary protection.

With the development of new classes of vessels, there was a surplus of fifteen year old Peres class Patrol Frigates being sold by the Hel HaYam. With the chance to purchase used warships for $150,000,000 per hull, the crime syndicate found its solution and six hulls were purchased and taken to the Tav Barrier Island, about 150 miles SE of Israel Island. Another $600,000,000 had to be spent to build the support facilities, but after only $1,500,000,000, a crime organization had a private navy to operate its drug trade with impunity. The vessels were given false registries of six vessels operating in foreign navies and flew the appropriate flags. The Peres class had hundreds of hulls built for HaMedinat Yisrael and foreign navies. It was still being produces under license in foreign states.

The six vessels did a great job protecting the drug boats, but the crime syndicate had its sights on bigger fish. There were thousands of cruise vessels and private yachts operating in the world's oceans. Hijacking and kidnapping had more money potential.
