Greetings to the Nations of the World,

We find ourselves in interesting times, so they say. As of several weeks ago, we found ourselves bereft of all contacts with previously established powers of our timeline and, indeed, virtually the entire planet.

As such, we have ordered the embassies of those nations which no longer apparently exist to be vacated in order to make room for those who do. Currently we have six fully fledged embassies and fifteen buildings suitable for use as consulates. Of course, we are rather unfamiliar with the customs of this world and, indeed, the 'electronic mail' has taken some getting used to.

Prior to application, please review the following rules:

1. Due to the limited space available, only nations with strong diplomatic contact will be granted an embassy.

2. Consulates are limited to the following:
No more than 100 personnel (not including the consul and direct family)
No more than 10 armed guards
No 'helicopters' or other vertical takeoff air transport devices.
No permanent or architectural modifications may be made to the buildings exteriors (For details, see St. Petersburg, Moscow and Nizhny Novgorod City Architecture Statues and Guidelines.)
All weapons brought into the country must be checked at the entry point and reported to the Ministry of Foreign Affairs.
No weapons which are not personal firearms are allowed.
On request, Russian police or gendarmes can be arranged to reinforce or otherwise assist in guarding an embassy or consulate.

3. The rules governing embassies are subject to negotiation and will be arranged at the time the embassy liscence is procured.

4. The Russian Empire does not recognize, nor have any dealings with, socialists, communists, or anarchists. Any peasant rabble which has overthrown its nations rightful ruler will not be permitted a consulate or embassy, nor any relations with the Russian Empire.

5. Please note that, due to the strain on the electrical grid, consulates are not wired for electricity. It is suggested that incoming consuls procure a generator and arrange for satellite feeds for media.
Most replacement parts for advanced electronic devices, such as televisions, radios and computers, will need to be shipped in from out of country.
Further, while running water is available, it is strongly suggested that all tap water be boiled prior to drinking.

We apologize most profusely for these inconveniences and assure all incoming personnel that we are working with all our strength to rectify these issues. In the mean time, be assured that the cities of the Russian Empire offer plenty of distraction for any historically minded individual, as well as fine operas, food, sports and various gentlemanly (and ladylike) pursuits suitable to individuals of refined taste and good breeding.

By order of H.R. 120 and S. 28, signed into law by President Blackmore on the morning of November 8th, 2008, Simon Marmeladov, former public prosecutor of the City-State of New York has been selected to be the Ambassador of the Republic of New England to the Russian Empire. Approval of the Mr. Marmeladov as ambassador to the Russian Empire and granting of extraterritoriality to the person and his family is needed before we transmit logistical information to the Ministry of Foreign Affairs. Furthermore, the Republic requests that the Russian Empire establish an embassy in Boston. (OoC: Link in in sig.)
