With the ratification of the Otagian Space Initiative by the Senate, funding for the Otagian Space Agency has increased by a factor of ten. With this funding, the OSA has begun planning for a permanent lunar facility. Construction has begun on the systems needed, but the primary obstacle for the project is the lack of a suitable launch site.

Due to the environmentally unsound nature of the OSA's chosen propulsion system, the ideal site would be isolated, with weather patterns preventing contaminants from reaching human habitation, or, failing that, simply contaminated to such a point that further destruction of the environment is moot.

The OSA is seeking bids for the lease of such a location. Bids will be assessed on a variety of criteria, including total cost, environmental impact, and a variety of political considerations. Interested parties should contact William Ebros, Director of External Affairs at the Otagian Space Agency.

From: The Former Block-State of Ursava, the Ursavian Ministry of Science and Research.

For many years now, the nations of Ursava has been in the planning stages of a floating launch platform for such a project of launching a space station in to orbit. WIth co-funding we would be able to build this project and enable you to launch your station with minimal radiation to the surrounding environment. Afterwards the station could then be used for any similar launchings in order to also save the use of land-space needed by our two nations.

Offer: Please read below

After reading about your looking for a luanching facility where the environment is suitable for your sytle of luanching is avalible on a weapons-testing island located in the far reaches of the Kornosian sea, the area is located in a position where winds and such are almost non-existant.

We believe this location is suitable for your needs and we are willing to let you use this location for the modest price of 50 million USD for a time of 10 years.

Dear Mr Ebros,

It would be a tremendous honour for the Principality of Northern Rangeria to be considered a possible launch location for Your lunar settlement project's intended craft.

While the civil war within our nation is only now coming to an end, we have a suitable location that we believe will fulfill your requirements for a possible launch site well outside the current war zone.

Before the war, KATK (Kansallinen avaruustutkimuksen keskus), the National Centre of Space Exploration, had invested in a field testing site within the former nuclear testing zone in the eastern parts of the Principality. In the late 1960s, occupying Greater Rangeria established the Kalma Testsite for field-testing nuclear weapon technology purchased from the USSR. The test site proper is located inside an exclusion zone with 85-kilometer radius. The site is lightly wooded, thanks to relatively low radiation levels (the 1965 tests were dismal failures, causing only slightly elevated radiation levels). The facilities at Kalma have been rebuilt in the past few years by KATK in order for the site to be restored as a possible test site for new propulsion systems.

However, due to the destruction of the war, the project has now been put on hiatus. We would be interested in learning what specifics you require, so the Kalma Facility may be put to good use.

Yours,

Dr Veljami Kaukola,
Director of Operations,
KATK

To whom it may concern,

While your proposal is intriguing, we must, for the moment, decline. Questions have arisen over the stability of such a launch platform, as well as its durability. In order to qualify, the platform must demonstrate the capability to survive a 400 terajoule reaction on deck, with equivalent reactions occuring at progressively increasing ranges. If such capacity is proven, we will be willing to reconsider our decision.

While further information is required (including precise location, vulnerability of local flora and fauna to fallout, and the effects of high altitude EMP events on the area), your proposal has been deemed acceptable, and has been moved to the list of locations under serious consideration. You will be notified if your location has been chosen.

Dr. Kaukola,

While further information is required (including cost, precise location, vulnerability of local flora and fauna to fallout, and the effects of high altitude EMP events on the area), your proposal has been deemed acceptable, and has been moved to the list of locations under serious consideration. You will be notified if your location has been chosen.

Precise specifics on the Seelie project itself are classified, but a successful launch would include a widespread EMP effect, multiple 400 terajoule reactions, and extensive light and sound pollution. If these side effects are unacceptable, please notify us and we will remove your site from our list.

Yours,William Ebros
Director of External Affairs
Otagian Space Agency

OOC: Sorry for the delay, had some RL issues crop up that limited my posting to all but a few topics. They've largely been resolved, and this shall continue as planned. More bids are, of course, quite welcome.

Official Corporate reply:

The exact location of the old test island is as follows: Lat- **'** Long-***'**. The Flora and Fauna of the Island is relatively extinct in the area and will not be a problem. Also The Raven Corporation was a leading EMP based weapons developer for many years and all equipment is very much protected agianst EMP Blasts.
