THE LIBERAL REPUBLIC OF PARILISA

I am writing this to announce that my beloved nation, Parilisa, has been hit by the worst blizzards since records began. Already most of the country has been covered with between 1 and 3 feet of freezing snow. Every river from the northernmost tip of the Phylisian peninsula to the southern borders below the capital has frozen in sheets of thick, white ice. In this disastrous climate thousands of lives have been lost and livelihoods have been devastated as agricultural areas may no longer operate. Winds ravage and damage our buildings, thousands of homes have crumbled in a deadly torrent. All major roads and railways, canals and airways, have been closed.

And, according to my meteorologists, worse is yet to come.

I am sure you will appreciate the effect this frozen hell is having upon the Republic, and it is with regret that I have been forced to beg for help from the rest of the world. We need food and shelters for our millions of homeless. We also need transportations of medicine as our hospitals are filled to bursting point. Aid workers and charities are also much desired.

I trust that the world will answer my prayer for help.

We apologize, but Ascelonia (the government itself) has not much more than bombs. We are prepared to distribute food packages and heat packs. The former, of which, we have a plenty of due to our nation's own location. We can distribute prepared food packages, which are guaranteed to supply daily vitamins in minerals.

We also know, from personal experience, that during such times rails (both freight and passenger) operate at peak efficiency. Our transportation department will supply workers and Arcindis Construction Co. will aid in building rails in your nation to aid in transportation.

In the meantime, we can ship your citizens out of your country towards the warmer part of ours. We have a plethora of medical facilities and hospitals, which can provide to their needs. In return, we wish to have access to Parilisan markets and our nation will establish a valuable trading partner.

Food packages and heat packs are of the highest value to those effected by the storms and donations of them would be fabulous. Unfortunately, however, it may be difficult for you to access the region, as our transport infrastructure is now almost completely useless. Can you think of a way to avoid this?

Furthermore, we would be incredibly grateful if you can assist with the evacuation of citizens. There are around 500,000 citizens in the port of Exengard who have requested this privelage, of these I think the 25,000 with more severe injuries should b given priority.

We have "Ice-Breaker" ships and experienced ice road truckers from the northern parts of our country. The temporary loss of truckers and ships will not affect our industry as much due to our extensive rail system. We will send these over to your country. The truckers will carry trucks full of heaters, heat packs, food packages, power generators, medical equipment, and other life-saving supplies.

Truckers will drop these off at towns and exchange such equipment for the very sick and badly injured. This exchange system will continue for as long as the blizzard lasts. "Ice-breaker" ships will carry supplies to your ports and shipyards. Cargo planes will fly above the storm and attempt to deliver supplies, though this will be very difficult.

Of course, at the moment, we can send one ship to pick up a few thousand people. More ships will be on their way. Our ships can only take so many though. We will utilize our nearby fishing and cargo ships to take up to fifteen thousand more refugees.

About two hundred cargo ships, five destroyers, seven cruisers, two carriers, and thirty cargo aircraft will be diverted to pick-up more citizens.

Well... two things can be accomplished immediately.

Firstly, you can commence broadcasting of Ascelonian "Survival Radio" and "Survival Television". The station seeks to dispel falsities, rumors, and myths about survival. It teaches basic first aid and accepts callers who need emergency assistance.

Secondly, though not exactly recommended, you can attempt to disrupt the storm by deploying and displacing munitions within the center of it. It's a crude attempt to change the course of weather, but we've found it's slightly effective. You do need to seek the permission of nations and communities existing around the center of the storm.

Prezdorf, our capital, has survived particularly well and large areas still have access to the national grid. The aforementioned programmes will be shown to everyone possible.

Concerning your plans to disrupt the storm, I am afraid we will not be using such tactics. Not only is it potentially dangerous, but I doubt weapons will be able to deflect a storm of such unprecedented ferocity.

We will be airdropping crates full of incendiary grenades. These will have controlled burns and will be use to clear various sections of the roads. Flamethrower packs will also be deployed as well.

Thank you, Imperial Isa, for easing the task of our "Ice Breaker" ships. Rails should immediately be reopened, railways operate well under such conditions.

A force of five hundred ice road truckers and ten thousand aid workers have been recruited. We will begin sending more transports under the Aid Exchange System. We exchange aid packages and aid workers in return for refugees to be relocated to our hospital. This operation is very expensive, but will build a valued friendship between our two nations.

Unfortunately my minister for transport inform me that the railroads are mainly unusable, although the main railway which connects the capital to our major port is now running. We will begin the transportation of citizens to the port, Exengrad, so that Ascelonian ships may evacuate them. The situation is dire and we propose to send our engineers out to fix more railways as well as reestablish lines of communication. Apparently, more people need to be evacuated now. It does not matter whether they are sick or not, they need to be evacuated. The storm will only worsen as time passes. We have a limited window of opportunity to move people out of your country.

The quota of 25,000 has been reached. We will now raise it to the full 500,000 citizens that are in need. We are afraid that medical facilities here will also be unable to accomodate the flood of refugees. We will have specialists on standby to teach civilians how to perform first aid while teaching nurses how to treat patients suffering from afflictments caused/relating to cold weather.

The Commonwealth has seen its share of blizzards in the past, and no doubt will continue to have them in the future, but a blizzard of that size and magnitide that is such a plague in your nation is something that even we have not seen before on a scale such as that. All of the recent reports of evacutation of so many citizens has crossed my desk, and we here in Zoingo would be happy to help with everything that is happining in your nation. We have many ships of the Royal Navy that could help, as well as private yachts, merchant ships, and cruise liners that are equipped with Ice Breakers that could help with the evacuation of up to 150,000 persons with each ship filled to capacity. Also, we are willing to send fuel and food aid to Parilisa if the country needs such.

While we have had our differences recently regarding my nations usage of nuclear weapons in defense against a terrorist organization, we are not willing to stand around idly while your citizens deal with such devastation.

As such, I have ordered the immediate mobilization of 100,000 pounds of food and 50,000 gallons of water to be flown over your nation are airdropped in areas worst hit. There is quite a difference between having a difference in opinion - even if it does involve something as large as nuclear weapons - and letting civilians of any country go on without assistance in their darkest days, especially when we are not in any state of war or form of military hostilities. While we do have differences, it is to be known that we will have no hand in no assistance. It is not our way to let petty arguments get in the way of saving thousands and thousands, potentially millions, of civilian lives.

We do hope the assistance we are sending your way - which is set to begin leaving ViZionarian airports this afternoon, will help to fight off the initial edge to your peoples battle for survival, and with the help of other nations - and future assistance from us - hopefully put a stop to the death toll from this situation.

Their is no need for thanks when you are in such a time of need. I am hearing word of the rising death toll, and I have lobbied Parliament to help fund more ships and more aid to you at this time. We can also give out passports and temporary visas to those refuguees fleeing the awful storm that is still out there. I have also asked that the Royal Navy send some of its hospital ships to also accompany the ships heading out to take in those that are injured, sick, as well as take in those who are in current hospitals in Parilisa that are suffering from the storm.

An excerpt from a Parilisan Newspaper (1/11/08):

The Prime Minister had been heading to the rural region of Sylvaburg to improve the morale of the country folk and give a concise report to the President, but his plane was forced to attempt an emergency landing when it blew straight into the heart of the storm. With one wing nearly missing and the engines so cold they could barely work, the private jet had little chance as it's pilots headed it down in a desperate attempt to escape the horrors of the storm.

A farmer discovered the wreckage of the plane in one of his fields. Flames had burst from the engine the moment it had crashed headlong into the ground, and it is believed that those onboard would have died within seconds.

The President is expected to make an official statement concerning the death of the PM later this week...

Starplain, being located in the Norway Region, is no stranger to cold and thus we have a surplus of winter supplies that we are prepared to send to you right away. As soon as you accept or offer of aid, I will order our C-17 Globemaster III's of our 18th Airlift Squadron as well as our UH-60L Black Hawks of our 8th Utility Squadron to make for your country at once. Each aircraft will be laden with medical supplies, food and volunteers from the Starplain National Ski Patrol. Also, upon arrival, these aircraft can aid you and all other volunteer nations in evacuating your populace.
