Overview

The United Worker's Republic of Leocardia consists of seven large states that each make up a Worker's Republic. Under the organization just like the USSR, the United Worker's Republic provides aid to each of the states for their union and presence. Each Worker's Republic has their own courts, government, and legislative power, but the Head Council may override their decisions.

Economic Policy
Under the United Worker's Republic, all states shall abide the Free Trade Act. Refusing to do so will result in a massive takeover by the Head Council and be ruled under the United Worker's Army until the Republic establishes back into it's agreement. In economic disputes, the Head Council will intervene and settle under court order. As a return, the Head Council will deliver economic benefits to all states under the Economic Policy Act. Economic investments will be promised a guarantee from the Head Council with security savings. Incase of an unstable economic recession, the Head Council has monetary reserves to control and stabilize failing economies within the Republics.
- Tariffs
The Head Council will authorize tariffs and be given 10% for the national government.
- Markets
Each Republic will have their own markets. When recession or instability occurs, the Head Council will intervene by providing financial savings and security.
- Banking Security
The United Worker's Bank will hold the national currency, responsible for detecting counterfeits and other serious crimes. The Head Council will also insure all private banks and financial institutions that anyone who deposits their finance into banks, will achieve its banking status whether a failure occurs, up to L$150,000 ($750,000).
- Loans
Loans will be given based on credit. No Republic shall give financial loans to anyone who has no capability of repaying the loan. Should the bank be under failure due to these loans, the Head Council will assume no backing for the bank, but still insures its customers with it's Banking Security promise.

Administrative and Leadership Policy
Each Republic shall be granted ten representatives to represent them in the Head Council. The Head Council is the administrative council that will lead to decision making and quick action to needed requests. All votes will be by majority and if a problem persists, the Head Council will have complete power to decide.
- Voting
Whether elections occur, the Head Council looks at popular vote. Electoral Votes will be given a second priority.
- Power
The Head Council assumes full authority over the United Worker's Republic. Within the Republics, local governments are given permission to authorize within their given zones.
- Military
Within Republics, local governments will have the right and authority to control the United Worker's Army stationed in its Republic. In terms of defensive measures, they may not use the Army against any Republic or against the Head Council. To make sure, each military regions are placed under the supervision of the Head Council.
- Budget
Each Republic has its own budget. Surpluses or deficits within the Union will affect each of the Republics. The Head Council has no control or say for each of it's Republic's internal matters until it reaches a certain extent.


Military Policy
The United Worker's Army is the term that will give the brand name for the United Worker's Republics. Each Republic will have their individual defense budget with extra allowances and defensive financial aid contributed by the Head Council. The minimum army active personnel for each Republic is ten million soldiers, with the Head Council District maintaining an active personnel of two million special forces units.
- Funding
Under the circumstances of wartime, the UWR will allocate all it's national resources to the military first.
- Defensive Pact
Under the circumstances of wartime, the Head Council will assume all control of the United Worker's Army. In war contributions, each Republic is required to contribute two million soldiers to the affected Republic. The Head Council will also deliver a package of military aid. If another nation is allied under the Pact, each Republic will provide contributions to the cause, excluding the Head Council, whether it'll be financial or military package aid. In certain circumstances, the United Worker's Republic will voluntary house exiled leaders from countries with the Pact or provide peaceful talks to settle conflicts.
- Operations
The United Worker's Army will conduct exercises and joint training often with Republics. Mutual understanding and battle language will be used daily, and better cooperation is the key.
- Special Forces
With the United Worker's Republics' total landscape to be highly diverse, each Republic is required to acquire its own special forces unit that specializes in the environment that Republic has. The Head Council will provide additional training if they are in need.
- Militia
With each Republic having at least ten million soldiers and the Head Council operating a two million special forces unit, the United Worker's Militia is formed to prevent possible rebellions by any Republic. The militia, which is estimated 300 million, is completely voluntary and made up of volunteers who dedicated themselves under the United Worker's Republic. Each is equipped with the essentials to provide a proven fighting force and is trained to handle these types of circumstances.

Foreign Policy
For years, Leocardia lacked in their foreign affairs by former president Jason Batista. In the new feet of Morales' grip, the United Worker's Republic will reform it's grip with the world. With the United Republics together united under his hand, the Head Council will assure that Leocardia is marching up the steps and not down.
- Embassies
Embassies of the United Worker's Republic are scattered all over the world. Relations with the previous Dynastic Republic will still be kept with the United Worker's Republic. New embassies are also continuing to build and be constructed in developing countries. These buildings will be responsible for maintaining friendly relations.
- Relationships
Each Republic is under the Union, following under the relations code. If any sovereign state wishes to devalue relations, each Republic shall follow.
- Blacklist
All Republics follow under the Head Council, and blacklists are the certain rivals that the United Worker's Republic faces in the world. These nations are for to be treated with caution, and each Republic will be warned for their decisions to trade with the country. The Union has hostilities with these nations, and the Republics are strongly encouraged to feel and do so too.
