The Schultarian Federal Government is very eager to work closely with those who desire permanent diplomatic relations, and we hope that this is the beginning of a productive partnership for the betterment of all citizens across the globe. To make the process of embassy selection smoother, we would like to present the following guidelines to all nations wishing to establish a sovereign embassy or consulate in our nation:


1. Embassies shall contain a minimum of approximately 3,500 square meters of space, excluding any storage for vehicles or defense equipment. As per international law, all possessions and property within these embassies shall be declared the legal right of the country currently in operation of said embassy. All registered diplomats shall have standard diplomatic immunity; however, we wish to make provisions with individual governments to prosecute diplomats in joint legal proceedings in cases of severe felony or capital crimes.


2. In preservation of our urban weapons policies, Schultaria Prime recommends no external weapons emplacements on the embassy grounds. However, protected hidden defensive measures will be allowed, in addition to a small amount of armed security staff to be approved on a per nation basis. Any usage of these weapons on structures or individuals found outside the defined embassy complex will constitute an automatic declaration of armed conflict against the Nation of Schultaria Prime in defiance of established international convention.


3. Each member of the embassy staff must subject to a full Schultarian biometric analysis for government archival, as well as legal, purposes. The analysis includes fingerprint, retinal, genetic, voiceprint, and thermographic scanning; this data will allow staff members to operate in Schultaria Prime without the need for external identification, since the majority of transactions in Schultaria Prime require a form of biological identity.

In addition, members of the embassy staff can also apply as naturalized citizens of Schultaria Prime, since the government recognizes dual and pluralist forms of multinational citizenship.


4. OOC: For RP purposes, I'm pretty variable in my technical limitations. I'll interact with virtually any state, ranging from pre-industrial to FTL civilizations, if their contributions will make for a good story (since I find rigid definitions on what constitutes Modern/Post Modern/Future to mean precisely naught, and playing within such hard rules to be worth even less).

As for the embassy prices, the costs for new land are so expensive for one main reason - real estate comes at a very considerable cost since my nation has to cram 10 billion people on a landmass the same size as Madagascar. When your nation asked for the land to build an embassy, you're essentially requesting a cleared, clean, patch of ground, and that comes at an incredible premium (which is translated directly into the price for land). Once purchased for embassy purposes, the land you bought can't be used for housing or to expand building projects, since you'll also own the air rights to the plot as well.

But one more question, is there a restriction on what kind of defensive weaponry we are allowed to bring? Never know when we could be attacked.

Islandia Schultaria is a quasi-protectorate of the Schultarian State, but classified as a sovereign nation by the Schultarian government and under the stipulations of international law. Under a long standing legal relationship with USSSP (Schultaria Prime), the local government of the PIS (Islandia Schultaria) exercises a great deal of autonomy, including the management of diplomatic affairs within its borders. If you wish to have direct communication with USSSP while retaining your embassy in Padersonia, let the Schultarian State Department know as soon as possible. We shall notify the proper administrative channels within the Islandian Schultarian government immediately to make the necessary arrangements.

In response to your query concerning defensive weapons, the following legislation may provide useful. NASDC 92-4981, the 'Urban Protective Measures Act', provides the most recent outlined diplomatic defense policies for the Schultarian State. The most important restrictions are the following weapons categories:

1. Destructive, long range, and high material output weapon systems that can not be maintained by a single trained soldier.
(Examples include: Mortars [Any Caliber]; Anti-Material Weapons [Calibers Above 20 mm]; Multi-Barreled Machine Guns)

2. Armored vehicles or aircraft with any integrated weapons systems.

3. Guided or self-directed weapons will be permissible, only if all firing systems and ammunition are documented by the SKC (Schultarian Defense Forces) and SID-8 (Schultarian Intelligence Directorate - Foreign Division).
