Dear National Governments and Political Leaders of the World,
It is on this day, the seventeenth of January, which I announce that a new alliance has been brought upon world stage. I can look upon the world today and the sight that looks back is famine, genocide, war, and death. In the People’s Socialist Republic of Bulgislavia a large deficit in food has caused rations to be lowered and a large famine to occur in six months as well as areas already facing this. The Makoki Islands, a territory once owned by the United Worker’s Republic of Leocardia, is currently under dispute by Hegemony and Leocardia as to if the United Worker’s Republic should own it or if the Makoki Islands should remain an independent state. The Empire of Tula has found itself fighting each other; the Tsar and his men have combated rioters and rebels in the city Rostov where there has been nothing but internal violence.
With such hard ships and such savagery, a thing that the Imperial Republic once backed, engulfing the world it would not be too far until the hole world keels over. Even in richer regions of the world, such as the Mediterranica, there is internal fighting which has caused the needless loss of lives to thousand of men and women protecting their country. In the hopes and efforts of changing such problems the Imperial Republic of Greston and Her Crown Colonies hereby implement the charter of the International League of World Powers (ILWP).

Preamble
The nations of the world with the manpower and economic ability to suppourt such causes to bring peace and to save succeeding generations from the scourge of war, which numerous times in our lifetime has brought untold sorrow to mankind. The willingness to help and aid struggling nations such as Bulgislavia which canot afford to feed its own people and to futher advancements into diplomacy to help nations such as the Makoki Isles gain sovereignty.
Article I -- Economic Policies
Section I
Trade
Members of ILWP shall not levy tariffs exceeding more than 3% against fellow member states and nations under going development by the Social and Economic Council. Whenever possible, tariffs should be abolished entirely. This Charter shall not infringe upon the right of member states to engage in trade with non-ILWP states. Trade between member states shall be free of quotas, regulatory legislation, except where previously mentioned, and subsidies which seek to give certain factors of production an advantage over others. Member states shall have free access to market information. Member states shall not engage trade with nations attempting to undermine areas of development such as the People’s Socialist Republic of Bulgislavia. Member nations are obliged to participate in funding and organizing the organization as well as the several organs of the alliance so listed in Article II, Section I.
Section II
Business and Investments
Investments made by an investor from a member state into another are granted a number of guarantees, including fair and equitable treatment, protection from expropriation, and free transfer of means. Investors who feel their rights have been infringed shall have their case brought before the ILWP Supreme Court rather than suing the nation in question in their own courts. Furthermore, nations suspected of disregarding the funding of the alliance and not giving a reasonable contribution to the economic council shall be tried and aquitted.
Article II – Administrative and Leadership Policies
Section I
Representation
Each member state shall send four representatives to serve in the ILWP Parliamentary Assembly. The Assembly has the express power to propose new legislation related to ILWP functions to be vetoed or accepted into international law by the President. All votes are by a simple majority. The Parliamentary Assembly is from there split into various councils to cover various fields of expierence. Such councils membership will be voted upon by the Assembly. The councils in which are implemneted, listed in order of importance, are the following:
Multilateral Council
Security Council
Social and Economic Council
Judiciary Council
Trusteeship Council
Section II
Administration
The Multilateral Council (MC) is a council comprised of the four ruling governances and the appointed members. The council is comprised of the President of the League, Secretariat, Secretary General, and Speaker of the Assembly. Together they have the power to declare war in a 3/4 majority vote. The positions of leadership to elected upon by the Parliamentary Assembly are as follows

All of the listed positions serve a specific purpose, they also are given a seat in the Security Council. Dependant upon their position they may have a seat in other councils as well (i.e. Colonial Trust Secretary heads the Trusteeship Council). All of the positions, if not already a member of the Mulitary Council, are granted observer status and are allowed to watch, but or not allowed to engage in voting or debates in the MC.
Section III
Parliamentary Assembly
The Assembly is comprised of the four representitives from every member nation. The PA votes and debates upon laws regarding the ILWP and situations in which it is involved or may wish to involve itself in. The President of the League has the authority to veto any bill passed up to him or her. However, the PA may over ride the president if voted upon a second time and received and majority vote of ¾. The PA is currently located in the Taeshaet capital of Saxton in the Federal Hall Building. If agreed upon this may be changed however.
Article III – Military Policies
Section I
Defensive Pact
The primary goal of the alliance being to protect the territorial sovereignty and freedom of her member’s citizens and establish some form of peace through whatever means, ILWP member states shall maintain the ability to protect themselves from armed attack. Any member state has the ability to call together an emergency meeting of the Security Council to decide on a course of action should they come under foreign attack or domestic insurrection. The Security Council has the authority to declare a state of conflict should the SC decide that they present a clear and present danger to the continued security of any ILFW member state or area of developement. Should a state of conflict be declared, it is the duty of every ILWP member state to comply with the order and treat the foreign threat as it was a threat against their own nation. No nation may choose to ignore the threat lest they risk expulsion from ILWP. If a nation is for any reason physically unable to come to the assistance of an ally, they may be exempt from this rule. For the purposes of international security and defense, LPT shall be established as a security force free of any one nation’s control. LPT shall consist of at least 50,000 soldiers and an additional 15,000 peacekeeping forces from each member state and shall be under the joint control of the Lord High General and Mulitary Council. LPT shall be an organization funded by the pooled treasury of ILWP. Fifteen percent of the total ILWP treasury shall be dedicated to the purchase of equipment and joint training of LPT soldiers. Salaries of the soldiers shall be paid by their respective governments and not by the LPT.

International Affairs
If a threat exists which is so immediate and pressing that the very future of the organization hinges on its destruction, the President reserves the right to suggest an offensive war using the combined power of all member state militaries and LPT. This must be passed by a three-fourths majority in the Parliamentary Assembly. No two nations in ILWP may engage in hostilities with each other under any circumstances. If they do, the aggressor nation shall be expelled and treated as any other foreign power with threatening status would be. It is hoped and urged that As many disputes be settled as peacefully as possible, large scale offensives are discouraged while use of weapons of mass destruction and checmical/biological weapons is stricly prohibited and may result in the disarming of the nation in question through force in necessary.

In order to be considered for the ILWP membership, a nation must first undergo a screening process, ensuring that they have shown a determination to safeguard freedom and democracy, protect the weak, and live in peace with their neighbors. Any nation with a strong history of violence and aggression, no matter how many political changes it has undergone, shall not be accepted. A population of 150 million is required for ILWP membership. *RS nations see below* The ability to pay a flat tax in the order of one percent of the nation's GDP to the ILWP treasury is required. Nations must prove that they are able and willing to defend their fellow member states in donating troops, ships, and medical supplies to LPT and Foreign Peace Development Programme (FPDP), respectively. Prospective members shall have their applications reviewed by the Parliamentary Assembly and a simple majority shall be used to decide on application. A tie always goes to the negative in the application process. However, if not accepted at first, try again at a later point.
OOC: RS nations don't need to change their population if their population is below 150 million, this is just so this doesn't fill up with noobs.
Also I like the current flag but it could be much better. Any one up for taking that up? Same with making a forum.
