The Rostov Revolt

The news anchor, a man in his forties, is reading from a script.

Unrest in the Rostov region continued today, as worker riots earlier in the week escalated into a full-blown revolt on Wednesday. Over twenty thousand rioters have taken up arms, while loyal subjects of the Tsar bravely take to the streets to fight the dissenters.
Because of the large nature of the uprising, the Tsar has dispatched two regiments to the area to reinforce the efforts of the local gendarme and militia forces in suppressing the traitors.
Clips of men in uniform marching past play. They are all dressed in fine uniforms, sparkling clean, and obviously made for parade. Their weapons are, for the most part, AK-99's, easily recognizable as Tula-made copies of the AK-74. One with a keen eye for such weapons could, however, distinguish a few AK-47's and AKM's in the crowd.
The clip is set to music so patriotic that whole towns of young men could invade Poland to it.
Naturally, the rioters will be put down with full force. Tsar Gregory II will be personally present, it is rumored, to observe the initial assault on Rostov.

Nikolai Sergeiovich, one of the 'rioters', grimaced at the gunfire around him. He hadn't slept in three days now. You couldn't sleep here. Even those used to the constant noise of the smelters, the cars, the trains and general industrial noise had trouble shutting their ears against this din.
He stood, got his feet under himself, and hurled his body across the gap between his current shelter and a nearby alleyway. Somebody took a potshot at him as he passed through the open space...you couldn't really tell who. Most people were simply shooting everything that moved at this point, since apparently nobody had agreed on uniforms beforehand.
He almost laughed to himself. Such an untidy 'riot'.
Then a burst of machine gun fire ripped through the shack against which he was leaning, he felt three distinct impacts tracing a diagonal line of brilliant, thundering, pain across his back.
Then he blacked out. His mind shut down, unable to deal with the suddenly trauma of the injury. Sergei died quietly, in a pool of his own blood. A few hours later, his body was thrown on one of the piles of corpses to be burned. He was fifteen.

Alexander Petrov grunted as he heaved on the traverse wheel for his T-55's turret. The Tsar had been 'kind' enough to grant them these 'new' vehicles. And they were new, technically. They had just been bought.
Nobody had mentioned that half of them had malfunctioning traverses, which meant that the gunner had to manually aim the turret. His arm ached already. He already missed his Tula-made 'Nevsky', which, for all its problems, featured air conditioning and electrical traverse.
He had almost been tempted to let the kid go, when he threw himself across the gap. But he'd spotted the grenades dangling from his belt, featuring the oversized, flat-top heads typical of anti-tank devices. The kid probably had no idea how to use them, but Petrov wasn't going to risk that. He'd fired a burst through the building with the coax, then driven around to check on the kids body. He was definitely dead. Three square hits in the back. They drove on, rolled over a trip line rigged to an RPG-7 and died.

The man who had rigged the tripwire had, earlier that day, been blown up when he stepped on a mine while carrying a load of RPG-7 warheads.

It was generally a pretty shitty day for everybody involved.

Latican Imperium

The Imperium has brought forth an offer to the government of Tula. The Imperium will take control of region of Rostov until order can be restored, and then it will be given back to your government. Tula forces will be allowed to move troops to help with the stabilization, of course under the Imperium's guide. The 11. Latican Trooper Legion and the 22. Latican Trooper Contort, along with the 451. Logistics Train Group, these troops will enter Rostov on it's open border and will soon begin rounding up civilians and gathering information to defeat the revolt in this region. If this is not accepted peacefully Imperium forces will position themselves inside of Rostov despite you not authorizing such actions, however we will not occupy any other territory in your nation. If these forces are damaged by your government, then there will be tactical nuclear strikes against your government.

Currently the plan is to suppress the violent uprising with force, after which the remaining civilians will be questioned and possibly re-assigned to new areas.

We will put your forces in contact with Field Marshal Balenkyov, currently commanding our forces in the field.

As you may be aware, we have also received a notification that the 'Latican Imperium' intends to occupy the region by force. Naturally, the Tsar will have none of that and all efforts will be made to resist them. Any support you may provide on this matter would be appreciated.

The Empire is displeased to see that yet another armed rabble has taken it upon itself to challenge the holy authority of a proper sovereign. We are furthermore disgusted to hear that a foreign power has decided to capitalize on your misfortune and occupy portions of your sovereign soil. As such is the case, Generia, in all her might and magnanimity, offers her hand in friendship and solidarity. The Empire is willing to provide you with support in the form of military equipment, some of the finest and most reliable, on credit. GIR-47 assault rifles, T-109 Imperial tanks, and GIF-17 Gunslinger fighters can be readily gathered and delivered into Your Majesty’s hands by the end of the week, should you accept. "The Totalitarian State of Red Tide is most displeased to hear about the uprising in the city of Rostov, we completely support the Tula Empire in their rightful cause against these communists and anarchists who dare upset the established, rightful order.

We also offer full aid against the foreign nation who dares take advantage of this. The TSRT will not hesitate to declare war on the Latican Imperium in the event it attempts to occupy soil that rightfully belongs to the Tula Empire. In addition, any nuclear strike launched against the Tula Empire by the Latican Imperium is authorised to be intercepted by Red Tidean assets and, should those interception methods fail, retaliatory strikes will be forthcoming.

In light of that last sentence, the Totalitarian State would like to deploy a Anti-BAllistic Missile Regiment to the Tula Empire's capitol. Also, the National-Secretary wishes your Tsar a long-life."

The area south of the green line is the extent of the revolt. Its mostly concentrated, though, in Efemrov and Rostov, the two major cities in the area (about 500,000 people each).
The are is mostly plains, heavily polluted and industrialized.)

Marshal Balenkyov wishes to inquire specifically about tanks and armored vehicles, because, as he puts it, "Any gun can kill people, otherwise those damned rebels would be throwing rocks at us, not using AK-47's. Get me more tanks!"

The Empire has a large surplus of T-109 main battle tanks, currently in use with the Imperial Generian Regular Army. Shipments of these can begin immediately, with the first shipment of 300 units arriving by sea at the end of the week. The T-109 is a formidable weapon, and should serve to neutralize any armor that the rebels are currently employing, as well as provide a fitting show of force in areas currently held by your enemies. In addition, the Empire can provide 600 T-1119 Infantry fighting vehicles for the protection of your soldiers and 100 GH-3 “Bird” helicopter gunships. Further deliveries will be forthcoming, should you find yourself satisfied with these.

Generia is willing to hold off on accepting payment for the equipment until after the fighting has concluded and the situation stabilized. The Empire will be dispatching the Imperial 3rd fleet to observe the situation and ensure that Generian shipments arrive safely and intact. Furthermore, the Empire will dispatch a contingent of advisors to train your men in the use of these weapons.

We hope that you find this first shipment satisfactory.

President Chris Rescudo of the Democratic Republic of Aglorea read the files carefully. This was the second event over three days that he was interested in, and both were of similar nature. This one, however, unlike the other, was much larger. The people would not stand for the loss of Aglorean soldiers, and neither would he. He turned to his Secretary of War, who had walked in moments before. "Send a small team in to keep tabs on this incident. I want them quick and dangerous. Updates as needed. An above all, keep it quiet! Tula will know of their presence in time."

The Secretary gave a quick "Yes, sir" and left the room. He had executive orders to carry out, and he intended to have a four-man team in the nation within six hours.

The Aglorean team (which officially didn't exist) leapt out of the small, quick, black D-27 stealth transport. It was a refined Aglorean D-25 (which was a stealth bomber, with a perfect streak of never being detected by enemy forces) and had no issues, especially in a rebelling area. The men were performing a High Altitude Drop, and required masks to get oxygen into their system. Soon they were on the ground, parachutes and masks off. They all kept the masks and systems with them, just in case. They were all armed with Aglorean-made SM-93's, a weapon that was very small and easy to conceal, but it packed a punch. It had a suprisingly high range, and each man had a red dot site to attach if needed, which was unlikely. They had two combat knives each, both concealed but easily retreaved.

They packed their jump clothing into their backpacks and replaced them with civilian clothing. Underneath, they kept a kevlar vest, which would help stop small arms fire. They were all expertly trained, and would blend in long enough to get out of a dangerous situation. It was unlikely they would need to, though. They didn't intend to get stopped. They walked off towards the nearest city and the plane overhead left the airspace.

Three An-124 'Condors' in New Haven Airline colors traveled along regular civilian airspace. They were each a few hundred miles apart, but they all headed towards the same objective: the main airport in Tula. Once in range, they would contact air traffic control and follow regular aircraft rules, land, and move to their assigned gate.

Dear Tsar Gregory II of the Empire of Tula,

The International League of World Powers has been observing the conflict in your capital city Tula and by defualt, Efremov. In fact, sections of the ILWP Charter was molded around your conflict, taking into concern the situation and threats made by nations attempting to take advantage of this war. The ILWP wishes to deploy peace keeping forces into the city and neighboring cities to enforce some form of stability.

If this is acceptable, the Parliamentary Assembly has vote to deploy a small military force of 400 LPT soldiers. This dispatchment of a moderately armed force will land in Bolokhovo or Yasnogorsk and from there, situate on the city's border and capture any people attempting to leave the city who are suspected to be working with the insurgent rebellion.

However, please consider your actions whilst quelling an insurgency, it is unecessary to commit genocides of the captured prisoner and such an action would result the international community changing their opinion of your nation.
