The Constitution of the Confederacy of Sovereign States


Chapter 1: Obligations of Confederate States

1.The Confederacy of Sovereign States [CSS] is an alliance designed to promote the values of classical economical liberalism, national sovereignty, and military strength.

2.All Member States of the Confederacy will remain sovereign. Confederate leadership (see below) will not have control over any national policy, except where such policy violates the charter of the CSS, or threatens its security.

3.Confederate leadership will have full and undivided control of all joint Confederate organizations, and of all Confederate territory.

4.All Confederate States shall abolish all trade tariffs between each other.

5.All Confederate States shall be bound to each other with mutual-defence obligations.

Chapter 2: The Confederate Leadership

1.The CSS will be led by a General Secretary, appointed by the Allaneans. His powers will be as follows:

a. The General Secretary of the CSS will command the Confederate Joint Armed Forces (CJAF) in war. He will appoint Commanders of the Confederate Navy, Army, and Air Force as he sees fit to help in this task, as well as a Quartermaster-General.

b. The General Secretary of the CSS will manage the Confederate Gendarmerie, functioning as law enforcement in areas of direct Confederate control and of joint Confederate Military Operations, as well as maintain a joint CSS Intelligence Databank.

c. The General Secretary of the CSS will appoint also a Treasurer, a Chief Advisor and a Foreign Minister – as well as any other personnel as needed to control joint operations.

2.All joint authorities of the Confederate States will be funded by nations on a donation-basis only, or via funding procured by the Treasurer through legitimate foreign commerce.

3.The General-Secretary, the Chief Advisor, Foreign Minister, and Chancellor can each separately approve applications for CSS membership. However only the General Secretary can approve the joining of entire alliances.

4.The Chief Advisor will have no authority except as specified at paragraph 3. The General Secretary may temporarily imbue him with authority, however.

5.The General Secretary or the Foreign Minister (when empowered to do so by the General Secretary) may negotiate and sign peace treaties during war. They may not negotiate mutual defence pacts between the CSS and other alliances, or trade pacts, unless said alliances join CSS or the pact is approved by a ¾ majority of the Confederate Congress and confirmed by the cabinet, or they can sign pacts that will only apply to directly-controlled Confederate territory and Confederate authorities, rather then individual nations, unless approved by as ¾ majority of the Confederate Congress, and confirmed by the Cabinet.


Chapter 3: The Confederate Congress

1.The Confederacy will maintain a representative body, known as the Confederate Congress. Every nation of the Confederacy will have one vote in it, and further, the leader of every Confederacy member alliance will have a voting power equal to the amount of members of his alliance or region. This will serve to protect the interests of the various sub-alliances.

2.Congress can pass regulations on the behaviour of the joint Confederate authorities or personnel. However, all Congressional acts must also be approved by the Confederate Cabinet that will act as an upper chamber of a legislature. The members of the cabinet are the Quartermaster-General, the Foreign Minister, the Chief Advisor, Chancellor, and Treasurer.

3.The Confederate Congress shall be chaired by the Confederate Chancellor, appointed by the General Secretary. He serves as Speaker of the Congress. Should the General Secretary become incapacitated, or resign, the Chancellor will serve as General Secretary until a new General Secretary is appointed.

Chapter 4: Judiciary

1.The Supreme Court of the Confederacy of Sovereign States [SCCSS] will be the highest court in the CSS. It will have a Chief Justice, appointed by the General Secretary, and four associate justices, appointed by the Cabinet with confirmation by the General Secretary.

2.The SCCSS will have full and original jurisdiction over directly-controlled confederate territory. They may, however, establish lower, regional courts.

3.The SCCSS shall be the courts with jurisdiction to solve disputes within the CSS, and shall have original jurisdiction. Should the dispute threaten the stability of the CSS, the General Secretary may form a Panel of justices, Cabinet members, and other officials to more effectively resolve the dispute using whatever means are at their disposal.

Chapter 5: Limitations

1.No openly communist or socialist state may be a member of the Confederacy.

2.In all directly-controlled Confederate territories, slavery is prohibited. All slaves passing through such territory are automatically freed.

3.All residents in directly-controlled Confederate territories will enjoy full protection of the right of freedom of speech and religion.

4.All residents in directly-controlled Confederate territories will enjoy full protection of the right to fair and honest trial by jury (currently-serving military personnel exempted).

5.All residents in directly-controlled Confederate territories will enjoy full protection of the right to private property. Confederate forces should never be used as adjuncts to foul communism.

6.Nowhere shall Confederate joint forces be used to violate the rights above, or to maintain slavery, to suppress slave rebellions and so forth.

The best thing to do would be if we were allowed to recruit independently in your nation, keeping the number of Imbrinian volunteers at, say, 100,000 men per year. They would be well-paid and provided with training by Allanean and Vaultian experts.

As for money, would it be possible to agree on 900 billion dollars per year, paid out from what your budget terms as 'government waste' [accomplishing thing by cutting said waste]?

The king Agrees to these terms, all imbriniuians have military training they join for 2yrs for females and 4 for males before going to collage. Also all Royal Imbrinium forces are intergraded there isn't all male units or all female units. Female soldiers are not restricted from combat units or special units. Thank you.

The Confederacy of Sovereign States (CSS) made a big appearance in Olmedrecan news with the recent large investment to the Ugrimaa Pank, and generous donations to various charities. While I agree with others who consider it to be a good news, I would like to focus on CSS from different, a far more critical, angle.

It is relatively obvious that Allanea is de facto playing the first violin in affairs of Confederacy. Allanean incentives are clear, CSS effectively forms their sphere of influence. Also massive funds provided by other member states allows Allaneans to fund their mostly ineffective practices. But I must admit that while I understand Allanean actions, motives of other Confederacy members for staying inside this “Allanean pyramid scheme” as some have called it, are far harder to understand. Lets look where Allanea really stands.

Before the Presto-Clandonian War (http://wikistates.outwardhosting.com/wiki/Presto-Clandonian_War), Allanea could be considered a relatively successful Havenic nation, being a member of the dominating Kingston Pact, and also having its own sphere of influence in form of the Confederacy both inside and outside Haven. When Clandonia invaded Prestonia on grounds of Allanean buildup inside Prestonia, Kingston Pact rapidly collapsed. Other major powers like Questers, Cotland, Aequatio and Doomingsland soon joined the fight against Allanea and Prestonia, who got no new allies. Some analytics have even suggested that Prestonian alliance with Allanea actually discouraged other states from helping Prestonians.

As Allanea was already being engaged on all of its Havenic territories, the war took a drastic turn after Allanean attack on Clandonian Queen Victoria nuclear power plant. In a short period number of states officially at war with Allanea doubled, rising to fourteen, even Prestonia changed sides and joined the anti-Allanea coalition. Considering widespread military build-up across the region, only the fast Allanean surrender prevented even more states from joining war against them. With the Treaty of Jesselton (http://z15.invisionfree.com/Haven_Region/index.php?showtopic=689), Allanea was forced to cede San Nereiana, Cloyster Coast, Roanoke, Wasilla, parts of Atlantic Isle and strategical canal between Axackal Sea and Haleigha Sea. Following Seagull Treaty (http://z15.invisionfree.com/Haven_Region/index.php?showtopic=691) included paying massive reparations and handing over various military equipment to anti-Allanea coalition.

Presto-Clandonian war can be described only as total disaster for Allanea, and it all happened under leadership of the unpredictable Alexander Kazansky, Allanean president for life. While Kazansky was deposed for a short period, by now he has already returned to power. It is hard to understand how something like that can be possible, considering that Kazansky’s arguments for returning are extremely weak. That if the Allanean intelligence gave him false information (another failure of him by the way) or not to get him to resign, is extremely trivial fact compared to the general failure of Kazansky’s politics. His supposed ideological allies of Kingston Pact allied with their ideological enemy of Doomingsland against him, if that is not a diplomatic fiasco, then I do not know what is.

After returning to power Kazansky obviously immediately went to a new war. This time he has been successful but instead of congratulations lets look at his enemies for a moment. Like the Grand World Order, seriously, Olmedrecan Foreign Ministry does not even qualify it as a proper state. Other enemies that Allanea has beaten are similar pariahs whose military leadership varies from “mostly incompetent” to “speaking gorillas”. Even in conflicts against such nonentities Allanea usually wastes ridiculous quantities of expensive weaponry, while using it as ineffectively as possible. Realizing their own incompetence, Allanea has actually brought the Cottish naval instructors to train the Allanean Navy.

Speaking of Cottish, with the Treaty of Eeobroht (http://z15.invisionfree.com/Haven_Region/index.php?showtopic=740&view=getnewpost) Allanea essentially became Cottish client state. Still while not a superpower like Questers, Praetonia, or Doomingsland, Cotland has grown stronger recent times. That can not be said about the New Tipperary which is among the ten smallest states in Haven with a population of mere 300 million people. Still with Treaty of New Dublin (http://z15.invisionfree.com/Haven_Region/index.php?showtopic=730&view=getnewpost) Allanea is also purchasing defense services from them. This is an accurate demonstration of the current level of Allanean power and influence. Their diplomatic standing was also revealed recently, when other states forced them to abort their limited colonization attempt in Haven. Finally Allanea also fails in intelligence front as it is public secret that their military and political elite is full of foreign spies.

Looking at all previous facts we can make simple conclusions about other members of the Confederacy of Sovereign States. They are either led by extremely incompetent politicians, or alternatively they are just far too undeveloped to be considered proper states. There are no other explanations for remaining in organization, which is led by a client state that has to rely on foreign protection, and whose president of life is the most unstable politician in Haven, already resulting disastrous results for his nation. Adding up the Allanean tendency to waste ridiculous amounts of money and general military incompetence, membership of CSS is in most cases an accurate demonstration of country being a nonentity on international stage.

The motors of hundreds of IFVs and tanks roared in Northern Derscon as more and more rookie recruits deployed for training. The troops – sent in from Anghele, Tolvan, the Wolf Hold and dozens of other nations – would be trained in the most unbelievable climates. In the deserts of Allanean Arizona, in the jungles of ViZion, in the freezing cold of the Dersconi Tundra, the troops were formed into mixed-ethnicity units and trained, trained, trained.

Hand-to-hand combat, rifle training, survival and evasion – and dozens of hours of what could only be termed as propaganda. Where the Allanean military used a local form of militant libertarian ideology for this, the CSS military used a simple cult-of-personality – the different cultures of the nations of the Confederacy were so diverse that only an appeal to this simplest common denominator could really help.

Everywhere in the Confederate barracks, portraits of General-Secretary Alexander Kazansky and the Confederate Leadership were set up. The General-Secretary was the living symbol of the alliance's power. He donated money from his own pocket to pay troops bonuses, he visited the units where they trained, he gave addresses and speeches. Soon, he would become one of the most popular men among the Confederate troops.

This was necessary – though the General-Secretary himself was a bit disturbed by it, sometimes. A common base for loyalty had to be established – not to a given nation, but to the alliance as a whole. And there was no better figure to symbolize that as the man who had founded that alliance.

Liberty-City, some time later

Over the centuries, Liberty-City has grown from a small settlement to a majestic seat of civilization. It spans almost the entire subcontinent that it rests upon – miles upon miles of colorful roofs, stretching in every direction. Most of it is not a regular city – rather, it is a gigantic suburb, thousands of family homes of a variety of fashions, interspersed with heavy-duty roads. Yet there are exceptions.

There is Temple Lane, with churches, synagogues, and pagan temples stretching hundreds of yards into the sky, and there are the Four Dorms of Concord, over half a mile from foundation to spire. There is the magnificient dome of Congress, where ten thousand sapient beings debate the fates of the Republic, and, out in Liberty Harbor, there are the statues of the Founders.

Leading up to Congress is Liberty Lane – the end of a 16-lane highway. Stretching over it are six pairs of enormous, dark-metal arches in the shape of hands, holding gigantic outstretched sword. The arches are forged from the metal of East Congarese submarines, and the hands – in a secret joke few men understand – forged to have the hands of President Kazansky himself as his model.

There are other ways in which the splendor of the city is revealed. There are the battalions of troops standing guard in key locations, in full dress union – not so much to protect the national monuments, but to remind the Freemen of Allanea of the power of their nation and the alliance that it leads.

Here, at the steps of Congress, stand Confederate troops from Vault 10 and the Wolf Hold in grey parade gear, in wide-brimmed hats, the bayonets gleaming on their R1 rifles. There, at the Central Train Station, a troop of Dacaran and Anghelian volunteers helps unload crates of cash money – the yearly transfers from ViZion into the Confederate Bank's coffers. In Liberty-Harbour itself, aircraft carriers bob upon the waves, crewed by men from far-off Tolvara.

There are the corporate headquarters – of Allanean Arms, of Cute Bunny Burger and Demented Schooling Corporation. And, set apart from the other tall building, there is a thin black spire on the very shore of the sea. Minas-Faerie. The Tower of Freedom. There, with Varangian mercenaries quartered at the foot of the tower, with every single floor dedicated to his collections of artworks and weapons, lives the Boy-President. Alexander Kirillovich Kazansky.

He is standing now high above the far-stretching suburb that is Liberty-City. He wears nothing but a set of black boxers and his famous glasses, and smiles as the cold morning wind blows in his face. Behind him, a woman rolls in his bed.

“Umm... Alex.... the light... my head...”

“Oh, I know, Michelle.” - he turns to the President of Jarriddia with a smile - “But trust me, this is the best medicine.”

Even now, being awoken from barely a few hours sleep after a rather... interesting day and night, with her make-up smeared across her face, fumbling for her clothes as she winces at the light of the rising sun, Michelle Thoreson was handsome.

“The... best medicine... the best medicine would be some rum. My head hurts. And other things... I didn't even know I could ache there... how many times did...”

“Oh, enough. At least... I hope.” - Kazansky grinnes devilishly. - “As for the rum...”

He approached the bed again, grabbing a small platter from one of the chairs in the room. Upon the platter stood two cups of hot, steaming liquid and a pair of toasts.

“Coffee. With brandy, of course. And toast. Will this be a sufficient cure?”

I'm not gonna sugar coat it. I'm not a nice guy, and some call me a dick. I was 'elected' for one reason: I get things done.

Now, I could have had my Press Secretary make this all nice and fanciful, but the bullet in the back of his brain and the fact that I hate the guy stops me from doing so.

Basically, we are requesting (and demanding) membership in the Confederacy. Our military and economy is huge, and our socially progressive policies have led our people to be some of the best educated in the world. Also, we are one of the biggest naval producers in the world, pumping out various naval ships in a matter of months.

We don't put tariffs on goods, and we expect the same from all nations trading with us. Also, if accepted we'll begin taking foreign investments and begin making foreign investments in nations that are part of the Confederacy. Oh, and those naval ships I was talking about? 15% off purchases of them, simply because I like working with people.

Think hard about it.

Friends,

It is with much a combination of feelings: regret, shame, and even some degree of anger that I must alas announce my Government’s intention, with the backing of the National People’s Congress in a two-thirds majority vote just hours ago, to resign our membership within the Confederacy of Sovereign States effective immediately upon the issue of this communiqué. With a decent respect to the opinions of many whom, though no longer allies strictly-speaking now, we regard yet and hope to in future as friends among the community of nations, I must of course give reason for this decision; I can assure that the factors weighed into the balance of the consideration were neither few nor light. Let the basic sum of facts be made known then, to a candid world; neither overbearing nor understating the matter.

First of all, and I must believe foremost if understanding is to be had, is the simple matter of fact that the Revolutionary Commonwealth’s interests as they have evolved in recent years do not compel that we maintain so extensive or restrictive a web of alliances as we did once. The United Federation of Allied Nations is gone; regrettably since it was a beloved project indeed quite dear to me, but that does not disguise or ameliorate failures of its’ own of which I’m the most painfully aware of anyone for having been its’ second and last Secretary-General for many years. Our transition to a liberalized economy even beyond the imaginations of reformers whom the minority of orthodox communists in our old government called that past state ‘revisionist’ for that state's supporting the changes has been largely completed, with aid and investment and much good business all around from nations both Confederate and otherwise; come what may in future elections I believe it would take a greater disaster than is likely or would be permitted so long as I discharge this office granted me by my People, for collectivism-as-such to reinstate itself in our nation. Thus against this ostensibly stable backdrop our activity in this Confederacy sank after some time and events into a contented somnolence, maintaining support already given but neither asking nor rendering more. Perhaps not the worst of states a political relationship between lands can fall into, but hardly the ideal; thus it’s gradually become the consensus among Congress’ relevant subcommittees and foreign-policy cognoscenti anyway that we in the RCW have scarce need of not one but in fact two alliances (inclusive of not only the Confederacy but also the Delian League, of which some here may have heard…) serving much the same purposes but via only superficially similar means; and often towards blatantly contradictory ends for some while of late.

It is there reflecting upon those same contradictory ends where alas much of my baser feeling about this matter must be confessed to arise. I may wish to hold out hope that the Blackhelm Confederacy may yet free itself from the shackles of the de-facto monopolist’s dictatorship which the Griffincrest Corporation had long exercised over its’ de jure government proper, but unlike many I am neither willing nor able to wager the lives, fortunes, and sacred honor of this nation upon said likelihood while not yet given evidence of this hope’s fulfillment sufficient to either my own or the National People’s Congress’ satisfaction. Blackhelmian forces may have had casus belli for the campaign launched in retaliation to the recent Egyptiansstani terrorist attacks on their soil, and Allanean military culture remains itself even if I must state my own personal disapproval of much that comprises it in particular; but the line must be drawn at the point where membership in this organization could be construed as tacit support by my own government for threats of the broadest (http://forums.jolt.co.uk/showpost.php?p=14620716&postcount=30) and most graphic (http://forums.jolt.co.uk/showpost.php?p=14621337&postcount=36) nature levied by the General Secretariat of this very Confederacy against our Delian League allies in the Greater Economic Union of New Manth. We cannot so blithely tolerate such threats against one of our allies’ by another for such reasons as exist in that case, especially not when the situation may yet worsen somehow on either end of that affair or in some new one as yet unforeseen to us. In that event, the Revolutionary Commonwealth would be placed in the ostensible and unenviable position of being obligated to the defense of a nation considered by practically every single one of our other, and equally-esteemed, allies to have been and likely remain the de facto puppet state of a notorious (supposedly-) former criminal organization whatever the surmised state of Blackhelmian sovereignty de jure relative to the interests of Griffincrest Oil; such conflicts-of-interest are neither tolerable nor alas uncommon to the history of our membership in this Confederacy even though our desire to remain charitable made us desire to attempt to bear the unbearable in prior instances for some years, as well as compels yet that we keep our disclosures to the matter at hand now.

More to that point and worse the Confederate forces, perhaps with the otherwise-noble intention of sparing us all a ruinous war against the Imperium Doomanum and its’ SICON bloc of the usual-suspects in terms of those states reliably supportive of the Doomish agenda, have apparently undertaken (http://forums.jolt.co.uk/showpost.php?p=14668932&postcount=24) what can only be described as a coup-d’état within ViZion’s capital of Vitalitá against the government of President Horris Mises scarce days ago. Thus by consequence of this action (whatever its' intent) are two circles in the political history of our nation and this alliance brought to closure; however, I shall only mention one for the sake of politeness to all involved. As I opened, though ideally compatible with Allanean interests our nation’s remain its’ own nonetheless; and this action both drives that divergence into stark relief and equally raises the specter of a threat intolerable to us or any other nation no matter how closely allied they are to another. Who is to say we might not suffer the fate of ViZion; that Tailville DR’s streets might not be host to garish scenes like those playing out right now on our various news feeds, Confederate tanks shooting upon the Palace of the Revolution whilst battalions of Confederate Infantry stormed the People’s Halls, slaughtering congressmen and magistrates and my own direct employees in the executive alike before proceeding to do yet worse perhaps, should we suddenly be deemed to have conducted our affairs of State sufficiently carelessly with regard to the Confederate interest? Furthermore and above all who is to judge what standard of carelessness would be not only necessary but "sufficient" to occasion further such contingencies, on the part of any member? His Excellency’s actions had their likely intentions yes, but this method chosen was alas grossly inappropriate by comparison to them in all but perhaps the desperation of the whole affair of which we are neither ignorant nor entirely unsympathetic; even as that case may have been our Congress has acted upon its’ conscience within its' constitutional purview and I moreover remain in general agreement with their decision to annul our CSS membership indeed, if something of this sort is what we invite even the remote possibility of by remaining in its’ ranks. Confederate action recently has said it all and we will neither hear nor bear further; we will not mortgage any part of our security to a broker of such disparate and conflicted interests as President Kazansky seems to maintain any longer for any reason, whatever fair state of relations with the United States of Allanea under his administration we should desire and His Excellency deem appropriate in spite of this sad necessity of our own.

With that, I must bid this alliance a disappointed farewell on behalf of our people. We are grateful for the Allaneans’ aid given us when it was, and hope you all remain well however you choose to deal with this most rash and alarming act by the Secretariat in all of our names. I trust you will decide as is best, and as you are able; we wish no further tragedies for others any more than for ourselves.

1) Oh we are aware, surely, and improvements have been made no doubt. But they are insufficient in our views of the situation, particularly with regard to word from our other allies in the League that the Grifincrest cessation of proxy warfare may not have ceased. And as can be surmised, we treat the issued statements of everyone involved with the fullest faith and credit: the Confederacy's and the Manthians', both. In private communications with the El-Baradei Government we did try to inform them of the changes made in Blackhelmian policy and the ostensible status of the Griffincrest corporation; but as the discusssions proceeded the perceptible gap between what might satisfy the United States' sense of the matter and what might satisfy those of others of equal standing with our nation, or even what might satisfy our own nation itself more fairly, grew sufficiently grave to raise the appropriate doubts and shake us out of our previously indifferent approach to the matter.

2) If delivered in the language of a threat, the phrase can be one yes. We do not doubt the sincerity of the deterrent intent, but simply the garish language involved and particularly the implications of a possible invasion into Novan territories which would stand contrary to de-facto effective defensive protocols (http://z11.invisionfree.com/Free_World_Alliance/index.php?showtopic=215) regulating outside military presence within Nova. We endorsed these protocols, with a fair respect to the Confederate facilities currently present in our land since we have successfully argued exceptions to the ostensibly-strict wording for the Fegosian Union's own similar training regimen against some fair opposition from Weccanfield regarding a minor regional dispute's diplomatic ramifications in the protocols' drafting. Hence we cannot countenance violation of this rough accord, which the deteriorating state of Allanean/Manthian relations presents a fair likelihood of, and the conflict of interest implied. With that in mind we offer to purchase back these training facilities fairly from the Secretariat and CJAF, at their proper market value; not the least to recompense for the relocation of assets and those servicemen presently there who may wish to continue their training for the CJAF elsewhere more appropriate, rather than be released from service which choice we ask that their respective Allanean superiors allow of them. Until the purchase is complete our government can assure that Confederate property will be respected in accordance with our laws as they'd exist within or without the CSS.

3) The Confederate Bank may continue to operate in the foreseeable future, as other Allanean or Confederate legitimate businesses may according to the local market's ability to support, and the Confederate Frank will remain a form of legal tender in the Commonwealth. If anything, post-withdrawal The Bank will find a truly liberalized environment in which to operate at its' best potential, since as of yet the Congress is considerng bills to open the currency regime fully to include several Delian League currencies as well; notably including the Damiran Aureus which is the most commonly-converted currency at present in our nation given the payment policies of most Damiran businesses to work in their own money as much as possible, but not limited to Aurei surely since there is room in our market for many more indeed if the customers feel a currency best serves their needs.

As said, we desire what good relations with the United States remain possible after this necessary step. Our embassy in Liberty City will remain, and Lady Uralia Tíliel nós Kharlir may continue in the capacity of ambassador there in addition to her other private activities. But this necessary step, with the aid of our friends regionally and globally, must still be taken; with that in mind we thank the Secretariat again for its' concern.

If that dispute were the sole reason for our departure, you would be correct; and I believe we can at least attempt to convince the Manthian government to consider discussions over the matter with greater probability of the effort bearing fruit than other parties friendly to them would have. But as is your government presents us a false dichotomy the way this otherwise-sensible request is formulated in your indeed-brief response, because as we outlined the Manthian issue is not in fact the only or even most-pressing reason underlying the National Peoples' Congress' decision; that not only necessary but in fact sufficient reason being, again and for the record, the recent events in ViZion.

Can you, President Kazansky, honestly conceive of any parliament in the Free World accepting the actions we cited being taken by a commonwealth-head nation against the government of another member in the same commonwealth the three parties shared? I doubt it; so brazen and unusual an action whether or not justifiable in theory, in fact shall in any case inspire ineradicable doubts as to precisely how safe any other member of an alliance exhibiting such internal behavior were in the long term. Such doubts would naturally and inevitably compel certain within that commonwealth, discharging their responsibility to their own nation's security as would properly be first and foremost, to at least reconsider their actual degree of interest in remaining a member thereof; and as we both know President Kazansky doubt is a contagious thing indeed, hard to dissuade, both among parliamentarians or simple citizens. That very sort of doubt is at the heart of this matter; as you said to the King of Unkerlantum we are free to leave at any time (http://forums2.jolt.co.uk/showpost.php?p=14664131&postcount=14), correct? If so then the erosion of confidence in this Confederacy that the events in ViZion have brought to its' nadir, albeit-unintended by the Secretariat surely given the pressures of the moment the relevant decisions were made by it, would logically count as a necessary and sufficient reason by far for our Government to do as it desires and (moreover) has; and thusly we can both do the proper thing in the first regard and annul our membership all the same without contradiction.

It also bears reminding that the relevant Act was passed by a veto-proof majority and I daresay, even if I were somehow interested in trying to block it, the effort would merely fetch it all the more votes to override me for the sake of Congress showing off as all legislatures are frequently wont. Thus I seek not to waste either of our precious time in such an assuredly futile and mutually-irritating gesture as a veto attempt on my part would represent once it was defeated and the bill tossed back to my desk for a compulsory signature, nor to reduce a simple decision by one sovereign nation affecting their relations to another down to the level of a partisan football for demagogues to grandstand upon to who knows what ends beyond the matter.
