Korintar's Director for International Affairs, Zakir Sezadu, met with the Minister of Defense for Rukmenistan, Erik Strong, last week to discuss the deteriorating circumstances between the two nations.
"You could cut the tension with a knife- it was that thick", said Director Sezadu, "My presence was obviously not welcome."
Strong and Sezadu met at the Directory Hall to discuss, among other things, the junta's human rights record, which according to recent WA statistics, were less than stellar. "As things currently stand, I will talk to Director Mylxnori about requesting a declaration of war" stated Sezadu.

(ooc: btw, FDK uses a metric system, a thirteen month calendar, and defines a day as a length of 23 hrs. 56min. and divide the IRL # of seconds by 100,000 to get the Korintari second, our base unit of time)

BREAKING NEWS: This just in. As the people of Korintar were getting ready for New Year's celebrations, a terrorist blasted the embassy floor of tower 6 in the capital city of Atenou. Evidence shows that the terrorist has ties to the now defunct SCAR as eyewitnesses heard her say "Vive Nikitin! Vive la revolucion de socialismo! Vive SCAR!" before detonating her bomb vest, killing herself instantly. Further details have not been released at this time.

"THIS IS AN OUTRAGE!!!" screamed Assemblywoman Shakira Morehouse. "We all know who did this, who is protecting Nikitin...Rukmenistan! We must attack at once!" she declared. With that Korintar is now at war with Rukmenistan.

Wars are nasty things, as such, Korintar's traditional rules of engagement always allows for surrender before the actual hostilities proceed. Think about it, for Korintar is a proud and powerful nation, and as we are proud of our democracy and space based arsenal, as well as the principle of mercy, we do not want to be guilty of genocide by wiping such a young state off the face of earth. "It's as we expected, Commander," sighed the beleaguered Defense Minister. "This...Korintar has taken umbrage to the religion issue."

Many miles away, Commander Cowell spat out an unpleasantly-cooked piece of pork and grimaced. Through the magic of the internet, he was able to communicate with all the ministers important in the matter from his bed via a webcam and three monitors. "Millions of people die every day because of pointless wars and we get these idiots rattling their saber at us about whether a big man in the sky exists."

"It's pathetic!" shouted the Minister of Finance. "These thugs wish us to kowtow to their whims? I'd rather die!" It was a bold speech, albeit one rather undermined by the horrible connection raising the pitch of his voice an octave. Erik Strong reflected that it made the Minister sound not unlike he'd been huffing helium for most of the day.

Ploughing on, he continued "Regardless, they seem to have an irrational fascination with our human rights record, and I'm not sure that the concept of sovereignty actually means a thing to these people. Minister Sumner?"

Looking up from his game of patience in the Ministry of Defense, Chase Sumner felt a little surprised his presence was finally being acknowledged. "What?"

"I believe it would be in our better interests to reopen the diplomatic channels with the rest of the region."

Shocker, thought the Minister of Defense to himself as he prepared an official e-mail for the Unified Capitalizt States. "Commerce Heights would the sensible one. Their citizens have less political freedom than ours."

"See if you can set up a state visit or whatever the bloody name is," shouted the Commander as the butler Wilson served up his third course of the night. "Their cuisine is delicious."

"Actually, Minister," began the Minister for Finance before he was interrupted by Strong. "The better idea would be Hockey Canada. The last time I checked, they'd outlawed religion as well and had the military to support it. How big is Korintar?"

"1.9 billion population, absolutely bugger-all economy to speak of," shouted the Minister for Finance, eager to actually contribute. "A hundred percent tax rate, for that matter."

"Anyway, to get back to the point - Commander, I think there is a genuine danger that they will declare war on us over the religion issue. It would be in our best interests to vastly increase the level of troops on the Wall."

"Sumner, you listening?" bellowed the Commander for no adequate reason. "More troops on the Wall, make that your top priority. I want triple the heavy weapon teams and you have permission to mobilise the First-And-Only." There was an awkward pause, as none of the ministers were quite sure if that was intended as the end of the discussion - that question was neatly answered by the shout of "What are you waiting for?!" and the link to the Barracks cut off.

This time around, Rukmenistan is going to be future tech...just based off the Imperial Guard (http://en.wikipedia.org/wiki/Imperial_Guard_(Warhammer_40,000)). I'm a 40K player, what can I say? The upshot is that the Rukmenistani military is made of fairly normal humans for whom the lowliest weapon is a laser rifle capable of shearing limbs from bodies with little effort...and those are derided for being little more than laser sights.]]

Fellow nations, it saddens me to write the following words, but it appears I have no choice in the matter. The nation of Rukmenistan needs your help.

The "Free Democracy" of Korintar has recently taken an interest in my nation, claiming that our recent human rights record is "borderline evil" and stating that the diplomat who was originally engaged in dialogue with my Minister of Defense, Lieutenant-General Erik Strong, would actively be requesting a declaration of war upon us.

Two days ago, a terrorist with ties to a "SCAR Organisation" and a "Nikitin" bombed an embassy in Korintar. The reason those two are enclosed in speech marks are because I, nor any of my staff, have even heard of a SCAR Organisation or the Nikitin the terrorist claimed to be affiliated with. Nonetheless, the Free Democracy of Korintar has decided that this is an adequate reason to declare war upon us.

Yesterday, my Minister of Defense received a telegram from a Comrade Mylxnori that stated that Korintar wished for my nation to surrender unconditionally, that they were willing to use their space-based arsenal to commit acts of genocide and that we had ten days to make a decision. I made the following response to them in the early morning today:

"Dear Comrade Mylxnori,

You may have forgotten about it in the furore surrounding the terrorist attack on your capital city, but the concept of sovereignty still exists. Regardless of your personal feeling about religion and our attitude towards it, you have no right to invade our borders nor to threaten us with "genocide". As such, I must politely decline your offer to surrender and will be interested in knowing how you, a nation of almost two billion with a fully operational space program, rationalise the orbital bombing of a nation-state numbering no more than eight million to the rest of the world.

This brings me back to my original point. Nations of the world, Rukmenistan needs your help. We are being bullied and terrorised by a so-called "Free Democracy" who are threatening to destroy our entire nation wholesale; we do not even have an operational space programme yet, far less one capable of fighting Korintar. As such, we turn to the world to aid us.

First, I don't want anyone to take this the wrong way but seriously Korintar, you're going to blast another nation apart and commit genocide with a... hold on while I get the Defence Budget...Ohh, this is bad... ok, lets say its rounded but that won't help him. Korintar has a defence budget of... $12.8bn... oh seriously? I'm doing this but seriously Korintar, you need to pay your men, the military is a number of percentage of your population, then you need to add equipment of all kind. Hmm... and you claim to have a orbital system. Guess what? You can't afford it. Even if Law and Order and Defence was rolled into one, you still couldn't afford it. let me show you some results.

Let's say you have 1% of your population in the military:

18,860,000 in the military

Its Defence Budget over Personal which equals to $678.46... can't be accepted.

Let's go 0.25% of your population in the military:

4,715,000 in the military

Its Defence Budget over Personal which equals to $2,713.84... can't be accepted unless proven.

Ok, let's go 0.01% of your population in your military

188,600 in the military

Its Defence Budget over Personal which equals to $67,846.14...I'm going to be nice this time.

Average pay packet is going to be $50,000. That leaves $17,846.14 to spend on equipment and other things. So, 188,600 x $17,846.14 comes to $3,365,782,004.

To be honest, you can't support your military with a orbital system.

Advice to Rukmenistan: This nation can't support its military or orbital system thus, he can blast you to nothing or extinct you. Just because he has a high population doesn't mean they can live up to what they say.

Advice to Korintar: Your invading another nation simply because its protecting another nation, that is utterly stupid and it doesn't have a strong IC reason. More advice is to improve your economy so you can produce an orbital program and support your military. Also, why aren't you invading the homeland that the bomber came from?

The Rukmens are preparing for war. We must brace ourselves for attack, so my generals have drafted a plan for the crisis. We are temporarily suspending all non-military expenditures to build up the war effort. To increase efficiency I propose we quit the pareconist system we hold dear and switch back to a communist state for the duration of the war. And Comrade Strong, we will not necessarily invade your country, but if you insist on challenging us to a fight... your life will be a living hell! (applause and cheering)

Good afternoon, the situation in Rukmenistan is dire indeed. A military junta has overthrown the legitimate government of our Republic. On behalf of the 750,000 refugees who have fled to Korintar and her allied states, I implore you to search your hearts and take the necessary actions. I propose you just pass trade sanctions against this small state; the junta would quickly succumb to the economic pressures as its corporate allies would rebell. Trust me, the people would be quick to rebell as well, inspired by their corporate lords to take action. Maybe then the republic will be restored and those terrorists that attacked you will be brought to justice.
(Senate referrs a bill concerning trade to the economic councils for vote, and it passes. Military is preparing for war, while negotiations continue.)

Declaration of war does not mean we will attack... surrender is only a technical term for us during this time, we enter into negotiations, and sometimes it means Korintar has to issue a public apology for its bellicose behavior

Secondly our intelligence angencies have determined that the woman was Rukmen as we traced her movements on our surveillance. We discovered she was staying in a small efficiency for the past five months plotting the attack. It was from her roomate that we determined her ethnicity- that is what was not revealed.

Watching the broadcast from the Korintar Senate for the hundredth, the Commander couldn't help but seethe with cold fury. It wasn't immediately obvious, he looked like that most of the time he was awake, but the details gave him away - the hands clutching the sheets, the resolutely solid jaw and the eyes...the eyes burning. Without looking away from the raucous reception given to the Rukmenistani citizen, he murmured "Wilson. Find out who this Jack Orwell is and have him killed."

"It has already been done, sir," replied the manservant, handing over a slim file. "The first part, at least - Jack Orwell is not a Rukmenistani citizen." Straightening the lapels of his suit and smiling gently, he continued, "Nobody by the name of Orwell has ever lived in these borders.

"What? You mean..."

Wilson nodded. "Jack Orwell is, most likely, a Korintar actor given little more than a script to recite." Licking his lips a little nervously, the butler adjusted his necktie before moving on. "It is not all good news, I'm afraid. The female terrorist who bombed the Korintar embassy block genuinely was a citizen, that's in the file as well. She was a Jessica Hale, high school graduate, arrested twice for minor acts of politically-induced vandalism, served four years in prison as a result. Exactly why she chose to blow herself to tiny pieces is something only she would have known."

"So now what?"

"Well, the Korintar government has sent a message to the Minister of Defense effectively disavowing what their Mylxnori said. They are now alleging that surrender means negotiations, if you can believe that." The snort of laughter was the indicator that no, the Commander didn't. "Whenever you're ready, a Comrade Sezadu has requested a meeting with you."

"Hah, fuck him," was the traditionally crude response. "He can sweat for a couple of days, I want to see what the rest of the world has to say first. Now, please inform Chef that I'd like some lunch...I think roast duck today."

You can't be serious? You cannot ignore your budget, its immoral and stupid. Oh yeah, you have Info Tech as your massive industry, well guess what? It does give its fair share to your economy. So really, there's no way you can bail out of it. That's just how NS is structured.

OOC: You don't respond to an OOC with an IC because there was no IC report sent to you from Lynion. So...that's basically does a few things.

1) You've threaten Lynion with a telegram that they never sent which causes suspecion with your nation.

2) Don't respond to an OOC with an IC but with a OOC.

3) I've got an orbital program that actually works so don't think you're the only one.

4) You claim just to have a space program? It'll be poorly equipped dude! But, it makes your ground opened to war without resistance from you.

OOC: sorry, first time... I'm learning the ropes and do not know all the details of the etiquette, thanks for reprimanding me and bringing this to my attention. I will not make the same mistake twice, I promise.

IC: Senior Director Zakir Sezadu: I wish to declare that Director Sabadin Mylxnori has been recalled from office and stripped of his rank as a Sr. Gen. Furthermore he has been dishonorably discharged from the armed services for his recent incendiary conduct. By order of the military courts, he, with the permission of Defense Minister Strong and Commander Cowell, will be tried in a Rukmen court, under Rukmen law, for terrorism charges, as it has been recently discovered that the attack was an inside job- Mylxnori provided Ms. Hale a way into the country and procured weapons and explosives for her. As such Sabadin Mylxnori has been sentenced to death by nitrogen asphyxiation, but only after the any necessary proceedings have taken place in Rukmenistan.

La Gente, we welcome the infusion of monies from your government to help develop our military infrastructure. Is this a sign that, if worst comes to worst in this conflict, you will come to our aid? If so, you have my word that the Korintari people, when I refer this measure, will approve of it unanimously. Maybe our militias could get FAR better weapons and we could raise a larger army.

It is a sad thing that our comrade betrayed us, he was the best soldier in the country. He was a black belt in karate, t'baruq (a local, brutal fighting style that includes intensive training in turning common household items into lethal weapons), and judo. He was eight time USSK Superheavyweight Champion on the wrestling circuit (every pro match is a shoot in Korintar- skill alone), twelve time Armed Forces Titanweight Kickboxing champion, and four time MMA Allclass Champion.

Beyond that he REALLY knew how to stretch a dinaros and still provide the military with quality goods. He could work magic on the books like you wouldn't believe- no K2500D hammers when K23D would work just as good. These savings, oh the wonders of line item veto, were passed on to the troops so they were equipped for defense, but not necessarily offence.

"I think they're almost ceding, sir." Wilson had seen rather a lot in his time as the Commander's manservant, from the grotesque to the laughable, but this was something else altogether; in the space of a few days, Korintar had gone from threats of genocide and the mass extermination of the Rukmenistani people to...apologies for their conduct. It was little short of utterly baffling, and the Commander felt the same way.

"What the bloody hell kind of world scene did we get into?"

"There's more, sir. The Korintar government has announced that Mylxnori facilitated the terrorist strike and are handing him over to us for a trial. They want to have him executed by, I believe it is nitrogen inhalement, but only after he has been found guilty in our courts."

There came a pause. It wasn't borne out of awkwardness or intent, neither man really knew how to react. Looking back to the file simply so he had something else to do, Wilson alighted upon a point that was of genuine interest. "There are two other things to consider. For reasons completely unknown, a nation named "Gente Del Agua" has involved themselves in this dispute - they have pledged in excess of a trillion dollars to the Korintar defense budget."

"I've never heard of Gente Del Agua."

"Neither have I, sir, nor have I heard of the Vamperial Kingdom of Lynion. They have contacted us and promised that, if this situation escalates to war, they will aid us by attacking the Korintar space program on our behalf."

The Commander exhaled heavily. "I think...I think it's time to meet with their leader."

Wilson nodded. "Very good, sir. Shall I instruct Mr. Sumner to prepare for the journey?"

"Are you mad, Wilson? He's not going anywhere, they will come to us when they deliver that rat fuck Mylxnori. Tell Sumner to expect them soon."

"Yes, sir."

You will forgive the terse nature of this message, as I find it rather difficult to be cordial to the leader of a nation that, not one week ago, was threatening to wipe our nation from the face of the planet.

Greetings Comrade Sumner,
Please do call me Zak, that is what my friends call me. We have done further investigations- Jack Orwell is certainly an actor, and an excellent one at that. He is obviously not one of us though, for he is not in our DNA database. His ethnicity could not be determined but it appears that he is Rukmenistani on his maternal grandfather's side of the family- the rest is mixed and impossible to determine. We have also found that Orwell is a pseudonym and he is a member of the Fascist Resistance Caucus (CFR), a rebel party in Korintar, which has tried to destroy our pareconist democracy for a while now. We will arrive in a couple of days, Mylxnori will be sedated when we bring him to you as he violently resisted arrest and twenty special ops will have enough trouble with him stoned, let alone concious. We recommend, as he would soon regain conciousness after we hand him into your custody, that you bring 50 of your best soldiers, battle ready, to take him into custody. He has become an extremely violent individual since his arrest and I fear even with the strongest sedatives he may pose a grave danger to your men. Thank you for your cooperation.

La Gente will be sending a shipment of eighty million G-36, two hundred thousand Merkeva VI (like the Merkeva IV, except with a 120mm ETC cannon, and additional CIWS, all crew survival counter measures have also been slightly amplified.), a hundred thousand Puma IFVs and two thousand MiG-35s. These will all be shipped as soon as this message is sent, the 45th IG Division, the 66th IG Division, the 17th FAdG Wing, and the 88th FAdG Wing well be transfered over to your nation and begin setting up their bases near the border to Rukmenistan.

Senior Director Sezadu looks at his files and delights in Gente Del Agua's willingness to help, however he can't help but feel a twinge of worry about what Director Mylxnori might plan next. Then he looks up from his files to see a news report. Sabadin Mylxnori has returned to Atenou, with an army of 975000 soldiers armed to the teeth. "Holy hell! What the f--- is going on here? Sabadin's back- with soldiers!?!" exclaimed Zakir. After he watched more of the news, he grew more worried, "Who is Anton Tzepit, and why has his treasonous resolution passed the Senate?" Then all of a sudden Mylxnori appeared on the balcony and lept down onto the Senate floor, "May the author of this marvelous Tzepitian resolution step forward, my friend Anton!" The mixed reaction gave away not everyone supported this resolution, in fact most were coerced by the presence of this well armed fighting force. "First Korintar, then Rukmenistan, and then the World!!" screamed Anton in demonic glee.

[[OK OK. I know I said I was a post-modern tech nation in the telegrams, but I was a PMT nation before and it wasn't that much fun. This time around, Rukmenistan is going to be future tech...just based off the Imperial Guard. I'm a 40K player, what can I say? The upshot is that the Rukmenistani military is made of fairly normal humans for whom the lowliest weapon is a laser rifle capable of shearing limbs from bodies with little effort...and those are derided for being little more than laser sights.]]

Hearing the responses of the international community after dinner left Korintari Senior Director Sezadu confused. He paced around in his 145th floor apartment wondering what to do. "Just curious, how did Mylxnori get all those soldiers?" he asked T'blis Oltavi, the new Security Director. Security Director Oltavi:

"I have a theory. Five years ago Sabadin bought up, using government funds, 890 square miles of land on the Rukmen-Korintari border. I suspect he was using the territory to build training camps for a rebel army. He gained foreign support from many crypto-fascist organizations world wide which provided him with weapons, money, and labor to construct the facilities. He labeled them as black projects to deflect inquiries as to the use of the territory on the grounds of national security, now remember this was before the current Rukmen government came to power, so the current administration had nothing to do with this."

White-knuckled and fists clenched with a blood crimson face Zakir Sezadu growled: You... you mean...(gulp)...you mean to tell...me...that...that SON OF A B---- WAS
PLANNING...THIS...AHLLLL...AAALLLLONNNG!?!?!

"I hate to be the bringer of ill news, however comrade that is the only reason that makes sense. Some of the soldiers are DEFINITELY Korintari, some are Rukmen, and a few seem to be from various Axis of Evil states, at any rate all of them were petty criminals and vandals, the scum of the societies from whence they came. They were not welcome in their homelands but Mylxnori made them feel welcome. One immigrant must have been Orwell and another must have been Hale from my investigations."

"So how do we stop this? Ask Rukmenistan if they would be interested in creating a joint force eliminate these subversives...I do not think so we have put them through enough trouble! Call up the militias and army, we are taking these guys out once and for all!"

Clearly irritated, Oltavi declared, "They are too strong sir, however maybe, since Gente left some of their arsenal behind... we could probably string something together. First we will need to bring down our orbital weapons system in as few of pieces possible and the Korintari engineers can work from there."

A rather relieved look appeared on Sezadu's face: Hail the Rukmenistani government, I think we have a plan to bring that bastard to justice! We need to put in place better enforcement for government transparency laws and need to investigate people's loyalties more when picking government officials to head various departments and angencies.

Korintar sends greetings to Rukmenistan. We recognize that relations have been frosty in the past couple monthes and it has been the fault of neither. Somehow a subversive infiltrated the highest ranks of our military. We have found out that the person we thought was Jack Orwell was actually another actor posing in Orwell's place- this one was Korintari though- Nigolo Martyo a two cent theater actor. In fact we have determined that Orwell and Tzepitin are the same man- Bartholomew Maclean, a man of a thousand faces, wanted for armed robbery, extortion, bribery, impersonating a police officer, attempted murder, and embezzlement. Our soldiers captured him last night in a hotel. He was counting money, in large denominations, giving it to three registered prostitutes who were sitting on his bed. After three hours of interrogation, he confessed fully to all his crimes.

He also revealed that we need your help to bring Mylxnori to justice. If you could send 145000 soldiers to the border and we send 872000 soldiers we can wipe out his facilities. With the full cooperation of our two nations' police forces we can then stake out his hide outs through out the capital, since according to intelligence reports, he is still in the capital. To keep him there, we should enter into his territory unannounced and take NO prisoners- kill every last single individual there. Any instances where one of your soldiers wounds one of ours shall be considered friendly fire. Our respective medias should be forbidden to know anything of this... if Mylxnori wants to work in darkness and live in the moral gray areas, so can we... just this once. After six weeks Mylxnori will be in your custody and, hopefully, after a couple months he will be executed by nitrogen asphyxiation.

(ooc: are you using the dates mentioned in the news reports or IRL times, very important? because the news reports give info about the time elapsed- which is about a couple of months.)

OOC: his escape is easy to explain... note the post at the bottom of the first page, almost everything should kinda make sense then... I think?
