NCCN International Report


Greetings great nations of the world, we come to you seeking international aide for these troubling times. The prosperity that Natzailey has seen in its regions have shown great promise, and the people live lives that some may even envy. It has been five years since the war ended, and 105 years since the civil war began. Through great social sacrifices, we can proudly state that our nation can stand proudly with the rest of the world.

Our successes range from mass employment, environmental restoration, creation of a defense, law enforcement, and many others. Sadly though, there are some people within our borders, mainly the remnants from one of the most prominent gangs in Natzailey whom are threatened by our success.

This gang once had the following of nearly two hundred million, but we have cut them down to a few million with our employment programs. Sadly though, this gang wishes to undo all of our reforms, and we are at a loss as to what we can do. Natzailey has been capable of building WMDs for over 65 years now, and about 35 years ago we ceased their construction as some were falling out of the system.

There are 29 unaccounted nuclear weapons in Natzailey, and we have confirmed that 24 of them are in the hands of this gang.

The most we have resorted to combat this gang, and all gangs in Natzailey is adopting a zero tolerance policy, and shooting any individual whom affiliates themself with the gang. This method was effective for a while before they fell under the radar, and can be identified as no different from citizens and gang member.

The name of this powerful gang is the Natzailey Dragon Bloods, which makes the bulk of its money and power off of flesh, blood, and steel.

We request military and law enforcement aide in reacquiring all nuclear weapons in question.

Your respective payments will be 3 Billion NC ($200M NSD) and if so desired, whatever nuclear weapons that are recovered will be given to you as well.

Our primary goal is to remove these nuclear weapons from our borders or cross them off of our list of unaccounted nuclear weapons.

Natzailey Dragon Bloods

It shows a person wearing a black headband with writing on across the top, written in Natzailey's native tongue, probably speaking at a rally of some sort. There is no sound in this recording. The people motion as in cheering in accordance with every statement he makes.

The video continues for roughly another few minutes, before most of the image is darkened out, and a few spots are highlighted. Men wearing the loose Natzailey Infantry uniform make their ways to the outskirts of the crowds. Another one standing above all of the crowd, taking aim at the speaker.

Several more soldiers enter the scene, and the camera switches to outside the building. Tanks, jeeps, infantry, and snipers ready to shoot to kill.

The image changes back inside, and the carnage begins.

The rally speaker is quickly shot down with five very precise shots, he is most likely dead. The crowd starts trying to scamper out, but the few soldiers in there began opening fire into the crowds of people. It is a blood bath and a massacre.

The video changes to outside where people stop running and start getting rounded up. A few minutes pass before all the people are rounded up, and put back into the building, and the soldiers inside leave.

Some engineers begin working the building, and a time lapse begins to play. After a few hours, the building is rigged to collapse on itself, with the people still inside of it. The base of the building is blown, and the building collapses inward on to them all.

Another camera view changes to a people searching the rubble. A few people were found to be alive, but only to be lined up against another wall. After a few hours, it is found that they were all given a single smoke.

After the smoke was finished... each person was shot. Eight men, three women, five children.

The image changes to a black screen and white words scrolling up:

"This is what dissenters from the NCCN get,
this is why we fear the NCCN,
How can one live with the NCCN doing this,
Who are you to call us terrorists?
When our forefathers laid their lives on the line,
this is not the destiny they desired for their children,
we inherit the failure of freedom,
and the perversion of life.
We, the citizens of Natzailey, are merely slaves.
When you support the NCCN, and brand us as terrorists, you stand against democracy, freedom, and true sovereignty."

The video ends with the image of the entire Natzailey army fighting through some torn streets, and a few tanks rolling on by blasting apart any building that stands in their way. Blood red words appear on the screen, and asks, "The domino effect is now on the way... stop the NCCN... before they consume you along with their neighbors."

The news report was intercepted by SRPA analyists durign a sweep of the world news. Within minutes, a message had been relayed to the destroyer SRS Omega Dawn to dispatch a team to Natzailey to secure the remaining five nuclear weapons, getting them out of the nation and away from the terrorists. Since they were operating in another nation, there would be no contact with either the Ustian Government or the Natzailey Government. The Kingfisher touched down on a deserted area of coastline, disgorging several soldiers dressed in black protective suits, full-face masks and helmets. They secured a perimeter, then moved out.

OOC: Okay, I don't want payment for this, but I won't be in contact with anyone either. SRPA protect Ustio from threats, such as terrorists with nukes, but aren't part of the government - they don't have anything to do with anyone. Any nukes they secure will be returned to a research facility in Ustio and will be stored so no-one can missuse them.

The Armed Forces of Sultenia

Unaccounted and uncontrolled nuclear weapons in the hands of groups intended to use them for threats and acts terrorism is unacceptable and a threat to the worlds state of security and order.

The goverment of Sultenia has in response to this threat put the 4th, 8th and 22nd mechanized regiments on full alert along with the support of the 2nd armoured detachment, the recon battalion and the Air Force of Sultenia.

We ask Natzailey to aid us in finding these weapons of mass destruction and put the criminals to trial.

With the president on his annual vacation, it was down to the Vice-President to deal with the situation. He watched the video, and read the report, he had a couple of questions to ask.

The situation in your nation is very dire, and we wish for none of this WMDs to be used on anybody, but before we commit ourselves in aiding you, I have a few questions to ask.
Firstly, how can your military and government be so slack and foolish in letting no less then 29 WMDs go missing? Secondly, can you please explain the silent video shown, and why your military is using such torturous methods on this people? and Thirdly, can you tell us more about the Natzailey Dragon Bloods, what they stand for, their structure, their military capabilities etc.
I hope you reply swiftly, so we can decide on what action needs to be taken.

NCCN Official Communique

As to the status of Natzailey, we will make these several statements clear:

We have a extensive military, which is properly armed to handle most situations once proper intelligence is applied. The issue at hand is that we lack the proper means of gathering and applying intelligence.

As to why 29 nuclear weapons are unaccounted for is that Natzailey has experienced massive transformations and the Military was reestablished. Before hand, all Nuclear Weapons were privately and secretly owned, but the massive gangs in Natzailey performed hundreds of raids to obtain them. In those raids, only a few were successful in stealing nuclear weapons. There used to be 30 unaccounted for, but one was used to eliminate external threats to the sovereignty of Natzailey. As beneficial as this was for eliminating the enemy, it caused mass devastation. We wish to prevent this great devastation, which is capable of taking millions upon millions of lives.

Natzailey is an extremely Pro-Capitalist and Pro-Free Market, and avidly Anti-Communist and Anti-Social Control. The Natzailey Dragon Bloods is a Pro-Socialist group that behaves in extremely violent patterns.

As to the treatment of our citizens, they have violated their contracts in affiliating themselves with these gangs, and forfeit all rights as to do so. We will forward all contracts of all casualties of their sins. The video was silent as it could more easily bypass our security networks, which we will be addressing quickly. We will assure the location where it was sent from was raided and all personnel were eliminated.

The Natzailey Government will gladly aide any group, intelligence and military personnel that wishes to ensure foreign and domestic security. We also would like to note that all those that aides Natzailey risk Natzailey gang activity to move into your respective nations.

The Arkadica Security Inc. in conjunction with Arcindis Arms, Corehall-Lancer, and Hollern Auto plan to aid Natzailey as long as such a loan is repaid. Arkadica Security is prepared to offer coverage for Natzailey's citizens and create a long-term security contract.

Arkadica Security does not seek any special interests, but looks out for the best interests of the nation they offer their services to. Though, Ascelonia does seek trade concessions and privileges for Ascelonian expatriates.

We are staunchly anti-socialist and seek the systematic extermination of such dangerous criminals. We formally request that your leadership declares a state of emergency and that there be more freedom for us to operate in such a situation.

The parliamentary majority today voted that in response to the increasing threat of acts of terrorism from the group "Natzailey Dragon Bloods", The Emirate of Sultenia is currently under martial law.
*Footage shows soldiers stopping and serching veichles on city roads.*
*More footage showing soldiers talking with citzens, smiles are exchanged.*

Several groups in Sultenia wanted on charges for national treason.
*Footage shows uniformed policemen dragging resisting civilians to nerby vans, some are thrown to the ground and whacked with expandable batons.*

Camera shows a plain man in glasses and standard suit.

"Goodevening, we apologize for the interruption of regular programming as we bring you this special report."
*Footage showing the Sultenian parliment press room, the primeminister Vogel Ravenholdt stands by a podium in front of press cameras and several microphones.*

"People of Sultenia, to ensure strength and security for both our nation and our people in this time of crisis, the democratic goverment of Sultenia by power of the parliment majority today issue martial law for a temporary mandate of no more than one year without exceptions. All security and justice related departments of Sultenia will abide by the military standards and the goverment directly, all who questions this ruling will be detained. Further information will be given to the public tomorrow, you are welcome back then." The PM leaves with a rain of chatter and questions bombarding him.

*Back to the studio*

"Also we have been asked to inform the public watching that a mandatory draft order may come to certain groups of the public, this information comes from The Armed Forces of Sultenia."
*The announcer flips through some papers.*

"Several groups today have been outlawed for collaboration with foreign threats, connections to "Natzailey Dragon Bloods" have been found in several opposition parties and groups within Sultenia. People associating with these groups will be charged for national treason and face a closed court. Four individuals have been arrested, court hearings will begin tomorrow.
We will bring you more updates as this situation unfolds, a more detailed report will be shown tomorrow as we are still getting information, good night."

Sadly, Natzailey lives on the verge of Anarchy on a daily basis, and the only thing to make us legitimately a Government is a citizens employment in a Corporation within Natzailey. We cannot issue a state of emergency for 140 Million citizens, but we can get the other 1.56 Billion to be in doors during night time hours.

We will provide your nations and your respective corporations great pay offs for your cooperation. We pray that the NDB (Natzailey Dragon Bloods) have not already infilitrated your respective nations.

The territories of Natzailey may have recovered greatly, and the living standard may have increased drastically, but there are still places within Natzailey which have yet to reap the benefit.

The small, run-down town of Koinin is a perfect example, and serves as a memoir to the past and civil war within Natzailey. Today though, the extermination of the Natzailey Dragon Bloods will be complete in this city.

The population is roughly 620,000 people, but 550,000 of them are in or part of a gang. Sadly, none of the people will be walking out today. The only justification for such a horrible action is affiliation with an enemy group.

The Natzailey Army stands at about 85 Million Men and Women, all trained with the efficiency of the Victer Security Corporation. The equipment normally consists of a very light uniform, a single assault rifle, and 4 clips each for the infantry. The Airforce is currently being updated to prevent accidental self-destructs, so the there will be no Air Support in this mission. The Armour in the Army is something to truly fear though. No expense is spared to ensure that the Tanks are strong and long-living. The reason for this is several financial penalties for lost tanks and casualties for the Corporation who runs the military. The NCCN also is the only group who can hire out the military, making it extremely convenient and provides a great extent of leverage to keep prices down.

This job has called for the NCCN to get 200,000 men, 1,000 tanks, and 3,000 Artillery pieces. The process is simple, and has been done plenty of times before:
1) Artillery bombardment for 3 hours, or till city is utterly flattened.
2) Tanks roll on in to crush the heavies resistance
3) Infantry run in behind tanks to take out the remaining pockets
4) Enemy surrenders 90% of the time before even a quarter of the city is taken

Just a few miles out from the city, the tanks and infantry wait, with the Artillery preparing its bombardment.

The weapons of the military will surpass the gangs, as the weapons of the gang activity is rather poor and very outdated. The weapons are rather bulky and difficult to use, but if you are hit by a bullet and if you have weak armor to none, you will lose that part of your body.

The XO of this unit watches over the city, watching the sun slowly setting. Only a few more hours till the War on Terrorism is fought.

Though we are against many of your ideologies, and may find it hard working alongside you, we shall do so, any terrorist group, socialist or not, possessing WMDs is a threat to global stability, and must be stopped.
We shall send in our top elite squad, the BSF C301st, these 9 men and women have many years of combat experience and shall serve the purpose well. They shall be requesting a landing slot at an airport at about 0700 tomorrow morning. We hope they can help prevent the threat.


The 9 soldiers came out of the briefing room excited, this was a slightly different mission to the normal revolutions. Frag Vrahl, the squad Commander, whipped out his PDA and started working on the ORBAT.
"Come on Sir, don't work now, it's chow time!" exclaimed Clive Andrews, the squad medic.
"Meh, you guys go on, I'll catch up, I have some things to plan, we haven't done this sort of task in a while." Vrahl grumbled back
"OK boss, see ya in a bit." Andrews replied as he dashed off to the canteen. For some reason Vrahl was concerned for the mission and the safety of his squad.

Around 314,000 security personnel flooded into Natzailey via cargo planes, transport ships, tanks, and military trucks. The logistics and planning was operated by brilliant specialists and supercomputers. The first part of the plan was to eliminate upwards of about 200,000 Dragon Bloods in the initial attack.

The curfew kept many key leaders and members of the gang confined to their quarters during nightfall. The Arkadican Security Forces would be able to storm into their dwellings and arrest gang leaders while executing the murderous thugs. Reconnaissance planes and tracking satellites began focusing on various parts of Natzailey in desperate search of the nuclear weapons.

Interestingly, Ascelonia was not fit to fight a war, but it was the Arkadican Security Inc. that was doing most of the work. The second part of the plan was to launch a massive attack on gang territory once they realized what was going on. They needed to wage war against the Dragon Bloods and they needed to treat it like a war.

No crapping around here. They were going to be ruthless in their attempts to supress the troublemakers. It was ASF standard procedure that also required the local police and government along with 50,000 security guards, 1500 trucks, 100 tanks, and 50 artillery pieces.

1) The security guards would use local police to track down the houses of local dissidents.
2) They would break into homes and arrest/shoot dissidents and load them onto trucks.
3) Tanks would move around to strike fear and to crush any heavy resistance that might develop.
4) Artillery would be used to destroy the homes of resistance leaders.
5) A napalm airstrike would be called in if the resistance was too heavy.

Rape was also not the list of things the security forces did. They did it quite often as well. Women were often spared the sentence of death in favor of a much worse punishment. Men were sometimes spared as well. Of course, rape was neither punished nor condoned by the ASF, but they would have to see if Natzailey's government would approve of their plans.

Those of the Natzailey Dragon Bloods will be given asylum in the nation of Gente del Agua if they so wish, and if they make any request for arms to be transported to them, or want to train and teach within our nation's border they will be able to do this.

Rovenfelt Airbase, northern Sultenia

Commotion could be heard all over the airfield, it was crowded and busy, Rovenfeldt was built as a refueling station for jetfighters not as a staging point for major operations as this one. Several cargo planes stood with their hatches open loaded with various crates and light armoured vehicles, clerks and maintenance staff checking lists and double checking safety straps for the equipment.

Rovenfelt Airbase had been tasked with the transportation of a possible spearhead operation codenamed "Night Hawk" with the objective of "disarming and disrupting the chain of command within an undisclosed hostile organization", what organization and were they are not told but both guesses could easily be made.

800 soldiers from the recon battalion and 1500 from the 4th mechanized regiment along with a detatchment of 100 apcs and crew personnel had arrived yesterday and today bussloads of support personnel and supplies would be brought in "just in case".

Rural part of Natzailey

Since the end of the civil war contracts given to Victor Security Corporation had been mostly patrol and security checks in the more isolated parts of Natzailey as most of the new established police force and military force were concentrated to the more densly populated areas. Employees of VSC felt bored at times, most of them were still the same people employed by the goverment during the civil war, changing from intense street battles to sporadic attacks by outlaw road gangs on desert flat was a big change for most, for some a refreshing time of r&r, for some "a waste of time" as most paychecks were cut due to the lack of "security risks".

A small convoy of three Boxer (http://en.wikipedia.org/wiki/Boxer_MRAV) APCs with a mounted security detail of 16 armed VSC guards lightly armed had been tasked with delivering flyers and propaganda papers from the goverment to a small town with a population of around 25 000. As this was designated a "low risk assignment" they did not bother with heavy armnament, standard issue MP7s and the P2000 were enough for this assignment along with teargas and smoke grenades.
The Boxers rolled on a dusty unmaintained road over the barren land, buildings could be seen in the distance as they approached the town.

The team leader Matt Holm were sitting up front checking the gps and mission description to ensure they were at the right position, atleast it gave him something to do. As a team leader he did not distinguish himself in appearance from his co-workers, he wore the same equipment, clothing and protections as other VSC guards, although the appearance had changed since the civil war now that they were more of a "peacekeeping" group rather than a "peace-enforcing" group. A khaki overall instead of the black but the tactical vest with body armour was still the same faint black with capital letters on the back "VSC" in dark green, balaclavas so popular with guards were now strictly forbidden as they could be seen as "provoking" even kevlar helmets were frowned upon some times so most guards had to stick to a light brown cap. These new regulations had angered most guards but they coped in the end as they soon found out that their standard equipment would be highly ineffective in the rural areas.
Holm was sure this was the right town, landmarks and gps confirms it. He picked up his binoculars and send a message to his convoy on his personal com-radio "Wake up, were almost there" he said. The cargo space of the Boxer was pleasantly cool and well ventilated, as a private corporation they did not suffer the uncomfortable economic requirements that accompanied most regular military forces.

Through his binoculars Holm saw the town, "How odd" he thought, it seemed deserted, it was small scale wtih some three floor apartments and regular houses, isolated maybe but still, it was midday and a 25 000 people are bound to make some show, but nothing, not even sounds, just the wind and sand blowing.
He put the Natzailey operations command on his radio on standby so he could call them up for local information. For now he thought "Maybe just a bad position for observation" they were still a couple of miles away from the town.
The convoy rolled on.

The Sultanate of Dagobah V will send 100 of its best spies

Through the dark and murky night a buzzing of helicopters could be heard. The buzzing grew louder where a military airfield lied in the north of Natzailey. The buzzing came from a convoy of 6 Burtilanian helicopters. Two Chinook transports, two Special Operations Transport (MH-96E) (http://www.forums.jolt.co.uk/showpost.php?p=12805180&postcount=32), and two WAH-64 Apache gunships. Onboard the copters was C-301st squad and their jeeps.
"This is BSF Convoy One requesting permission to land at airfield, military convoy of 6 helicopters aiding hunting of WMDs, request permission to land, Over"

"Right team," Vrahl started in a radio, his squad spread in both , "We shall begin landing shortly, when we do I want B team to unload the cargo, and A team to come with myself to see the general in charge of the airfield."
A team was the assault team, consisting of Vrahl, Andy Sawyer, Chertsey Aldiss, both the riflemen, and Lisa Wiley, an engineer. B team, the support team contained Joe Kucan, Ogilvy Ottershaw, both snipers, Baker Portman on heavy weapons, Clive Andrews, the medic, and Frank Cardigan, the second engineer, and second in command.
The helicopters hovered over a nearby field, repeating the call, awaiting a response.

Rural part of Natzailey

As the VSC convoy stopped outside the citylimits Matt Holm could clearly see that the town was deserted, all cars were gone those that remained had been looted, trash and debris laid spread out everywere. As Natzailey citizens often bought more stuff than necessary it was obvious they could not take everything when they left and while trying objects ranging from umbrellas to big-screen tvs had been left behind.

Holm swtiched on the video-feed to send images of the deserted town to HQ, he picked up the radio sender.
"HQ, HQ this is Patrol 4, we are at the objective but we have a situation. Please advise, over."

He also gave the go-ahead to the security detail to unmount and keep their eyes peeled.
As told, the crew walked out into the midday sun, weapons were kept in a ready position, for some reason they felt watched.

Police called in to arrest would-be traitors

As several groups with possible connections to the terrorist organization Natzailey Dragon Bloods are put on a govermental black list it has been clearly demonstrated that some groups won't go to court peacefully.

"If a group and their members got nothing to hide then they will have no problem facing a court and get cleared. But if they resist, chances are they will get into more trouble than they need to be." Says police sgt. Tols Nevvard.
