Race: Northern Men (a man/elven mixture)

Government:
The Celticans are made up of four tribes living in close proximity to one another. All four are led by a single person elected by the four tribes. This person Rules with absolute power for 2 eldire years and then another election is held. The ice Guard make sure that the "king" does not attempt to retain power should he lose the election.

The history of the celticans
The celticans once lived in massive cities in the lands of the Darkmoor forests but during the wars of the titans were massacred by the forces of evil and driven entirely off. Thousands died and only a paltry few made it to the far north. There they faced another hardship. The land itself was unable to provide sustenance for even those few who remained. It looked as though the celticans faced certain death. The cold killed many and eventually the only remaining were those with some magical powers over the cold. Of that tiny number 4 brothers named Hawk, Leaf, Osprey and Wolf came together and created four small enclaves in the inhabitable land. using all their attunement to the ice and earth they managed to create 4 domes of Ice, pulling the ice fully off the ground to reveal dirt underneath. Using heat and light, increased by the domes, they managed to make the soil entirely fertile and able to sustain life. The four tribes are now based around those four original sites and still bear their names. The celticans themselves are unique in that they All posses affinity to the ice and varying amounts of power over it. Unfortunately for the four cities these domes represented a terrible weak point in the city and most magics die with their wielder. Eventually hawk came up with a solution. Together, with is brothers, he altered the very nature of the ground and ice creating four areas within the icy wastland, Surrounded by walls of ice, that would be eternally fertile and warm. It is within these four enclaves that the tribes live today an within the outer wall of ice, further defenses of a more mundane kind have been built. At the center of every city there is a single grove of trees to commemorate the work of the four brothers who, in casting their spells, used all their energies and died of the excretion. These trees make excellent weapons and are of a magical nature allowing for the creation of the Celtican Longbow.

The Land of the Celticans
The Celtican territory extends essentially the length and width of the Ice Wastes. In all this territory there are but four cities In that the land cannot allow much more than that to survive. each of these cities consists of a perfectly circular our wall of ice within which there is a second wall of stone. within that wall of stone lies fertile farming lands and within that a circular wall of wood. within the third wall lies each city in which the houses are made of black marble and wood. At the very heart of each city Lies a large grove of trees in which animals are allowed to grow freely and only the elders of each city, the ice guard and the king may enter.

Economy of Celtica
The economy is based on natural resources which are abundant in the wasteland. Food is not so abundant but is available due to the fertile nature of the ground in the four cities. Even so hunters move within the celtican territory frequently searching out wild game. 5 mines have been created within the territory, One of obsidian, which is and was used in the building of house. Another of gold, which was smelter and made into currency, a further of silver. Another is of iron which is used in the frostblades and armor of the Celtican military and the last mine is of Carbon in the form of coal.

Armies of Celtica
Combined these "regular" forces make up around 15% of the population of Celtica or 120 000 effectives. This is only possible because, when not called up all forces save the marines, Ice Guards, Steel Wolves and Leaf Knights perform other functions. The armies act as scouts and hunters and the navel "boats" actually fish for whales and smaller fish.

Army of the Leaf
This is actually the least well trained force of all the regular forces of Celtica. It acts mostly as a policing force and essentially makes up the reserves of the Celtican Tribes. Almost never required to leave their lands, these Celticans do have the upside of knowing the terrain extremely well. They are the only Regular Heavy infantry force Fielded by Celtica.

Magic
Individual enhancements. Increase the sharpness of frostblades and spear tips and the hardness of the Spear shaft so as to make them cut more easily and not shiver or break. The kiteshields can be imbued with elements to increase their strength but only at the cost of Sapping the users strength quickly.

Army of the Hawk
The most military and best trained and equipped of the Celtican armies. They can do essentially anything from stand shoulder to shoulder and deliver massed volleys of arrows into an oncoming enemy to scout forward and pick off enemies using guerrilla tactics. They are extremely adept at the use of their bows and also fight extremely well with their two Frostblade longswords

Magic
Enhance their natural abilities. Eyes see farther and shoot more accurately. They can run incredibly quickly over the ice and snow of celtica and they can take hits that would kill lesser men and women with little or no effect. They can also cast defensive wards against enemy magic.

Army of the Wolf
This is a Force of Hunters. They provide scouting and can kill in smaller groups ranging across the territory. They do not fair so well if forced to stand in line of battle but ranging across their land in small groups they are unbeatable. Their weapons are the bow and two frostblade dirks which they are extremely proficient with.

Magic
Individual enhancements in speed and Camouflage into the snow. Able to cast wards against some enemy magics.

Navy of the Osprey
This force crews the Boats of the Navy of the Osprey. These boats are odd constructions, Deep keeled for the ability to sail in rough seas, They are sail driven but oarsmen can move the boats as well. The thing that makes them odd is the "skiis" attached to the bottom of every boat. Due to the fact that most of the year the Seas are somewhat covered in ice these Skiis allow the boats to travel across the frozen land under power of sail. They do not do so well. But they can in a pinch. The front and sides of the boat are heavily armored in order to stop them being sunk by the ice. These boats are not only war vessels (the armored front extends into a wicked ram and each boat carrys marines aboard) but also perform fishing, whaling and trading ventures.

Magic
Minor strength enhancement and the ability to Shift and create ice at will. The sailors will physically lift ships up to ground level in order to skate them across the ground but this causes extreme physical exhaustion.

The Celtican Marines
These form the fighting complement on each and every ship. There are 40 marines per ship. These marines are light Infantry pure and simple, armed with Bows, axes and light circular shields.

Magic
Can meld ice to protect their boat from attack and put out small fires. They imbue their their arrows with Ice that bursts upon impact Sending shards radially outward from the arrow strike. They also have small physical improvements such as improved eyesight and arm muscles. They can finally cast wards against enemy magics fairly well.

The Ice Guards
The iceguard are the elite of the elite guards. They protect the king himself and are the best of the rangers. They are the Best fighting force in Celtica and can stand in line of battle, fight running battles, raid, defend or attach themselves to other units. Every Ice Guard is given one step up in rank above the other elite troops and two above the regular Forces. They are distinguished by their armor which is an almost translucent Grey and Dark green Cloaks worn outside of combat.

Magic
Their biggest advantage is animal Attunement . Each and every IceGuard is given a single north Hawk. Through long preparation the Iceguard can actually see what these Hawks see and the Hawks can do serious damage with claws from the air during a fight as well as helping the Iceguard in aiming Bows at enemy positions, even those behind walls or hills. The iceguard also have heightened physical abilities due to ice Attunement and can dispel certain enemy spells.

The Steel Wolves
These are the elite heavy infantry of Celtica. Wearing the heaviest armor of any Celtican force they're fighting skills are scary to say the least. They are easy to pick out in that they wear spiked armor that resembles a wolves hide. They also are accompanied by Snow Wolves at all times.

Magic
The Steel wolves Rely on magical enhancement of their physical Abilities to be able to move at some speed even encumbered in all their armor but that and animal attunement is all they can master. They're Animals are the snow wolves who will Defend their masters too the death and can be very helpful in disrupting enemy formations. They can also range Ahead of moving Steel Wolf or Celtican forces to scout for the troops as the Steel wolves can see through the eyes of their Animal companions and guide them as to where they want their pets to go.

The knight of the leaf
The knights of the leaf rarely fight as an integral force but are usually separated to go with other forces. They are the healers and highest magic users, aside from the generals and king themselves. They Array in battle as a ranger force using ranged Celtican Longbows but are equipped for heavy combat also. As such they provide a dual role in combat of physical and Magically shoring up weak points in any line. They are distinguishable by the fact that their armor and cloaks are an emerald green.

Magic
These are the healers and main dispelled. they cast no Offensive magic save that imbued in their weapons but they can dispel most enemy attacks of magic. They can heal major and minor wounds and sickness and the highest among them are purported to bring back the newly dead though that may be false. Damage to brain matter cannot be repaired but everything else can be if a Knight is on hand. This does drain them, though, so over the course of a long siege or battle a knight requires more food and rest than normal elites would and they are not capable of the speed of movement that Ranger and scouts are.

Technology & Magic
Each and Every celtican is somewhat attuned to one or many of the three elements of, earth, ice and mineral. They can Change these elements to suite their needs to a certain extent. this is mostly defensive, Allowing Celtican's to encase themselves in magical armor and defeat certain enemy spells using the inane attributes of each element. The two more offensive elements of their Abilities are the Frostblades and the Celtican Longbows. The longbows are made of wood imbued with the power of stone, steal and Ice. This has given them the ability to fire farther than normal bows. Also A Celtican longbow needs no arrows as it first arrows of Ice and Earth. These arrows are as light as wood but as hard as steel and are called by the magic of the user of the bow. The bows are always "strung" by threads of essentially pure elemental magic Allowing the bows to never weaken or lose range and allowing the strings never to break. The sole downside to the bows is that if heated to high temperatures, such as those caused by a fireball, the bow will melt and fall apart. The other offensive magic available to all army and navy celticans is the Frostblade. Made of pure steel imbued with carbon and a hint of ice the frost blades are nearly unbreakable by other blades and are incredibly sharp while never loosing their edge. They are also light than steel swords normally would be. Celtican troops wear steel ring armor under their uniforms and are each armed with two frostblades and a longbow. The celticans do not know of and do not have the ability to produce gunpowder nor do they have horses.

The Tribes
Tribe of the hawk
Led by the current king, Owain Hawk and his three Generals Sophia Hawk, Glavus Webb and Emilia Norse this is the largest of the tribes and is the most northern tribe. It is the center of the production of Ice Steel and frostblades as well as Celtican Longbows. The Ice Guard are housed and train in this city. The celticans most endowed with Ice and mineral atunement and fighting ability reside here.

Tribe of the Leaf
Led by Oren Leaf and his generals, Corvey Norris and Leona Halsre this tribe provides most of the trading and is located just a few kilometers south of the village of the Hawk. This city is open to outsiders and traders and craftsmen make this their home. Farmers live in all cities but those of the leaf are claimed to be the best and while they have little attunement to ice their attunement to earth tends to be superb. The knights of the leaf train and are housed here.

Tribe of the Osprey
Leon osprey, Admiral Derk Vance and commodore Lewis the Bold , This tribe Forms east on the compass of the four cities. Within it are housed many of the smelting and other economic activities. The Celtican Ice ships are also built here and those attuned more evenly attuned (mineral, Ice and earth) are generally found here. The city of the osprey houses the Cerltican Marines and all of the Celtican Navy.

Tribe of the Wolf
Led By Jarek Wolven, Kacy Wolf and Artemis Sentai Some of this cities citizens spend most of their time outside the walls hunting and scouting across the barren landscape while the rest spend it hunting in the fertile forest which surround the city. This city provides meats and furs to the others and is located in the western position of the compass of the four cities. Those attuned purely to Ice are generally found here and this city houses and trains the steel wolves.
