As revenge for years with no welfare or government stimulus, the poor of Grand Monstronia staged a mass demonstration against the corrupt pro-business government and its practices. The police were called in to keep the peace, but, as caught on film by a member of the Grand Monstronian media, the police charged unprovoked into the crowd, beating demonstrators left and right. The protest quickly turned into a riot, as half of an entire city was surrounded by the massive police forces until not a single rioter was left standing. The government has declined to comment.

The situation in Grand Monstronia was resolved when the government made small concessions to the poor, providing basic welfare and unemployment services. However, this was not before another 79 protestors were killed by overzealous, heavily armed police forces. The people of Grand Monstronia rallied to the government for tighter control over the police forces, which are partially contracted by big businesses, but the corrupt and business-controlled government turned them down.

The government has stubbornly refused other countries' help in averting this crisis in what some political commentators say is a bad move for this small but rich nation.

The news of another small nation on the brink of civil war fell onto the unsurprised ears of President Burte just after his supper. He walked back into his office in his pyjamas, disgusted by the brutal use of force from the police, Burte began to write a telegram, without having any advisors or even aides in the office.

I am writing to display my disgust at the way your police forces have been acting during these protests. Wether your government is right or left wing, your police forces should not be seen as oppressors. This will undoubtly lead to further protests and riots, and possible widespread rebellion. These we would support, but that is a different matter, and wish to avoid them senarios.
Whilst the recent concessions that have been made are a good start, the police brutality must end, for the good of your nation.
As I have said, Burtilana would happily give full backing to a rebellion against right wing oppressors, but would prefer to have things settled diplomtically.
If you would like help in developing strategies and retraining programs, to help reduce police brutality, we would willingly help. May this be in the form of cash for training or Burtilanian officers being sent to help in training. Please consider this.
