As he took a long draw from his chubby cigar Chancellor Licinius looked over the smattering of paper on lying in front of him. Pausing only to raise his scotch glass to his lips and relieve his parched throat he rifled through the intelligence amassed before him.
“So what do we really know of this- this- Hag Ambition, is it?”
“Hegemonic Ambition, sir.”
“Right, whatever. What do we know of them?”
“Very little sir. Extremely new nation, intelligence puts them at under 25 million peoples total. Relatively undeveloped, infrastructure could use minor touchups here, major touchups there. Military is sub-par for a nation their size, needs some resources to further develop it, we could certainly help there. Government structure is basically unknown, the telegram we received from them mentioned no King, President, Dictator, Emperor, Chancellor, or anything of the sort, not even a Foreign minister or the like. It was simply signed ‘Hegemonic Ambition.’”
Another aide leaned forward in his over-cushioned chair, seeking to slink into it as he took a nervous gulp and shuffled his paper. He looked up at Licinius, fear resonating in his eyes, before he pushed his glasses back up the brim of his nose and began speaking. “Aye, um, I’m only just now discovering that some of our intelligence reports are wholly inaccurate and unfinished. We have a hodgepodge of a finished report from an agent who was recently assigned to Generia, and apparently did not mange to finish his report and no one in our office fixed it, I apologize sir.”
Licinius’ face resonated contempt as he tipped ashes off into the ashtray on his right. Locking his eyes onto the unfortunate aid he asked “Well, what the hell do we have from these reports you speak of?”
“Well sir, we know that Hegemonic Ambition is rich in resources. Specifically-well…the name is not evident here. But, later passages imply that if we were to take control of or harvest this resource, it would be very beneficial to the Fatherland. Apparently there are also several choice locations for foreign military installations, military and naval bases and there’s some reference to possible missile silos.”
“We always like that, now don’t we!”
A few nervous laughs from aides still wet behind the ear mingled with a chorus of boisterous laughter from more senior aides. One of these men then took his turn sharing what he knew. “We don’t know how or why, but Hegemonic Ambition heard of us and sought us out. The transmission we received said, as you are no doubt aware, that they are a new nation and eager to build relationships with powerful friends. They would very much appreciate the opportunity to begin relations between our nations and would love for our leaders to meet face-to-face as soon as possible. That’s about all we know from them.”
“Alright, excellent job men.” Licinius himself, until this moment clearly the ringleader of the whole show swung his chair to the left, facing the lone figure at the end of the table. In a tone obviously suggesting that this man, not Licinius, was truly in charge, Licinius began his suggestions. “Emperor Bhalk, you’ve seen the intelligence and heard the analysts and I’m sure you’ve already begun to arrive at some decision. My suggestion, is that we-“
“DESTROY THEM!” An overzealous aid burst out as his fists slammed down on the table, a dull thud emanating from the mahogany. Silence greeted his exclamation as he sheepishly withdrew his hands and slouched down in his chair.
“Anyways, my suggestion is to do exactly as they ask. This nation looks like the most fertile place that we’ve seen for a young friend and protectorate in a long time. Let’s welcome their leader, or leaders, here and work on signing some agreements. We must not let them leave without a trade agreement and permission to construct military and naval bases – of course embassies as well. The construction staff should be on their way to Hegemonic Ambition while their leaders make their way here. We should, however, aim for more. Let’s draft a proposal to make them a protectorate and see if they like it. If not, well, we’ll see what we can get. This nation looks like it can be a promising ally; let’s see to it that they become so.”
Silence greeted the room as Licinius ended his suggestion, marking the traditional time for the Emperor to speak. Motion ceased as men took quiet, deep, imperceptible breaths; tradition ruled that time must stop for the Emperor’s decision. Bhalk calmly poured some Black Death Vodka into his empty glass before replacing the bottle in its stand. Raising the glass to his lips he took a long deep gulp before setting the glass down on the table, sending an eerie click throughout the room. “Make it so.”

To: Whom It May Concern Within the Government of Hegemonic Ambition
From: Chancellor Licinius
We hear at the Borman Empire have received your request and welcome your overtures towards friendship with open arms. We would be delighted to host your government leaders as soon as they would like to make the trip. We too are eager to see a strong relationship quickly develop between our nation, we want good standing pacts to come out of this meeting. As this message reaches you we have construction staff on the way to construct an embassy in your nation’s Capital to facilitate communication between our nations. Just give us the specifications of what you would desire for your embassy and we shall begin construction of it in embassy city.
