Mission:

The mission of the Grand Imperial Alliance is to act as a common force for the greater good of the alliance and to preserve the traditional forms of governments in the member nations of the Alliance. Further, the purpose of the alliance is also help generate the members states and preserve their sovereignty within the member states own boundaries.

Charter:

Article 1:

1. In order to join a nation must have a reigning or a visible monarch in special cases.
2. That the reigning monarch be one that holds a good deal of political power and not just a ceremonial person.
3. Addressing to the latter case in sub-section 2 a nation may join in that scenario after approval of the position of the monarch by the governing council.
4. A newly created monarchy that applies shall be observed (a real week) by the Governing Council then their membership shall be decided.
5. Communist or socialist nations shall be allowed to join if they are approved by the governing council.
6. In the case of acceptance of new members four current veteran members most agree for them to enter the Grand Imperial Alliance.

Article 2:

1. That all alliance members agree to honor the respective sovereignty and boundaries of other members.
2. That every single member shall their best to aide the other members of the alliance during cases of rebellion, invasion, or civil war. (This is subject to interpretation by the Governing Council.)
3. That no member commits any act of sabotage, war, or violation of sovereignty.
4. All members maintain diplomatic discussion with other members in the case of conflict, until it is appealed to the Governing Council.

Article 3:

1. All members shall maintain a standing army in both times of war and during peace time to a smaller degree.
2. Nations military forces shall act to supplement the standing army of the Alliance.
3. The standing army of the Alliance shall be made up of volunteered forces of the alliance.
4. If a member does not supply soldiers to the Alliance’s army then they shall be recommended to either supply supplies of money to help maintain it.
5. During times of serve war portions of member states armies shall, if needed, fall under the command of the Alliance’s War Council.
5. In the case of a member invading another nation in defense of a reigning or possessing an existing monarch, the member nation shall have the right to appeal for aide to the alliance.
6. In the case of a nation having invaded another nation, without the contingency of sub-section 5 of article 2, then member nations shall be request to not appeal to the Alliance, but if aide is requested to other members of alliance through different means then their shall be no concern to the greater Alliance.
7. In the case of an invasion of nation, as addressed in sub-section 6, in which the member nation is itself pushed back and invaded the Alliance, upon hearing the case, will aide that member that is being invaded.

Article 4:

1. Nations shall allow trade from members states nations.
2. The amount of imported goods to each nation shall be controlled by each separate member.
3. No embargoes of another member nation shall be imposed by another member.
4. The economies shall be left strictly under the control of the member nations.

Article 5:

1. The Governing Council shall be for the times selected by myself until the first elections.
2. Three permanent seats shall be held on the Governing Council by nation I chose. As well, as another six seats shall be elected by the General Assembly.
3. The Governing Council shall have the say on the members that are addressed in article 1.
4. The Governing Council shall be made up of representatives of nations that are elected.
5. The Governing Council shall work with a body of representatives of the other member states.
6. The General Assembly shall have the power to overrule the Governing Council with a super majority vote, which shall be 2/3 vote.
7. The General Assembly shall be the ones who introduce resolutions and have the final say on weather or not for the entire alliance to go to war.
8. The one who controls the finances shall be decided after the first election.
9. The War Council shall be made up of representatives of every nation.
10. The War Council shall have five higher seats.
11. The Higher Seats shall have the power to implement resolutions.
12. The Higher Seats shall be elected by the General Assembly, except one seat shall be reserved for the Scandinvan Empire.
13. The War Council shall have ultimate say on the Alliance’s Army.
14. The War Council’s purpose is to manage the deployment of soldiers and of resources.
15. All powers not delegated to the other Councils do hereby belong solely to the General Assembly of the members of the GIA.

Though at this time the next in line is under the age limits and the council of ministers is currently ruling for her, though they will give up power to her in one year when she reaches the age of 17. I need to work all my numbers out for my military and what not, Osteia will be undergoing some major changes but history will remain the same ;).

We would also like to make the donation of the first standing army of this great alliance. 5 million troops, 4 Nimitz class aircraft carriers and air detache, 6 eradicator battleships, 8 Manticore Class cruisers, 14 Arleigh Burkle destroyers, and 4 Virginia class attack subs

I am simply planning on relying on basic military contributions, in the event of war, from member states.

OOC: Just to make sure, you understand the economic implications of a relatively 0% unemployment rate, right? You sort of need a good, positive unemployment rate to have a healthy economy and advancing technology. And I'm still going to guess that 10% military would cripple your economy even more.

IC: The Noble Republic of Santheres would apply but for our uncertainty that the Regnant counts as a monarch. He controls his House, the most powerful of the major Houses, but is, technically speaking, weaker than the rest of the government combined in his official capacity, but added to that would be his power as the head of a major noble family, which affords a great deal of extra power. He is elected from other major heads of house and serves a term until he steps down or dies. And then, of course, there is political maneuvering to consider, and the current Regnant is by far the most popular figure in the nation right now, so can influence a lot of things outside his official capacity.

( I understand but practically everything in ralkovia is run by machinery, unemployment rates are low because you are employed...in the military. But yes ralkovia is not the richest country in the world by far, in fact it makes do because of its colonies resources.)

I agree to give Hobbeebia a seat aswell. An early statement such as his demonstrates a trait which has proven to be a key factor in all alliances. It's important.

For reference, Santheres' proper name is The Most Serene Noble Republic of Santheres. Also, I wonder if we can put ourselves up for the War Council higher seats? I didn't see anything about it, and if so, I would like to request the third seat. I can volunteer more into the military, as well as offer funds, and additional training in nonlethal policing methods to the soldiers who did not already have a gendarme-like training.

At this particular time, i cannot agree to the above. Members of the counsil are appointed, the positions as i understand it are entrusted to those best qualified to occupy the seat. These are my personal veiws at this time, no disrespect to you Santheres but you must tell me more than the promise of funds and addtional training. My standing military in peace time is 4% of my population, they also go under intense training, AND the best equipment an amy could hope to put their hands on is issued to it's respectable units. A few nations already in this alliance, have a strong military force that they could contribute in a time of need, anyways..no disrespect..

At this particular time, i cannot agree to the above. Members of the counsil are appointed, the positions as i understand it are entrusted to those best qualified to occupy the seat. These are my personal veiws at this time, no disrespect to you Santheres but you must tell me more than the promise of funds and addtional training. My standing military in peace time is 4% of my population, they also go under intense training, AND the best equipment an amy could hope to put their hands on is issued to it's respectable units. A few nations already in this alliance, have a strong military force that they could contribute in a time of need, anyways..no disrespect..

That was meant as "I will volunteer more into it than I would under other circumstances, feeling the need to contribute more for having more responsibility," not "I can put in more than anyone else, hahaha!"

Perhaps my moderating influence can be helpful in this? Ralkovia is not only warmongering, but is outwardly provoking of military response with half the things he says (no offense, man). As someone who believes that it's best to be peaceful and to back that up with heavy ordnance, I would do well to balance him out while still provide military strength. And indeed, he got the position himself by saying "I'm a major military power!" which he isn't when compared to many other nations I can name off the top of my head, but won't for reasons that involve not going over the top. And of course, I don't exactly have anyone potentially out to destroy me and as such am unlikely to have my military deployed to a major action when the GIA needs a good portion of it.

Ok, well i would like to see how you conduct yourself being a member of the alliance. Those things you have mentioned will be noted and i won't forget, as for the conduct of others i can't really comment, :-P i will make my judgement in time...

I act like I'm a superpower, I know I am not and there are plenty of nations that could crush me, but I stick to the fact that militarily I am pretty large, I am pretty much the north korea of NS, I'm heavily militarized but poor as hell and plenty of my people starve. Also my leader likes to wear huge sunglasses.......
But usually I do not G-dmod ever and when I do take on someone who is militaristically[don't even know if thats a word] I will lose. Hey I tried to take on tocrowkia and me and her are playing fine, of course I'm losing because 9 billion vs. 1 billion is not a good match up.
And I try to provoke military attacks on me, Its my way of getting some attention. I'm like that little 9 year old who breaks stuff so someone will pay attention.

Yeah, I might not post very often, but I spend a lot of time reading and keeping up on current NS events (my newsfeed thread was supposed to track my nation's reactions to events, but I stopped having the time to write things for it) so I am quite familiar with your nation. I love it, really, because it was awesome to see this relatively small guy trying to throw his weight around, even though if he tried anything terribly offensive, he'd get curb-stomped. Just like North Korea. Out of curiosity, what would you say your literacy rate is?

The Empire of Avarahn consists of a ruling Emperor or Empress and a government that is elected by the emperor directly. The Government consists of aristocratic nobles and democratically elected representatives who are also given noble titles.

There is a imperial family and a noble aristocracy that has minimal governing powers over their own lands but is subject to the Emperor's wishes.

There is a Congress though of democratically elected representatives who can over rule the Government but not the Emperor. Only in extreme cases can they depose of the Emperor.

Otherwise, the Emperor is the supreme power. The eldest child normally becomes the Emperor or Empress if accepted by both the Congress of Representatives and the Assembly of Nobles. Sometimes if the eldest child is not capable of doing the job it is handed down the age line untill a suitable heir is found, so the most important thing is ability, then comes age. The reigning Emperor or Empress always nominates an heir. The current Emperor is His Imperial Majesty Jason Chrissahn Serention I who has been Emperor for only about 2 years now but is extremely smart and capable.
