The Civil Aviation Authority of the Republic of Ruccola has decreed that Arugula International Airport will now adopt an open skies policy to facilitate international flows of people, goods and services, and that all foreign carriers operating to the airport are exempt from the system of bilateral agreements that currently govern international air services and its associated limitations.

Arugula International Airport is the nation's pre-eminent aviation hub, with an annual passenger throughput of 107.4 million in the past calendar year. It serves the capital, which has a population of 35 million and is the commercial heart of the country, and is geographically located at the centre of Ruccola. With this in mind, the Ruccola Airports Authority wishes to extend an invitation to all international carriers to begin service to Arugula.

All interested airlines are invited to submit the following form to obtain the regulatory approvals required to inaugurate operations to Ruccola:

Name of airline:
Country of origin:
Destinations served from Arugula: (Names of cities; airport names are also welcome)
Routes and weekly frequencies: (For example, City X - Arugula, twice daily; City Y - Arugula, five times weekly)

In this case, it was the BAA (http://en.wikipedia.org/wiki/BAA_Limited), Aéroports de Montréal (http://en.wikipedia.org/wiki/A%C3%A9roports_de_Montr%C3%A9al) and the Airport Express (http://en.wikipedia.org/wiki/Airport_Express_(MTR)) in Hong Kong. DoSA thanks you for taking an interest in our airline’s services and apologises profusely for the amount of time it has taken to respond. At this time we would like to set up the following routes:

Name of airline: DoSA
Country of origin: Dominion of Sarrowquand
Destinations served from Arugula: Sarrowquand City (SCIA) [capital], Tranquility City (TIDoS) [main tourist region], Eastreach (ERDoS) [air freight and commercial hub].
Routes and weekly frequencies: 1) Sarrowquand City (SCIA)- Argula, daily; 2) Tranquillity City (TIDoS)- Argula, twice weekly; 3) Eastreach (ERDoS)- Argula, weekly (cargo)

We would also like to retain the chance to increase the number of flights between Tranquillity City and Argula. We hope that as the pastel coast is developed to a tourist region of international standards that travel will increase, we offer Argula’s airport an incentive of 15,000,000 USD to pre-prepare the initial paperwork for increasing the number of flights between your airport and TIDoS at short notice, up to a rate of twice daily flights.

Thank you for your time and patience

Attention: Jack Al Etchels, Director, DoSA

Dear Mr. Etchels,

Thank you for your application. We are delighted to hear from a carrier as highly esteemed as yours, and are honoured by the prospect of being able to serve you as part of the local airport community. It is my great pleasure to announce that DoSA has been granted full traffic rights to Arugula and that operations can commence with immediate effect. In addition, the Authority has prepared the relevant documents to allow for increased frequencies on the Arugula-Tranquility City sector, and all that is required is a notice indicating the amount of additional flights and the date from which they take effect to be submitted in writing. Moreover, the fifteen million USD payment offered by your company will be reimbursed to DoSA in the form of landing fee exemptions that will apply until accrued fees exceed the dollar amount. We wish you every success in your new routes, and look forward to the expansion of services in future.

Yours sincerely,

International Transportation Office
The Confederacy of Mikhazar
Sunday, May 10

The Confederacy of Mikhazar would like to formally ask entrance into Arugula International Airport and ask for trade agreements with Ruccola. The Confederacy of Mikhazar has but one (1) airport, Vykeria International Airport, located in the Mikhazarian capital city of Vykeria. The Confederacy of Mikhazar has but one (1) airlines agency, Mikhazar Airways, and the airlines industry is strictly government-run. The Confederacy of Mikhazar can only support a measly two (2) flights daily from VIA to AIA, but this will hopefully increase soon.

Thank you for considering our humble request.

Sincerely,
From the International Transportation Office,
Newly-Elected Conservative President,
Aleksander Holzbach.
