***Keepers of Respect-Keep Blood feuds and Environmental Damage to complete minimum---
***Keepers of Dignity-Make sure Rape & Looting etc aren't occurring---
***Keepers of Integrity-Anti-paramilitary, regulate regional government---

Communist Russia in its early, I mean really early, days was somewhat of an anarchy. There was no real structure to the government. It had a military, though eventually it was reorganised.]
