The island of Faupaxia is, in its entirety, a dormant shield volcano. Although dormant, the narrow mouth of the volcano still billows out intense heat, sending a rippling column through the sky. It was this ethereal pillar that drew the first settlers to the island, quiet practitioners of a prosecuted faith of asceticism and humility. They soon found life on the island to be most hospitable, as the heat near the core countered the polar chill of the island's location to allow crops to grow in the fertile volcanic soil. Generations passed, explorers and immigrants would come, and they would settle.
Roughly three centuries ago, things changed on the island. A merchant fleet that had been set adrift by a storm was drawn by the volcanic column, and soon saw potential in the island's natural plenty. The merchants settled in along the coast, building a modest fishing village in accordance to a grand design they sought to see out before age could take them. Within a matter of years, the economy of the island had been dominated by the merchants, who used their wealth to lead an upheaval in the communal governing system and seize power.
Having become well aware of the island history of those unwilling to put up with unfair subjugation, the merchants founded themselves on a materialistic philosophy of communal effort for communal gain, and began funding projects of massive development. By this time, ships dispatched to find the original merchant fleet were beginning to appear offshore, and those that came to dock were soon persuaded to settle and dismantle their vessels as resources to aid the community. Within a decade's time, the area of sea was considered a dead zone to the outside world.
As generations passed, Faupaxia began to develop into a modest yet potent industrial nation. The merchant's philosophy, which had displaced the asceticism of the founding colonists, became the founding principles of a new religion, a sort of church of capitalism that drove the new generations to work toward a greater future. One's goals in life were simple: Succeed where those in the past had failed, fulfill one's greatest potential as an individual, and raise the bar to drive future generations to greater heights. Over the course of two centuries, the island was soon covered either with city blocks or farmland.
It was about seventy years ago that a young priest of the Temple of Ambition, as they faith would eventually be known as, developed a device functionally identical to the modern radio, save in that it could only receive information and not transmit. When the priest, who's name is now only known as High Arbiter, presented his findings to the Temple Council that then guided the island, they ordered that the device be destroyed. Such a machine would introduce new ideas and ideals to Faupaxia, and that was the one thing that could threaten the rule of the Temple.
The High Arbiter, however, chose a different path. He swore under pain of self-inflicted death to keep his device a secret from the public if only that his finest achievement may be preserved, and the Council reluctantly granted the priest's request. Over the next few years, he used his device and his knowledge of the (locally) lost languages of French and German to gain knowledge of the technological advances of the outside world. The new devices he "invented" by combining outside knowledge with his own ingenuity lead Faupaxia to a Golden Age, and the young priest to become the undisputed sovereign of the Temple of Ambition and Faupaxia, the High Arbiter. Rather than risk death or exile by opposing his rise, the Council retired to quiet solitude as advisors to their new lord.
The finest achievement of the seventy years in which the now elderly High Arbiter has ruled was the geothermal reactor, which took the principles behind a hydroelectric dam and applied it to the column of heat that had drawn so many ships to the isle centuries ago. The reactor even vented the heat through underground tunnels into the water, causing the saltwater near the vent points to boil into steam. The steam would be caught by massive panels above the vent points, which a slight uphill climb following the island's uphill toward the urban Core City which was built around the reactor, shooting hot steam upward where the column of pure heat had once been. The impact was distinct, yet subtle: A constant supply of electricity and freshwater for the entire nation.
Atop the reactor, the High Temple oversaw the entire island, and from the pinnacle of the Temple the High Arbiter, now ninety-three years of age looked over his crowning achievement. He turned from the window to wearily look upon his attendant, a man in his mid-thirties who's job entailed informing him of the events of Faupaxia and pushing his wheelchair around. "Josef Franz Parissen, was it not?"
The attendent nodded just slightly, having adapted to minimal movement due to the formal robes his station demanded that he wear. His attire was actually akin to a business suit, only instead of the traditional jacket there was an ornate longcoat with blue trim, and instead of a tie a decorate amulet of steel that signified his station. "That is correct, High Arbiter."
"Josef, the time for you to take my place has almost come." Josef had been expecting this for three reasons. The first was that he had served the High Arbiter honestly and loyally for the past decade. The second was that, since these were the later years of the High Arbiter's life, Josef had openly corrected all of the errors made by the High Arbiter. The third was that during that time, he had always managed to best the annual assassin the High Arbiter sent to test him. "Before that time comes, though, I must unveil to you the means to my success, so that you may make use of it."
Soon, the pair were in the High Arbiter's private quarters, and the elder pointed toward a decoration at the foot of his bed, gesturing for his attendant to lift it. Josef quietly complied, and pulled out a small mechanized box. After an encouraging gesture from his sovereign, he activated the device, and heard the modern world. "High Arbiter, what is this machine?"
"An invention of mine from almost seventy years ago today. Or was it that I began using it to its full potential that we're nearing the anniversary? No matter, such is an irrelevant detail. The point is that that device listens to the radio communications of the world beyond our shores. It is from listening to this machine that I received inspiration for my creations, including the furnace upon which the High Temple is built." The old man smiled as he saw the awe in his heir's eyes. The High Arbiter began nodding his head, his eyes graying over. "Almost time... I've succeeded on all three pillars. I surpassed the Council itself, ruled Faupaxia for over half a century... Heh, False Peace... and set a new standard for you. I expect history will always remember me, Josef Franz Parissen. Make sure it does the same for you."
After a ten day memorial service, the newly appointed High Arbiter Josef Franz Parissen revealed the device he had created from the First High Arbiter's neglected notebook, which the old Temple Council had ordered him to destroy. By modifying the First High Arbiter's original designs, High Arbiter Parissen would make contact with the world beyond the shores of Faupaxia for the first time in centuries, bringing the trade and technology that would bring about a Second Golden Age for the fledgling theocracy. And thus, the call was sent:
"Hail and well met, people of the world. As sovereign over the people of Faupaxia and as High Arbiter of the Temple of Ambition, I, Josef Franz Parissen, bid you welcome to our shores."
OOC: Due to the isolation, Faupaxia obviously doesn't have the same technology as the rest of the MT world, such as the lack of flight (why would one go beyond the shores other than for fishing?) and advanced communication technology. On the other hand, it had certain technological advantages, such as the geothermal reactor and functional steam engines.

OOC: Correct, although the docks are sufficiently expansive that they can be improvised for aircraft to land upon until aircraft facilities are built in reconstruction. It's not a matter of lacking the technology, it's a matter of the technology not having value in a world where a three hour drive can get you from the northernmost docks to the southernmost.

The proposal left a bad taste in High Arbiter Josef's mouth. He had not heard very much in the way of transmissions regarding this Kiravian Empire, and did not know if they could be trusted. However, the Advisory Council of the Temple almost unanimously urged him to at least pursue negociations. After several hours of heated debate, the High Arbiter conceeded the point and responded to the Kiravian proposal.
"Secriat of the Kiravian Empire, after some discussion my advisors have persuaded me to engage in a negociation of concessions. Shall my government be sending representation to your people, or will the Kiravian Delegation to be the first foreigners to come to Faupaxia in centuries?"

OOC: The dock naming system is rather simple: There are four venting shafts, each halfway between the four cardinal directions. As such, the docks are divided into the four cardinal directions to start the name after that, they're named as to where they are in relation to other docks: North Dock Twelve West is closer to the western edge of the North Docks, with eleven other docks before it. East Dock Three North is in the eastern quadrant, third from the northern edge. There are also six subdocks between these major docks, using a similiar naming convention: The second subdock to the south between West Dock South Fourteen and West Dock South Fifteen would be called West Subdock Double South Fourteen Fifteen South Two. If you have to use the subdocks, it either means someone in the Temple doesn't like you or you like to hear people talk.

ASD First Fleet
The first fleet moved slowly out of its navel docking facility and began to move towards the harbor entrance as it picked up speed. It was headed for faupaxia along with Admiral Hawk a national hero and one of the ASD's formost negotiators as well as its best navel commander.

Government endentured servants, criminals who could not pay their fines, were cleared out of the entire East Central and East Inland provinces so as to minimize the visibility of what was essentially slavery openly practiced in a modern society. Shipping patterns were strained to rerout with contingency upon contingency, the entirety of East Dock Central cleared to anticipation that the entire fleet may wish to dock. A half dozen cars, running on the hydrogen engine developed jointly by the First High Arbiter and his successor Josef, were sent out to East Dock Central to greet the arriving delegation.
The two in front and in back of the formation were to clear through traffic: Bearing the markings of the Temple of Ambition prominently, the citizens would know a hefty fee would come from obstructing the progress of the diplomatic caravan. The middle pair were limosuines, complete with short range radios in the back for communication between the two delegations during the trip across the island to the High Temple itself. As the caravan passed through the streets, the occasional sniper could be seen patrolling the rooftops, in case dissent from the southern provinces decided to take a trip north to cause trouble.

Admiral hawk and twenty ASD marines (spec for division) stepped out of the cutter next to him. He looked down the street towards the oncoming limos. "Sorry bout this Norris." he said turning to the special operations colonel. "Its fine sir," Replied Norris. Threat boards busy as hell but we've had very few takings and it looks like the new hegemon might be able to keep that alliance together so we may be good. "here they come. Ten HUT!" Ten of the spec fors executed a perfect general salute as the other ten spread to cover against snipers.

After the entourage pulled up to the docks, the door to the limo nearest the ASD representation opened to reveal a man dressed in a simple black uniform with a cyan sash wrapping diagonally over his chest from the right shoulder. Over his heart he wore a metallic icon of the Temple of Ambition, the style and decoration of the emblem would have revealled to an informed observer that the man was an Agent, bodyguard and enforcer to an Arbiter.
Stepping from a door near the front of the limo, he made his way toward the back. At the car behind, a dark haired man with a similiar uniform but with a much simpler icon, left the driver's door toward the rear door of his vehicle. He stood at attention when he arrived at the door, whereas the Agent opened the rear door when he arrived at his destination.
The first to come out was a young woman in a similiar uniform, holding an eight by eleven and a half notepad with her left arm and a metallic pen in her right hand. She smiled politely at the assembled ASD delegation, securing her pen in a clip at the top of her notebook to return their salute (in tandem with the Agent and driver) before speaking. "Delegation of the Allied States of DaWoad, the Arbiter of the East Central Province, in representation of the people of Faupaxia on behalf of the High Arbiter, Mauresse Karlov."
She then stepped aside, allowing Arbiter Karlov to step out. He wore pale grey priest's robes, the cyan sash draping over his shoulders bearing the icon of the Temple of Ambition over each lung. The clean shaven man impersonated the salute to the best of his abilities before relaxing. "It is an honor to host the representatives of the Allied States of DaWoad upon our shores."
"it is an honor to be here." Replied Hawk and extended his hand to shake the others "My name is Admiral hawk and I will be representing the ASD while I'm here. By the wya, this is quite the amazing island you have here."

Arbiter Karlov gestured for his Agent to stand at ease as Hawk moved, stepping forward to grasp the Admiral's hand in a firm handshake. "My thanks, and the thanks of my people, for your complement. From our earlier communications, we were concerned we may be behind the curve of civilization. Still, she is a splendor to behold."
The Arbiter then turned his gaze upon their view of the island. It was a solid kilometer to the end of East Dock Central, which was notably larger than the other primary docks as it was reserved for those who brought the most high demand resources to the economy, as well as those holding the highest favor of the Temple. From there, there was a urban skyline of factories, warehouses, and trade depots near the coast, followed by apartment complexes, schools, temples, and the various facilities for emergency and health before more storehouses could be seen in the distance. Although it was blurred by the distance of cool mist, farmland could be seen beyond the urban East Central Province, sprawling uphill while flanking a highway that connected East Central to East Inland, one of the four districts built between the crowning obelisk of the High Temple and the piping array of the Water Processing Facilities, part of the geothermal reactor's elaborate cooling system that also provided the nation's steady supply of freshwater in a lakeless island surrounded by ocean.
After a brief seconds of self-induced awe, Arbiter Karlov turned his eye back on the Admiral. "Negociations are planned to take place at the High Temple itself, at the heart of the island. The limosuine we've prepared for you can hold as many as sixteen individuals. Although it won't be neccesary, we've made sure to have bulletproofed the vehicles so as to put your mind at ease. If I may ask, though, Admiral, is it traditional for the Allied States to be represented by military officers?"

"I was a key supporter of our prime minister in our rather awful civil war many years ago and since then I've been considered not only an admiral but also one of our foremost diplomats. It also helps to keep a diplomat handy aboard our fleets in that sometimes negotiations are actually preferable to war. I'm only one of two accredited diplomats who are also military personnel, the other being colonel Webb. As to being behind the tech curve. In some ways you may be but from what I can see your not far behind at all and those geothermal reactors of yours are . . .impressive."

With a nod from Karlov, his attendant went back into her limo, where an astute eye would see her taking down notes on the exchange thus far. The Arbiter himself moved to seat himself, then paused. "The other ten are welcome to ride along with my vehicle, if you wish to keep your full contingent with you."

In reply to the President Daniel Clark of the Republic of the Battlehawk: "In that case, we'll have a diplomatic tour of the North East province set up for your representation, which we'll have cleared to arrive at North Dock East Eight at your leasure."
With a nod from Karlov, his attendant went back into her limo, where an astute eye would see her taking down notes on the exchange thus far. The Arbiter himself moved to seat himself, then paused. "The other ten are welcome to ride along with my vehicle, if you wish to keep your full contingent with you."
"Oh its fine. These are my standard bodyguard the rest were just extra in case we . . .ran into problems." Said Hawk

Arbiter Karlov nodded and slipped into his limo, the Agent shutting the door behind him before making his way to the front of the limo, entering through that door and shutting it behind him.
Inside each limo was the same setup: three seats at the front and rear, with five lining the side between each pair of doors. In the middle was a long wooden table, with radios at each end and directly in the middle. Over the radio, the voice of the Arbiter could be heard. "It will be roughly an hour and forty minutes from here to the High Temple. Feel free to use the radio to ask any questions you wish. The motorcade will mobilize at your word, in case there are any commoniques you need to make with your subordinates."
Throughout the North East province, preperations were made for the arrival of the Battlehawk 'security.' As with the East Central and East Inland provinces, government indentured servants were transferred out of the province to minimize their presence within the area. Police forces were mobilized to East North Province, which was receiving the majority of the transferred servants. Shipping Control strained under the constant reroutes, praying for the relief of East Dock Central to reduce the strain on the naval infrastructure. Last, but not least, a motorcade of six vehicles identical to that of Arbiter Karlov made its way toward North Dock East Eight to be waiting for the arrival of the Battlehawks.

Off the Coast the RBS Chester, a Crusier was anchored from the Aft deck a Black hawk helicoptor lifted off and made its way to the East Dock. Shorlty later it arrivved and landed

The helicopter touched down on a grassy clearing only a few meters from the dock gracefully, the doors swinging open with well-oiled efficiency. The Minister of Foreign Affairs and his four Federal Protection Agency escorts piled out, trying to hold on to their ironed black suits as the blast of air from the rotors pushed them forward. As it took off again, heading back towards the November, the men had a chance to take in the geography of the region while they waited for the Faupaxians.
To a native of the icy island of Leistung, complete with towering mountains and frozen lakes, this volcanic island seemed like a little piece of paradise. Still, as only Kirsch had ever left the country, the heat took most of the Agents by surprise, and they quickly loosened their ties, glancing left and right for some sign of their hosts.

The ISS United Empire arrived at Faupaxia's East Dock Three North as scheduled.
The Faupaxian flag was raised above the frigate as per maritime courtesy. The captain, Jaren Völkur, a Svenskev, requested permission to land the gangway and collect the Arbiter.

Theresa Green would be meeted by the sight of a half dozen cars parked on the steel and concrete dock, the vehicles identical in appearance to the ones that had greeted the Admiral at East Dock Central. There were a few key differences, however: In this instance the Agent was a female, still with shaven head, whereas the oily haired attendant was male. The Arbiter Jonathan Griss was a venerable gentleman, with graying hair along the sideburns and a slow body. He nodded politely in greeting, coming out of his vehicle as Theresa came from the helicopter. "Greetings, milady. I am Arbiter Jonathan Griss, governor of this province and representative of Faupaxia in this meeting. I take it you are Theresa?"
Arbiter Karlov nodded in reply, although the Admiral couldn't see this any more than Karlov could see the personal radio since they were in seperate cars at this point. The drivers all took the Admiral's words as the order to depart, and the motorcade circled along the edge of the dock to turn around and move up toward the urban area. "Understood, Admiral."

They didn't have much time to dwell on the matter, though, as a motorcade of Arbiter Joan Degoth of North West Province made herself present.

"Thank you, Shipping Control," replied Völkur.
The gangway was extended from the ship quickly. An unarmed diplomatic page disembarked, carrying the Imperial flag. He approached the Arbiter and his assistant, and greeted them by bowing in the Kiravian fashion.
"Greetings, Sèr Yurovich. My name is Iros Gamlen, and I have been assigned to attend to you both during your journey. On the behalf of myself and Emperor-Regent Blackfield, I must say that it is an honour to meet you and be your host in Kiravia."
Gamlen led them back to the ship. The goal was to return to Great Kirav as quickly as possible, and the ship had taken on extra supplies at Sattelia Naval Colony as to not waste time reloading at Faupaxia.

After pulling off the docks, the traffic director quickly adjusts traffic to allow the motorcade through. With the motorcade in motion, the traffic directors along the highway lane quickly direct traffic to let the motorcade through unhindered. Over about three city blocks the facilities are almost exclusively factories, storage, and other such facilities, before gradually transitioning into shops, restaurants themed after the various cultures of Faupaxia's original colonists, and even the occasional theatre. People could be seen walking the streets, wearing toned and cool colors of a style resembling the American industrial age. "We'll be entering the residential district shortly, Admiral. This is where you'll see a good deal of our people's society."

Hm, that heat I felt earlier has dissipated...almost like magic..., the Foreign Affairs Minister thought, also noticing that the grassy knoll they had landed at had mysteriously transformed into a concrete landing platform. He had little time to ponder this turn of events, however, as a line of cars pulled up to his tiny delegation.

As to the attendant, he said, "Thank you for informing us. I shall pass that on to the crew that will be seeing to your confort during this voyage, if that is all right with you, Sèr."
Once the guests had been brought aboard, a sailor retired the Faupaxian flag slowly and solemnly, rasing the Teal Ensign (Kiravian maritime flag) in its place. The vessel pulled out to sea, adjusted course, and made for Saar-Silverda.

IC:A single seek destoryer sliced through Faupaxian waters until it was a mere two kms from West Dock North Seventeen. A black helicopter soon lifted from it decks and made it way towards land. It blades spinning until they cooldown just long enough to mess up Maria Telyan carefully placed hair. She was flanked by several aids and trailed by a old man who was old enough to be her father. And after thirty-four years serving in various diplomatic missions around the world. He outrank Maria who as Cultral Minster was low down on the list.
But,thought Ted to himself. Their no reason to tell anyone that.
Soon after taking in the beautiful sights of the city shorelines. They spotted their diplomatic entourage. They turned to them with a smile and Ted waited for Maria to offer a handshake. Which she soon did.
