A cheer surged through the small, loyal audience as Alvisio Dolard, Interim Prime Minister, adjusted papers on the podium in front of him. Cold rain continued to pelt the small gathering, sending a brief shiver from Alvisio’s shoulders down to his feet. There was no awning above his head. Only two journalists jotted notes on their notepads. A small contingent of Federal Police stood behind Dolard with hands on their pistols.
Looking at the tiny gathering, it was as though no one had known about Dolard’s address. That was because, in fact, no one had known about the address. It was a conscious decision he made for his own safety. Five days. It had only been five days since rebels from Misley shot the Prime Minister. Five days since he had taken on the role. Five days since Misley politicians in Parliament made a motion of no confidence.
Five days since Caelapes slipped into a civil cold war.
The cheers died down and Dolard cleared his throat, preparing to continue. Before he could, a sickening crack echoed down the street.

Mathieu examined the scene through his rifle’s scope. The small gathering had erupted into pandemonium, and Mathieu was unable to see clearly the outcome of his shot. “Mi keveue!” he breathily cursed to himself as he pushed himself up from the cold concrete balcony. He grabbed the rifle and walked briskly into the connected room, folding the bipod and removing the magazine as he did so. His hands shook as he pressed the rifle into its case and snapped the case shut. Without closing the door to the balcony, Mathieu jogged out of the room to an elevator.
Domino effect: a cumulative effect produced when one event initiates a succession of similar events.

“Prime Minister Gati, deceased. Interim Prime Minister Dolard, deceased. First Councilor Dautry, alive at an undisclosed location. Mistress McKillip, present. Minister Oliver, present. Ministers Lafayet, Hess, Leiningen, and West are Misley politicians and were therefore dismissed.” As newly sworn-in Prime Minister Simon Rylander continued to call roll, the assembled ministers and military commanders fidgeted and cast worried glances at each other. Four Legionnaires stood at each entrance to the small room, their rifles at the ready.
In total, four Cabinet-level Ministers had been dismissed due to connections to Misley. Another three, including Prime Ministers Gati and Dolard, were dead. Tabitha Dautry, First Councilor, had fled to a safe house somewhere in Caelapes. Riots had engulfed whole blocks in Torine, Alessortown, and Taine. Thousands of soldiers were AWOL. The Federation’s efforts to coerce Misley to stay in line by crushing Misleyan representation in Government had backfired terrifically and had only served to fan the glowing embers that were rumors of a full-blown civil war.
Surfaces-Marshal Peter Scott licked his lips and pushed himself up out of his seat, the leather creaking softly as he did so. “Prime Minister,” he began, nodding to Simon. “Assembled ministers. We stand on the precipice of revolution, an insurgency unlike any ever before existent in this Federation. As of this morning, 214 thousand soldiers have deserted, taking with them eight million marks’ worth of equipment and materiel. This ‘movement’, as you politicians so dismissively call it, is more adequately described as a ‘rebellion’. We must not allow any opportunistic foreign state to hedge its bets with Misley nor can we allow Misley to receive aid of any type, be it medical, humanitarian, or military, from any other nation.” Most of the ministers nodded in agreement, some jotting down related concerns to address when it was their turn to speak. Surfaces-Marshal Scott continued, “I propose a full blockade of Misley, concentrating on the ports of Lafayette, Worley, and Misley, but continuing across the island’s full northern and eastern seaboards. Artillery will be moved to the north of Province Dreas, allowing us to safely bombard targets in and around the city of Misley. To complement this, we will reposition a number of KINEBOM—kinetic bombardment—platforms to the skies above Misley. If the Misleyan resistance does not stand down, we will begin a troop buildup on the eastern seaboard of Province Dreas and invade in a full-scale amphibious, aerial, and—“
“You cannot be serious!” Alesander Oliver, Minister for Home Justice, slammed a heavy fist to the table as he stood. “You cannot be serious, standing in front of all of us and encouraging us to support a plan to bombard our own cities,” Oliver scowled and jabbed at the table with his index finger, accenting each word, “not to mention your insistence that we refuse to allow other nations to provide simple medical and humanitarian aid! Are you out of your goddamned mind?” Alesander shouted. As he continued, hot blood rushed to his cheeks and forehead, turning his face crimson. “May I remind the Cabinet that it was Amanda’s suggestion, God rest her soul, to initiate the disastrous domestic policies that have advanced this movement to, as you say, Peter, a ‘rebellion’? May I remind this Cabinet that she was killed by Misleyans as she left Parliament the very next day, and then the Prime Minister, and now Alvisio? God damn it, Peter, we cannot fuck this situation up, even if you would love to play a fucking game of domestic thermonuclear war! We cannot fuck our only cha—“
“Fuck you, Alesander,” Peter interrupted. “I’m sorry the fucking faggot lawyers in Home Justice can’t understand the perils of war—“
Alesander restrained himself from lunging across the table at Peter and shouted a rebuttal, then he and Peter began shouting louder, trying to get the other to be quiet and listen to their argument.
“Enough!” Prime Minister Simon yelled, slamming a gavel to the table. “The more time we spend fighting in here, the more time the Misleyans have to plan how they’re going to fight us in Taine, or in Alessortown, or in Torine!” As he continued, he grew quieter, no longer having to keep Peter and Alesander from screaming at each other. “We have already lost eight ministers to this fucking mess, and I’m not about to allow, with all due respect, the Surfaces-Marshal of our Aeronavy bring another one down. We have important business to attend to, ladies and gentlemen, and we do not have the time to debate whether military action in Misley is the proper course of action. Peter is right. I understand why you want to talk about this, Alesander, and I empathize with you. This just is not the time for sitting around and talking. We must act, before the Misleyans get any foreign help.” Alesander stared at Simon, his eyes shimmering and his chin twitching as he tried to get a handle on his fury. “Please, sit,” Simon said. Alesander sat. Simon turned to Peter and nodded.
“As I was saying, we must not allow the Misleyan resistance to continue unchecked. If they refuse to stand down, then we simply must eliminate the threat they pose. We will achieve this by a full-scale invasion of the Misleyan west coast, which will primarily revolve around an amphibious invasion of the port of Misley itself from the Dreas-Taine. This invasion will be supported by sea, air, artillery, and kinetic bombardment, designed to cripple the Misleyan provisional force’s command structure and logistics, allowing us to destroy Misleyan morale and improving odds of a successful attack.”

"Are these reports accurate?" ask Emperor Ironsaber, to his Secretary of War, General Goliath.
"THey are sound Emperor. I believe we have an oppertunity here. With United Caelapene Federation in a civil war, their forces will be divided and preoccupied. If we play our cards right, we may be able to aquire some territory from them," General Goliath responded, with a hint of enthusiasm in his eyes.
"I don't believe we should get involved. Their population far exceeds our own, they are thousands of kilometers away, and have nothing of value. It's not are fight," protests the Secretary of Defense Jack Hamilton. "It could backfire on us if the opposong parties unite. What's more, we haven't been provoked, and have no motive other than expansion."
Before either of them can say more the Emperor speaks. "They may not seem like a threat but they do have KINEBOM—kinetic bombardment—platforms in the skies...something unlike anything we have. I would either wish to acquire such technology or prevent any nation from using them against us. Even if they have to be obliterated. Plus I would like to test our military power should the oppertunity like this arrive. We shall wait and see how the events go. In the meantime send out scouts planes over the Federation for recon and start deploying troops near the coast...in case we want to invade as soon as possible. And get our Air Force prepped for a possible air strike. In the meantime I will return to my quarters and deal with todays issues.
