Name: The Heilige Reich

Government: The Reich is a Union of Realms that to an outside observer would seem like a chaotic conglomeration of feudal lords barely contained under the authority of the Heilige Kaiser. In reality it a nation with a fine balance of political power spread between these two groups.
To maintain this balance the Reichstag has been established. This body is a council comprised of various Princes, Grand Dukes, Dukes, Counts, Barons, members of the Church and the Grand Masters of the Knightly Orders. This body is the legislative body of the Reich. There is also the title of Wähler (elector) which is given to the most influential lords who only ever form together when a Kaiser dies. Their purpose is quite literally to elect the next Heilige Kaiser and preside over the coronation.
The Heilige Kaiser is the Executive of the Reich as well as wielding the power of Veto for the Reichstag and Reichshofrat. The Kaiser collects funds from those parts of the realm not owned by the Reichsstand (Imperial Estate) via the Imperial Tax which is then in turn returned to the provinces to allow them to locally train and equip armed forces, fund the universities and collages and pay for infrastructure.
The Lords have power over those territories which have been granted to them or their families by the Kaiser. They are required by law to maintain the army to a standard acceptable by Imperial Inspectors, maintain cities and institutions of education to a reasonable standard. Beyond this they are allowed to govern their province as they see fit.
Finally the Reichshofrat is the Imperial Supreme Court. Only nobles have ever been tried in the court but it exists as a final level of appeal before punishment is carried out.

Economy: The Reichs economy is a mix of Laissez Faire economics with more feudal overtones. Though there are no serfs and every citizen is considered a free man due to the nature of the Aristocracy controlling much of the resources there is exploitation of the working class. A smaller middle class has begun to grow due to new industries not requiring direct aristocratic oversight and an increase in the nations education.
Military: The Reichs Military is like the rest of the country a mix of the old and the new. Professional Provincial Armies are established and are required to meet a minimum standard in training and equipment. Supporting this army various Heavily Armoured Knights from different orders or backgrounds give their support.
The Provincial Armies (Provinzielle Armeen) are organized around medium infantry who are usually armed with either a sword, halberd/pikes or a crossbow. In battle those armed with crossbows tend to stand forward in line and fire upon their enemies until the enemy is within range of charging at which point the soldiers properly armed for close combat move forward.
