A History
Steelternia was once a region of no central government and its people wielded little control over their land and, indeed, over themselves or their neighbors. For a semi-industrialized society, it was anarchistic in nature, with the cities ruling as any form of government. Even then, the rules of a city-state could be different depending on the block of the street and local powers sought control. Skirmish wars were a regular occurrence, and the people, the ones who sought to live their lives, were unhappy. Life was too much of a struggle, too much pain, too much boring, tedious work, and there was absolutely no fun.

A few manage to get away and move to other nations, where they get degrees in some field of Science or Math that doesn't really have any effect on their homeland, and most don't even return to their own people. They seek a better life elsewhere, and who can blame them? In a land as hellish as Steelternia, nobody can blame them. Once in a while, one of them will return to their home cities, and with their knowledge gained in foreign lands, lead their city-states into a bit of a temporary golden age, where life is a little bit better to tolerate.

One of these people is Alexander Draken Davison (http://www.filmkrant.nl/av/org/filmkran/archief/fk179/slptato.jpg). Having studied International Law in a variety of foreign schools, he found himself meting with a peculiar man with intriguing ideas. His name was Dr. Phineas Waldorf Steel, and he spoke in his homeland's neighbors, sharing his vision for a better world. He spoke of a world without the death and destruction Alexander's homeland saw. Dr. Steel envisioned a utopia where anyone could live their lives in peace, doing what they wanted, where the government made sure that they did not have to live in fear. People could pursue their own passions, and students would flourish in their studies. Dr. Steel moved Alexander, and so the young man returned to his home city of Claw Bay and met with its leader, Markus Scratch (http://www.filmkrant.nl/av/org/filmkran/archief/fk179/slpferre.jpg).

Markus, who was also Alexander's godfather, was one of the more open and influential leaders. Most foreign powers spoke to him if they wished to address any issue within the nation. Since his city lay on the coast, the city had great economic power. If there was a city-state that could unite the country, it was Claw Bay. Markus was a man who was fair and just, and he favored no other city-state in their trade, unless they wronged Claw Bay or committed some heinous crime. Their men rarely went to war or took up arms, and when they did, it was for the best of reasons. Alexander convinced his Godfather that Dr. Steel's vision was possible, and that, if nothing else, they should at least try. Markus Scratch armed their forces and readied their diplomats, and with the aid of their Dr. Steel-influenced neighbors, set about uniting the country.

The process did take a good deal of time, and was not without bloodshed. Local leaders too proud to let go of their power put up a fight, and others would only join if raiders or rivals were put down. Alexander Draken Davison led many of the diplomatic missions, and several battles, as well, and was hailed as a great leader of the people for his nobility and his actions in uniting the nation. When it was all said and done, there wasn't a city-state that didn't claim to be part of the new nation.

Many wanted Alexander to become the nation's new leader, but he knew that it was Markus Scratch that would become its patriarch. Instead, Alexander founded the University of Claw Bay, the nation's first college, where they would focus on industrial and education establishment and reform, while his Godfather was named Chancellor of Steelternia.

A People

Markus Scratch: Current Chancellor of Steelternia. Once a City leader of Claw Bay, Markus Scratch made his city-state the superpower of Steelternia through trade and international relations. Coming from a long line of leaders and having been taught by teachers from all over the world, Chancellors Scratch is regarded as one of the best, and having made the entire region prosper. When told about Dr. Steel's ideas by his Godson, he found a figure they could rally behind. Dr. Steel's influence has already been spreading throughout the region Steelternia calls home, and he used this figure to create a new nation from these city-states, with an identity they could become. He was unanimously elected Chancellor by the Parliament of Cities.

Alexander Draken Davison: Once a student that left his homeland for something better, upon meeting Dr. Steel, he saw opportunity to stabilize his nation and the region in which it dwells. He told his Godfather, Markus Scratch, of Dr. Steel, and together they set out to make their world a better one. After several diplomatic missions to city-states all over Steelternia and numerous battles he personally led, Alexander was a national hero in the sense of a leader and as a warrior. After the Time of Unification, Alexander went on to found the University of Claw Bay, which is the only college in the country, where he serves as President and Dean.

Phillip Coal: One of Alecander's childhood mentors and confidants and a close friend of Markus Scratch's, Phillip Coal is a foreign-born Steelternian, his mother from the farthest provinces. When he learned of his heritage after graduating, he visited his true homeland and was sickened by its state, and aided Markus Scratch in expanding Claw Bay's influence. He has headed every diplomatic effort for many years, and was an obvious choice for Secretary of Foreign Affairs.

General Yarrick Wash: The most successful military leader in Steelternia today, there is nobody within the country that knows more about the military than General Wash. Though Wash put up staunch military resistance to the early expanding Steelternia nation, after his defeat he accepted their rule and offered his assistance afterwards. An honorable man, he has little patience for stupidity or pleasantries, and has a very hands-on approach to running the military. There are some that are worried about General Wash's loyalty, but he has shown no signs of disloyalty since defecting.

Franklin Cricket: Pending ambassador to Zoingo, Franklin Cricket was the personal scribe for his City's leader, and was responsible for establishing diplomatic relations with the other cities. He shows great promise and curiosity in other cultures.

Colonel Alan Hawkes: Once the leader of a city that was focused mostly on military prowess and influence, Alan Hawkes chose not to continue his military career as he settled with the idea of being part of a whole nation. He wished to see the world, and uses his experience as a leader and dealing with his neighbors to become the pending ambassador to Bourgenstein.

Kevin Stretch: An engineer and fellow student of Alexander Draken Davison, he graduated Magna Cum Laude and was convinced by Alexander Draken Davison to return and rebuild Steelternia, and was deemed the best man for becoming the Secretary of Infrastructure

The Fonz: The Fonz is not an actual person, but rather a computer program designed to protect Steelternia's fragile and primitive computer systems. Whenever an unknown source attempts to contact a Steelternia channel and do not identify themselves as an inidividual or a department, the Fonz begins to transfer to them the entire series of Happy Days, and that's all they can access. As Yarrick Wash put it, "Steelternia is not without a sense of humor."

A Government

Head of State: Chancellor (Currently Markus Scratch)

Steelternia does not currently have a constitution, but rather it has the 'First Rules,' which it is using during this internment period in its history. Steelternia does not have elections, and is not a democratic country. It does, however, have three branches of Government during this time: A Legislative, an Executive, and a Judicial. The Chancellor is elected by the Parliament of Cities, but in the future, conditions willing, the Parliament will only nominate Chancellor candidates, and the people will vote. At the moment, however, there are no provisions for the Chancellor being removed from power in any way, nor are there provisions for the expiration of his term, save for that Parliament can call to adapt a formal constitution.

Members of Parliament are decided upon by the city they represent, as Steelternia has only recent come out of the stage of being city-states. However each city decides who their representative is up to the individual city. Parliament takes no action unless a Call of Parliament is announced by the Chancellor, where he or the Vice Chancellor lets Parliament know what he wishes to focus on. Currently, they are formalizing the First Rules, and they are expected to make rulings on education soon, as well. Parliament, once a bill is finished, sends it to the Chancellor and his Cabinet, which review the law and, if satisfied, sign it. If they are not satisfied, the Chancellor has the power to veto it. So far, no bill has been passed that does not give the executive branch the power to enforce it. The policy of the Chancellor is that if a bill does not allow the executive office to do its job, then it isn't worthy of being law. Once it is law, the Secretary whose department it relates to then sends it down through their Enforcement Agency (There are currently nine: Military, Economic, Foreign Relations, Education, Internal Affairs, Health, Infrastructure, Court, and Security.)

The Judicial branch is technically a part of the Executive branch. It consists of seven members, the Chief Justice playing the part as a Secretary in the Cabinet. The Judicial branch sets up restrictions on both of the other two branches, and every passed law is re-reviewed for adherence to the ideals of the nation, later the constitution. If the Court decides a bill is unjust, then it is declared as such and has no power. If a member of Parliament, Cabinet, or the Chancellor himself is out of line and commits a crime, then the chief Justice is the one who tries them. If an issue reaches the Chancellor's Court and a ruling is made, then Parliament is Called and a law is made that allows the Chancellor to enforce the ruling of the Court.

The system currently in place isn't very big, and works swiftly. The Chancellor takes a great deal many liberties, often enforcing a law before it's even passed, as the nation must recover and be united. A number of civil rights have been restricted, but only for security, and few people have a say in government. It is the hope of the Chancellor and the Parliament that Steelternia is put on the right track soon, where people can live their lives under their own conditions, provided they don't ruin it for the rest of us.

A Nation

To establish relations with Steelternia, you may provide an ambassador, but not an individual embassy at this time. You may assign up to 20 guards to your ambassador and 35 staff including the ambassador (Their family does not count in any of these numbers, but is restricted to spouse and children.)

The Chancellor believes that the job of the ambassador is to represent the interests of their home nation and establish relations. If the nation would be so kind, only send the ambassador if there is something that one wishes to discuss a particular issue. If you wish to have an embassy area, there is a multi-complex that is large enough for 20 embassies that fit the maximum crew and guards, and apartments nearby for the ambassador and their families. Until Steelternia's economy is stabilized, that is the best it can provide. It is not as luxurious as some nations provide, but it is more than most of our people enjoy.

Ambassedors cannot be arrested for the actions of their nation, nor are they held accountable for what they say on behalf of their nation, unless the leader of the nation declares otherwise. An ambassador is held accountable for their actions, however, as are their staff. If they are outside of their embassy and commit a crime, they can be arrested and tried. No citizen of Steelternia may be held within an embassy for sanctuary, and a foreigner may not find sanctuary in an embassy if they committed a crime. Steelternia may not encroach upon an embassy unless there is clear evidence of espionage, crime, or other deception. Using an embassy to conduct non-diplomatic relations with Steelternia is considered a hostile act.

Essentially, don't do anything stupid. If your ambassador commits a crime, they can be tried for it, and they can't go running to their embassy. You may provide your own vehicles, but the protection of ambassadors is a communal effort between Steelternia and the holders of the embassy, even among them, so you may be working with other nations in security matters. In fact, it is encouraged.

That you are willing to give our children and younglings the same opportunity I had, when many of the people I grew up with never did, means more than you can know.

We have few teachers in our nation, and bringing up our children, and even teaching our adults, to pursue their passions is a priority in Steelternia. We seek to be a nation where people can be happy and love to work, not work to love. So if your universities are open to our students, then your schools will have them. If you have teachers that can contribute to the expansion of our education system, we would be most grateful. Do know, however, that we do hold our teachers to a particular standard that may seem very alien to them.

On the subject of embassies, if you wish an individual building, it will come from your own pocket: Buying the land, paying utilities, building the embassy, we cannot provide what you need for it. Dear Mr. Rucinsky,

Most of our students have a rudimentary education, due to a nationwide lack of focus on education, with a few exceptions. Many of our students lack proper education, and many have more vocational training. However, it all depends on what the student, themselves, wish to study. I believe a liberal arts education to begin would be the best bet, though I would ask that you allow the students a good deal of flexibility in what they study. We believe that students ought to choose what they study to be happy. Perhaps a broad taste at first to get the students to learn what is available to them, then allow them to focus themselves.

It is entirely possible for Ixanian teachers to educate Steelternian students at your nation's schools but we would prefer if information about the Steelternian standard be given to them so that they will be alert and prepared for what is to come. It is essential that they know all there is to know so that they do not make mistakes or offend people.

The teachings of Dr. Steel, which our country was founded upon, are core to our existence as a nation, but they are rather foreign to our country at the same time. It is the responsibility of the government to provide for the people what they need and see to it they can get what they want (within reason.) As education is an integral part of a person's growth, it is the responsibility of the government to provide education. The government, however, cannot dictate how a person grows. We cannot dictate their lives, only give them opportunity. This is difficult, however, because drive is just as important, and we cannot force a change or shove it down their throats.

As a result, the standards to which we hold our teachers is that they give students both the opportunity to grow and the drive to do so. As a nation that seeks to value personal pursuits, we also believe that a person must be driven. Too many education programs are focused on a university path, with lecture halls and boring essays, while many countries ignore universities and use tradition to dictate what a person become. Both vocational and university paths are important, and it lies with the student to choose what and who they will become.

So keep your conservative and boring teachers. Our students must taste everything to learn what they like, and our teachers must reflect that. There are things every person should know, but we cannot force everything upon them. So if a teacher is responsible for the students being unengaged, then they will be held as such. We can't tell our students to be interested in a subject, but we can try to get them to remain open-minded and willing to learn. It is an experiment that we are eager to take part in, and we hope your people will be, as well.

The Ixanian Empire has no problem whatsoever consenting to the paying for the embassy out of our own pocket providing that we are able to build it on suitable land which is good for building.
