The first visit (Closed, ATTN Aresium)

This was the first state visit after the coronation of the new Empress. Well, it really wasn't a state visit since the visitor was excepted to be more or less interested only in the military and slave system. Nonethelss, she was excpeted at the Neu Berlin military base. The Grand Marshal was especially excited, as the visitor was from a like minded country in terms of military and the justice system.

Repke, as always, was surrounded by a cloud of cigar smoke and had a bottle of whiskey on his table. His aide put some papers on his table for him to sign; execution orders. He signed the papers without reading them, he had more important things on his mind than the execution of communists, a common event in the Empire. He went outside to watch the new Praetorian Guard volunteers return from their 100km march.

When the soldiers had assembled in front of the HQ building, Repke heard the noise of the helicopter he'd been expecting. "Her timing is perfect." he thought to himself. When the helicopter landed, he went and opened the door. "A pleasure to meet you, Mrs. Zaril."

Adra Zaril was pleased with the idea of visiting Puritania which she admired due to its policies and practices deemed similar to those that were ruthlessly enforced all over the Republic of Aresium. It was a nation she could take quite the liking towards if every thing went right. Her aerial vessel soared above the skies while she read a newspaper she had snatched before leaving Aresium with the headlines being the usual, that is, being all about community events and how criminals were found to be quite active in the recent weeks. Adra noticed that her helicopter was soon to land and, when it had landed, she stepped out in her skirted military uniform adorned with medals and insignias while she adjusted the officer's hat she adorned her head with. Adra felt happy here. She looked at Repke, finding him amiable, and smiled. It was a simple smile, that is, not the sadistic smile she reserved for less than civil pleasures. "....My friend, it is a pleasure to meet you. Yes, I am Mrs. Zaril. I look forward to developing a friendship between our nations. Please, let us proceed. I do hope to get things started quite....swiftly."

"Very well. We'll be going out of town to see the goverment-owned silver mine where we have about 3,000 slaves." They got into another helicopter that rose above the city's skyline. Repke pointed out some places of interest in the city, such as the temple of Apophis, the Imperial Palace and the Imperial Court, the highest justice institution of the Emprie. "Are you hungry? We could stop over there," - he pointed at a building with a helipad on the roof - "it's the best reviewed restaurant in the country."

Slaves? Adra believed that this nation sounded a lot more interesting than what she once heard before she arrived. "...If I may inquire, Repke, who can become a slave in this nation of yours? I would be quite interested in studying the slave system here and yes, I am feeling a bit peckish. I'd like to see those places you mentioned as well. I want to see as much as I can and learn as much as I can as well."

"Well, anyone can become a slave if they commit a crime serious enough. Unfortunately we can't go to the Imperial Palace by helicopter, but the other places we can visit." The helicopter landed on the roof of the building Repke had pointed out. They were taken to a table with complimentary wine and apetizers. A waiter came to take their order. "Good morning. What can I get for you? If I may, I recommend the bouillabaisse."

"....In Aresium, criminals are put through a lot of hell depending on the crimes they have chosen to commit and the severity of the said crimes. They can be easily made to work for the nation or they can be executed. It really depends on who is appointed to administer justice to them. I wouldn't mind seeing the Imperial Palace but I don't mind if we cannot."

At the restaurant, Adra smiled at the waiter while taking off her hat. "....I'll try the bouillabaisse then, waiter, along with a Puritanian drink if possible. I do take an interest in trying new things sometimes."

Repke ordered borsch soup and told the waiter to bring 2 glasses of 'Der Sieg', a drink with 4 ounces of vodka, 1 ounce of absinthe, 2 ounces of vermouth and the rest of the glass filled with freshly made orange juice. "This place is great. If you want to eat a rotting horse carcass, they'll bring you one. The drink is a favorite of mine... It's a shame you can't drink too many of them at once."

"....I don't think I'd really want to order a rotting horse carcass, General. I do think that one can drink alcoholic beverages provided that they restrain themselves from consuming too much of the mind-altering liquids lest they get all drunk and go around acting like idiots."

Deciding to pass the time waiting for the food and beverages to arrive with conversation, Adra decided to generate some questions to ask Repke.

"...What is it like to live in Puritania? What is the government like? If you could give me the basic information, I would sincerely appreciate it. I also think we should have our nations' armed forces engage in joint training operations and technological exchanges. I am sure that we can both benefit from such arrangements. My nation's leader wished to know if an embassy exchange along with the creation of trade could be conducted between our nations. She wouldn't mind visiting Puritania herself, I don't think. I've known her for plenty of years. Back when I was but an officer in the Army, I remember seeing her with her father, our nation's previous leader, who had felt she was the best choice for his successor since all leaders have the right to nominate a successor to their position."

"Well, I suppose it's like living in any other country, except that there are certain things you're not allowed to do, such as start a left-wing party, slander the government, etc. The government is elected by the people from the candidates the Empress approves. The government approves or discards laws, etc. made by the senate. The Empress can veto everything and make laws by herself, though. As the military co-operation... That could be arranged, if you have some technology we could use." The food arrived, and judging by their behaviour, they excpected a big tip, which Repke did give to them. "The trade would great, especially if your country would be willing to sell slaves or to exchange them to something."

"....The Republic of Aresium rejects democracy due to the idea that democracies will lead to the ignorant masses, that is, the people who are not smart politically taking power and, through their actions, ruin the nation. Our nation operates according to a system based on the concept of mixed government instead of accepting a literalist interpretation of the works of the philosophers we strive to emulate although there are some who wish to replace our current system with a literalist one. There are Guardians, an equivalent to politicans, who are active all over the nation. The Supreme Guardian is the head of state and government. She and the Council, of which I am apart, lead the nation and make and discard laws as we see fit although, truth be told, power is mainly entrusted to the Supreme Guardian. The Supreme Guardian also has the full right to nominate anyone as a successor to his/her post. As for trading slaves and what not, I don't deal in matters of trade. What would your military require? We'd like to, perhaps, start up some joint training operations which, I think, would benefit both our nations' armed forces. An embassy exchange, I think, could be made but that's not up to me to deal with."

Taking a sip of her drink, Adra smiled. ".....I only deal with military matters as my post demands of me although I do have opinions on various issues which, at times, are heard by other members of the Council and what not. I usually, though, just resign myself to military matters. I've been in the Armed Forces for many years, Repke, and I'm well versed in all that concerns soldiers and strategy...that's especially required of a person like me who has power over the entirety of the Armed Forces."

"We need more effective ways to deliver biological and chemical weapons. As for the joint training operations, those can be arranged, as long as we won't be revealing anything relevant in terms of technology. The Empress doesn't want anything to be given to another country without payment..."

"Well, we've got a city built for urban warfare training, and a lot of desert. I'm sure those will do."

"Nothing that comes to mind, no." After both had finished their food and were back in helicopter and on their way to the silver mine, Repke continued the conversation. "Oh, there is one thing. I'm not sure if I mentioned this earlier, but we need more effective ways to deliver biological weapons. If your military has something we could use, we can arrange a trade of sorts."

"....That depends on the size of the weapons but I believe we can help you out with that. Aresium does have all sorts of weapons of that caliber but they are restricted, in use, only until such weapons are used against us. Nuclear weapons are under the same restrictions."

Adra grinned. She was beginning to like this man even more. ".....The Republic only will use such weapons when the time calls for it, that is, when they are used against us first. Although I would love to see our nation's enemies cringe under a toxic haze, I am unable to proceed with such a tactic unless the condition I mentioned is satisfied. Keep in mind....I'm more than happy to see any sort of weapon smash our enemies to bits."

After landing and a glass of wine with the commandant, Repke and Adra were given helmets before entering the mine. In the elevator the commandant began to speak. "This mine produces the most silver per year in the country, mostly due to our... "creative" ways of enforcing discipline and work morale."

Adra grinned almost sadistically at those words: ".....Those who are unwilling to abide by what we have set down in stone for them to read must be punished according to what we have ordained. If you sent criminal subhumans such as child murderers to mines here then I will more than happily support such measures for, indeed, a criminal's rightful place is either in servitude to society or in the grave but I'm talking about those with....severe offences."

"In my opinion, there's no such thing as a mild offence." He briefly looked at Repke suspiciously and saw him get irritated. He quickly added "But then again, it's not my job to criticize the Empress' decisions." The elevator came to a halt and the doors opened. 3 guards were disciplining a slave who had dropped his tools. "What's happening here?" Repke asked the guards. The guards stood attention. "This guy dropped his tools and he hasn't been working as hard as he's supposed to. If I may ask, sir, who have you brought here?"
