Name: Procan Confederacy/Alliance, Proca for short.

Race: Humans, with an Elven minority.

Government:

The Procan Confederacy is a loose alliance of city states in the Corsair islands and outlying colonies. Although each of the city states is independant of the other, they are bound by treaty to defend one another against siege and/or embargo (for a notably reduced fee,) are mutually interdependant upon trade with one another, and put worth joint ventures in establishing the colonies on the Western Shore.

Population:

The outer isles and the Far Eastern colony have a 10% elven minority and a 5% half-elf presence, while the Main Island's city-states have minorities of 2% and 1%, respectively. The majority of the population, to contrast, is human. Each academy has roughly 1% of the population it's training mages for on it.

Capida: 344,000 in the city and surrounding orchards.
Horza: 342,000 in the city and subordinate farming villages.
Chiss: 380,000 in the city and subordinate villages across the island.
Proca: 528,000 in the city and surrounding lumber camps and mines.
Osprey: 602,000 in the city and surrounding lumber camps and mines.
Far East: 222,000 in the primary colony and surrounding villages.
East Delta: 299,000 in the colony and subordinate farmlands.
North Isle: 297,000 in the colony and military outposts across the island.
East Gate: 226,000 in the colony and internal vineyards.
West Gate: 226,000 in the colony and surrounding lumber camps.
Inland: 224,000 in the colony.

The Procan Territories

The Procan Territories can be divided into two categories: The Corsair Isles, where the predominant city states are established, and the Western Shore, where various colonies have been established by the ambitious elite of the Isles.

The Corsair Isles

The Corsair Isles are called such due to the local ports having originally been pirate coves. However, as the more successful raiders settled down, the ports drew the attention of immigrants fleeing the reach of dark elven slavers and the conflicts of the gods. Generations passed, and soon the port cities formed an alliance of mutual prosperity.

• The northeastern island is home to the port of Capida, an island that has cultivated orchards to export fruits and wood. The smaller island north of it is home to the local magic academy.
• The northwestern island, ruled by the Horza, has a a variety of vegetable farms. Like Capida, it has an academy on the isle to the north.
• The southern island has expansive plains that the residents of Chiss call home, and make a profit by exporting horse and sheep products: meat, leather, and cloth. It's academy is to the east.
• There are actually two city-states on the main island, made possible by its mountainous nature. In the north is Proca itself, which has expansive iron mines inland beyond lumber camps in the lowlands. Unlike the other city states, it has two academies: The city's academy to the east, and the academy for colonial mages to the west.
• On the south end of the main island is the city of Osprey, named for the familiars favored by the founding pirates' spellcasting captain, a tradition maintained in the southern academy. The city itself also has lumber yards, but rather than having iron mines it has an abundant supply of marble.

Western Shore Colonies

About a century ago, a cabal of mages from Capida and Horza met with the High Cabal in Proca to discuss how to expand the power of their alliance. After eliminating the possibilities of mimicing dark elves by raiding neighbors or long-distance trade routes, they decided the best way to expand their territory was to make more port cities. A hundred years later, there are five officially recognized colonies established by the joint effort of the Confederacy.

• The far east colony, to the southwest of Chiss, is the least populace, making a modest profit off of cow products, primarily dairy.
• Due west of the far east colony is the east delta colony, which has lucrative barley farms along the delta and cow herds further inland.
• The north isle colony is primarily a military base to safeguard the other colonies against intruders from the north, but makes a modest trade profit by exporting glass and crafted goods.
• There are two colonies south of the north isle colony, refered to as East Gate and West Gate at each end of the mouth of a waterway piercing inland. The two colonies function as a city of their own, although they have yet to be recognized as such by the alliance due to their still having to rely upon a colonial sponser rather than exclusive on the profits of expansive vineyards and lumber yards.
• Although there is a sixth port at the innermost end of the waterway the gate colonies safeguard, the Procan Confederacy does not recognize as being part of the colonial program. This is because the "colony" in question is believed to be the port of call for notorious pirates that raid territories outside Procan influence; such territories are apparently exempt due to the city-states being willing to trade for the plunder.

Economy of the Confederacy

As stated above, each colony and city-state has various exports that it trades to the others, eventually reaching an equilibrium among the various towns. The colonies, however, not being as economically self-sufficient, rely upon regular funding by the various mages and wealthy elite from the Corsair Isles who fund the colonial project with their trade profits. A certain unofficial colony could be self sufficient, but by obtaining city-state status it would be officially recognized by the Alliance, and thus would need to be answered for.

Armies of Proca

Island Military: 6% population in militia, 2% population trained military

Colony Military: 1% population in militia, 3% population trained military

Alliance Navy: Tradeship for every 1,000 people, Longship for every 10,000 colonists and every 5,000 islanders.

Although the military has been standardized throughout the Alliance, each city-state has its own unique regalia to distinguish itself on their uniform. Proca has yellow sashes, Osprey feathered armbands, Chiss ivory collars, Horza violet headbands, and Capida black vests. The official colonies, not being city-states themselves, don't have any identifiers. A certain unofficial colony dyed the leather armor standard to the military gray rather than the natural brown.

The most common member of the Alliance military is the militia, which wear a leather cuirasse over a wool shirt and pants in addition to leather gauntlets and greaves. They carry shortbows, handspears, and round metal shields. They only have basic training, but given their numbers and naval experience they're always in their element.

The trained infantry can be divided into three categories: Longbowmen that defend the city-states, colonies, and trade ships from within forsake the shield and spear or a short sword, but have larger, composite bows. Aboard the military vessels are the Boarders, with kite shields and handaxes rather than the traditional militia weaponry. Guarding the walls and streets of the city-states of the colonies are the Halberdiers, who in addition to their namesake weapon wear chainmail cuirasses rather than leather. It should be noted that the Chissites that guard the island are on horseback, with the Longbowmen (Outriders) patrolling the shore to signal the main Halberdier (Cavalry) formations with signal arrows.

Finally, there are mages in the cities who are trained in basic elemental magics of wind and water, as well as divinations. Each academy has certain specialties. For example, the mages of the Osprey academy can cast spells through their familiars, as well as see through their eyes. To signify their power, they wear open-front blue robes over their armor and carry polished wooden staves.

Religion

Due to the founders being pirates and a majority of the immigrants fleeing divine influences, the people of the Isles and Coast are vocally impious. They know that there are gods, and that they are powerful, but the mortals are just pawns in their eyes and the less mortals and gods interact, the better for mortals.
