The time has come. My friends - and I hope we can truly come to that - we are on the brink of a paradigm shift in the Imglotian Government. For too long, this body has been intent on what the cosmos can give us. Now, it is what we can give back.
The catastrophic meltdown of command authority in the Guyher Sector (The 4th Fleet Incident) (http://forums.jolt.co.uk/showthread.php?t=567050) has caused many wheels of change to turn; it has been policy to choose military officers for tangible success, but perhaps it is the time to consider psychological situation as well. But that is not the relevant point at hand. The single-most important goal of this treaty is to establish peace between our civilizations, for as-near perpetuity as can be attained, and to open up a new mutually-beneficial relationship between our governments, scientists, and yes, even military.
To this end, I propose the Watchman Treaty. It will be an agreement between our governments to never lift a hand in war against one another, to support the wartime efforts of each other, and to share in our technological innovations, barring of course state secrets.
I know that our position is not one to curry favor with you, due to the death of so many on the Watchman, but if nothing else, I implore you, come for them. Come for those who couldn't protect themselves from the cold embrace of death, so that future generations are not ruined beyond all point of repair. I sincerely hope that your choice is to come to Tigeria to sign the treaty; I will, however, understand if you choose not to.
Please respond with your intentions, so that we may prepare if you choose to come.

We look forward to working alongside your nation once more. Our diplomat is on route to Tigeria now. Heir Ascendant Tobias Castro is currently occupied, though he may arrive later to negotiate if he resolves his current time constraints.
Our chosen diplomat is Heir Ascendant Annabelle Castro, second in line to the Chancellorship, daughter of the High Chancellor. The Steward of the Second Alliance will be in attendance as well. As is protocol, a detachment of Azure Gaurd shall accompany each individual.
We look forward to resovling the differences between our peoples.

Following Golugan's questions, we have added provisions. The following is a draft of the Treaty:
The Watchman Treaty
In honor of those who perished, so that peace may expand
Intentions:
REALIZING that non-committing agreements have little power in interstellar politics and relations;
ACTING upon the intentions of fostering peace and mutual advancement;
SEEKING to establish the “Federated Galactic Alliance (FGA)”
The Watchman Treaty is hereby proposed.
1.) ON REQUIRMENTS
A.) All interstellar nations or empires are permitted to sign the Watchman Treaty.
B.) Upon signature, the nation in question will be granted membership in the FGA. Signers also assume all laws and regulations as designated below.
2.) POLITICAL EXPECTATIONS
A.) Members of the FGA will be expected to participate in diplomatic conferences held by fellow nations, as well as establish embassies in any companion states.
B.) In the universal political arena, FGA members are expected to conduct themselves in a manner that places the FGA in a positive light.
C.) If it is discovered that a member of the FGA has portrayed it in a negative manner (by violation of the code of conduct above), the member will face a review board comprised of the other representatives, and that member's future in the Alliance will be decided as such.
3.) MILITARY ALLIANCE
A.) Members of the FGA, in signing the treaty, pledge themselves to support all other members in matters of military interest.
B.) While a member will be exempt from this section if they possess a military inadequate for system protection, any member with extraneous military forces agrees to contribute a meaningful amount of units to less-capable members.
4.) MUTUAL SCIENTIFIC ADVANCEMENT
A.) When it does not violate security issues, members will share advancements in the field of science with colleagues from fellow nations in the FGA.
5.) FORBIDDEN ACTIONS
A.) By signing this treaty, members of the FGA agree to refrain from participation in any of the following activities. Violators will be ejected immediately:
- Space Piracy
- Unwarranted Assault of Armed Parties
- Attack of any sort on Unarmed Parties
Amendment 1.) INTERVENTION IN UNLAWFUL EVENTS
A.) Members of the FGA should be as close to paragons of virtue as they can attain.
B.) To this end, any FGA warship or fleet which comes upon civilizations engaging in the activities listed in Section 5, subsection A is entitled to engage in combat with the aggressor, or utilize any means deemed necessary to prevent the loss of innocent life or resources.

Yes. There have been reported events where pirates masquerade as Imperial Navy vessels with falsified identification, and use that to board targeted merchant vessels with the pretense of a random cargo inspection.

While much of this seems all well and good, we do have a concern about the military part. Defense is no problem, we can come to your aid if you require it, though we are concerned about this:
Members of the FGA, in signing the treaty, pledge themselves to support all other members in matters of military interest.
We would hope that this does not mean we have to help in every military venture another nation takes. While we like to help, we're not going to keep calling on our soldiers to help another member for every little thing, especially if that 'little thing' happens to be dragging us into a conflict that doesn't really require our presence. If another nation decides to stage multiple assaults on one or several other parties in a short amount of time without and good cause, Greywatch will not leand its support. If one of our allies requires support to defend themselves or launch a strike against someone who could quite possibly be threatening the entire alliance, Greywatch will have forces sent in ASAP. In short, we will only support 'military interest[s]' if they are in the interest of the alliance as a whole, not a single member.
Also:
When it does not violate security issues, members will share advancements in the field of science with colleagues from fellow nations in the FGA.
We wish to make it clear that while we can share some information, there are some things that apply to Greywatch and Greywatch alone. Be aware that not all scientific advancements will be shared with all members and also note that this does not only apply to military developements. This is partially because Greywatch is already an alliance, and also because there are just things that should remain secrets.

The Second Alliance concurs with the observations of Greywatch, and would propose that "mutual military support" clause be examined and specified.
We wish to also propose an additional ammendment or term to the above agreement: a free trade agreement clause, allowing merchants and bussinesses from our repective societies free access to all trade markets, as well as military protection from pirates and agressors. This will allow a free flow of ideas and culture between allies to the benefit and enrichment of all our peoples.

The Holy Imperium of Angenteria agrees with the points of it's esteemed colleagues, and would like to bring the attention of all involved parties to Section 2, subsections B and C, and would like specification on what places a member state in a "positive light." Different cultures have different traditions on what is viewed as polite and positive. Something that is viewed as a friendly gesture can be deemed offensive by another.

My name is Ansei Gallad, and I, like every survivor of my world, am under the rule of the Mekantans, a race of tyrants organized as a nation called the Galactic Hegemony. Slaves have the advantage of seeing their master's house, and seeing the message you sent to the galaxy, I feel I should warn you what I have seen transpire within these walls...
I know not the details, but I hear among the Mekantan soldiers who come to- ... who come around about an organization they plan to forge called CAGE. I don't know the details, but I know this group consists of people like the Mekantans. I don't know if they are as bad as the Mekantans, but any close ally of a people who rape, torture, kill, and consume for fun...
... I don't tell you this asking for help... Only to warn you what opposes your new alliance. I wish you luck... you will need it...
A young human woman sat in front of a monitor, trembling noticeably as she looked over the message. Her name was Ansei Gallad, and she feared for her life.
Glancing back at the gigantic rock-like creature with the brightly glowing blue eye in its head reminded her why.
"Are you finished, girl?" A booming voice issued from the creature, the monster slowly raising a claw.
"I-I-I-I think so..."
The claw came down, stopping just before plunging into the human's head. "I find the idea you're capable of thought quite unlikely, ape. You, and your entire pathetic kind. I'll ask again: ARE YOU DONE?"
"Y-YES!" Tears streamed down her face as she looked up at the sixteen foot tall Zircon, memories of their invasion of her world still fresh in her mind. "P-please don't kill me!"
A deep, rumbling laugh issued from the rock creature as its claws wrapped around her, lifting her from the ground. "Stupid little monkey... You belong to the Mekantans now... I wouldn't kill one of their slaves..." The creature's tail came around, tapping the send button on the girl's computer, the eye turning to the girl. "Besides..." The creature squeezed, enjoying the wet snap of the girl's bones shattering under the force and Ansei's scream of agony. "I can think of much more entertaining things to do than killing you..."
"Why...?" Ansei rasped, looking at the Zircon.
"Because you humans suffer so beautifully... That's why the Mekantans like you..."
"... No... why... mess...age...?"
Again, the Zircon laughed. "Because they care... They care... and they will seek to stop the Hegemony... and CAGE..." The Zircon tossed her aside, savoring the wet thump her shattered body made and the cry she gave as pain jolted throughout her body again. "The Galactic Hegemony thrives on violence, and what better way to have it than to start a war? So I thank you, Ansei Gallad, for your role in helping jump start this new incident..."
Ansei could only look weakly up at the large Zircon as Mekantan soldiers filed into what used to be her house, each nodding to the Zircon Hivemaster they knew as Xerenth of the Solar Cluster Swarm before having their fun with the shattered human girl.
It took Ansei Gallad three days to finally die...
