i. Background

It has long been known that the communists have been oppressed by the capitalist regimes throughout the world. Some of these communists have succumbed to the relentless bombardment by the capitalists and have resorted to socialism to avoid their beating. It has been high time that the communists and socialists in the world band together to protect one another from capitalist aggression. All those with leftist ideologies have hid away, and this shall end. The leftists in the world must unite!

ii. Preamble

For the purpose of defending communists, socialists, leftist libertarians, and any form of leftists in the world, the Comintern will be formed. In order to ensure the security and the stability of leftists everywhere, we must all organise into the Communist International for a safe and secure society.

I. Article One
Terms of admittance to the Comintern are as follows.
- All applicants must adhere to the Charter of the Comintern,
- All applicants must be in a state of relative stability in order to best preserve the goals of the Comintern,
- All applicants must recognise each member-state as an equal sovereign state co-inhabiting the world in peace,
- Each member state will be required to house an Political Bureau of the Comintern [Politburo] for diplomatic and administrative purposes in its political capital, which is to funded by said state unless the state is incapable of supporting said Politburo.

II. Article Two
"Comintern Council of Commissars"
II.1. Section One
In the spirit of further maintaining the sovereignty of all member states, the "Comintern Council of Commissars," herein referred to as the CCC, consists of founding members and voted members: founding members are automatically members of the CCC, and further members are voted in by other member states. These votes may not be vetoed or interfered with by members of the CCC. CCC members may not be removed without unanimous support.

II.2. Section Two
All leftist applicants may be automatically admitted to the Comintern should their admittance not be contested by any member state. Should their application to the Comintern be contested, the following procedures for engaging in vote should be initiated.

II.3. Section Three

All members will vote in a general poll, as all member states within the Comintern are automatically members of the General Assembly, which will be explained in detail further in the Charter. The polls will be created by a member of the CCC, and members may vote anonymously for or against the admittance of the contested member state.

II.4. Section Four
The CCC will retain power over all of the major decisions of the Comintern through a democratic vote over a twenty four hour period. Motions which are successful will require a vote of no less than two thirds to pass.

II.5. Section Five
The autonomous regions of member states of the Comintern will or will not be granted an independent vote depending on whether the mother state wishes it so.

II.6. Section Six
At the head of the CCC will be the Grand Commissar, who will oversee the affairs of the entire Comintern. For the moment, the Grand Commissar is Alexei Aleksandrovich Stuyonovich of the Communist Dominion of Stoklomolvi, and will remain as such until the Comintern has gained enough members to be considered an actual, formidable alliance of communist states. In the future, votes will be held to determine the Grand Commissar.

III. Article Three
"The Golden Shield"
III.1. Section One
All member states are to refrain from inter-Comintern aggression. Any inter-Comintern disputes must be settled through diplomatic discourse and, failing that, through a meeting of the CCC. Should any state resort to violence or overly-aggressive economic, domestic or political tactics in order to undermine their Comintern brother(s), the remainder of the Comintern is charged with the immediate punishment of the offending state should diplomacy fail.

III.2. Section Two
All nations are encouraged to commit their armed forces to continued and precise communication with other Comintern forces in the spirit of strategic clarity and victory. No member states shall be required to house any foreign military personnel on domestic soil, nor are they required to commit soldiers to any sort of rapid reaction force. There is no obligation to commit forces to the offensive operations of any Comintern state.

III.3. Section Three
All Comintern states reserve the right for first strike tactics against enemy states, providing opposition to said tactic is not voiced by another member state. Should said member state oppose said tactic, the CCC is charged with vote to determine the course of action to be taken by the instigator of the conflict. Similarly, should the CCC vote in favour of the action, then said protesting nation must support the first strike. The unjust invasion of any third party is fully accepted politically (not necessarily militarily) providing the third party nation does not respect the sovereignty of a Comintern nation. However, the Comintern does not and will not endorse or encourage an unprovoked invasion of a foreign state in any way.

III.4. Section Four
Any attack on an Comintern nation is to be considered a declaration of war against every single Comintern nation. All Comintern nations are expected to follow their fellow members into battle to defend any Comintern member to their fullest extent. Exception is to be granted at the will of the defending Comintern state, who may decide whether or not said aid is required.

III.5 Section Five
The Comintern must defend against outside threats, with the goal of achieving peace and prosperity to all neutral and Comintern-aligned nations. There are no official enemies of the Comintern unless an alliance explicitly states that it targets leftist states.

III.6. Section Six
Any action of unprovoked deployment of weapons of mass destruction, genocide, or any other form of mass targeting of civilians without prior Comintern approval will subjugate the offending state to vote by the Comintern over whether or not to reprimand said state; should the state be voted to be reprimanded with a four-fifths vote, then said state will be embargoed upon by the Comintern for a minimum of one month and a maximum of one year. Usually, the usage of weapons of mass destruction is not strictly regulated by the Comintern.

III.7. Section Seven
Because of the variety of laws and customs throughout the Comintern, any citizen of a Comintern state who breaches the domestic law must be subjugated to the nation in question's judicial system. All member states must actively participate in the identification and arrest of all terrorists or enemies of the state where upon they will be transported back to the source of their offence. When concerning a Comintern-wide breach of law then the ultimate command of the situation should be delegated by a council of Comintern representatives.

III.8. Section Eight
Each member state is required to cooperate fully with all other Comintern members in the arena of international intelligence. Any agency that discovers information of relevance and/or importance to any other Comintern member must make said information known to the CCC as a whole immediately.

IV. Article Four
"Communism and Commerce"
IV.1. Section One
In the spirit of encouraging inter-Comintern commerce, no member-state is to hold a greater trade tariff against another member state than extra-Comintern exportation tariffs. In accordance of said spirit, no Comintern member is to hold a tariff on importation of more than 5% towards other member states.

IV.2. Section Two
Concerning the greatest exports of the world, in order to safeguard Comintern interests both individually and collectively, unnecessary fluctuations in key industrial exportations must be avoided to ensure the stabilization of prices, thus providing each member-state with the highest profit attainable. Key industries in question prone to instability or inter-Comintern economic aggression must be coordinated by a relevant sub-committee of the Comintern including all members of the industry concerned.

IV.3. Section Three
Via any form of synthetic or natural disaster, all member states are expected to significantly aid any other member nation whom is in a state of economic crisis. Said crisis include but are not limited to: Natural disaster, war, reparations of conflict, economic depression, drought, famine and internal destabilization. Monetary and military aid are expected, however more direct methods such as labour, relief workers, food, or medical supplies are encouraged.

IV.4. Section Four
Recognition of the rights of any Comintern citizen to move freely within the Comintern is highly encouraged. In the event that such an agreement between states is unattainable, an advanced Visa program is compulsory where upon all Comintern visas will be addressed and granted at an accelerated pace from that of others. The Comintern understands, however, that the completely free movement of goods within the Comintern is impractical when concerning the variety of customs, cultures and laws that inhabit the region.

IV.5. Section Five
No member state is to be permitted to enact an embargo or blockade of trade against another without approval granted by the CCC with vote. Reprimands due to weapons of mass destruction use are exempt.

"Signatories to the Comintern"
The below signatories have read and agreed to every section in the above Charter of the Comintern. They are formal members of the Communist International.

Though, we are not a communist nation by a long shot, we do believe in the rights or our citizens, and the rights of our fellow man. Though this belief, and through the strength of our economy, (Not necesarily strong by standards such as you nations, but certainly strong by standards of many a smaller nation.) we see no reason why our dissonance over a certain economic ideal should bar us from benefitting the world as a whole as a part of this alliance. As such, the Allied States of New Kereptica would like to apply for a postition in this Continern, and we hope that you will judge this issue the same as we.

[OOC: I was actually planning on re-using the old AU charter myself somewhere down the line in the Mediterranean. Hryvatia itself is intended to be an ex-communist state, having risen from a Yugoslavia-styled Socialist Federal Republic in the late 20th century, however their taste of communism under the SFR was rather brutal, and not to be easily forgot. That, and I'm still not sure if I want to release Hryvatia into mainstream International Incidents yet. Interesting alliance, though.]

Stoklomolvi is displeased that the Empire of Xin Han, or as we interpret it to be the “新汉帝国”, would criticise a purely defensive alliance that has had no prior contact with the Empire of Xin Han in the past. We are far more strict and organised than SCAR, which was explicitly a socialist alliance for rebels. In addition, the Glorious People's Republic of China, or 伟大的中华人民共和国, is the legitimate government over China, which was incorporated into Stoklomolvi some thousand years ago. Since then, we have adopted Chinese customs and ways of life, and China is essentially second to none.

Informed by many sources that you have decided to take a step against the imperialism and ruthlessness of many nations in their wake to, supported by the bourgeois of arms manufacturing industries, promote wars against those who refuse to lend in the privilege to the capitalists, we first congratulate you for such initiative, and as our brave men fight for the revolution in the island of Mallorca, stalling the advance of the petit-bourgeois Confederacy of Third Spanish States, we realize how the very conception of self-rule and national sovereignty has lost all its worth.

However, a word of warning, I have nonetheless noticed a small section in the articles of your new Comintern, a potential loophole that would allow the very enemies of our revolutionary cause to slowly infiltrate inside. By giving leeway to the self-proclaimed leftist libertarians, you are indirectly opening a exploit, for the very enemy of the true Communist revolution in Spain, and for many other capitalist puppets under the guise of "libertarian left" and of the reformist and subservient "social democracies" to corrupt the principles of true communism. Thus, I advise for the review of the articles, before such small gap could be exploited, and together with the assigned democratic nature currently set in, allow for the Comintern to be corrupted by bourgeois diplomatic games.

We say a great "Hello!" to our comrades in Soviet Spain. The world will know that the communists are a formidable force to reckon with, though in a true communist manner we will not be the aggressors. The entire world will eventually fall one after the other, and it will be then when they will realise the fruits of communism. However, we will not lie dormant as our communist brethren become ruthlessly slaughtered by the capitalists. Thus, we form the Comintern. In the future, perhaps Soviet Spain could join the Comintern, for then the fools in the Third Spanish States will see that they are attempting a fruitless endeavour in attacking Soviet Spain.

Even in the early days of this alliance, I must speak on behalf of the Kingdom when I voice a sense of suspicion surrounding the COMINTERN. I am unsure if you are already acquainted with basic Hryvatian history, however up until the early nineteen-nineties Hryvatia was firmly under the boot of the Socialist Federal Republic, like many of her neighbours. During this period my country was... troubled to say the least, and thankfully has handled the transition from a Socialist to Capitalist market with a high degree of enthusiasm and aptitude. Whist we accept that many modern socialist and communist nations do not share the social and economical depravity of the former SFR, the effective resuscitation of the Warsaw Pact does indeed warrant a wary eye.

We hope that the COMINTERN is true in its intentions to only provide collective security for its membership, and not collective power, and pray that this alliance will not harbour any regime capable of unjust persecution against its own citizens. Foremost however, we must stress that we shan't ever wish to see undemocratic ideals pushed upon a free people and/or sovereign state as demonstrated by other communist societies in the past.

Finally, in order to establish faith that the collective power of the COMINTERN shall not be abused, the Kingdom seeks Observer status within the alliance, free from any obligations of the charter, and wishes to immediately sign a non-aggression pact with the alliance as a single entity.

Sir:

Despite the differences between our ideologies, between Communism and the Abdizian values of liberal democracy, we would like to request the recognition of the Abdizian Sovereign Republic as a state independent from her former Macabee occupiers. We feel that the more recognition that we gain from the international community, the less of a threat our former occupiers will have against us.

In addition, we request that the Comintern assist in talks between the Sovereign Right Party and the Revolutionary Coalition of Communist Workers and Peasants, so that we no longer need to worry about the internal threat of revolution by the party that declares the existing government to be illegitimate. We feel that it would benefit the Abdizian people to integrate the RCCWP into the government at large rather than allow them to exist as an outside subversive group. Once the group joins the government, we will then face only the Macabee threat and its child, the Abdizian Imperials. These threats to Abdizian sovereignty are too great to the Abdizian state for the RCCWP to stand on the sidelines and antagonist the only real hope our nation has of permanent independence.

Finally, the ASR would like some aid in the training of a secondary force to combat a second attempt at the imposition of the Imperial yoke upon our people. If our traditional military fails, we will need these secondary forces to aide us in our continued fight against Macabee occupation, and so we look to you revolutionaries to help us learn the modern ways of paramilitary warfare, how to survive, how to supply, and how to win against a larger foe.

On the note of military training, Stoklomolvi will send commissars itself. They are highly experienced and adept at winter warfare, as well as guerilla in any environment and fighting with small divisions. They have analysed and read many times the Art of War, and should be of great assistance. As a small gift, we give the Abdizians $250,000,000,000 to spend. Use it wisely.

The Chairman of the Council of People's Deputies of the United Socialist States of Kemerovia, Iurii Radivi, would like to extend a congratulations and warm welcome to the brave and noble people of Stoklomolvi and their illustrious leaders. It is certainly a praiseworthy thing to create so firm and resolute a bastion against capitalist aggression as has been displayed in the Communist International.

The Kemerovian people have, for reasons obvious, recently decided to submit themselves to membership of this international union of workers, so as to safeguard the future of the Union. Mr. Radivi would himself like to offer, therefore, also a formal request for membership into this Comintern, to be reviewed by the Comintern Council of Commissars. When part of such an organization, he hopes, the people and lands he s himself a servant of may prosper as they have never before.

There is but one issue taken by the Council of People's Deputies regarding the Union's membership into the Communist International, and that is regarding the freedom of citizenry to move unregulated from nation to nation. This is a frivolity not available even within the Union, let alone beyond it's firm borders. Although the Council has no qualms against the foreign ally of the worker traveling in Kemerovia, the people of the Union will continue to be limited by the standing laws regarding transit.

Beyond that fact, however, the Union is very pleased to be afforded this opportunity, and hopes to face a prosperous and peaceful future in the Comintern.

Unregulated may have been a bad choice of a word. However, the idea of allied countries allowing their citizens to visit each other would accomplish a great deal, as much hassle in regards to long visas would end, and families spread across countries would be able to visit without being forced to wait. Naturally, there is also the case of possible political dissidence collaborating to bring down communist governments in favour of spreading bourgeois, capitalist ideology, but the majority of the "unregulated" travel would bring great benefits to the glorious proletariat. We are still glad that you have looked beyond this, though you can send a representative [visit the forums] and discuss your issues with other members of the Comintern.

Official Communiqué - Vanguard of the People's Voice - Federation of Caelapes

To COMINTERN:


Just weeks ago, Parliament dissolved itself and called the first general elections in Caelapes in the past seven years. In those elections, the Vanguard of the People's Voice, a Socialist-Maoist party, won nearly seventy percent of the seats in Parliament.

At this time, we ask Comintern to recognize the Vanguard as a branch of the international workers' movement and to welcome the Federation of Caelapes into the Comintern alliance despite the fact that, at this time, Caelapes is not a constitutionally mandated socialist or communist state.

As the Comintern does not discern between authoritarianism and democracy for as long as the state in question is leftist, Stoklomolvi would like to accept the bid by Caelapes into the Comintern. However, as some states may object to the inclusion of a state that would literally sit in the "grey area," the objection period for Caelapes will remain open for seventy-two instead of forty-eight hours. We are sure, however, that nobody will say anything.
