Strategic Defense Program Announced; Strategic Defense Policy Defined
Today Secretary of Defense Mitchell Ferguson announced that Kaydonia has been working on a strategic defense program for the past three years. This secret program was authorized by President Sutton himself as an additional mean for Kaydonia to protect itself from unwarranted aggression from rogue nations who posess and continually threaten non-nuclear states with nuclear attack in return for consessions that no nation should be forced to make due to their sovereignty as an independent and soverign entity within the international community. Kaydonia shall and will continue to regard strategic weapons as a last resort weapon of mass destruction and will not press the use of such weapons unless the soverignty and existence of itself, its friends, and its allies is at stake. A new foreign policy doctrine has been established which will govern Kaydonia's production, deployment, and use of strategic weapons and assets. This policy has been named the Pandora Policy.
THE PANDORA DOCTRINE
Strategic Policy Defined
Kaydonia, a sovereign and autonomous entity within the international community retains the right and ability to create, deploy, and if necessary, use its strategic assets in a manner fitting to the government of the United States of Kaydonia. Such weapons shall be considered a last resort and never a solution to any diplomatic conflict that the United States of Kaydonia shall enter into either now or in the future. Kaydonia can and will exersize its right to develop both defensive and offensive strategic weapons of any and all types so as to protect Kaydonia's vital interests, her friends, and her allies, and any nation that falls under the protective wing of the United States of Kaydonia.
Strategic Weapons Defined
Strategic assets shall be defined as weapons of mass destruction including, and not limited to chemical, biological, and nuclear assets and their delivery systems. Kaydonia retains and will exercize its right to the design, creation, production, and sale of such weapons and their delivery systems as deemed necessary and befitting of the Kaydonian government. Any and all attempts to disrupt the United States of Kaydonia from designing, creating, producing, and selling of such strategic systems shall be regarded as an act of aggression, and such efforts will be met with stringent refusal to meet demands to cease Kaydonia's efforts to protect itself, its interests, its friends, its allies, and any soverign nations who fall under the protective wing of the United States of Kaydonia.
Deployment and Use Of Strategic Weapons and Delivery Systems
The United States of Kaydonia retains and will excersize its right to deploy its strategic assets around the world in a way that is non-threatening to the balance of world peace, and in cases where Kaydonia's vital interests and survival are at stake. Use of Kaydonian strategic weapons can and will only be authorized by the President or acting President of the United States of Kaydonia. Additionally, the United States of Kaydonia shall retain and exercize its right to maintain a defensive strategic deterrent warranting both a first strike and retalitory strike option. A Kaydonian first strike will only be carried out in the most extreme cases where Kaydonian vial interests at home and abroad as well as its very existence is at stake or the existence and/or vital interests of her friends, allies, and any nation that falls under the protective wing of the United States of Kaydonia is at stake.
