Sarviat Purges, Anti Corruption campaign

Sarviats
21-09-2008, 09:40
General Helem Fozea
General Carl Tempsi
General Paris Lenurs

were the most powerful Generals in the Entire Federal Socialist Republic of Sarviats. But they did not lead the country but they held alot of power and influence in the military and in the Communist Party

The three Generals arrived in the Palace of the Sarviats and headed towards the General Secretary's Office which was where Markus Auralio worked from. He was the "Hero of the Revolution" who led his impoverished nation in a from a violent dictatorship and bitter civil war which brought his communist party to power in 1st July 2008.

The Generals walked into the office and stood before Markus' desk

"Can I help you all Comrades?" asked Markus

"We have a complaint to lay and we has spoken to some party members but apparently you have not recieved out complaints so we have come to you in person" said General Carl Tempsi standing in the middle

Markus stood up from his desk and walked slowly around to the 3 men

"I did recieve you complaints..... It is troubling and I reject your demands 100%" said Markus calmly

"Maybe you should hear us out. Remember we are the main pillars holding this regime up. If the military is displeased they might find it in thier best interests to...... change the leadership"

"It disgusting! You come hear demanding more funding for the military, pay rises to the military, and expansion of the military... Its rediculous. I am the Hero to the people they would rise up against you! What you propose goes against the equality we are trying to bring about! We did not fight for decades to start enriching our own lives! In accordance with the constitution approved 100% by the party we will all be paid the same as an Average citizen. The fact that you demand more and make threats of a coup! Hell! I could charge you all with treason"

"But we know you wont...... We will let you think on this some more" the three men left the room

'Those assholes dare oppose our revolution in such a way! threatening its survival. I have to get them out of the way' though Markus

Once he was certain they would out of earshot he reached for his phone

"Comrade Alin, get to my office immediatly there is matters I must discuss! Its urgent" Markus was fuming from the threats from the generals. The very thought of discontent in the military was dangerous to the survival of the system.

Within 15 minutes Alin entered the General Secretary's Office. Alin Posea was head of the Secret police, Sarviat Muren Caza.

"What is it Comrade Markus?" asked Alin, who obvioulsy knew what ever Markus wanted would involve his army of informants and secret police

"There is discontent from the most powerful figures in the military. They want a pay rise. they want more funding for the military, what they are proposing with ruin our attempts at income equality across the board. They clearly want an emergence of an elite class. I dont like the idea one bit!"

"What do you want to do about it"

"You know it gets worse. They even threaten to stage a coup should we not bend to thier will, I want an investigation into the army. Not only that But I want an investiagtion into all the major ministries, the party, public services, I want society to be turned upside down to hunt down and eliminate threats to the system. Corruption is set to flourish if we do nothing. Only 2 months into our rule and already people want to form a new class!"

"Yes Comrade the SMC will hunt down all oppourtunists and embezzlers and make examples of them" Said Alin

"I'm holding an emergency meeting tomorrow to warn the party of these temptations they must fight for the greater good of the people. We are working for the people NOT for us! Also I want to hold an anti corruption rally where I can address the people live before the Palace of the Sarviats on Sarviat Square. It will be tellivised and it will be a warning for all the corrupt party elements to cut if out cause they will be found out!" Markus had calmed down a lot now his face was not longer flush red

He walked down the hall with Alin.

"Comrade Markus in other news the SMC is making good progress in protecting the revolution"

"Tell me what has happened recently with your operations?" said Markus his mind still on the dissenting generals

"We busted up a few counter-revolutionary, student study circles after we infiltrated the universities"

"I dont need to hear anymore..... Dont be to rough with them" said Markus

He never liked hearing stories of human rights abuses in his nation, he imagines the students were only attempting to start up an independent news paper but for the security of thier revolution Markus felt it nessasary to introduce some totalitarian laws which he believed would "only be temporary"

THE NEXT DAY

Markus did not know how to drive. So he had a personal driver. It was a nice morning and he was being driven from his modest apartment to the Palace of the Sarviats.

When the Former Military Dictatorship was overthrown the old Generals palaces were made museums to show the decadence the old regime lived in. Markus put foward a law in which all party members must turn away from an opulent life style and live in modest apartments. It recieved 100% of the vote from the party.

When Markus entered the Palace of the Sarviats some party memebrs were standing in the hallway talking with eachother. They were beginning to file into the main debating chamber

When Markus walked down the center towards the podium at the far end the entire Hall stood and all the party members began clapping in unison

When Markus reached the podium he raised his hand the party members ceased the ritualistic clapping and took a seat.

Everyone was wearing the dull blue 'Markus Suits' with the red star stitched onto the upper left side of the chest.

"Comrades. There is quite a serious situation at hand at the moment. Oppourtunists and Embezzlers have infiltrated the party or have taken advantage of this post revolutionary period to enrich thier own lives. Some people have even demanded of me pay rises, perks and other anti communistic demands and threaten to destabalize and even ovethrown the party should they not be appeased. I WILL NOT BOW DOWN TO THESE THREATS!"

The Entire Party stood and erupted in more applause and a chant

"Markus the Hero of the Revolution! Markus the Hero of the Revolution!"

Markus raised his hand and the party once again sat quietly ready to listen

The Sarviat Muren Caza is already beginning thier investiagtion into the police force, public services, party and military. No one will be safe so everyone better act in a more communistic mannor! It is even disgusting that I must resort to such measure and I can only say this never would of happened if the party could remain and stay pure! We must always work for the people NOT ourselves! This revolution is theres! We must work for the people forever!"

The Party stood once more and began the same ritualistic clapping in unison and chanting.

Markus once again raised his hand and the party sat down quietly again

"I propose a resolution be passed. That is the penalty for corruption should be nothing less then life imprisonment! Can I see a show of support?"

Immediatly the entire party raised one hand high up and then pushed a small button infront of thier seats at the tables they were sitting at

Then a computerized board near the cealing showed a

100% (In green coloured writting)
0% (In red coloured writting)

"There it is. the resolution has been passed!" said Markus

Markus then invited any party member to stand on the podium and denounce anyone who they know is an embezzler or who is corrupt

For the next hour and 35 minutes a number of party members stood and told stories of local officials cutting through red tape in exchange for brides, of party officials blackmailing other officials for money, using thier status to get goods more quickly etc

Then Markus stood back at the podium

"I'm afraid it goes much deeper then the stories I have heard today. We will get to the bottom of this! We will kill corruption!"

.....................................NEXT DAY.........................................

Markus stood on the balcony of the Palace of the Sarviats looking down on a square of over 110,000 people. They were holding up flags of the nation and party and some holding up portraits of Markus. All the citizens were also wearing the dull blue Markus Suits

Markus gave a stirring speech. the entire crowd always supported him 100%, he was a charasmatic leader. the Rally was tellivised and it came as a scary warning to all corrupt members of society that the party was on to them and would have them purged.

Markus already approved the creation of 4 new labour/detention camps in anticipation of the corrupt criminals that would have to be detained

That is a link to Sarviat laws /\

To the Kewen Government

A popular rebellion has brought us to power. We work for the greater good of the people to create a truly equal society and head us on the path of becoming a workers paradise. One of the first rules brought in is that only foriegners from approved countries can live in the FSRS. So we believe Kewen Nationals must of emmigrated to the Sarviats during the old regime.

IN accordance with the party ideology we proceeded to nationalize the economy while allowing a limited and tine percent of freemarket policies.
We are not arresting or detaining people who earn more. We are arresting and detaining corrupt elements. People who embezzel money from the government, officials who accept brides and cut through state procedure.

If we have detained some Kewen Nationals it was becuase they either have accepted brides, blackmailed or stolen state funds. An investigation is underway. But in accordance with your wishes we are willing to do a deal

We will deport the Kewen Nationals. revoke thier visas to live and work in the Sarviats and return them safely to Kewen Territory unharmed, all charges of corruption will be dropped. Their possesions will be impounded except we will permit them to take certain items like family heirlooms they brought into the country. We will also send compensation to them to pay for thier property which will be impounded. They can return to thier lives in Kewen. Do you agree to this deal. If so we hope we can get over this slight hiccup and return to cordial relations

Thank you

IC:

That deal suits us fine, our current estimates put current possinal value at little over 3.2million Standard Dollers, A Civillian passenger ship will be sent to pick up our Citizens.
We thank you for being a reasonable Dictator.

On a sader note, after reweiving your laws and consitituing we find it very hard to belive that your whole naion is willing to follow those rules, and if allowed we would be more then willing to take your offenders who have broken your laws and sent to work for us, which is a greater punishment than death.

p.s We have written it down in our books to list you and your ogvernment ans potential dictators. have a nice day.

ooc: actually your people would be set free, given 100,000$ and told to start a life in our country.:P

Markus recieved the note and looked at it shocked

"A dictator!? Its absurd the outside always accuse us of being dictators!?" Markus lauged and put the note on his table

Markus began composing a letter back
...........................................................
To the Kewen Government

I admit the Sarviat System has its shortcomings and that yes we are an authoritarian nation. we have reasons for this. Communism is not an ideology looked kindly upon in the outside world so we think of it as War Time Censorship. England tightened up in World War 2. We dont have many friends. Its for our own protection otherwise a whole bunch of external elements will cause trouble.
A dictator is not bound by a constitution. But we are. Infact any citizen can enter the party and stand in elections to be elected to the upper rings of the party every 5 years in which every citizen over the ages of 18 can vote. I cant just arbitrarily issue laws. I need the approval of the party and the party represent the working people and the Sarviats.

Anyway. I can understand your concern but at the later date I would like to host some of your observers to inspect the running of our country and go on a tour so you can see the progress we are making. Yes we might not be a totally free society but we are lightyears better then the old military regime.

The Kewen Nationals are being transported out of the camp. Compensation payments will be transfered to your state bank for your bank to allocate to the people. You also mentioned you would also take some of our own prisoners off our hands?
I will be completely honest with the figures. We have currently 5,000 political prisoners in the camps with 25 scheduled for the death sentence. We will allow you to take the 25 citizens scheduled for the death sentence.

(We have another 12 people ready to be executed but they are genuine criminals who murder and rape. The 5000 recorded political prisoners we will not part with becuase within a couple of years they will be reformed and released back into society)

Markus wanted to decentralize the system. He hated that many people misunderstood the system he had built. He hated people acusing him of being a dictator. Though he admitted his system wasnt the most free he refused all acusations that he was a dictator. To him a dictator lived out of touch with the people, enriched thier lives, oppressed the people to serve thier own personal ends and had unlimited power and was not bound by a constitution and could pass unjust laws arbitrarily without needing approval from anyone else.

That was not the case in the Sarviats. The party needed a majority vote to pass laws and anyone in the party was permitted to put foward a law that would fit in the new socialist society they were creating.

Markus was in a meeding with some party members who fought along side of him in the civil war.

"Comrades. I have asked for some reports on how foriegn democratic parliaments operate. I am quite suprised at what I found. They are a great hotbed of debate and exchange of idea's. Not only that comrades but they occur every day of the year except on some hollidays! The Party meet twice every two years here in the Sarviats. I can see why they accuse us of being dictators! I want this same political pluralism where we can discuss idea's, debate topics and decide for the greater good of the people. From now on people should not have to apply to take to the podium to talk. people should be allowed to stand at thier seats and argue thier points even taking it to the podium if they wish!" said Markus getting himself quite excited, He always loved to debate

The other party members were quite shocked at such a proposition

"Comrade Markus I support you 100% you know I will always support you!" Said Alin Posea enthusiastically. With that the other party members began giving thier voice of support for the idea of ending the party meetings from 2 a year to every day of the year except on public holidays

..............................................THE NEXT DAY..............................................

A Message to the Outside world

For greater transparency in Sarviat politics we will be filming out Political meetings and you are permitted to recieve the footage to see the progress and how un-despotic our party is

....................... The Palace of Sarviats .........................

The Structure was once again filled with the party members. They were not quite sure how this new arrangement would work out.

"Comrades! I am every excited at this new development in Sarviat Politics in creating a working peoples republic with true party democracy, where the exchange of ideas can flourish and where we can speak our mind in determining the path we will take in establishing a great workers Utopia!"

The Party stood together and began clapping in unison

"To respect our great revolution we will now sing the great song that inspired many great comrades to throw off the old totalitarian military regime! The Hym of the Revolution!" said Markus

All the party members then raised one fist and began singing the Hym of the revolution

Our great and triumphant cause
means victory no matter what
The people are on our side
The Party is on the peoples side
Together we will construct the great paradise
were we are free and there is love and compasion
Liberty and equality
Our Ideals will lead us there and the party will guide us
Protecting the people and serving the people
The people are the Party and the Party is the people
Our revolution will be remebered by generations
inspiring hope for all eternity in all peoples
on the great paradise we will build and enjoy
The revolution march's with the support of its people

They then all sat down

One party Member stood up, tears were in her eyes

"I grew up with that song! I would sing it to myself when it was banned under the military regime! It was a song of great hope for me I propose that all comrades in this hall sing this Hym at the beginning of every great meeting to remember why we are here!" she sat down and wiped the tears from her eye

"Ok Comrades, Any objections to this proposition?" asked Markus

No one complained

"Now lets put it to the vote"

within minutes the computerized board near the cealing displayed

100% (green)
0% (red)

"There you go comrades we shall sing the Hym of the Revolution before every meeting" said Markus

"Do we have anything we would like to debate or any law we would like to pass?" said Markus

"I would like to know the parties stance on allowing foriegners into the country?" said Alin Posea standing to his feet

"Well personally I dont mind any foriegner on our soil as long as they are friendly. The Socialist Republic of Yunamaria is ripe for tourism it could be a good thing allowing more foriegners to visit at the later date" said a lady party members

"Well I think they are trouble! What have foriegners ever done for us!? They sat by watching the military regime oppress us! No one helped us. We ought to cast out all foriegners and cut trade. Infact why we even trade with the capitalist countries is questionable!" argued back Alin

"Comrade Alin. No one here needs reminding of the warm reception we recieved from many nations when we came to power. Also trade with the outside is nessasary. Our economy is already revolution ravaged and we are a backwards nation. An Autarkic economy is not desirable for anyone"

Alin sat down then one man stood up

"I agree with Comrade Alin. Foriegners need more restrictions put on them! They could be spies for the outside bent on disrupting out revolution!"

"Comrades, we dont want to be swept up in xenophobia! Calm down comrades. We have checks and restrictions already inplace for foriegn visitors. We have a small number of immigrant workers and some tourists from approved countries. If it were up to me we should stay as we are" said Markus

"Very well but I say we look into the matter in more depth at a later date" said Alin

"I would like to return to the topic of the Hym of the Revolution. The song is an inspiration for the entire Sarviat people. Its popular. I have even heard people singing it in the street at random. Why not make it our National Anthem?"

The Hall erupted in some quiet chatter

"That is a fair proposal. Lets put it to the vote"

Once again the computarized board read

95% (Green)
5% (Red)

"Very well it has been passed with 95% of the vote" said Markus

The entire hall erupted and began singing the Hym of the Revolution

The Anti corruption campaign was still in full swing already over 9,000 administrators were under investigation and it was only the first 2 days. A further 150 had already been detained in the camps

"Comrade Jelana stood against me in that debate..... I didnt like her tone. Stitch her up for corruption so we have reason to expel her from the party. This list of other party members could be potential threats to me in the future. I want them framed for corruption and detained also. I must thank Markus for giving me this great oppourtunity. Getting rid of that foolish idealist will be easier then I expected" said Alin to his most trusted apprentice after the meeting was ended

We are pleased to see you allowing us to take your death sentance prisoners, you may load then on the ship we send to your ports, any time you have any more of these undersiderables let us know.

this goes along way to show us that you are a reaosnable, and true government.

A Single Civillian yatch, not to big made its approach towards a port it was told to go to.
"This is KCSY 1029, we are here to facilitate the transportation of our nationals and the death row prisoners.
Sarviats
22-09-2008, 11:19
We are glad to have come to a peaceful agreement to the matter.

The Kewen Nationals will be sent to thewestern coast awaiting your transport. the deathrow prisoners will also be taken there.
Once they leave Sarviat soil they will be declared "In Exile" they will have thier citizenship canceled and will not be allowed back into the country. It might sound harsh but hey its better then death right? I'm sure in your country they will be permitted to write as much subversive material as they want and protest in the streets creating public disturbances as much as they want too.

The Yatch docked, and picked up the prisoners and civillians putting on a show of them being treated badly, and there fate by degrading them when ever possible, then the yatch simply headed hone.

3km from the port.
"step through please" said a guard montioning for the death row people to go through a type of scanner, while male / female guards checked for listening devices, after confirming there were none they wered led into a room.

"SURPIRISE!" they yelled in the prisoners launge, having just learnt that word, while a professional translator spoke.
"had you going there eh? working in the mines heheheh Ha. anyhow, hope you enjoy your life in Kewen, of course after applying for citizenship, you will be granted 10,000$ kewen dollars, and then set on your way in our country, hows that sound?"

Maria was an ethnic Herianian from the Sarviats the second largest ethnic group in the Sarviats. She had written several articles critisising certain party leaders for harsh tactics in breaking up peaceful demonstration, one of those demonstrations she had organized. Not only that but she also spraypainted on the local town hall of her city a banned slogan promoting western democracy in the Sarviats and also a pro-independent Herainia.

She didnt really want to leave. Dying she thought would make her a matyr and her followers would be more determined to turn against the regime. She thought of how the party would demonize her and call her a coward now that she had "fled into the arms of a capitalist power"

But it was behind her now. She was shocked at what the professional translator was speaking. She knew 3 langhuages. Herainian, Estraistian and Surainian the most widely dominant language in the Sarviats. she only knew a little Yunamarian but the government only required at least knowing 3 of the 13 Sarviat languages. Thankfully for the Translator (whom I assume is speaking Surainian the most widely known Sarviat lanuage) the prisoners all knew Surainian, most were afterall ethnic Surainian

'I dont even know much about this country.... They had nationals living in the Sarviats even after the revolution so they must be good if they arent on the Blacklist of nations where thier citizens are banned from entering the country.... I supose this could be good. Then I can write what I want' thought Maria

"It sounds good!" yelled one prisoners

"It does" said Maria quietly

Just one little golden rule, dont critize our leaders directly, call our government a sham do what ever you want, but do not refer to them by name directly in a slanderous manner, hes very touchy about being bald in the prime of his life" He nodded while he spoke, some of the previously fearsome looking guards had removed there helmets to shove young teen faces, infact most of the so called "guards" were cabin boys with pea shooters.

"So who are you guys, and what did you do to get the death sentance specifically?" one of the "guards" said before tucking into a sandwhich from the buffet.

"Basically most of us are dissident wirtters or were ring leaders in strikes or demonstrations. I'll admit its much more liberal compared to the old government where everyone was shot on sight for any unsubordination but still. We have many more years to go before full democracy can be installed" said Maria

"I never liked communism, I just threw my Lennin portrait from my apartment but the SMC found me out and arrested me and then they planted drugs in my houes so they couldnt charge me for being a political prisoner but instead for being a drug dealer which carried a death penalty. However I think the government thought this was a little too rought so they changed my status to a political prisoner and I think they were going to have a proper trial where they said they would remove the death penalty and just give me 2 years in prison but ahwell I'm outta the country now. i guess it was a good thing I was still classed as on death row" said a young man at the back of the group

"Wait so your government isnt totally free either? Will we have to submit all our works to your censors too?" asked some artist

"Personally I have to say I'm not against communism Its a just cause, they faught for the people for over 40 years against the military dictatorship. But why stick to such an old model of Communism? The totalitarian model is bound to open the door for oppourtunists bent on establishing thier own powerbase to betray the revolution. Its happened so many times before. We all know that when these revolutions came to power they genuenlly had good intentions but a select few had to ruin it for everyone. Yes I have read animal farm. one said before another cut in.
"Money will get you everywhere, were not corrupt, we do what were supposed to do but you want something done faster throw cash at it, Color TV's are a yes, all sorts of satalite shows an things, and due to our overwhelming military budget, anyone who signs up gets a free house or nice'ish size and basic tv package and sutff"

yet another cut in.
"as we said before, say what ever you want about who ever you want, but try not to call them out directly as chances are they are going to come find you and kick your ass personally, and theres no law agaisnt it aslong as sufficent material is present to show that one party has been agrrevating the other"

the last guard interjected
"Were a usually frienly bunch, though as a country we just came out of isolation, so as you go deeper into our land dont expect friendly welcomes as near the coast everyones frinedly, deeper theres the Desert belts deeper then you got fortd deeper more cities full of isolationist people and deeper still you;ve got all our industries."

"so.." said a civllian " hope you dont think to bad of our nation, its werid and quirky but everyone loves it, if not they assemble a army challenge the current gov to a mock war and debate it out over a battlefeild."

another one cut in
"as you can tell, when you get soundly beaten once, a point usually dosnt come up again for awhile."

OOC: my MT nation is shambles to be honest, its there for some serious Rping mixed in with FOR TEH LULZ.
