The Hanseatic League

The Hanseatic League, Hansa for short, is a trade federation of autonomous and semi-autonomous cities. Our goal is to build up a strong network of cities through the world, to promote free trade and remove the threat of piracy. Members do not have any military obligations towards each other, but are required to contribute to a joint navy, which will protect the sea routes and fight piracy. The Hansa will have a rotating presidency and a parliament, which will discuss and vote on alliance matters(see charter below for details). The first eight cities to join will get a temporary status of Founding Member. Until the number of Hansa members reaches fourteen, the founding members will have increased privileges, including the right to veto applications. Thereafter, all applications will be voted on by the members.
Charter of the Hanseatic League
Article I: Trade
Clause I: No Hansa city may impose trade barriers on goods and services coming from another Hansa member. This includes, but is not limited to, tariffs, import quotas, subsidies on domestic goods and import bans. Voluntary Export Restrictions may be imposed, but must first be voted on by the Hanseatic Parliament. Patents and copyright do apply to all Hansa cities, and invidual cities may enforce this to the extent they deem necessary.
Clause II: Hansa cities are encouraged to contribute to the Hanseatic Fund for Strategic Resources(HFSR), which will handle the acquisation of stategic resources for alliance use. This includes, but is not limited to, oil and gas fields and coal mines. The HFSR will be regulated by the Commission of Strategic Resources(see Article III, Clause III). Members of the Security Council are required to donate a certain amount each year(to be decided at first SC meeting).
Clause III: All ships and other vessels operating under Hansa control must fly the Hanseatic flag or otherwise display by distinctive marking that they belong to a Hansa city. This entitles them to protection by the Hanseatic Navy(see Article II, Clause IV).
Article II: Military
Clause I: Member cities do not have any military obligations towards each other. If a Hansa city, or the nation to which city belongs, engage in warfare, the Hanseatic League will take a strictly neutral stance. Member cities and their respective nations might offer assistance, but the Hansa as a whole will not do so.
Clause II: If two or more member cities, or their respective nations, engage in warfare against each other, the Hanseatic League will take a strictly neutral stance. Trade between affected cities and the Hanseatic League will temporarily be suspended. If nuclear, chemical or biological weapons are used against another Hansa city, member cities from the offending nation will be expelled from the Hanseanic League.
Clause III: All member cities are required to donate a certain amount(to be decided at first SC meeting) to the Hanseatic Security Fund(HSF). The HSF will be controlled by the Commission of Naval Security(see article III).
Clause IV: The Hanseatic Navy will protect the sea routes used by the Hansa and the vessels operating under Hansa control. It will be controlled by the Security Council.
Article III: Organisation
Clause I: The President of the Hanseatic League is the head of the Hanseatic League and the chairman of the Hanseatic Parliament. His/her role is to give political direction to the Parliament and represent the Hansa externally. The presidency will be rotated among member cities at a four year basis(RL: two months). The invidual cities may decide for themselves how their candidate will be choosed. However, it it strongly encouraged that the candidates have political experience.
Clause II: The Parliament of the Hanseatic League is the executive branch of the Hansa. The body will be responsible for proposing legislation, implementing decisions and upholding the treaties of the Hansa. Each city will send two representatives to the Parliament. Security Council members can send three.
Clause III: The Hanseatic Security Council will consist of cities with a population of 300,000,000 or more. Membership in the Security Council is voluntary. The Council will consits of two chambers: the Commission of Strategic Resources and the Commission of Naval Security, which controls the Hanseatic Navy. Each Council members may send one representative to each chamber. The Security Council will also determine the amount of money that members are required to donate to the HSF and HFSR.*
*As stated in Article I, Clause II, only SC members are required to contribute to the HFSR.
