"...Following the Prime Minister's announcement to retire at the end of the month, several bouts of protest have broken out in parts of the city in recent days. David Foulke, recognised by the general public as one of the best Prime Ministers the nation has ever seen, announced that he would be retiring from politics at the age 78 for the upcoming general election"

The news reader pressed her finger against the microphone in her ear

"I've just been told that we're now going live to Reporter Jack Stanthem in Victory Drive in Hydria, where protesting has escalated over the last few minutes"

She turned to another camera

"Jack, what exactly is happening down there?" she asked

The camera cut to a man with light blonde hair. He was sillouetteed against a bright fire in the background, and a row of helmeted heads were clearly visible from the camera angle

"Well, as you just said Stephanie, protesting has escalated into all out rioting down here" shouted the reporter as he was now lit by flashing blue lights and was almost drowned out by the wail of a passing siren

"It's quite hard to believe that all this is due to the PM's resignation announcement, but i've been told by these officers that some of this is gang violence that has fuelled the fire-OH SHIT!"

He ducked as a bottle shaped projectile flew past, illuminating the camera as the flaming end came dangerously close to them

"Jack? Jack are you alright?" asked the Newsreader anxiously

"Uh, yes Steph, we're okay down here" replied the reported, reappearing from the bottom of the camera's view "But it's getting very dangerous down here, we're going to back out now"

The screen returned to the newsroom

"Okay Jack, stay safe out there" said the Newsreader, before she turned back to the main camera "Police forces from three districts have been drafted in to combat the rioters, and for now that's all the help they're going to receive with the almost the entire Military away in foreign engagements and other police forces dealing with protests up and down the country, it could be a battle the police cannot win - I'm Stephanie Marshall, UNTV News..."

Meanwhile, Over In Hydria

Misty sat indoors watching the news broadcast. There was shouting and flashing lights outside. The front door suddenly opened, and as Misty jumped to her feet in alarm, a man dressed in full police riot gear entered the room

"Jesus Mark!" she said to the man, as she sat back down "I nearly had a heart attack then!"

"Sorry" replied Mark "Are you okay?" he asked her

"Yes, i'm fine. What's it like out there?" she asked him

"It's all kicking off big time" he said "These rioters have obviously raided the hardware stores because they've been attacking us with everything from broken bottles to pitchforks - we were just clearing them off the street but I wouldn't advise going out there yet, keep the door locked for now"

"Okay" she said "Stay safe"

Mark nodded, left the room and headed off into the street. Misty watched him go, then closed the door and locked it firmly.

Situations developing in your cities has caused some of our officers wanting to help local policeforce in the areas affected by riots and turmoil as a voulenteer effort at no charge.

The head police board is convinced that cooperation between various police departments would be good for both public relations and the training groups of the police wants to learn new foreign methods of fighting crime.

We hope you will overlook this possibility.

Janet Web was only 22 years old. She was quite a distance from her home back in Arandea. She was off to do her great O.E and see exotic locations and experience other cultures

She had blonde hair tied back in a Ponytail with a black dress coming down to her knees and black high heels. Her dress also had her sleves end at the elbow.

She had arrived in Ustio North 2 days earlier. She at first thought nothing of the Resignation of a leader she knew nothing about, then the protests started up and spiraled out of control from there.

She was out seeing the sights of Hydria and taking photographs of the architecture and landmarks. further away she could hear a crackle of somesort sounding a lot like fireworks. Some police cars and Riot vans then went speeding past her and some citizens began running past Janet in the opposite direction of the sound of fireworks, some of them holding wounds like one man holding his head where blood was flowing over his hand

One citizen was standing at the street corner

"Why are you running stand your ground!" he yelled

Another citizen fleeing the scene shouted back

"Are you mad!"

"Hey whats going on here!?" asked Janet to a fleeing civilian

"All hell's broken lose, why are you here? you dont sound local"

"I'm from Arandea, just on holliday. Now what is going on really?"

"Your foriegn!? Well get back to your hotel room and sit this one out then get the first available plain back to your home" the civilian then ran off

"Whait I dont...." Janet turned to face the street corner and saw a massive mob rushing down the street. Behind them she could make out some helemted figures and riot shelids and some columns of teargas begin to rise

'What the hell!' she thought. She turned and ran away from the mayhem as quickly as she could but running in her shoes wasnt that easy and the mob was catching up to her until she was amoughst the mob jostling with them to get away from the riot police until she felt like she was shoved by someone behind her. She fell to the ground and curled herself up int he featal position

'Oh god I dont want to die!'

She felt some of the civilians accidently step and kick her by accident as they ran in a panic away from the advancing riot police. Then she could hear screaming as some riot police were restraining and beating some of the rioters with battons

She started to crawl slowly over to the sidewalk. Her camera was long gone by now. probably crushed in all the mayhem

She curled up against the side of the wall on the sidewalk. Her left leg was bleeding. It was stomped on a number of times in the panic of the rush to get away.

She crawled a small distance to a shop. It looked like some sort of small convenience store. The door was closed and the employees and some shoppers were looking at events from inside the store

"Please.... Let me in!" pleaded Janet crawling up to the door

The Owner opened the door and some of the employees quickly helped drag Janet into the shop

Because of this we will gladly send you two hundred and fifty Naval Marines armed for non-lethal handling of any and all rioters in your major cities. They will be equipped with non-lethal weapons such as tear gas, riot shields, stun batons, bean-bag guns, tazers, and night-sticks but we warn you that we will also send them with lethal weapons in the event that they find it neccesary to use them against the rioters.

The four C-130s flew through the sky carrying their payload of two hundred and fifty Ursavian Naval Marines. At the time they were in their standard 'undress' uniforms but on their landing they would dawn their various pieces of equipment and move out to wherever they might be needed.

The C-130s slowly descended, one by one, down to the nearest Ustio Northern airport. They taxied to empty lots and the ramps began to slowly lower down on hydraulic systems. Once they were down gear began to be put on including Dragonskin vests, Kevlar helmets, Dragonskin shoulder pads, their crotch sheaths, and their tail-bone pads. They pulled on their gloves and masks and began to dawn riot-shields, bean-bag shotguns, tear gas grenades, stun-sticks, nightsticks, and other such devices.

Then the men fully got off the plane and an impromptu command center for the time being where they would store their lethal weaponry.

The riot-control soldiers waited for orders from Ustio North on where to go. Dacso Hofmann eagerly shifted his riot-shield-holding arm and his fingers clenched and unclenched around his stun-baton while he waited to move out.

Janet was helped to her feet by some shop assitants. She looked out the window to see the street. It was quite misty from the teargas. some unconsious people were lying on the street. the Riot Police were continuing thier advance. But this time they was standing thier ground hurling rocks and some sparking up some fireworks to fire into the riot police.

Further up she heard a crash and saw a car had just had its windows smashed in and now they were trying to flip is over. Just then a nearby window broke into the shopw. A rock was hurled in

Everyone in the shop screamed with fright and retreated further back

"Lady you better be taken to the hospital" said a shopper who shouldered Janet to help her stand

"I'm fine, its just a bit of blood"

"No, when the street settles down I'll take you too the hospital"

"I hope that wasnt your car futher up the road then"

"No that wasnt mine" said the man

Just then a man covered in blood barged into the door. His head was bleeding quite a bit

Shop assistants closed the door and fussed over the man. one getting a towl from the back to wipe up the blood

Various voulenteers from different local departments and national response units have already signed up and more are expected as interest is high, medical personnel are also taking interest in the program. The first groups of this new formed program International Voulenteer Security are all set as they are trained and briefed. Accoring to set time table they should land around noon tomorrow.

The first voulenteers landing are:

68 voulenteers from 3 different local police departments, located in Sultenias major urban centers.

Service Record:
Standard Police Training (all police forces are expected to be able for riot situations at all times).
44 voulenteers have experience of riot situations.

Equipment:
Riot shields (transparent) 1.6m in height and 1.4m wide
Expandable batons
Peppar spray
Handgun, type H&K USP Compact .357 SIG (ca 9mm)
Riot helmet
Kevlar protection, capable of stopping everything up to small arms fire.

A Captain Borinoff was waiting at the Airport for the arrival of the Ursavian Marines. He greeted them, and gave them directions to the areas most in need of help.

Across Town...

The doors of in the hospital burst open as Paramedics, followed closely by several Riot officers, wheeled in another officer, his kevlar body armour badly burnt. As the medics rushed him off into a side room, the Riot officers stood around in the foyer looking helpless. The doors opened again, as another officer appeared from the same entrance they had come through. The officer stopped when he reached the group, lifted his visor and spoke to Mark

"How is he?" asked the officer

"Badly burnt, but he'll live" replied Mark. His kevlar body armour was ripped in several places, and he had accumulated a slash across his left cheek, which was dripping with blood

"I can't believe this is all over the PM's resignation" piped up one of the others

"It isn't" said the officer who had just arrived "Rival gangs are fuelling this inferno"

"Ed's right, the people are angry, but rival gangs are keeping the violence going" Mark told the younger officer

As he finished his sentance, the lights in the corridor dimmed slightly, then returned to full brightness, and the ground shook momentarily.

"Did you guys feel that?" asked Ed

"What in the name of God..." exclaimed the younger officer quietly. Immediately, their radios began to sqawk into life, and phones began ringing throughout the hospital
