President Sutton Announces New Foreign Policy Doctrine

President Sutton announced last night after a special session with the Kaydonian Continental Congress that the nation would pursue a new foreign policy to conform with the changing times and political climate. Kaydonia's role in the world has increased to a certain degree due to the successful campaign against terrorism that rocks the core of every peaceful and civilized nation on earth. As we see more and more of the terrorists either killed, captured, or brought to justice, we see a more imminent threat looming. Nations with internal problem. President Sutton released a doctrine that would change the face of the the nation's foreign policy and would start a new era, the era of Kaydonian interventionism within global affairs.


THE JEFFERSON DOCTRINE


The world is an ever-changing place with threats emerging with every change. We have seen the emergence of terrorism, fascism and Naziism, slavery and slave trade, and chemical, biological and nuclear weapons proliferation. We are now starting to see an emergence of foreign insurgency, rebels within nations striving to change for the better, nations who have the potential to play a large positive role in international affairs, however, their path to greatness is being hindered by the acts of insurgents within their nation to see to it that their own ends are met and not the ends and demands of the people.

Kaydonia, a protector of life, liberty, justice, human rights, civil rights, and civil liberties has a duty and obligation to every nation on the face of the Earth to protect those fundamental and God given rights and to ensure that every nation on Earth may prosper and grow peacefully. Because to these obligations, I shall make it the national policy of the United States of Kaydonia to protect all nations who request our help from rebels, insurgents, and freedom fighters who wish to bring down or hinder the efforts of peaceful and prosporus nations. This nation will do everything in its power to assist the governments of such nations with every asset we have both, military and economic. Our military will be reconfigured to meet the demands of such a policy and our financial institutions will be simularly reconfigured. Kaydonia will take the lead in the protection of nations, both large and small as we have done so with every global change that has occured since the rise of Kaydonia power. So it shall be written, so it shall be done.

President Sutton Relases Shocking Imperialistic Foreign Policy Doctrine

Today, President Sutton released to the world a shocking new foreign policy doctrine that beings the nation one step closer to becoming an imperialist state. This new foreign policy, appropriately named 'The Sutton Doctrine', states the following:



With the understanding that there are nations who actively threaten, harm, and attack others for the sole purpose of expanding its territorial borders for economic, political, and/or military gains, Kaydonia now pledges to the international community to engage in no such immoral and illegal practices.

Because of Kaydonia's growing interests and following suit with the actions taken within the nation of Northam-York, it shall be the policy of the Sutton Administration and this government that any nation that finds itself being invaded by Kaydonian forces for completely justifiable reasons, runs the risk of Kaydonian annexation of all or part of that nation's territory. Kaydonia shall retain the right to annex any nation that it finds itself at war with should the cause of war be unequivocally justifiable to the international community. The decision to annex all or part of an enemy nation rests with the President of the United States of Kaydonia or his/her designee and must be approved by the Kaydonian continental congress with a 2/3rds majority vote. Should congress fail to accept the territory as official property and territory of the United States of Kaydonia, the President may order Kaydonian troops to remain within that territory for an unmolested and indefinite period of time.

Be aware, reread the words of this the Sutton Doctrine. The actions Kaydonia have taken are peaceful and friendly in nature. We are providing them with the support they need to erect a democratic government, which Kaydonia will continue to do as it falls under the Jefferson Doctrine. Kaydonia has not invaded Northam-York, nor have we so much as even fired one bullet as we are awaiting orders and further direction from their military leaders before we take action on our part against the loyalists. The Sutton Doctrine simply states, that if Kaydonia invades another nation, it can and will retain its right to annex that country. In no way, shape, or form has Kaydonia performed any type of act that even hints at the invasion of Northam-York. In fact, we only sent over a mere 30,000 troops and do not plan on mobilizing any more as it is an adequate number to combat the Loyalist forces. Take your threats somewhere else. Kaydonia is full aware of what it is doing and the policies that it puts into action that fall WITHIN the realm of international law.

RE: Sutton Doctrine

The Commonwealth commends your commitment to advancing the cause of freedom, however we must express our concerns. History is replete with examples of nations that created great misery and instability while in pursuit of freedom. Too many times the people that were to be liberated have reacted less than greatfully to those who came to help them. Nevertheless, the Commonwealth will not impede your efforts unless they bring you into direct conflict with our vital interests.

As a token of our goodwill I have instructed to offer you the following surplus military equipment should you desire it:

60x Scorpion light tank
120x Sabre recce tank
30x Striker AT vehicle
60x Scimitar APCs
15x Sultan C3 vehicles
20x Sampson repair and recovery vehicles
Ammunition, spare parts, and training for all these vehicles


These vehicles will be provided free of charge, however should the Commonwealth determine that these vehicles are used in an inappropriate manner than we will require payment in full of T$550 million Tolvanic pounds (about US$300 million).

Strategic Defense Program Announced; Strategic Defense Policy Defined

Today Secretary of Defense Mitchell Ferguson announced that Kaydonia has been working on a strategic defense program for the past three years. This secret program was authorized by President Sutton himself as an additional mean for Kaydonia to protect itself from unwarranted aggression from rogue nations who posess and continually threaten non-nuclear states with nuclear attack in return for consessions that no nation should be forced to make due to their sovereignty as an independent and soverign entity within the international community. Kaydonia shall and will continue to regard strategic weapons as a last resort weapon of mass destruction and will not press the use of such weapons unless the soverignty and existence of itself, its friends, and its allies is at stake. A new foreign policy doctrine has been established which will govern Kaydonia's production, deployment, and use of strategic weapons and assets. This policy has been named the Pandora Policy.


THE PANDORA DOCTRINE


Strategic Policy Defined
Kaydonia, a sovereign and autonomous entity within the international community retains the right and ability to create, deploy, and if necessary, use its strategic assets in a manner fitting to the government of the United States of Kaydonia. Such weapons shall be considered a last resort and never a solution to any diplomatic conflict that the United States of Kaydonia shall enter into either now or in the future. Kaydonia can and will exersize its right to develop both defensive and offensive strategic weapons of any and all types so as to protect Kaydonia's vital interests, her friends, and her allies, and any nation that falls under the protective wing of the United States of Kaydonia.

Strategic Weapons Defined
Strategic assets shall be defined as weapons of mass destruction including, and not limited to chemical, biological, and nuclear assets and their delivery systems. Kaydonia retains and will exercize its right to the design, creation, production, and sale of such weapons and their delivery systems as deemed necessary and befitting of the Kaydonian government. Any and all attempts to disrupt the United States of Kaydonia from designing, creating, producing, and selling of such strategic systems shall be regarded as an act of aggression, and such efforts will be met with stringent refusal to meet demands to cease Kaydonia's efforts to protect itself, its interests, its friends, its allies, and any soverign nations who fall under the protective wing of the United States of Kaydonia.

Deployment and Use Of Strategic Weapons and Delivery Systems
The United States of Kaydonia retains and will excersize its right to deploy its strategic assets around the world in a way that is non-threatening to the balance of world peace, and in cases where Kaydonia's vital interests and survival are at stake. Use of Kaydonian strategic weapons can and will only be authorized by the President or acting President of the United States of Kaydonia. Additionally, the United States of Kaydonia shall retain and exercize its right to maintain a defensive strategic deterrent warranting both a first strike and retalitory strike option. A Kaydonian first strike will only be carried out in the most extreme cases where Kaydonian vial interests at home and abroad as well as its very existence is at stake or the existence and/or vital interests of her friends, allies, and any nation that falls under the protective wing of the United States of Kaydonia is at stake.
