Subject: Destruction of unnamed town in Stoklomolvi

In the recent weeks, the communications stations located across western Stoklomolvi have detected major disruptions in the electromagnetic wave system in that area. We discovered that the main point of origin was from the Principality of Leichstur, and the main point of wave convergence was in an unnamed town of approximately one hundred fifty. When we sent investigation brigades to look into the matter, it was discovered that every man, woman, and child in the town had been slaughtered in a manner reminiscent of the psychological plague that had struck several villages in eastern Stoklomolvi. We have reached the conclusion that Leichstur has tested a weapon capable of mass destruction on Stoklomolvi, and demand answers.

Should Leichstur refuse to confirm that this wave originated from Leichstur, then Stoklomolvi will impose economic sanctions and, if need be, a blockade. Stoklo-Leichstur relations were previously neutral, but have been strained to the point of war with this attack. We wish for the international community to look into this weapon of mass destruction.

Stoklomolvian Concerns

Greetings to you, Commissar Nikolay Stuyonovich and Commissar Grigor Stuyonovich. I would first like to start off by sending my condolences to the families and loved ones of those who perished in the unfortunate massacre that occurred within your borders.

Secondly, I would like to make it very clear The Principality of Leichstur has, since their introduction, carried no weapons of mass destruction of any kind. Whether they be nuclear or chemical based. Were we to possess any weaponry of that level tests would not be made on living subjects and certainly not those within foreign borders.

We did not perform any tests of electromagnetic waves with the intention of causing mental confusion that turned into widespread killing. The only test we performed recently using such waves was one conducted to test a new system's capabilities in predicting space weather. We can certainly assure you though that this system does not cause problems on a psychological level from exposure to the waves used.

We hope that our assurances have debunked your theory that we were testing some sort of "weapon" on your people. We hope that our two nations remain neutral and that they continue to prosper through active trade between one another.

There is no explanation for the killing EXCEPT the electromagnetic waves that have clearly originated from Leichstur. This rather oddly detailed description of the weapon, which we did not provide, leads us to declare that Leichstur does indeed have a weapon of mass destruction. If possible, we call for an investigation by a neutral party largely unaffiliated with either Stoklomolvi or Leichstur. Should Leichstur be defensive against the investigation, then we will assume that Leichstur does indeed possess the electromagnetic wave generation device and will act accordingly. As a one that has not taken either side in this issue, the Holy Empire of the Beatus, would offer it's services, to investigate this situation impartially, and attempt to determine what happened. Open Public Statement of Reassurance

I, Prince Martin Leichstur II, would like to assure the international community again that Leichstur has a strict policy about the national housing, construction, and research into weapons of massive destruction. In no way shape or form do we design weapons of psychological warfare.

I would also like to address a response from the representatives of Stoklomolvi that implied we somehow knew, in greater detail, the abilities of such a weapon and its causes. No where in our response did I say that the weapon caused rage of any nature. What we were told by the first letter received from Stoklomolvi was that they suspect that the electromagnetic waves somehow affected the psychological stability of the murdered civilians and, using that theory, we in turn also assumed the weapon somehow affected the mentality of those exposed. If this is incorrect however I ask that Stoklomolvi refrain from assuming the capabilities of such an occurrence until their intelligence can provide a solid answer.

I would personally like to express my gratitude to those who have kindly offered their support to help my nation from nations such as Kaydonia who has already threatened me openly with military action by mobilizing his armed forces. This is not a scandal that calls for the mobilization of armed forces but if I feel further threatened by promises of blockades I will not hesitate to protect my nation and my people from warmongers who would condemn me and my people for a claim made by Stoklomolvi that has no proof my nation possesses weapons of mass destruction that can be backed up by solid evidence beyond stray radio-waves.

It is true that we do not have ground-based sensors near Stoklomolvi. However, we do have multiple other platforms for collecting signals and electronic intelligence. Further information is, unfortunately, classified.

However, these other platforms of ours have not detected any significant emission of electromagnetic radiation in the area at all.

That goes without saying that there is absolutely no medical evidence for electromagnetic radiation altering the psychological properties of humans.

Therefore, we conclude that your accusations are a sham and intended to force the Principality of Leichstur into some sort of trap.

Neutral Party Investigations: Denied

I have discussed with my advisers and fellow members of my staff on the matter of allowing a neutral party access to our systems to investigate the still unsupported claim that somehow we created electromagnetic waves capable of altering the human mind.

Access to the systems have been denied as they are closely related to civilian and military logistics and projects and the disruption of normal facility operations to allow the investigators their time is simply something we cannot allow. Our installations are heavily guarded government funded compounds and the presence of foreign investigators is simply not acceptable for obvious reasons.

While we have nothing to hide, we would like the international community that is still skeptical to consider the plausibility of mind altering technology even this day in age. My scientists have told me when confronted on this matter that it is a highly complex and improbable feat to perform that has been attempted to Soviet Union scientists in the past during the Cold War and was a fruitless endeavor.

Official Report from the Stoklomolvi Incident Investigation Team

We have exhausted all leads in our investigation, and with the data collected in Stoklomolvi, we been unable to determine whether the test took place or not. We have also studied the data, that was released by Stoklomolvi, and we have found it to also be inconclusive. As it stands now, we cannot say, with any degree of certainty, that a weapons test actually occurred. We have found dozens of possible explanations for what we found in Stoklomolvi, and inconclusive data. We now believe that the only place to look for more data, is the believed origin of the test, if there was one, which, is claimed by Stoklomolvi to be in the Principality of Leichstur. We shall once again request access to the Principality of Leichstur. Not to any classified sites, just to the areas that any tourist or citizen would be welcome in, so that we may take atmospheric, aquatic, and geologic samples, along with medical screenings of persons residing in the area in question. No need to see anything classified or anything like that. We hope you agree.

Investigation Teams

I have reconsidered the presence of foreign investigators to investigate Stoklomolvi's claims we are in possession of some weapon of a psychological weapon.

Investigators currently permitted to partake in this investigation may only be from The Beatus at the moment. It will be the job of the investigators to choose their location of choice. However, they will not receive any special benefits or authorities such as pre-paid hotels, access to government records, special access to locations normally closed off from the public and so on. They are no more than tourists to us and they shall be treated as such. OOC: Here's a few names of cities/towns in Leichstur: Gennderburg (capital), Manstein, Germania, Neinblitzen, Ochstur, Volkerland, Portsville, Almingham, Lanchester, and Lilenford.

[OOC: Where exactly is this weapon located? I know it exists, since you have a thread on it, but for OOC purposes what does it look like? Where? Et cetera? Can satellites spot it?]

OOC: The weapon is located in within a large military compound out in wilds of Leichstur on the mainland. In the thread I described it has quite a large area within the base itself that is unused around the installation. There are one hundred and eighty antenna towers housed in underground silos that are raised when in use and lowered back inside when not. The silos are on a grid of fifteen columns and twelve rows on a gravel pad of some thirty acres. There is a small building that acts as employee housing during the longer tests and also a research center. Next to that is a basic looking bunker where the computers and what not are hidden underneath.

From the sky this looks like it may be large collection of missile silos when the antennae are not raised out of their silos. And yes, you can see it from satellite. There's a little description in the original "Leichstur Develops New Weapon" thread.
