Emperor Cyan Barack sighed as he finished typing the message that he was about to send to the leader of the Shamoin Islands, one of the remaining Fozcria States, Dectubech's old enemy.

The message went as follows,

Esteemed Leader of the Shamoin Islands,

This battle has been long in coming, and I believe that you and I have always known it was inevitable. We are too at odds with each other for it to end any other way. Therefore, it is my sad duty to inform you that The Great Empire of Dectubech has declared war on the Shamoin States, one of the remaining factions of old Fozcria. We solemnly request that this remain a one nation one one nation conflict and that you call in no allies to aid you in the coming battles. We shall abide by the same guidelines. This shall be a duel of honor. If either party breaks these conditions, the other party may respond in kind.

Years ago, Dectubech's greatest nemesis, Fozcria, descended into a violent civil war, resulting in it's destruction. To the best of the Emperor's knowledge, Shamoin Islands was the only nation that still followed the policies of old Fozcria. Now, it was time to end the conflict once and for all, and crack down upon the remnants of a dark enemy. Diplomacy had long since failed. Now, it was time for war.

I told you Dectubech was the agressor.

Offical Communique

The Commonwealth is utterly appauled at both sides of the conflict and we are just sitting here shaking our heads and wondering how a simple "one on one" war will turn out. Although this is supposed to be a "gentlemens war" which we would be ok with, as soon as one side starts to fail, its allies may "jump to its aid" and violate its part of the pact, resulting in a massive dogpile of confusion and weakness by both parts. For Dectubech, this act of war is simply put looks like 'warmongering' and does not look good for the image it is trying to uphold. For The Shamion Islands, it would not be wise of you to say "I told you Dectubech was the agressor" because if we can recall, you have declared more wars on the region of Corrosia then they have on you, and playing the victim will get you nowhere. But, we feel that we should not intervene, and if this thing goes wrong, we will be the first to have both sides sit down at the peacetable.
