Laceenia
06-09-2008, 23:33
1345h, South-east Maniford, Laceenia
The afternoon air was permeated by the acrid scent of burning rubber. Almost without warning, a large disturbance had sprung up in one of the poorest suburbs. A large proportion of the city's police force had been allocated to contain and disperse the rioting crowds. So far they had experienced little success.

"Going to Code One gear, we're still encountering a lot of projectiles and some home-made petrol bombs. So far we've managed to make six arrests, all of whom are presently being transported back to the local station."

"Control copies that. Hold your location, we've got Alpha Team five minutes from you, Bravo Team around one-five minutes away." Alpha and Bravo Teams were part of the highly trained Maniford Armed Response Division. Usually deployed in high-risk arrests, firearms incidents and other dangerous situations. They were comparable to SWAT or OMON, and were seen by many within Laceenia as the closest to a military unit one would find policing the city streets.

"Mike Papa Nine Nine to control. We've currently got a large group of youths moving east along Victoria Avenue towards Franlain Street." Live video was being streamed directly to the local control centre, allowing those running the operation to keep well abreast of any developments as the happened. There looked to be a mob of about thirty or forty individuals moving steadily along the road, smashing cars and tearing down fencing as they went. In their wake was a trail of destruction. The camera panned with the movement of the helicopter, one of its skids momentarily obscuring the view before the camera once again focused on the antisocial group. Seconds later, the camera zoomed in on a small group who looked ready to throw a petrol bomb through the window of a luxury car. "What the...?" The downlink was lost.

1355h, Maniford Police Control Centre, Maniford
The room was darker than usual, owing mostly to the poor maintenance of the overhead lighting. Four of the twenty strip-lights had failed in the last day, and none had yet been replaced. It was apt, the darkened room reflected the mood within the room.

"We have now confirmed the loss of one MD Explorer air support unit during the course of the ongoing disturbance." The Chief Inspector had an incredibly grim look on his face. He knew full well what it would take to bring down such an aircraft, and if the rioters were capable of that, it didn't bear thinking about. "As yet, ground units are still unable to do more than contain the event due to the volatile situation on the ground." The initial reports had all been the same. Containment was complete and sustainable, but anything more was nigh on impossible.

"Any further intelligence on the reasons for the rioting?" The Chief Constable had been watching the situation since he was first made aware of it. He'd seen the downlink end, knew almost immediately what it meant.

"None. So far the only arrests made have been of low level rioters, all of whom say they joined in because it was happening and seemed like 'a laugh'." the Chief Inspector seemed to almost sneer at this explanation. He knew from experience this normally meant they were holding something back. "All we can do at the moment is speculate on the cause, which is far from an exact art. The estate is in a fairly low income area, so the increased living costs could have sparked the violence. Then again, it could be anything else you can think of. Until we get the full picture, it's all just rumour and hearsay."

"Rumour and hearsay that's cost four damn good officers their lives. We've got the situation contained for now, but if they've got heavy weaponry, and bringing down our helicopter says they have, it's only a matter of time until we lose containment. Options?"

A new voice, this one belonging to a female Inspector chirped up, her tone flat, almost as if she was reading from a book. "Whilst the Potestas Militaris Act strictly limits the extent to which the military can be used for law enforcement, it is possible in extreme circumstances. The Minister-President needs to authorise the deployment, but once that line is signed, it's just a matter of getting the troops in."

"I fully understand the Potestas Militaris Act and its uses, Inspector. However, failing complete collapse of containment I'd like to keep this to LEO's only." The Chief Superintendent clenched his fist. Half of him wanted to use the military now, the put down the riot by whatever means he could. "What about our tactical response teams?"

"Alpha Team is on location, complete with fully automatic weaponry and armoured cars." It was the Chief Inspector who spoke this time, "Bravo is en-route and Charlie is currently being briefed and prepped. Delta is being with-held in case of operational needs elsewhere. We're also in communication with neighbouring constabularies as to the possibilities of using their tactical assets should worse come to worse."

"Good." The Chief Superintendent paused to take a sip of his coffee, "Try and keep the situation contained for now, be prepared to compress the area down as soon as Charlie Team arrive on site. If we let this burn for much longer the entire south-eastern suburbs could get caught up in this, whatever the hell this is."

Police in Maniford are this morning continuing attempts to quell civil unrest in the south-east of the city. Violence was initially reported in the early part of yesterday afternoon, and at least one police helicopter and several police vehicles have been destroyed by rioting citizens. When asked about the situation, Chief Superintendent Charles Rigger said it was 'heated, but contained' and stressed local law enforcement was in control of the situation. Pressed on the point of possible military intervention, he told us the Potestas Militaris Act prevented the use of the Armed Forces for law enforcement. This is LBC News, keeping you up to date twenty-four hours a day.

1100h Following Day, Speakers Square, Stockmoor
"Friends, neighbours, comrades. Too long have we been oppressed by the elitist upper class. Too long have the rich got richer whilst the poor sink further into poverty." Gareth Schwepp had risen through the Laceenian Socialist Front over the last ten years. His ability to weave perfect prose was second to his immense charisma. It didn't matter exactly what was said, only how it was said.

"Where is our leader now? Off spending tax payers money on a lucrative world tour. The military is spending money on new weapons. Yes, they say they're nothing but larger bombs, but you and I both know they are nuclear. Why else would they test them miles from any other known test site? Why else would they test them underground? They run the risk of this nation being invaded and destroyed by a foreign power just because they want the newest, biggest gun." The crowd were mumbling their agreement. So far the overall mood had been incredibly calm, despite the fact over one-thousand people had packed into the square to listen to one man speak his mind. There was no chanting, no elation. It was almost as if the crowd knew what he was saying already, and he was just reinforcing their beliefs.

"Maniford is the demonstration of the public unrest that is sweeping the nation, and as much as the government wants to pretend it will be, this will not be the end. Now I'm not advocating violence as a solution, not me, but the human race is, by our very nature, an aggressive, violent race. When stress levels reach their limit, people get violent. That is the way of the world" Local police had moved to form a cordon around the area long before the speech began. The Socialists were known for their ability to stir up trouble. Many dozens of those opposed to the group usually managed to infiltrate any rally, although so far they had remained fairly subdued. Only three arrests had been made, and they had all gone peacefully.

"The time has come for change. The public want change. We don't need a revolution, only an election. Will the ruling elite give the public at least the chance to show their want of a change?"

(OoC: This is 100% free form RPing. You, my fellow gamers, have the chance to change Laceenia. For better or worse. Over the next few posts I'll gradually be revealing more information as to what sparked the riots, if they are a one off or represent a general mood across the nation, and other tantalising titbit's. There could very well be a revolution on the cards, depending on how things progress. I'll probably lay down rules as I go along, but it should be obvious enough for now that, at this precise moment, a million man invasion force would not be appreciated. Afterall, when was the last time a foreign power responded to a riot in a far away land with a full scale invasion? I'll try and get at least another post or two online before the end of today (I'm running on BST, and it's currently 2331), but don't let that stop you posting if you see the opportunity.)

Official Communiqué
Republic of Leistung

To: Laceenia
From: Ministry of Foreign Affairs
Subj: Recent unrest

Through the international grapevine we have come to hear of your government's problems with revolutionaries and socialist extremists. Our own government encountered resistance when anti-terror laws were put into place, including problems similar to your own--riots, protests, and the like. If our police forces didn't do their parts to keep the peace through the time immediately after the laws were put into place, there's no telling what could have come of the situation.

We would like to offer you any support you require, and our own special forces can be deployed to the theater of operations should you find it appropriate. However, what we first recommend you do is declare a state of emergency and call up any national guard equivalent units to begin patrolling the streets.

Sincerely,

If you are interested, we may provide you with all the weapons, equipment, and vehicles necessary for your righteous revolution to succeed. It will be somewhat difficult to smuggle in the weapons, but our agents are legendary in their ability to "persuade" shipping companies to cooperate. If you agree, then we will immediately ship a tanker load of assault rifles, sniper rifles, hand grenades, and RPGs to aid you. If the situation calls for it, then we may send a dozen half-tracks to ensure your victory. If the situation becomes critical, then we have several VCID cells who are more then willing to extradite you and your comrades from Laceenia in a moments notice.

The Intelligence-Commissariat had been quick to notice the unrest in Maniford. The information was cycled upwards through the regular internal IC channels, the orders that came back were to 'observe & report'. The recent nuclear testing had previously been noted by the TSRT, but was not acted upon in any way, written off as just 'more nuke proliferation'.

However, this was new. Depending on how things developed, this may be an opportunity. For now, the Intelligence Commissariat would wait and watch.

The government has dismissed claims the public want an election as 'brash misinterpretation of a few disgruntled peoples complaints' and emphasised the fact that economic growth, employment and public spending are all higher than at any time in the last ten years.

We thank you for you kind offer, but feel you might have been misinformed about the severity of the incident within our nation. However, your CCTF troops interest us greatly. Prior to responding to this message, I took the liberty to liaise with Maniford Police Force, who expressed great interest in working with your Counter Terror Forces. Therefore I would be more than happy if one or two of your finest squads would be willing to visit Maniford and we can discuss support, advice and possibly training with our Armed Response Division.

1320h, Maniford
The rioting had lasted nearly a full day when the first canister landed at the nearest edge of a large group, hissing almost as soon as it stopped rolling, dispensing its contents. Tear gas billowed through the crowd, starting to move the crowd away from the police lines. Almost instantaneously, the lead element of Alpha Team broke from the line and advanced on the fleeing crowd, batons drawn. A second canister of gas landed just ahead of the advancing officers, one of who gave it an impressive boot towards the centre of the group. Several rioters were already slumped against walls and fences, rubbing their eyes and coughing, and members of the closing police promptly applied zip-cuffs to their wrists before moving deeper into the streets.

"Alpha Team advancing, leaving packages for collection as we move."

In their wake, as the clouds of irritant cleared, officers began collecting the suspects and explaining their rights to them before loading them into the back of vans, cars and busses, ready for transportation to various police stations across the city. A sudden crack filled the air, and the officers stopped. It sounded like a tree branch snapping.

"Alpha Team taking small arms fire, presently making a tactical manoeuvre to the perimeter, recommend all officers do the same."

The operation had hit it's first snag. They had underestimated their opponents and were being pushed back. Not that it mattered, the next time they entered that street, they would be prepared for the level of resistance they were facing.

Message to Aperture Science
At present we are experiencing heavier than expected resistance in one of our cities. Whilst the event is on a considerably lesser scale than a full uprising, we have noted extreme rioting and limited guerrilla attacks. Ideally, given the possibility of future escalation, we need to consider non-lethal methods of arrest and detainment through to lethal force should we reach a worst case scenario. Presently, we would be looking to allocate in the region of 1 to 5 million Universal Standard Dollars, with the possibility of an increase should the initial demonstration prove more than satisfactory.

Edward Winch,
Chief Constable, Maniford Police

The column had appeared almost out of nowhere. Having held most of their armoured vehicles back from the perimeter, the sudden appearance of six Saracen armoured cars, alongside the three Land Rover Tangi's already at the main checkpoint surprised many of the officers not used to the overwhelming force the Armed Response Division.

"Remember, we may be have the heavy tools, but that doesn't mean we have to shoot the place up. We're to fire on only those identified as an immediate threat to ourselves." Despite these words, Sergeant Aaron Lone slipped his weapon into 'safe' and clambered into the turret, taking a firm hold of the GMG launcher mounted there. More than capable of lobbing a HE grenade out to almost a mile away. Today, however, it would only chucking out tear-gas. "Hopefully the mere presence of us will help remind people why they're not normally this stupid. Let's clean up this street."

Message to Leistung Ministry of Foreign Affairs
We thank you for your concern and advice. However at this moment we have a situation which, whilst larger than we had hoped, is confined to the area in which is began. Our specialist police armed responders are on scene and preparations are presently being made to end the unrest by the most peaceful and efficient means available.

Should this fail, your advice is indeed sound and I will make sure to keep your details in my rolodex incase the need for your help arises which, unfortunately, I foresee happening sooner rather than later.

Isaac Charlton,
Foreign Secretary

There was a still hush hanging over the street. For the better part of an hour there had been the percussive beat of grenades being fired and small arms fire being exchanged. Now, there was nothing. Not even the dull rumble of engines.

"Gunboat Formation has made it to Check Point Foxtrot. No friendly casualties. Unknown number of civilian casualties." The radio clicked off. That hit home hard. Civilian. They weren't combatants in the eyes of the law, just civilians who had made a bad choice. Now, some lay dead or dying. It had been expected, but no matter how expected it was, it still struck a nerve amongst all who had signed up to protect this nations citizens.

There had been a lot of interest in the rioting across the nation, along with the Socialists speech earlier that day. Not to be at all outdone, Dean Underwood had spent much of his afternoon phoning associates to arrange an impromptu meeting of the Nationalist Federation of Northern Laceenia. As it turned out, he'd managed to secure a small function room within The Hound and Crown, a local pub. It was far from the grandeur of Speakers Square, but it would serve his purpose just fine.

"You all must by now know of the troubles in Maniford. It's a shame that working class white Laceenians like you and me have been reduced by this government to so little that they have to destroy their own homes to be heard. Are the asians rioting? The blacks? Orientals? No. Why? Because this country panders to their every need. And at who's expense? Well it isn't theirs, is it?" Three dozen people sat around the room, give or take a couple. Most had a pint in front of them, a handful were drinking spirits. None had even half the vigour of the most inactive attendee of the speech by Gareth Schwepp, but all listened intently.

"How many times have you seen those people given housing ahead of Joe Bloggs because they can't keep their legs shut? I work ten hours a day to make ends meet, and I know a lot of you do the same, and yet they live a life of luxury on state handouts. How is that justice? How can you look at a government that supports immigrants over its own nationals and say 'I support you'? I can't. Can you?" A low murmur passed round the room.

"The government don't want an election because they know they'll lose. In the decade or so they've run the nation, they've brought nothing to the working class. Sure, the average wage has gone up thousands. Has yours? Mine hasn't. I'm earning two thousand pounds more than ten years ago. With inflation, I may as well be on less money. Is it my fault? No. I have to take low wages or Mister Poppadum over the road will and then where do I work? Nowhere, that's where." Another murmur travelled round the room, slowly dissipating once more into the background noise from the bar downstairs.

"I say we need change, and whether the government likes it or not, that change is coming soon."

Given the circumstances and the monetary incentives provided, we will immidiatly arrange the dispatch of two level two Civil Control Units. These units are equipped for local crowd control, population suppression and anti-guerrilla activity. A level one strike team, equipped to deal with large scale uprisings and revolutionary activity, will be placed on standby.

The rioting in Maniford has been confirmed as suppressed by sources within Maniford Police. Casualties have only been confirmed for security forces, where they are stating six officers have died and twenty-nine have been injured. Casualties amongst rioters are not known at this time, but are expected to run to high double figures.

0045h, Maniford
The cleanup operation was already underway. Huge spotlights illuminated the streets as police, paramedics and soldiers moved bodies and debris. It was ironic that whilst they weren't allowed to participate in the quashing of the riots, the army was all to able to be called on to help clean up the mess.

Even with the area deemed secure, most officers were still weary of the area. Those certified to carried side-arms, those from the Armed Response Division carried carbines whilst the soldiers carried fully fledged assault rifles. To the unknowing eye it probably resembled a war zone. To the knowing police officer, it was.

Your Transport Vessel may use facilities based in Handsworth. We look forwards to working with you to ensure the future stability of our nation

The first official casualty numbers were starting to filter through to the control room. So far they had cleared the majority of the area and had uncovered over thirty bodies. Few held any hope of ever getting accurate numbers of wounded, but between the three services, records showed they had treated over two hundred people with injuries ranging from cuts and scrapes to broken bones.

Those high up in the police knew the press would have a field day about excessive force and brutality, and there would be those 'witnesses' who always came out of the works to substantiate these rumours. They would have to defend their actions and as ugly as it was, the fact six good men had last their lives would help spin the media to the side of law and order.

Sixteen people had been arrested following clashes between gangs and with police. There was no rhyme nor reason to it. The atmosphere was downtrodden. Bleak, almost. No-one really knew why the riots had started. The few identified as being the ringleaders had either been found with a 5.56 round in them or had seemingly vanished into the aether. Those who had been arrested and interrogated had given various reasons. Low wages, weapons testing, job insecurity, the feeling they were being ignored. None was a definite, but finding out the cause was now a secondary concern, behind that of maintaining a high profile too help prevent the embers igniting once more.

"We've got most of the bodies moved to a temporary morgue in a local sports centre. Damage is estimated to run to more than half a million pounds, minimum."

"Press coverage?" Charles spun a pen between his fingers as a drummer would a drumstick.

"Has so far focused on the fact the riots have ended, although we've not had a major broadcast since releasing the casualty figures amongst the civilians." An inspector placed a mug on the desk. The scent of strong coffee wafted idly from it. Few had got more than two hours sleep since the unrest began.

This email address is secured. I am a little known supporter of a small faction located within the Conservative opposition who are unhappy with the direction our current Prime Minister is taking. We feel the time for their rule has come to an end, but our party leaders are unwilling to pressure for an election. As such we are left two choices. Wait, which is unacceptable, or take action, which is inevitable. We have the weapons and manpower to perform a coup, but do not have the training or expertise to carry it out successfully. We accept that your people cannot fight alongside us, but would certainly like your assistance.

The Maniford Riots have claimed forty-one lives, six of which were members of the police force. They also left over one hundred wounded. A police spokesman has stated the response was scaled to match the situation and that whilst civilian casualties are always regrettable, given the extent of the violence encountered our officers were faced with the task of defending themselves whilst restoring order. Lets not forget that six brave officers lost their lives restoring order and ensuring the general public were not placed in danger by the unrest. Public opinion seems split over the police action, especially as eye witness reports begin to surface detailing the excessive force used by the officers of the Armed Response Division.

At present we feel that whilst force might be of benefit to help retain order in the city of Stockmoor, it's likely to be quite inflammatory to have foreign forces operating within our borders, especially given the current nationalist feeling in several cities.

However, should the situation deteriorate, we may need to call on your offered help in the future, if it's still available, of course.

Patrols had been stepped up across the city. Even here, on the opposite side of the city, officers no longer patrolled on foot, or even alone. A pair of specialist pursuit drivers were on a routine patrol around a leafy suburb, their Volvo estate providing a high-visibility deterrence. Or that was the plan, at least.

"Tango Victor Nine to control, we've got a large group of youths congregating around the shops on Old Oak Lane. We might need a couple of extra units in case we get another disturbance down here." The driver, who has sixteen years experience with police forces across Laceenia, turned around and drove back towards the group. There were a few stones and choice words thrown at the passing authority figures, giving them no doubt as to just how appreciated their presence was. "Tango Victor Nine to control, they seem intent on making trouble. We've had a few bits of masonry bounce off our car as we passed them. We probably need a fair presence here to keep a lid on things."

"Received, Tango Victor Nine. Public Order Units are being routed to your area ASAP. Hold back and await their arrival."

More trouble in Maniford today. Following riots two days ago, disgruntled residents in the north-western suburbs have set up roadblocks and barricades across several major routes into the city centre. Local police were unavailable for comments on the situation. A spokesman for the Socialist Front stated it was just another sign of local distrust of the current government but urged residents to keep demonstrations peaceful.

2200h, North-West Maniford, Central Laceenia
Flaming blockades spanned most of the major roads into the Brentwood Estate, whilst armed residents manned hastily assembled checkpoints on others. Inside this perimeter life continued much as it had for years. Outside, blue lights flashed rhythmically, almost like some sort of deranged police disco, as officers formed a secondary, more fluid, series of checkpoints.

Negative pressure was the keyword. In simple terms this meant people could enter the containment area, but not exit. At least not without written permission from someone high up the pecking order. Talks between locals and the police were totally absent. Whilst the residents were doing nothing more than fencing themselves in, the authorities had little will to get involved. It would have been a public relations nightmare if they baton-charged a group of locals doing nothing more than setting up blockades. Come morning, a handful of military engineers would arrive, Potestas Militaris Act waivers in hand, along with their Trojan armoured vehicles, ready to clear the roads.

North Star Cargo Port, Nomton
Much of the cargo that came in to Laceenia by sea was handled by the North Star Cargo Company. They handled the offloading from the various vessels it arrived on, and the subsequent transfer to either road or rail for the onwards leg of the goods journey. The harbour masters word was law in this environment, which left the role wide open to corruption. As was the case in Nomton.

"We've got a cargo vessel docked and awaiting unloading. It's carrying a mixed cargo of vehicles and propane."

This caught the harbour masters attention. He's been told to expect this shipment, and hand it over, no questions asked, to Schwepp-Turner Haulage. He scrawled his signature on the release sheet, saying he had personally inspected the cargo prior to its offloading and had found nothing suspicious. The port hand raised an eyebrow at this, but didn't question. It was often the case things would be signed without inspection. With the number of vessels docking increasing daily, it was all they could do to keep on top of the workload.

Less than two hours later, several curtain-sided trucks rolled out of the docks, loaded with crates. Shortly after that, a car transporter joined the local roads, followed finally by a tanker.

The men sat on the C-130 en route to Laceena. Theyall were dressed in full combat garb and balclavas. They men didn't speak. They had no names. They all had numbers. They were called numbers 1-11. The pilots voice came over the microphone. "Fasten your belts and prepare to land." The men felt the plane lower itself from the sky. They could see the lights of laceena below them.

The first Trojan ploughed through the blockade with ease, casting fencing, tires and metal sheeting aside as if they were sheets of paper, shrugging off the low-powered pistol fire as if it was heavy rain. The machine gun, more than capable of silencing those who stood against the metal behemoth, instead remained silent. As the armoured cars of Charlie Team moved through the breach and into the streets, the Trojan continued to surge forwards, pushing aside cars, rubble and rudimentary barriers with the same ease as a vacuum cleaner moving toys. Just as the Trojan prepared to make the turn that would put it on a direct collision course with another of the locals road blocks, fire leapt from its front.

"Charlie Zero this is Charlie One, we've got incoming anti-armour and small arms fire. Recommend we pull back rather than risk casualties. Also recommend we move all unarmoured personnel back to prevent attacks on them from within the containment zone." Certain words often told more than others. For the last eighteen hours the streets and houses behind the debris had been called the Brentwood Estate. Now, it was being called the Containment Zone. A change in the mood came almost instantly with the change of terminology. This was turning into a full-scale battle.

"Roger that. Charlie Zero to all elements, withdraw to safe zone and await further instructions."

MoD Building, Stockmoor, Laceenia
As soon as the latest news had reached the ears of the MoD, an emergency meeting had been called. At the highest levels, the Potestas Militaris Act had been suspended for operations within Maniford, and now the matter of how do deal with such a well armed civil disturbance was on the table.

Military action had been decided on. Martial Law, if you will. The exact details had yet to be hammered out, but all were in agreement as to the need of a rapid response.

"Prepare a detachment from Vourdalak batallion for immediate deployment." The room fell silent. Even the hum of the computers seemed to fade to nothing. Vourdalak was part of the country's elite Werewolf Special Operations Regiment. It took a few moments before someone broke the silence.

"And how would we be deploying the force?" The question carried an almost childlike curiosity. A woman in Air Force uniform, with the rank of Flying Officer, had asked the question on everybody's mind. "In my opinion air is the only viable option if we want them on scene soon."

"Transport by C-130 would allow more payload, but it is considerably slower than, say, a Global Express XRS, which has a much lower payload." No-one except the speaker knew who'd chipped in, and as soon as he'd finished his statement, he faded once more into the background. These meetings will filled with mysterious comments from unseen officers and advisors, all to happy to throw in their comments when they felt it was needed, then never say another word.

"How about a C-5?" The young advisor almost instantly regretted his suggestion as all eyes in the room fell on him. It was, of course, an overreaction on his part. The room knew he was right, but rather than look to the decision maker, they instead focused their attention on the man who had dared speak the obvious.

"Big enough to deploy the troops and their equipment in one run. Could work I suppose." Morran took a swig of his herbal tea and paused, as if considering the other options. There weren't any to be found. A C-5, as expensive and hulking a beast as it was, could be the only solution to get a response there quickly and in the numbers needed. The rail network would take too long, as would going by road.

"There's the 4th Statlift Wing based out of Denton Air Force Base. They're less than twenty minutes by road from where Vourdalak are based."

"Then muster the troops and get them there. I want them airborne within the hour." Morran was quick with his response, leaving little opportunity for another to jump in ahead of him.

"With respect, that's a tight deadline."

"And we're in a tight space right now. Get it sorted." Plain English was always the most powerful weapon Morran held. When challenged, the ability to spell out the situation as bluntly as possible, even if everyone already knew what that was, seemed to win more arguments than elaborate speeches and white papers combined.

Maniford Aerodrome, Maniford
A pair of hawk-like eyes tracked the approaching Hercules through a pair of binoculars. Delta Team, Red Element, patiently awaited the arrival of the specialists from Chernobl. None of the eight men knew what to expect, they'd never dealt with international counter-terrorism units.

There was the slightest buzz of anticipation in the air, tempered only by the knowledge that elsewhere their brothers-in-arms were engages in another bout of riots.

2300 Hours, Volzgradien Ministry of War

The thick smoke of Pavelov's cigar wafted lazily in the air as he reclined in his signature ochre leather chair. With his work day almost consumed by endless speeches and declarations, he enjoyed his breaks as if they were gifts from God himself. Unlike the almost deafening clamor of guards, aides, commanders, and reporters outside the sprawling Ministry complex, Pavelov's office was quiet and in a strange way serene. He was just taking the last puffs of his cigar when one of his adjutants, Alexei Yadanchenko, entered with a stern look on his face. Holding back a scold for his interruption, Pavelov calmly got to his feet and grabbed the folder from Yadanchenko's arms in an instant. He opened it with his usual quickness and scanned the contents for anything important, as to his usual fashion. He gave a satisfied grin as he finished reading the report. He handed the folder back to Yadanchenko with a smile on his face, "Hope those Laceenian's enjoy our little 'gift'."

2350 Hours, Undisclosed Location in Laceenia

The dark of the Laceenian night hid the Volzgradien operatives as they skulked through the dank port. Unknown even to the Socialist Revolutionaries, only High Commissar Pavelov even knew they existed. They had arrived stealthily along with the massive weapon shipment sent from one of Volzgrad's Republics, New Vladivostok. Underneath their long, black trenchcoats were hidden weapons of all different kinds. The small group of 8 VCID Stormtroopers were armed with everything from PPSH-88 Sub-Machine Guns, SKR-78 Battle Rifles, and even a PZ-80 anti-tank rifle. They're mission was clear and simple, cause as much damage and annoyance to the Fascist Laceenain Police. They were specifically targeting the heavily armed rapid response units so feared by their Socialist comrades. Thankfully, a 14.5x74mm round coming from an anti-tank rifle was sure to put a stop to any armored vehicle in their position.

The standoff was seemingly without end. The residents had rebuilt the blockades which had been torn down by the engineers earlier in the day. Given the lack of details on what sat behind the rudimentary fortifications, the police sat on their hands, waiting for the arrival of Vourdalak, The Werewolf. Charles Rigger felt uneasy about introducing such a heavily armed force into such a tense situation, but the decision had been made for him by the government. They had issued the order, and the local police could do little more than wait for the soldiers to arrive.

Residential Building, Stockmoor
The shipment of weapons was now safely distributed between several warehouses across Laceenia. There wasn't much time to waste, although all knew a rash decision now could cost them everything. It was one thing to accept the weapons, another completely to use them. Or at least to use them themselves.

Tensions were high within Maniford, a sudden influx of weapons could tip the scales towards anarchy. It was a simple road to look down. From order to disorder to unrest to anarchy to revolution. It was much harder to actually walk the path. The main problem was the increased security across the city. Maniford, as close to the brink as it stood, was out.

"Denton." Schwepp pressed down on the map before him. The city of Denton sat less then an hour away, and he knew from experience that there were several groups in that city who would sell their own first born to get a number of pistols. The promise of machine guns and carbines would likely see them salivating like rabid dogs. "We move one tenth of the shipment to Denton, kit out the locals, and watch the city destroy itself on the LBC."

LBC News
The government remains defiant over demands for an early election. Ignoring mounting pressure to call a general election and allow the public to vote, the present government is standing by the line that an election during a period of such high tension would be counter-productive. Critics have likened this behaviour to that of a man clinging to the edge of a cliff, knowing full well there's no chance of rescue. In related news, several military units have had the limits imposed on them by the Potestas Militaris Act removed and are currently moving to help secure locations vital to civil government.

From: Tomas Koll, Hurfdurfistani Department of State

Greetings, comrades.

Too long have the workers suffered beneath the bootheels of the fascist bourgeoisie. Thus, it is our duty and our honor to pledge our support to you in whatever way possible. To that end, we offer you not only weapons (Simply ask, and we will supply it), supplied in whatever manner you find most convenient, but also manpower.
Naturally, it would be problematic for us if others knew of this arrangement, so we will not be able to send legions of soldiers to aid you in your righteous cause. However, we will be sending several dozen of our very best covert operators to aid you, with your permission. Perhaps, once you have a port city under your control, we can aid you further.
Keep the PR money, as well. We would be only too happy to supply you with more if you find yourselves outspent. War is a costly business, after all.

Brick lay strewn across the street in front of Guiley Council's offices. Outside, the mob was on the brink of rioting. Police had already made several arrests, but could do little more to curb the unrest. For now, all they could do was hold their line and await assistance.

Three police vans pulled onto the scene, bringing another two-dozen officers to the area, each wearing full riot gear. The order had already been given that if the crowd failed to disperse within the hour, force was to be used. Tear gas had already been used to restore order, and for the moment the situation was relatively calm.

We thank you for your donation and assure you it will be used to raise public awareness of the issues facing Laceenia today and educate then as to the benefits of Socialism.

Encoded submessage: Weapons wise we are more than adequately equipped with small arms. Given the prevalence of armoured vehicles amongst the most elite police units across the nation, if you could provide anti-armour weapons this would be much appreciated. Your operatives would also be much appreciated, and I'm certain we could use then to our advantage. I will send a further message once we have fully secured a port for landings.

Getting operatives into a country was never easy.

Getting operatives into a country under martial law was nigh-impossible.

The orders from HFIS-SAD had come through a few hours before Young's flight was to depart. He and thirty two others were to infiltrate Laceenia via civilian transports, link up with the agent chosen to lead the operation (Young himself), pick up their equipment (shipped to a front company), and meet up with the local resistance leader. Standard operating procedure.

So Master Sergeant Nicholas Young stepped off the airplane, walked through customs (for there was nothing incriminating about him) and proceeded to send secured text messages to the agents under his command telling them to meet him at different times over the next few days at rally point echo (a city park), which from Young's observations (admittedly scarce, it was what he could see from the flight in) was relatively secure.

Shortly thereafter, Young made the call, in coded language, to SOCOM requesting that they send the anti-armor weapons the Laceenians had requested, some 1500 Javelin systems being the bulk of it. SOCOM acknowledged the request, replying that the "machinery" would be sent sealed in plastic, immersed in crates of oil, aboard the HNU Brute, a freighter. They had arranged for it to be sent to the front company, Laceenia Import/Export, that they'd set up shortly before they sent in agents.

So far, so good.

Now, just to meet up with this Schwepp character.

2400 Hours, Somewhere in Laceenia

After almost 30 minutes of monotonous skulking and lurking, the Volzgradien operatives were just beginning to reach their objective. Even at the distance they were, they could still here the roar of angry rioters and the harsh yells of riot police. Soon however, it would only be the crowd that is roaring. Despite the lack of almost any light and the general dankness of Laceenian back alleys, the clandestine group soon found an excellent building from where they could launch their attack. Inside, there were only a couple of drunks and a horde of cockroaches. Despite their very specific orders not to show themselves, the Volzgradiens payed little attention to the drunkards and continued up the stairs to the roof.

After a bit of "coercing" with the roof door (which ended with the Volzgradiens kicking it down), the operatives got into position for the attack. In only a matter of moments, the Volzgradiens changed from shady foreigners with greatcoats to heavily armed special forces. While only four of the eight carried rifles capable of reaching the riot police, that was more then enough to cause heavy amounts of damage. However, they're true punch would come from their PZ-76 anti-materiel rifle. After a few seconds of hurried unpacking, all eight were ready to go. The Stormtrooper using the PZ-76 quickly aimed at the driver of a anti-riot vehicle and fired.

The crack of the shot was all but drowned out by the commotion being made by the crowd. The bullet passed easily through the windscreen of the armoured Land Rover and was barely slowed by the head of the driver.

"Shit, officer down. We've got a sniper somewhere."

All the officers currently in the open were quick to remount into their armour protected vehicles.

"Roger that, all Lima Tango's are to immediately disengage from riot control activities. Alpha Sierra units are to move back to their vehicles and attempt to disperse the rioters through other means."

With that, the Land Rovers began to remove themselves from the immediate area, leaving the three Saracen armoured cars to hold the lines unit additional units could be sourced in similar vehicles.

"I don't know what they expect us to do no." The mood inside on of the Saracen's was one of subdued anger. "We can't exactly move them on from inside here."

For the moment, all they could do was sit, wait and take the hit.
