BSF require 'ghost' ships

Dear Interested Parties,

The BSF has recently started its' own naval program to help futther its' special operation capabilities. We are opening up a contract competition to the great shipbuilders and desginers of the world to help us.
What we invision is a fleet of stealth ships capable of sneaking close enough to an enemy to strike. The fleet will be known as the 'Ghost Navy'.
The numbers of vessels that we require is not yet confirmed but we do know that we shall require the following:
Frigates
Destroyers
Helicopter Carriers
Submarines
Landing Craft

The only limitations to this contract is the need for a reduction of radar cross sections, visibility and noise. Money is no object, so create what you wish.
The prize shall be the contract, and a prize sum of $20bn. The contract and prize money may be split between several companies if no sole contractor can supply adequate plans for all of our vessel requirements.

OOC: I imagine the helicopter carrier to be hardest on to create, but perhaps a light-weight carbon fibre roof/canopy thing that opens up to allow the helicopters out? so radar doesn't pick up the helicopters.

OOC: Wow, that's some scary navy - though wouldn't it just be easier to create a massive radar jammer, or jamming ship - or just put radar jammers on the ships, rather than having specially created ships which will cost a fortune?

OOC: It's the simpler option though, isn't it? It's like saying "I'll spend £50 on this new roof light!" even though £2.99 lightbulbs would solve your problem.

OOC: that may work, but I would require the ships to go off on their own at times, so each would need their own jamming system.
Basically someway of them being hidden from radar, low noise and low profile, so not to be very visible.

Yeah, but same thing with a "stealth" navy. It would still be visible, just less visible and invisible (almost) to radar.

Yeah, unlike stealth aircraft, which travel at sufficiant speed to escape quickly if seen by the naked eye, a navy - however stealthy - is still rather cumbersome and obvious should a light airplane pass over and report you to base.

Ah, radar jammers. Best friend of AShMs set to radiation seeking mode. Anything that's putting out a jamming signal is like a giant Liberachi bouncing around the deck of your aircraft carrier with a big sign saying "Shoot me!"

OOC: There are already some pretty good stealth ship designs in RL (Visby, the Horizon and Lafayette frigates, and even the Arleigh Burke class has stealth features). Naturally the carrier would be the most difficult deisgn, but the Navy did publish some pictures of "stealth" carriers in the early days of the CVNX program.

Actually, the best plan would be a normal navy with stealth aircraft capable of dropping troops or vehicles (in my opinion).

The catamaran design gives the Adventure class increased stability even in the roughest of seas. This is accomplished by placing most of the ship's displacement below the level of the waves (like a submarine) where all the kinetic energy of the sea surface is located. Conversely, ships with traditional hull designs have most of their displacement in the wave level of the sea, causing them to roll and pitch in the waves. With twin gas turbine engines, twin water jets, and a streamlined hull, Adventure is capable of speeds of 45 knots and greater.
Space at the rear is designated for holding two small craft, upto 11m in length, which can be launched simoutaneously from the stern, at full speed. This includes assault craft and submersibles. The vessel also has a 6-pad helicopter deck capable of operating aircraft up to 20m in length, including unmanned aerial vehicles, and landing helicopters while traveling at speeds of up to 45 knots. A special deck lighting system has been developed for the Adventure using low intensity green lighting around the vessel's edges and helipads. This lighting is particularly effective when using night vision goggles, making landings on the vessel easier than on conventional warships, even at the higher speeds in which vessel operates. The deck consists of 2 elevators, with hanger space for 6 helicopters. (must have folding rotors.)
The Adventure Class' forward superstructure consists of a small three man bridge, above the bridge is a small one man flight operations station, giving excellent views of the flight deck. The contolling of the Adventure class vessel is more like that of a LCAC then that of a conventional warship.
Power comes from two MTU 595 diesel engines and two LM2500 gas turbines in a CODOG (http://en.wikipedia.org/wiki/CODOG)arrangement. Diesel power is used for cruising while the turbines provide high power output for high speed operation. The two gas turbines power the vessels twin water jets, drawing water from the bottom stern of each hull and powering it through large water turbines, which are responsible for the vessel's remarkable speed. Each water jet has thrust vectoring and thrust reversers making it possible for Adventure to move sideways while docking, or even traveling in reverse. Thrust vectoring also makes it possible for the vessel to make dramatic evasive maneuvers while traveling at high speed. This would prevent the craft from being forced to shore or into the path of enemy vessels.
The Adventure Class ship has a high tech computer system to control its systems and for navigation. Steering and throttle control are done by wire rather than mechanical linkage. The vessel can be used in brown water and blue water, and littoral situations.
The ships hull is made from strong and light Aluminium alloys, due to its design this class is ideal for stealth, it has a low profile, minimal vertical lines and minimal use of right angles. Its' radar cross-section makes it appear about the size of a mid sized fishing vessel. The magnetic signature is reduced by the presence of a demagnetization belt. The acoustic signature is minimized by mounting the engines on elastic supports, as to transmit as little vibrations to the hull as possible, and by rubber coating on the propellers. It is equipped with the Prairie Masker active acoustic camouflage system, which generate small bubbles from underneath the hull to confuse sonars. (as used on the La Fayette) The crew is protected against biological, chemical and nuclear environments.

The Apex class has a remarkably low draft which makes it ideal for combat near the coast (or near icebergs and ice flows). It is extremely quiet and features a stealthy, angular shape and is covered with an advanced marine stealth coating. The helipad can hold one full-size helicopter or 2 unmanned helos. The hangar holds an additional 2 unmanned helicopters or 1 full size chopper.
