Captain Blake Andrews stared out of his window onto the streets below. Sure, he was on the eight floor and the windows were recently replaced with bullet-resistant glass, but nonetheless, there were few left in this city that would stand in front of any window for any amount of time. Clad in his usual desert cargo pants and black long sleeved shirt, Andrews was just another face in the city, as far as he was now concerned. When he had taken his position as head of the Ghillie Police Force just three years prior, he had a healthy 7,891 men under his command. Now, one too many gang wars later, he relied on a slim 1,018 men to attempt to keep a relative calm throughout Sniper Country's third largest city. After he took his position, it seemed as though the chaos ensued, with gang wars - mostly over territory disputes and drug trafficking - erupting in every sector of the city. After three months of intense urban fighting between rival gangs and drug cartels, nearly 200 of Andrews' men were lying in their graves. It wasn't long after the violence intensified that the daily swarms of officers began to enter Andrews' office and leave without their badges. He was now down to two SRT units, after nine others were disbanded due to a lack of manpower. Of the 94 undercover officers he had working for him when he took his office, only 6 still remained loyal to the Force; all the others had either gone over to the other side or been ratted out by others. Sure, Andrews had pleaded with the Senate on multiple occasions for Confederacy assistance in the matter, but each time he was denied any assistance of any kind. Speaker Drew Haltom had promised him some sort of assistance as soon as the new year came, but that was several months away, and Andrews couldn't stand by and watch what was left of his meager police force dwindle any further.

Andrews stepped away from the window and sat down at his extremely disheveled desk. He wiped his eyes and adjusted the keyboard at his computer. Pulling up his e-mail, he adressed a blanket e-mail to many of the world's Private Military Companies. If the Senate wasn't going to give him assistance, he would have to get it from where he could find it. For this venture, he would be digging deep into the various budgets of the Ghillie Police Force, but it was a measure that had to be taken if he wanted to straighten the city out. He would have preferred to go with Geaux Security, if for no other reason than the company was stationed in Sniper Country. However, due to recent Senate legislation, it was now illegal for PMCs based in Sniper Country to operate within Sniper Country. Therefore, Andrews began his blanket e-mail to various PMCs throughout the world, requesting their aid in taking back his city.

I am Captain Blake Andrews, head of the Ghillie Police Force, in Ghillie, Sniper Country. I write to many of you in hopes that you may be able to assist me and my officers in securing our beloved city. You see, in recent years, there has been a drastic increase in organized crime in the city, including several ongoing gang wars. These wars include everything from street level thugs with baseball bats and pistols to extremely organized drug cartels who utilize the best in equipment. I will speak plainly about what we are facing. Our city is essentially an urban warzone. We have found a frightening increase in IED attacks by these gangs and organizations, an everpresent disregard for civilian life, and all-out battles between factions, which have been known to rage for days at a time. Our police force is now less than able to handle the situation, and fear that it may only be a matter of time before the entire city is engulfed in a massive war between crime syndicates. Our pleas for assistance to the Sniper Country Senate have seemingly fallen on deaf ears, and we thus come to you for assistance. If you would be willing to accept a contract for these operations, please reply to this e-mail with your information. Name your price, be it a flat rate or a rate per man. I do have a limited budget, but will do the best I can to accomodate you if I feel you are capable of handling the situation. Please realize that this is not a smalltime operation. Ghillie is the third largest city in Sniper Country, and is therefore considered to be a megalopolis. In any case, please let me know. I have enclosed a few photographs of what you may encounter, should you be available to take a contract with us.

"3,2,1, clear! Go!" The SWAT troops hugged the wall as the door imploded, then stormed the house, aiming their MP5s and taking down hostiles within seconds. One drug dealer tried to escape upstairs, but a well-aimed round caught him on the knee and he fell down, screaming various colourful words as he clutched his knee. A shotgun pellet ended the screaming, and the SWAT men lined up to storm the stairs. The lead SWAT trooper aimed his M203 grenade launcher, and three seconds after he launched the frag, the troops stormed the stairs. The first one turned, aiming his M4A1 and as the steady crackle of the carbines started up, drowning the sound of the lone AK-47, the drug dealers were mercilessly cut down. As the last one fell, bleeding from several places, and dead, the captain simply told command "Mission accomplished, HQ. Requesting extraction."

Facing the board, Gerald Holliver knew that if this deal was clinched, his company would be projected firmly onto the world stage. Whilst one of the larger security companies in Adenia, Brittanican Security Solutions had not yet ventured outside of the Commonwealth - though the company had easily proved it's worth during the Enderby Troubles, where the Enderbian Republican Forces (ERF) had held the island on a knife-edge in it's desperate struggle to free the island from the Commonwealth.

Working alongside conventional armed forces, BSS had managed to reduce the drug trade, weapons smuggling, and attacks on troops and civilians, including illegal roadblocks and patrols. Apparently strikingly similar, the Ghillie contract would provide BSS with a valuable stepping stone onto the international stage.

Greetings and wishes of an extended lifespan,

Captain Adrian Mattias closed his laptop and stowed it with the rest of the computer equipment in the Boeing 747-400. It was packed with soldiers. The main equipment was on it's way later, along with the other soldiers.

He stuck his head into the cockpit

"Ghillie International Airport" He said to the pilot

"Righto" replied the pilot, turning the aircraft. They had been in the air since the job had been announced. It was the only way to achieve the "We'll be there inside of 24 hours"

Mattias stood up

"Alright!" he shouted, causing the chatter to die away. He looked around, knowing all eyes were on him. He loved this bit, the suspense was amazing

"We've got a go" he said, as cheering erupted from the occupants of the plane. He saw the seatbelt light come on.

'Yeah, like that's gonna happen!' he thought.

Over the chatter, which still had the air of exitement about it, he heard voices in the cockpit

Our understanding was that the police force required more manpower, and while the UPD units are, perhaps, not ideal for the more sensitive operations, cheap, expendable units such as the UPD, even with its enforcement protocols set to minimum (enabling only cautionary measures) is quite sufficient for standard patrol duties and basic law enforcement.
Such units would free a significant portion of your native force to be applied to more important duties, such as clearing violent deviant citizens from the streets.
Of course, we realize that some cultures hold to the quaint view that the 'man on the street' is the main portion of the law enforcement apparatus of any nation, and for these we offer the ability to fully remote control units from an Aperture Science UPD Command Station.
Another excellent use for units such as the UPD is room clearing, perhaps the most dangerous part of an officers duties. No doubt many a brave organic has lost its life breaking into a narcotic merchants domicile only to be met with a chemically propelled cloud of lead shot to the face. A truly unfortunate situation.
Fortunately, the polymer armor of the UPD's allows them to resist most small arms, and in the sad event that they are neutralized by the attack, it is quite fortunate that, as non-organics, they may simply be repaired and put back on duty in a matter of hours or days.

Tre-8, or that's at least what his street moniker, looked throughout the various terrorism support forums on the internet. As head of the South Ghillie Nines, the most prolific and pervasive street-level gang in Ghillie, Tre was constantly on the lookout for newer, cheaper, and more effective means of establishing the Nines throughout the city. Sure, there was the Juarez Cartel and the Obregon Brother's Cartel, but they weren't as concerned with territory as the street-level gangs were. All the cartels really cared about was pushing their product throughout the city, nation, and world, by any and all means necessary. Of course, if you messed with them, they undoubtedly messed with you, but it was the way things were done, especially in this godforesaken city. But right now, Tre was less worried about the cartels than he was the other various street gangs in Ghillie. The Nines had established themselves as the team to be on, but in doing so, they also established themselves as the team to beat. Whoever took them down would be on top of the proverbial world of Ghillie. With over 16,000 adherants to the Nine's "doctrine," the gang was, in some ways, more powerful than the cartels operating in the area, although not nearly as organized. They operated in everything: illicit narcotics, weapons, racketeering, prostitution, murder/assassination, slavery; anything that could empower them further. It was one reason the cartels didn't operate with them; if the Nines got too powerful, they could potentially pose a serious threat to their operations.

After nearly an hour of searching, Tre found what he was looking for. Armed Protectors of Burtilana? he thought to himself. Hey, it worked, as long as they could provide what he was looking for, which they did. He loved how easy it was to get what he needed online. Technically, he had three Doctoral degrees and nine Bachelors degrees, but nobody was really counting anymore. Typing as if he was an English major (although he had two degrees in the major... from the internet, of course), Tre placed his order with APB...

Phoenix Seville was out on the range behind his house, practicing shots beyond 600 meters with his AR-22A4 rifle when his PDA began to vibrate, indicating a response to his recent email. He set his rifle down on the table and read the short message. He then, somewhat excitedly, grabbed his rifle and the spare magazines that were laying around and went back into his house. He was wearing full KOP armor, with a black pattern uniform. As he entered his room, he removed his helmet for the first time in days. Phoenix, like all present and former K.O.P., generally treated his gear as a second skin. He rarely took off any of his combat gear, even to sleep. Unless he was working out or taking care of personal hygiene he wore it 24/7 for the most part. But as he experienced more and more situations in which its wear might cause unwanted attention and jeopardize his goals, he learned to adapt and function without most of it in many situations, where appropriate. Since it seemed that he would be taking a trip through civilian channels, this time seemed as appropriate as ever.
Phoenix carefully removed his boots, plate carrier, load bearing equipment, tactical gloves, and his knee and elbow pads and placed them into a bag along with his helmet that was sitting on the bed. With the bulkier items of his kit removed he could fit into some regular clothes and pass for a somewhat "normal" airline passenger. He pulled on a pair of lose fitting khaki cargo pants and threw on a casual long sleeve shirt. No one would be able to tell he was wearing a fireproof, slash resistant, sweat wicking layer and level IIIA soft body armor under his clothes.
He would also have to forgo his distinctive black KOP issue boots for a commercially available version of TPM tan light infantry boots, in order to blend in. Phoenix finished his attempt at the inconspicuous look with a tan ball cap and a pair of sunglasses.
He then carefully disassembled his 10mm combat pistol and its carbine stock system and concealed the pieces in hollowed out common personal electronics devices.
Once he was all packed, Phoenix opened a drawer and selected a fresh passport, ID card and credit card, each with a matching false name. He placed them into his wallet along with a rectangular knife made of a composite material and about the size of a credit card.
Now that he was finished getting dressed and packing, he reached into a drawer, selected a disposable cell phone and dialed the PISS AIR hotline.

"I would like to reserve a one-way ticket to Ghillie, Sniper Country, the next available flight."

"Certainly sir, would you like a first class or business class seat?"

"It doesn't matter... oh, and I have a coupon code... " Phoenix said slyly

"Of course sir, please enter it into your phone's keypad."

Phoenix pressed 12 keys in rapid succession - the secret code used diplomatic, government and high-paying vip users of PISS AIR, which would ensure that no records would be kept. The line emitted a shrill jamming signal and then was redirected.

"If I could please have your name and credit card number..." a new voice said

"Darren Swanson, Visa # 4240-2120-2190 code 428" Phoenix replied.

"Your flight has been reserved, Mister Swanson, thank you for choosing PISS AIR."
He hung up.

Phoenix threw his carry on bag over his shoulder and headed for the door. He glanced for a moment at the keys to his sports car that were on the dresser... but he remembered, he couldn't drive his own car - he was traveling as someone else.. "but 450hp!!! arrgh" he thought. Phoenix desire to drive 120mph down the expressway relented and he stepped outside and caught a taxi to the nearest maglev train station. Once there he got on the first airport express shuttle. The maglev train brought him right into the terminal. After flirting with one of the female security guards didn't work, Phoenix withdrew a $50 note from his pocket and bribed his way past the long security check-in line. "Damn I love this country" he thought to himself.
He then walked up to the main PISS AIR ticket counter in the airport.

"Hello I have a reserved ticket waiting for me" Phoenix said pleasantly.

"Name?" the young female ticket clerk asked.

"Mr. Darren Swanson."

"Ahh yes, here we are." she said as she read from the computer screen and then handed him a ticket. "Your flight is boarding in 5 minutes. Enjoy your trip."

<8 hours later>
about 18,000 feet over, Ghillie, Sniper Country

"Please fasten your seatbelt, we are about to land" a stewardess said to Seville, while shaking him gently to make sure he was awake.

Phoenix awoke from his light sleep, well rested and full from the cheap on board meal.
Once they landed at Ghillie, Phoenix got off the plane and walked towards the nearest car rental desk.
He proceeded to rent a SUV and prepared to make his way to the meeting.

The 747 landed and taxied into a parking gate. All the men were dressed in civillian clothes and carried no weapons. They were, after all, civillians untill they got into Ghillie. The weapons and other equipment were stowed in the cargo bay, and some of the boys would get it off and out of the airport as secretly as possible.

Meanwhile, in the terminal, Mattias was working on his computer. He clicked a few keys, and the computer worked his magic, triangulating the source of the first e-mail. After it showed him, he closed the laptop and waited untill he saw one of the men wave to him from outside. He headed out and retrieved his bag, and then started walking to the nearest police precinct

'I hope this Captain Blake told his men what was happening' he thought to himself as he walked.

Some Time Later

Mattias walked around another corner dragging his bag behind him. The men were following him, but they were all spread out.

Mattias thought he could see a police precinct. He walked in and up to the desk

"Hi" he said "Name's Captain Adrian Mattias - I believe you're expecting me and my men?"

"Captain," he began, not taking time to offer a drink or cigarette, "I do believe I instructed you to set up an operations area in the southwest, and afterward I would make the trip to come meet you and your men. The fact that you can't even follow those simple instructions worries me as to your competence in the operations of which we are about to embark." Andrews was obviously perturbed; he pulled a black cigarette from the pack on his desk and lit it as he stared out of the massive window behind his desk. "I need a detailed roster of your men and equipment, and I'll get you the same on the men I intend to assign to your unit," Andrews continued, taking a long drag from the cigarette and awaiting a response from Mattias.

Ghillie looked too much like so many other "troubled" cities he had "visited" before. The only difference now was that he couldn't walk around with high powered rifle, full body armor and a squad of infantry at his side. Phoenix felt a little exposed driving around in the unarmored SUV without most of his normal gear. He heard an explosion in the distance. Phoenix patted his pistol, which was concealed in the seat cushion, but still in easy reach. The drive continued though without incident. He parked his rental in the lot and went inside.
Phoenix walked in and greeted the person at the front desk.
"Hello, I am here to see Captain Andrews, he should be expecting me, Captain S."

Ghillie Airport

A series of ex-Adenian Aeronautical Service Hercules C-130H's powered through the air, carrying the advance guard that would soon make up the Ghillie Operations Squadron. Following a sharp turn in formation, the planes continued their column formation and landed together, maintaining a strictly military composure as they sharply curved in the final stages of landing.

Rolling to the ramps designated to them, the aircraft were soon unloading their cargo - OshKosh transporters, Bedford lorries, Saxon APCs and Land Rovers, ready to set up the encampments for the troops. Whistling through the city, the convoy stopped for nothing, the 4-tonne Land Rovers roaring through streets ahead and to the side, with the Saxon APCs leading and following the convoy, their drab green "camouflage" blatent to all that something major was passing through. The blue lights on the Saxon, coupled with it's notable horn forced traffic aside as it made it's way through the city.

Within 24 hours, several more convoys would have arrived, and over 700 men would be busy preparing the garrison buildings for the arrivals.

The Adenian Airways flight touched down in Ghillie - chartered for this purpose, the BAe 146 offered ample room for the CEO and his entourage. His convoy was waiting - his personal transport, a Mercedes Benz C320 flanked by GL500s - all stamped with the Brittanican Security Solutions logo, and staffed by uniformed drivers. They began the journey through Ghillie, the Captain's Office already informed of their arrival. As they drove, Land Rover Patrollers joined their party, forging a path through the traffic.

Making his way into the Office of the Captain, he approached the secretary and quietly advised her of who he was and his intention to see the captain.

Let me make it more clear because it seems I made a mistake last time. The actual name is the Dark Knights and we are the Black Hand of operations or better known as Mercenaries. We have nothing to do with the Lynion Vamperial Forces we are more of Mercenaries but with wider operations. We have no name tag, we only have Code Names and we do what the military can't do.

Is that enough? Or do you require more information?

They want the honour of battle. Surely you cannot deny that request? Our warriors are courageous. They do not fear death.

I should point out that to Sniper Country the fact that your warriors don't fear death or want the honour of battle are not the issues. Unlike SparrowHawk and Brittanican Security Sevices, which are both PMC's (Private Military Companies - Armies for hire, essentially), you are requesting to deploy forces from your national army, something that, in the eyes of the international community and possibly Sniper Country himself, could be seen as an act of war.

I think the point is AM that Sniper Country doesn't want national armies ariving on his doorstep, whatever their intentions. I think he's expecting PMC's and Mercenaries, like SparrowHawk ExOps, BSS & the Dark Knights.

OOC: Mine are based on equipment used in The Troubles - in fact, the Land Rovers are still in use, although mine have an extended skirt and are blue-and-grey. We're very much more policing than military.
